You probably thought that this place was nothing more than a colony of self-satisfied zillionaires and their floofly little dogs, just strolling around on the bluffs in their $1,400 Jimmy Choos, but it turns out that it’s a seething urban hell, generating crime wave after crime wave in the Palisades. Build that wall, Mr. Bonin!
OK, remember after the Venice Beach BID was approved for the second time and Mike Bonin gave a meandering, semi-sensical, victory speech, pronouncing definitively that he

…acknowledge[d] that there have been issues and problems with BIDs in other areas. But there have also been BIDs that have been very successful and have been great partners in solving homelessness. In Pacific Palisades we have a BID that has actually worked with the Pacific Palisades Task Force on Homelessness and has helped get people housed.

Combine this statement, just begging to be fact-checked, with the fact that Mike Bonin’s weirdo staff is engaged in a criminal conspiracy to violate the California Public Records Act, thereby bringing the legally authorized investigations of brave citizen journalists into the shady shenanigans of CD11 to a grinding halt, and how could I resist asking Mike Bonin’s darling Pacific Palisades BID for a bunch of public records?

Well, last night, PPBID executive directrix Laurie Sale, in addition to coming at me all salty with a bunch of copypasta lawyerese about how she wasn’t handing over anything unless God and the FBI told her she had to,1 also provided me with a year’s worth of agendas and minutes from her according-to-Mike-Bonin-exemplary little BID out there to the northwest of reality in zillionaireville. Of course I put it up on Archive.Org immediately. And there’s some fine craziness in there, friends.

Greetings homeless neighbors! On behalf of the Palisades BID I would like to announce that we are from the LAPD and we are here to help the old amongst you, especially those whose health has deteriorated!
First of all, with respect to the homeless population of the Palisades, which according to Mike Bonin this BID’s handling of is a pattern of enlightened BIDolatry, take a look here at the Minutes from February 3, 2016, where we read, in the words of Laurie Sale her own self, that:

Older homeless are receptive to services as their health deteriorates. On the enforcement front, Michael Moore will be here soon to attest to the fact that they’ve gotten a lot more support from LAPD. Have provided more air support and foot support and they’ve mapped out all of the encampments. The signage has helped and allowed them to go in and get people off of the bluffs. Currently have a count of approximately eighty (80) homeless in the area but no market
[sic] increase.

Long-time readers of this blog will recall our revelation of the fact that Steve Seyler, executive director of the BID Patrol, formerly a police officer with the City of Inglewood, continues to moonlight for the IPD on weekends doing whatever it is that he does over there. This, naturally, is in addition to the more than $66,000 in retirement he’s collecting. Well today, thanks to a tip and a clip from the incomparable Dehol Truth, we can demonstrate that this kind of thing not only seems shady to anyone with some perspective, but that even to Wanda Brown, long-time Inglewood City Treasurer, speaking at a Inglewood City Council meeting in 2014:

But again, I could say, back in the nineties, I’ve been here twenty seven years, we’ve always had too many employees here. ALWAYS. And I can recall, during the times in the nineties, when certain folks were allowed to retire and come back and work part time doing nothing. Because I went by their office and saw nothing on their desk but their telephone and their feet.

BID Patrol Boss Steve Seyler of Andrews International Security Moonlights at Inglewood Police Department Doing Background Checks and Cold Cases

It turns out that vodka Nazi and Hollywood BID Patrol bossman Steve Seyler works part-time for his former employer, the Inglewood Police Department, as something called a “civilian investigative specialist” investigating cold cases and doing background checks. The IPD is famously incompetent and so is Steve, so perhaps it’s a good fit. According to Transparent California the City of Inglewood paid Seyler $15,180 in 2013 and $13,366 in 2014. This is in addition to his more than $66,000 pension. Many of the other Civilian Investigative Specialists are also former IPD officers, so perhaps this is some kind of informal retirement-payola scheme, which would certainly be consistent with Inglewood’s reputation for outrageous public corruption.

