Tamales Nos Cuidan: Social Cleansing, Kerry Morrison, Donald Trump, And The Battle For Legal Street Vending In Los Angeles And Beyond

Recently, a little after 7 a.m. on a fine cool Los Angeles Winter morning, I found myself on Hoover Street a little South of Vernon. If you know the area, or areas like it, you won’t be surprised to hear that at that time of day there were tamaleras everywhere. At major intersections, of course, and also near schools, selling tamales y champurrado for breakfast. You can see a picture somewhere near this sentence that I took while waiting my turn in line.

The whole scene is entirely social. There are grandmothers buying a dozen at a time to take home, people on their ways to work buying two or three for breakfast, maybe for lunch too, and schoolkids buying singles to eat while they walk.1 The tamalera creates a little bubble of warm sociability around her, momentarily protecting those inside from the chill of the foggy damp onshore flow.

This doesn’t happen only on the streets of South Los Angeles, of course. Last month Gustavo Arellano published a lovely article in the New Yorker entitled The Comfort of Tamales At The End Of 2017 about the significant social role of this ancient food2 in Mexican-American culture. And you can feel that sociability strongly while waiting in line to buy tamales on an L.A. street in the morning.

But as you’re probably aware, it’s looking more and more likely that the City Council, despite their generally supportive pro-vendor rhetoric, is going to allow business interests and property owners to veto street vending on a highly localized basis for essentially no rational reason at all. One of the most random exclusionary zones recommended in the November 2017 report of the Chief Legislative Analyst is anywhere within 500 feet of Hollywood Boulevard.

Well, yesterday’s post on how the BID Patrol arrests about 90% fewer people per year since October 2014 (when I started writing about them) seems to have reminded readers that I haven’t written much about them lately.1 I got some correspondence on the matter, and the result is this post.

The main substantial matter disclosed here is the publication of some new records about the BID Patrol. I’ll be writing about some of this stuff in great detail in the future, but until then, you can find an assortment of records here on my Archive.Org site and also I’ve updated the collection of Steve Seyler’s imbecilic reports to the Joint Security Committee with entries from 2016 and 2017.2

Also to be found after the break is some much deserved, much delayed, mockery of Ms. Kerry Morrison, who last summer, it seems, was named one of LA’s 500 most influential zillionaire lackeys by the Los Angeles Business Journal, paper of record for the zillionaire elite of Los Angeles, in what seems to be nothing much more than a ramified Who’s Who scam given that they’re selling copies for $100 each. Mitch O’Farrell’s Misbegotten Playground Motion Was About Selma Park After All, Making It Even More Likely That He Was Trying To Please Kerry Morrison, Perhaps Because of the $2,600 In Campaign Contributions Given To Him By Her And Mr. Kerry Morrison

When I reported a few days ago on the tsunami of bad press surrounding Mitch O’Farrell’s recent Council motion seeking a municipal law to ban adults from children’s playgrounds in parks it was not yet provable, no matter how probable it seemed, that the proposal was related to the ongoing battle for Selma Park. Well, yesterday the Times published an excellent if somewhat shallow article by reporter Dakota Smith which settled the matter once and for all: “[O’Farrell spokesman Tony] Arranaga said O’Farrell proposed the law after locals complained about drug dealing at Selma Park playground in Hollywood.”

It’s still not proven that Kerry Morrison had a hand in O’Farrell’s proposal, but at this point it’s clear that she must have done. First of all, as anyone who actually lives in the area knows, there are no drug dealers in the playground at Selma Park. There may be drug dealers in the adult part, I don’t know, although I haven’t seen any actual drug dealing in there. Thus when Tony Arranaga speaks of putative locals putatively complaining about putative drug dealing in Selma Park, Occam’s Razor leads me to assume he’s talking about Kerry Morrison, who is still fuming more than 15 months after my colleagues and I undid her illegal off-limitsing of the Park for adults unaccompanied by children.

And such a move would be more than consistent with what we know about Kerry Morrison’s history. My colleagues recently reported that she and her husband, Mr. Kerry Morrison, had intentionally moved to Los Angeles in order to impose their puritanical visions on our City. Further research has revealed from whence these Morrisons came to our fair City:

New Chapter in Street Character Wars Begins Today as City Council Will, in Futile Attempt to Appease the Inappeasable Kerry Morrison, Set the Stage for More Huge Tax-Funded Payouts to Carol Sobel

According to an article in today’s Times by Emily Alpert Reyes and Nina Agrawal, the Los Angeles City Council is set to act today1 on Council File 15-0798, opened last June by Mitch O’Farrell and Tom LaBonge, ordering Mike Feuer’s office to write a draft ordinance regulating street characters on Hollywood Boulevard between Highland and Orange.

