The Los Angeles City Council Homelessness and Poverty Committee met today, October 8, 2020 and considered, among other things, a Mitch O’Farrell motion to use the Hollywood Recreation Center as interim housing for the homeless. The incomparable Ktown for All livetweeted the meeting and raised the possibility that O’Farrell would use such housing as an excuse for enhanced enforcement of anti-homeless laws in the vicinity.

This is not a baseless fear. Councilmembers universally try to gain the approval of unhinged anti-shelter housedwellers by promising intensified criminalization of homelessness. O’Farrell did precisely that in 2018 with the Hollywood Bridge Housing project, for instance.

Also, the Hollywood Rec center is gang turf, claimed by a particularly violent crew of absolutely genocidal NIMBYs who continually threaten to attack homeless encampments near the park. This deranged mob is led by weirdo Kanye West producer Anthony Kilhoffer, who owns a rental property at 1149 Cole Avenue, directly across the street from the Rec Center.

Here’s the latest episode in the continuing story of the unholy obsession of psychopathic rageball George Yu, commander in chief of the Krazy Kriminal Konspiracy known as the Chinatown Business Improvement District, Los Angeles neighborhood prosecutor Tia Strozier, and LAPD senior lead officer Elizabeth Ortega, with the very existence of Chinatown resident Theo Henderson. You can read a report on this through May 2019 here.

The short version is that at Yu’s behest, Strozier and Ortega, with the cooperation of other City officials from CD1 and Rec and Parks have been trying unsuccessfully for months to arrest Henderson or at least find a way to ban him from Alpine Recreation Center. They have subjected him to police hyperscrutiny in the hope of finding actionable violations and aggressively try to impose “services” on him as a way to forcibly relocate him. Today’s post will bring the story up through July.¹

One of the favored tactics George Yu and his minions at the City of Los Angeles² use against the homeless people they’re targeting is involuntary mental health commitments. So it’s no surprise to see Ortega reassuring Yu via email on June 3, 2019 that she’s arranged for the County Department of Mental Health to “speak to Theo” What’s slightly surprising, though, is to see the putatively professional Ortega telling ostensibly private citizen Yu what seems like private medical information about Henderson. This ethical lapse certainly highlights the fact that the point of the intervention Ortega has arranged has little to do with Henderson’s well-being and lots to do with Yu’s vendetta.

Not that it needs to be highlighted. The fact that anyone with any training whatsoever, or even with any common sense, could sincerely think that Theo Henderson has any mental health problems at all, is completely implausible. It’s ridiculous. There is no legitimate reason for any competent person to call DMH about Henderson, who is among the sanest people I know. If you haven’t had the pleasure of meeting him, and want to judge for yourself³ you can watch him speaking some truth to Yu at a recent BID meeting.

On June 27, 2019 Henderson and other homeless rights activists held a press conference at City Hall to promote the Services Not Sweeps Coalition, which stoked Yu’s always-smoldering rage at Henderson into an unhinged thermonuclear frenzy. On June 28 Yu sent an email to Ortega and Strozier, the subject line of which read “Theo’s Press Conference”, accusing Henderson of being a pedophile based on the exceedingly thin evidence of some pictures Henderson had taken of children at Alpine Rec Center and posted on Instagram.

It’s been a while since I wrote about psychopathic rageball George Yu, the criminal boss of the Klown Kar Krew Konspiracy known as the Chinatown Business Improvement District. Last we heard about the guy he was incurring significant liability for his BID by failing to show up at his damn trial, and screaming at a bunch of people at a meeting funded on his behalf by the City of Los Angeles, and conspiring with Deputy City Attorney Tia Strozier, who really ought to be ashamed of herself but is not, against Chinatown resident Theo Henderson.