Seyler was still working for them in 2015 and 2016 but I haven’t been able to get his pay records for those years. According to1 Inglewood City Clerk Yvonne Horton,2 the city of Inglewood doesn’t have a contract with Seyler. Federal Judge Michael W. Fitzgerald of the U.S. District Court for the Central District of California Shows Up BIDs for the Mewling and Puking Liars they Are

Note that formerly Ukrainian first amendment maven and all-round mensch Eugene Volokh has already explained this better than we’re ever going to, so you may want to hop over to there for background. TL;DR is that the city of Inglewood sued Inglewood resident Joseph Teixeira in federal court, claiming that Teixeira’s reuse of their city-produced videos of city council meetings to create weaponized mockery of, among others, Inglewood mayor James Butts violated their copyright in said videos.

Well, Judge Michael W. Fitzgerald of the U.S. District Court for the Central District of California (that’s federalese for “Los Angeles”) not only dismissed Inglewood’s case, he terminated it with extreme prejudice. You can read the order here if you wish, and it’s smoking hot. The salient bit for this blog is, according to Volokh, that:

The court held that, under California law (see, e.g., County of Santa Clara v. Superior Court (Cal. Ct. App. 2009)), cities can’t claim copyright in public records. And while the city claims that this provision is trumped by federal copyright law, the court rejected that argument — federal law treats local governments as political subdivisions of the state, and a state has the power to control what its subdivisions do (including which federal rights they claim).

Now, I can hear you all murmuring and wondering out there in internetlandia, saying “sure, Kohlhaas, we hear you, but what does this got to do with the BIDs??!” Well, friends, we’re glad you asked!

The School on 103rd Street by Roland S. Jefferson is a fine political conspiracy novel as well as a stunning roman des riverains1 planted firmly in early 1970s Black Los Angeles
Today’s book is The School on 103rd Street, by Los Angeles author and psychiatrist Roland S. Jefferson. It seems reasonable to review it here for two reasons. First because it so vividly evokes the peculiar time and place of early 1970s Los Angeles, a spatiotemporal locality that’s dear to my heart and second because its subject matter, racial politics in Los Angeles (including a vast conspiracy the nature of which I can’t really reveal without spoiling the plot, which is something I’m not willing to do) aligns closely with the focus of this blog.

I’ll move on to the serious matters below, but first, check this description of protagonists Elwin Carter and Sable having an evening out in 1973:

They had dinner at Cyrano’s in Marina Del Rey and then went to the Name of the Game on Century Boulevard for some dancing. At midnight they went down to the Lighthouse to hear Gabor Zabo, and, on the way home, they dropped by Shelly’s Mann Hole and caught the last set by Gerald Wilson. Carter had taken the Ferrari, and, although Sable offered no resistance, she didn’t encourage him. From Shelly’s they headed down Highland toward Wilshire…3

Now, I don’t just read novels for Los Angeles geography porn, but I’m always happy to find it, especially when it has restaurants! Cyrano was a “fine dining” or “continental” sort of place, opened early on in Marina Del Rey. Given the character of the Marina in 1973, at the time Elwin and Sable had dinner there the joint was probably full of cocaine, swinging-in-the-worst-sense, disgusting 1970s facial hair, and gelatinous sleaze coating every surface.

The Name of the Game was a dance place in Inglewood at Century and Crenshaw. Here’s how the Los Angeles Sentinel described it on September 2, 1971:

It’s called The Name of The Game, and to many, many persons it’s the name of the place they find attractive and a lively cynosure for a truly good evening of pleasure. Located at 3000 W. Century boulevard, it has music by Dave Holden, and dancing space for frisky feet or those who just love to move and groove. There’s no cover charge, either. The Name of the Game also affords daily luncheon specials, and daily half-price cocktails. So what could be better for the jaded tastes than a visit to The Name of the Game?

Unfortunately I can’t find a picture of the place. Note also that there was a sensational killing there in 1973. I don’t have space to go into it, but it was well covered in the Sentinel, starting here.11

Next they head off to the Lighthouse, a famous and still-active jazz club in Hermosa Beach which I’d discuss more if I gave even a fraction of a shit about either jazz or Hermosa Beach. Finally, “on the way home,” they head to Shelley’s Manne Hole which, coincidentally, played an important role in my last recommendation, so I won’t belabor it here. However, these two live in Baldwin Hills, meaning that the Manne Hole, at 1608 N. Cahuenga Blvd., is in no sense but the sense that this night should never end on the way home from Hermosa Beach. Ah, youth!