Of course, this is a direct response to Hollywood Property Owners Alliance ED Kerry Morrison, who’s been obsessing about this issue for decades now, even to the point of bullying City officials and entering into crazed cross-continental conspiracies. The City last cracked down on street performance at the behest of Ms. Kerry Morrison in 2010, leading to a federal lawsuit filed in August of that year by the incomparable Carol Sobel. The initial complaint was followed a mere two months later by a restraining order against the City of Los Angeles and, four months after that, a payout of $100,000 in damages and fees to the street characters and Carol Sobel, who has continued to make well-earned megabucks from the idiocy of the City of Los Angeles.

Sometimes we just have to share the weirdness, even if we don’t have the first freaking clue what it means. And, as our faithful readers can attest, there seems to be no real limit to how weird the weirdness can get. Seagull eugenics right here in Hollywood, courtesy of Ms. Kerry Morrison? Why, yes! While grepping around in the Andrews International BID Patrol daily activity logs looking for evidence of another matter entirely,1 we were amazed to come across the following information from November 11, 2014:

IT IS OUR UNDERSTANDING THAT KERRY HAS TRIED TO ERADICATE THE SEAGULLS IN THE HOLLYWOOD AREA BY HIRING AN EXTERMINATOR THAT FED THE SEAGULLS A FORMULA THAT SUPPOSEDLY STERILIZED THE BIRDS.

There is more discussion of seagulls in a footbeat log from November 12, 2014, including a proposed attempt to fight seagull feeding in Hollywood via restraining orders. However, in the entire nine year span of A/I BID Patrol daily activity logs, these two items are the only mention of seagulls in any context whatsoever. What does it mean? We couldn’t begin to explain. But we will speculate that Kerry Morrison is highly but secretly disappointed that she can’t use the same kind of methods on the human objects of her disdain, such as the street characters at Hollywood and Highland.2 We will also note that forced sterilization of her avian targets is a laudably peaceable solution for the well-armed Ms. Morrison.

HPOA Meter-Feeding Enforcement Tantrum Spirals Upwards to Conceptual Exploration of Rewriting Major Parts of Long-Settled City, State Law to Allow Kerry Morrison to Attack Food Trucks More Effectively

Last month we reported on a fascinating situation wherein Hollywood Property Owners Alliance Board member Evan Kaizer didn’t understand the parking laws of the City he purports to be a citizen of, got himself a ticket on Hollywood Boulevard, and instead of just sucking it up and trying, in the future, to follow the freaking parking laws like everyone else he got Kerry Morrison to email freaking Seleta Reynolds, top turtle over at the Los Angeles Department of Transportation1 hinting around that NO FAIR!!

Well, the ticket didn’t get fixed,2 but Kerry Morrison, being the politically adept Machiavellianess that she is, began the process of straw-into-gold spinning for which she’s (justly?) famous when she asked Bruce Gillman, LADOT Communications Boss, about why didn’t food trucks, which, for some reason that we’re sure is clear to her and her theraputic team, she hates with a hatred that surpasseth understanding, get bunches of tickets for parking in the same place all day cause that’s also NO FAIR!!3 That all went down in March, but in his inimitably dogged manner, our faithful correspondent has continued to investigate, and he’s turned up a couple more emails on the subject. In particular, on June 20, 2016, a mere five days ago, Bruce Gillman wrote to Kerry Morrison, saying:

FYI: Regarding the issue of citing food trucks more often, or `escalating fines’ for repeat offender, the LAMC and CA CVC would have to be amended, as they limit citations for vehicles to one ticket per offense, per day. Looping in our Chief and Deputy Chief of Parking Enforcement: Greg Savelli and Brian Hale respectively.