But Jake, even though it is Chinatown, we aren’t about to forget it. So I thought I’d spend a little of this precious weekend covering a couple interesting items from this set of Downtown Los Angeles Neighborhood Prosecutor Tia Strozier’s emails about Chinatown. One is from George Yu to some guy named Peter about crime in Chinatown. The sky is falling, the apocalypse is upon us, “the City outside Los Angeles is functionally and irreversibly broken” and crime in Chinatown is, according to Yu, who is evidently living in his own worst nightmare, higher than crime across the street in El Pueblo.

But, says this casually unhinged racist, funded by the City of Los angeles to the tune of more than $1.3 million per year in BID assessments,¹ “I assure you none of the suspects were Chinese or have ever lived in our community.” Great analysis, George Yu! You’re worth every damn penny of that public tax money the City hands over to you every year to run your weirdo little kingdom out there in North Central Yu-ville!

So yesterday I went all over the damn City fetching public records from various agencies and told the story in this Twitter thread. And one of my stops was at the City Attorney’s office in City Hall East where I was menaced by a cop and subjected to extensive elevator therapy and then no one knew where the records were so I had to leave and then come back and finally I got them! And now you can get them too, right here on Archive.Org!

What I asked for here were emails to and from Tia Strozier, who is a newly appointed neighborhood prosecutor in Downtown Los Angeles. In that role, despite the mendacious utopian rhetoric of her lying boss Mike Feuer, she mostly works as an abject minion to business improvement districts and other zillionaire-facing organizations, her main job being to direct the full majesty of the law against whoever the zillionares desire, mostly homeless human beings who happen to live within the effective range of the considerable legal weaponry at her disposal.

One such person is Theo Henderson, a resident of Chinatown who, for reasons best known to the imaginary psychiatrist of unhinged racist¹ psychopathic rageball and Chinatown BID kingpin George Yu, found himself squarely in the crosshairs of Yu’s rage. So much so, in fact, that activist residents of Chinatown rallied around Henderson, among other things, starting a Facebook group to discuss his plight.

And the story that these newly-obtained emails tell about George Yu, Tia Strozier, and the toxic misuse of municipal power, is not a pretty story. It shows Strozier marshalling her resources, convening meetings with Yu, other BIDdies, LAPD officer Elizabeth Ortega and other cops, City officials from Recreation and Parks, Ricardo Flores from CD1 representative Gil Cedillo‘s office, and so on, to discuss how to persecute Henderson.

And perhaps the most offensive part of this offensive, possibly unlawful, series of events is Strozier’s weaponization of the language of compassion, so common and yet still so appalling, among anti-homeless forces in Los Angeles, evinced here in her repeated insistence that she’s arranging for “outreach” for Henderson when it’s clear from the context that what she means by “outreach” is ultimately forcible removal from Chinatown, his neighborhood, where he lives. It’s well known in the anti-BID community that the City of Los Angeles is fully committed to the completely false story that a BIDs is formed by a spontaneous upswelling of property owners, uninfluenced by the City and completely outside of the City’s power to direct. Of course, as I said, this is a lie, and there’s plenty of evidence that it is a lie. State law not only gives the City the absolute right to determine everything BIDs do with their money but the City is not shy about exercising this right when necessary.

And there are plenty of concrete proofs that it’s actually the City of Los Angeles that creates BIDs. From then-CD13-rep Jackie Goldberg’s tireless efforts to form a BID in Hollywood in the mid 1990s to Eric Garcetti’s and Mitch O’Farrell’s almost decade-long quest to put together a BID in Echo Park to CD9 repster Curren Price’s strongarmed extortion of a South LA car dealership to get seed money for a BID along MLK Blvd. to CD11 rep Mike Bonin’s mendacious little flunky Debbie Dyner Harris’s multi-year involvement with the Venice Beach BID formation effort, the City is the motivating force, I’d venture, for every damn BID we have now and are gonna have in the future.

But every case I know of has involved the local Council District. This isn’t just my imagination, either. It’s reflected in these BID formation guidelines, published by the Los Angeles City Clerk‘s BID office, which state unequivocally that the BID formation process begins when: An individual, or a group of individuals (“proponent group”), or a Councilmember, desires to investigate the possibility of establishing a BID in a given area.

Consequently, what a surprise it was to find a set of emails between Andrew Said, who is neighborhood prosecutor for the Rampart Division, and Mike Russell, director of the Wilshire Center BID, which feature Andrew Said asking for Mr. Mike’s advice on how to start a BID in Westlake. Maybe you remember our semi-recent post about the July 28 meeting of the Joint Security Committee, in which some genius of a Sheriff’s deputy poured forth a never-ending stream of genius-level similes, including a comparison of sidewalk vendors at MacArthur Park with “too many animals in one cage.” Well, with all the furor over Hollywood nightclub totalitarianism, we’ve been too busy to get back to that video until this morning. Take a look here as our friends on the committee and some random cop discuss the Rusty Mullet. As always, a complete transcription may be found at the end of this post, but here is essentially what was discussed in this metaphorically smoke-filled back room.

Fred Rosenthal, of friendly neighborhood electronics retailer Ametron, who’s evidently the chair of this committee, noted that there was no one there from the City Attorney’s office to make a report. Kerry Morrison, who’s keeping track of the progress of the BID’s ongoing conspiracy against Hollywood bars and nightclubs whose patrons don’t match her favored color scheme, announced that they were busy downtown at the Rusty Mullet CUP revocation hearing.

Some random cop from the Hollywood Division then proceeded to ramble on about how the LAPD is targeting the Rusty Mullet, complete with can-I-get-a-witness hallelujah-interjections in four part harmony by John Tronson. After that, Kerry Morrison, as pictured above, actually giggled and counted down the remaining Hollywood nightclubs on her fingers. Of course, those aren’t all targeted for destruction by her and her cronies. Some, after all, cater to white people and are owned by former HPOA Board Member John Lyons, so those can stay. How is this Even Legal? BID Patrol Attacks a Sitting Man, Forcibly Handcuffs Him, and Then, With Full Cooperation of LAPD, Arrests Him for Kicking one of Them During Putative “Arrest”

This would be unbelievable if the whole thing weren’t captured on video. On November 23, 2015, at least four BID Patrol security guards (Mike Coogle, along with Wissman, Tizano, and Cox) confronted a man who was sitting on the sidewalk in front of the Metro Red Line station at Hollywood and Vine. They talked to him for almost four minutes, during which time he didn’t answer their questions and mostly ignored them. At 3:55 in the video one officer says to another “you want him?” The other says yes, so they grab him and push him over.

Soon all four of them are piled on top of him and trying to put handcuffs on him. Coogle claimed that the man kicked him during this episode, and ultimately they didn’t even arrest him for violating LAMC 41.18(d). Instead they arrested him for battery for kicking Coogle. When LAPD officers Adams (#34837) and Galicia (#41404) showed up and accepted the man into custody with the approval of their supervisor, LAPD Sgt. Chuck Slater. You can read the full story in the arrest report, although it doesn’t answer the main question I have about this incident: How did the LAPD decide to arrest Jones for battery rather than the BID Patrol officers?

Now, I have heard repeatedly that these BID Patrol officers have no arrest powers beyond those that every private citizen has. Kerry Morrison has even said this to me in person while schoolmarmishly waggling her finger in my face. If this is true, and I think it probably is, then there are two possibilities. Either these BID Patrol officers are breaking the law on camera here or else it’s actually legal in the City of Los Angeles for private citizens to form up into gangs of four people, physically jump on top of anyone they see sitting on the sidewalk, and force them into handcuffs. In fact, Ms. Kerry Morrison has confessed in print to violating LAMC 41.18(d) but neither got arrested by her own BID patrol nor got jumped on and handcuffed by a gang of vigilantes.

Today’s post concerns a series of emails between Kerry Morrison and two Hollywood Neighborhood Prosecutors in 2014. These are part of a larger set of emails which we published some time ago. The BID, of course, is paranoiacally hyperphobic about drinking in public by the homeless, even as they celebrate, revel in, and sing hosanna in the highest to the use, misuse, abuse, of alcohol, even in public, when done by the non-homeless population of Hollywood. That’s not news. What is news is the weirdly obsessive length that newly-appointed-in-2014 Hollywood Neighborhood Prosecutor Jackie Lawson turned out to be willing to go to to accomodate Kerry Morrison’s paranoid hyperphobias. There’s a lot of background here, so please bear with us.

The documented part of our story begins on January 28, 2014,¹ with an email from Kerry Morrison to then-Hollywood-Neighborhood-Prosecutor Andre Quintero, inviting him to a BID-sponsored summit meeting the purported motive for which was “[t]o reduce the incidence of daytime public drunkenness in the Hollywood Entertainment Disctrict and Sunset & Vine BID.” In particular, Kerry calls Andre’s attention to item 4, asking that he “maybe … could be prepared to share some background on” “…laws governing alcohol sales and alcohol use.” Note well that there’s no word out of Andre regarding any of this. And the rest of the agenda is worth reading, but there’s nothing there, really, beyond the usual paranoid ravings about panhandlers and public inebriation with which we’re so familiar.

Things began to take an interesting turn in March, though. That’s when Kerry Morrison, unconstrained by any Institutional Review Board, by any ethical guidelines for the use of human subjects, by any standards, professional or amateur, by any method, scientific or humane, by any laws, human or divine, written or unwritten, criminal or civil, announced yet another experiment in the social-laboratory-for-the-criminalization-of-homelessness gestalt-slash-weltanschauung that the HPOA has overlain upon our beloved Hollywood in its 20 years of madcap malcriado misrule.²

Stories of the rich and powerful abusing intellectual property laws to stifle free expression, shut down criticism of their terroristic conspiracies against humanity, lock away little old ladies because their grandkids misuse bittorrent, wantonly slaughter cute lil bunnies, and so on, are as common in the tech press as dandelions on the expansive and suspiciously green lawns of Hancock Park before the gardeners show up on Thursday morning.

This post-capitalo-apocalyptic legal technology, the use of which reached its supernova-esque apotheosis earlier this month with the City of Inglewood’s mind-blowingly shenaniganistic attempt to assert copyright in video of city council meetings,¹ it turns out was being used by our friends at the Hollywood Property Owners Alliance to try to shut down the by-them-much-reviled street performers in a shameless criminal conspiracy with their aiders and abettors at the the City Attorney’s office and the LAPD as late as last August. Although our bosom BIDdies seem to have met with little success, except, evidently, in the case of Elmo of Sesame Street, their futile attempts are quite telling. We’ve been writing about the continuing story of the Vine Street tree vandal since October of last year. The Sunset-Vine BID has been announcing the imminent arrest of the criminal for at least that long. In fact, we could have sworn that they mentioned it again at last month’s Joint Security Committee meeting although we’ll be damned if we can find it in there now. We’ve also noted that this criminal does in fact seem to be targeting the BID’s trees, although as Kurt Cobain might have said but didn’t, just because you have enemies doesn’t mean you’re not paranoid.

Proof that the vandalism as pictured above was newly committed: as-yet unwilted tree fronds at the base of the tree. Is the baseball cap evidence of the workings of a depraved criminal mind? Obviously. Who else but depraved criminals root for American League teams?

As you can see to your left, though, the tree vandal is still at large and working despite the dogged efforts of Keystone Kop-wannabes Andrews International Security, the Hollywood Neighborhood Prosecutor, the LAPD, and everyone else. Perhaps there’s more than one tree vandal, and though they arrest particular instances, new vandals rise up hydra-like after the manner of peasant rebellion leaders everywhere.