Now, despite my breathless temporogeographical musings, this novel is much more than a travelogue. It’s an immensely important document about the state of racial politics in Los Angeles eight years after the Watts Rebellion, with more than a little relevance for the present day (as well as being a bitchin’ thriller). You probably thought that Batman was the good guy, but it's time to admit that you were wrong.  Here he is, not just terrorizing poor innocent tourists who don't know any better than to allow themselves to be victimized, but he's also flagrantly violating trademark law.  If he were as honest as we'd been led to believe he'd be hauling his own self off to jail instead of macking on helpless tourist girlies.

This post-capitalo-apocalyptic legal technology, the use of which reached its supernova-esque apotheosis earlier this month with the City of Inglewood’s mind-blowingly shenaniganistic attempt to assert copyright in video of city council meetings,1 it turns out was being used by our friends at the Hollywood Property Owners Alliance to try to shut down the by-them-much-reviled street performers in a shameless criminal conspiracy with their aiders and abettors at the the City Attorney’s office and the LAPD as late as last August. Although our bosom BIDdies seem to have met with little success, except, evidently, in the case of Elmo of Sesame Street, their futile attempts are quite telling. Somebody at HPOA Is at Least as Good at Public Relations as Heinrich Himmler

Odilo Globocnik, a guy who was very proud of his work and prone to boast about it in public although not, so far as we know, in poetry.  Globus, as his SS buddies called him, had to be told by his boss Heinrich Himmler to shush up because his antics were interfering with the mission.
Odilo Globocnik, “the vilest individual in the vilest organization ever known,”1 master architect of mass murder and a guy who was very proud of his work, enough so to boast about it in public although not, so far as we know, in poetry. Globus, as his SS buddies called him, had to be told by his boss Heinrich Himmler to shush up because his antics were interfering with the mission.
Odilo Globocnik first came to the attention of SS bossman Heinrich Himmler because of his relentless antisemitism and his willingness to murder the Jews of Vienna on a freelance basis even before such practices were sanctioned by German law. Consequently, in 1939 Himmler promoted Globocnik and moved him to occupied Poland. In 1941 Himmler directed Globocnik to oversee one of the most enormous instances of genocide in the history of the world: Aktion Reinhardt.

This was a big step up for Globus, as Odilo was affectionately known to his buddies in the Schutzstaffel, “the vilest organization ever known.”1 In localized modern terms, it’s like being moved from the suburban backwater of Inglewood to the big-time bright-lights-big-city cosmopolis of Hollywood! Globus took to his new surroundings like Samson to the Philistines, and, by late 1943 when he wound up operations, more than 2,000,000 Jews were dead. The organizational aspects of this accomplishment were overwhelmingly intricate, so Globus felt understandably proud of his masterful work and wanted to crow about it.

However, Heinrich Himmler, Reichsführer of the SS and Globocnik’s boss, had begun to notice that the rest of the world, and even a significant number of German citizens, weren’t too happy about the systematic deportation and gassing of human beings on this scale. As historian Bettina Stangneth has it:

The Nazis might have kept telling themselves that the extermination of the Jews was the only means for their survival, but they lacked sufficient faith in this view to share it with the rest of the world. The Nazi police state was born of the fear that not even its own population would understand its campaign of murder. Himmler guessed early on that this “glorious chapter of our history” could never be written, and he prevented Odilo Globocnik from sinking a memorial plaque into the earth for the heroes of Operation Reinhard…In summer 1942 [Himmler] ordered his commanders to find a way to avoid digging any more mass graves and to clear up the old ones. Any form of publicity would be harmful.2

Meanwhile, back on the home front, on December 11, 2014, the Joint Security Committee of the Hollywood Entertainment District BID and the Sunset-Vine BID held its monthly meeting.