That Time in 2014 When Kerry Morrison Helped John Tronson Cheat on his Homework and then Went and Spilled the Beans to the Cops that He Had Plagiarized his Work

If you want to read it, here is the “President’s Message”, originally published over then-HPOA-president John Tronson’s name in the Summer 2014 issue of the HPOA’s quarterly newsletter, HEDLines.1Let’s examine some of the highlights! First about the street characters:

LAPD has been quite proactive in their efforts to address lawbreakers amongst the cast of characters and vendors that populate the sidewalks in front of the Dolby Theatre. There has been an improvement over last summer, possibly due to the commitment of two undercover task forces doing surprise enforcement every month. Though this represents a huge devotion of resources by the department to this effort, it helps to reinforce that laws must been
[sic] adhered to and weeds out the trouble-makers. We are very appreciative of this strategy.

Oh wait!!! That’s not actually from John Tronson’s essay. What he wrote was:

That Time in 2012 When Kerry Morrison’s OCD Street Character Rage Incited Rabid, Frothing-at-Mouth Angry White Property Owning “Bull[ies]” to Attack Jane Ellison Usher and Tamar Galatzan with “Repeated Kicks to the Head”

Last month we broke the story of Kerry Morrison’s insistence that street characters on Hollywood Blvd. must be outlawed to curb terrorism while carving out a performative exception for the Ku Klux Klan’s Hancock Park operations. One of the incidents described there was a terse summary from HPOA Board minutes about how some meeting was tense because the City Attorney’s office had “…dropped the ball…” and they walked out of the meeting (due to shame or something).

Well, we recognize a whitewashing when presented with one, so we directed our faithful correspondent to investigate further, and, with the assistance of ever-helpful Mike Dundas of the City Attorney’s office, he came up with this little gem right here, which is an email from Special Assistant City Attorney Jane Ellison Usher1 to Kerry Morrison, Joe Mariani, and Leron Gubler, taking them to task for allowing their psychotic crazed white property owner constituents to berate Ms. Usher and her colleague Tamar Galatzan2 over a perceived, albeit delusionally so, inaction with respect to the TERRORISM street character problem at Hollywood and Highland. Ms. Usher’s description is far, far more plausible than that of the anonymous minutes-taker quoted above and far, far less flattering to the crazed HPOA-ites than is their own description. Kerry Morrison Declares that Hollywood Street Performers Must Be Unmasked Because of Terrorism While All the While Taking Financial Advantage of Masked KKK Terrorism In Hancock Park

We have written many a post about Kerry Morrison’s weirdly obsessive hatred of the street characters at Hollywood Boulevard and Highland Avenue and how she uses the power of her BID to attack them at every turn. Her surreality-based antipathy has at various times inspired her co-conspirators at the LAPD to crack down heavily on these performers, even to the point where Carol Sobel had to sue the cops in Federal Court to stop the neurotic vendetta.

She’s spent at least a decade railing against these characters and working with the City Attorney, the City Council, private attorneys, everyone in sight, without notable success, to ban their activities, to stop them wearing masks, to require them to wear identity badges, to conflate them with terrorists, and so on. Well, we’ve been looking into the matter a little more deeply, and today we’re here to tell you a story about street characters, the KKK, domestic terrorism, anti-mask laws, and property values in Hancock Park.1 First let’s take a little trip through 7 years worth of the minutes of the Board of Directors of the Hollywood Property Owners Alliance, concentrating on the street characters of Hollywood and Kerry Morrison’s efforts to thwart them by any means necessary:

Unrealized 1995 Proposal to Turn Hollywood Boulevard Into Literal, Actual Amusement Park Shows, We Guess, that No One Loves Hollywood for Herself and Also, However Bad the BIDs Are, Things Could Always Have Been Worse

Evidently some Disney theme park somewhere east of San Bernardino actually has a through-the-looking-glass replica of a Hollywood Boulevard that might have been real right here in the most real neighborhood in the most real city in the world.

Except, look! Unlike the real Hollywood Boulevard this fake one has benches, because they don’t have a BID destroying every possible thing that might give aid and comfort to anyone.
Amongst the files that our faithful correspondent recently open-sesame-ed out in literal troves from the Ali-Baba-esque locality on Ramirez Street known to the world as the City Archives and Record Center was a most interesting, most singular fax to Councilwoman Jackie Goldberg from a serial candidate for every random political office in California and generally all-round attention-seeking loony named Steve Mozena, self-styled “Chair of HOLLYWOODLAND.” On the handwritten fax cover sheet1 Steve declaims:
