In 2017 Kerry Morrison — Whose Experience Of Mental Health Policy Seems To Consist Mainly Of Illegally Locking Up Homeless People In Hollywood — Was Asked By County Mental Health Staff To Name Potential Commissioners — Among Others She Identified Steve Seyler — Whose Experience With Mental Health Policy Seems To Consist Of Bossing A Heavily Armed Gang Of Thugs In Hollywood Responsible For Incarcerating The Homeless At An Astonishing Rate — And Who Doesn’t Even Live In L.A. County, For That Matter

As you’re surely aware, our old friend Kerry Morrison has managed over the last twenty two years to position herself as some kind of neutral expert on homelessness in Los Angeles and thereby to be appointed to all kinds of influential positions even though actually, as executive director of the Hollywood Property Owners’ Alliance, she earns her salary by overseeing the arrest of homeless residents of Hollywood at an astonishing rate as part of her ultimate goal of moving them out of her BIDs by any means necessary.

For instance, as a result, former CD13 rep Eric Garcetti felt free to appoint her to the LAHSA Commission and subsequently to the Prop HHH Citizens’ oversight committee.1 The fact that Kerry Morrison is a politically viable candidate for such appointments despite the fact that her positions differ not at all in any pragmatic way from those of e.g. open advocate for violence, slavering anti-homeless psychopath, and manifestly unappointable-to-anything Mark Ryavec shows the disheartening extent to which she’s managed, through deception and the inattention of journalists to BIDs in Los Angeles, to maintain her public image as some kind of local Mother Teresa figure.2

Kerry Morrison’s genius for reputation-laundering reached a kind of apotheosis in 2016 when she wangled herself a Stanton Fellowship, which is some kind of grant awarded by the Durfee Foundation3 to “allow leaders to test a hunch,” whatever that means.4 And regardless of what it means to the Foundation, it’s also very convenient for Ms. Kerry Morrison as yet another way to fail to acknowledge her paymasters at the BID.5

Given all this it was no surprise to discover that in 2017 Kerry Morrison somehow found her way onto something called the Los Angeles County Mental Health Commission‘s Ad Hoc Committee on LA County’s Board And Care System. When I learned of this in February, naturally I went ahead and sent a CPRA request to the County for all relevant emails. After an astonishing level of obstructionist shenanigans6 they finally released some subset of what I asked for, and you can read the whole set here on Archive.Org.

One moderately interesting item lurking amongst the chaff is the actual report prepared by the Ad Hockies. It’s mostly expected platitudes and stuff, though. The most interesting part is that, as discussed above, Kerry Morrison gives her institutional affiliation as “Stanton Fellow 2016-17” rather than as something honest like, e.g., queen homeless killer for the HPOA.

And there is a lot to write about in this set of records, but the text for today’s sermon is this June 12, 2017 email from Kerry Morrison7 to her gang of yes-people on the Hollywood 4WRD mailing list8 asking if any of them want to be appointed to the County Mental Health Commission. Turn the page for links to the emails, transcriptions thereof, and some commentary!

Announcing An Interesting Although Limited Selection Of New-Ish Hollywood BID Patrol Records Including Twelve Characteristically Imbecilic Seyler Reports — Also Some Fairly Gratuitous Mockery Of Hurricane Kerry Morrison, Who Was Recently Named One Of The 500 Most Influential People In Los Angeles By A Local Who’s Who Scam Operation, Including A Surprising Fact About Her Substance Of Choice

Well, yesterday’s post on how the BID Patrol arrests about 90% fewer people per year since October 2014 (when I started writing about them) seems to have reminded readers that I haven’t written much about them lately.1 I got some correspondence on the matter, and the result is this post.

The main substantial matter disclosed here is the publication of some new records about the BID Patrol. I’ll be writing about some of this stuff in great detail in the future, but until then, you can find an assortment of records here on my Archive.Org site and also I’ve updated the collection of Steve Seyler’s imbecilic reports to the Joint Security Committee with entries from 2016 and 2017.2

Also to be found after the break is some much deserved, much delayed, mockery of Ms. Kerry Morrison, who last summer, it seems, was named one of LA’s 500 most influential zillionaire lackeys by the Los Angeles Business Journal, paper of record for the zillionaire elite of Los Angeles, in what seems to be nothing much more than a ramified Who’s Who scam given that they’re selling copies for $100 each. You can read Ms. Kerry Morrison’s entry before turning the page to read what it means!3 Continue reading Announcing An Interesting Although Limited Selection Of New-Ish Hollywood BID Patrol Records Including Twelve Characteristically Imbecilic Seyler Reports — Also Some Fairly Gratuitous Mockery Of Hurricane Kerry Morrison, Who Was Recently Named One Of The 500 Most Influential People In Los Angeles By A Local Who’s Who Scam Operation, Including A Surprising Fact About Her Substance Of Choice

Final BID Patrol Arrest Rates For 2016 And 2017 Show Close To 90% Drop From 2014, Which Was Their Last Unscrutinized Year — This Precipitous, Unexplained Decrease Leads Hollywood BIDs To Consider Using Unarmed Security In 2018 Or 2019

I started scrutinizing the three major Hollywood business improvement districts in late 2014, and soon discovered that the so-called BID Patrol, armed security guards employed by Andrews International under contract to the two BIDs managed by the Hollywood Property Owners Alliance, that is to say the Hollywood Entertainment District BID and the Sunset & Vine BID, was responsible for more than one thousand custodial arrests of homeless residents of Hollywood every year.

And these arrests were1 ugly affairs. They involve harmless people, like ice-cream vendors, being handcuffed, forced into SUVs, and chained to a bench, sometimes for hours. There were 2,682 such arrests in 2007, a number of such shocking incomprehensibility that I published a four volume set of photographs of these victims in order to provide some means of visceralizing the sheer incredible magnitude.

So it was a welcome discovery indeed to find out that in 2015, almost certainly as a result of my scrutiny, BID patrol arrests dropped 70%, from 1,057 to 313. Circumstances beyond my control have, maybe you’ve noticed, limited my ability to write about the HPOA, but I recently obtained arrest rate statistics for 2016 and 2017, and they show an even more precipitous drop in arrests in the two HPOA BIDs, with only 152 custodial arrests in 2016 and only 131 in 2017.

Thus from 2015 to 2016 there was a more than 50% reduction, which was an 85.6% reduction from 2014, their last unscrutinized year. This trend continued in 2017. Of course, this huge reduction in arrests did not lead to any corresponding reduction in costs. The HPOA paid roughly the same in 20172 to have 131 homeless people arrested as it did in 2014 to have 1,057 homeless people arrested. I have no doubt whatsoever that this is due to my scrutiny, and I am about as proud of saving these multiple thousands of people the pain, humiliation, and legal troubles consequent on these chickenshit arrests as I am of anything I’ve ever done.

We Applaud Randall Tampa’s (Weirdly) Professional Reaction To Ongoing Police Commission Registration Of BID Patrol Officers — He Thinks It’s A Good Thing For All The Right Reasons! (And 500+ More Emails From The Fashion District BID Courtesy Of Also-Highly-Professional Exec Direc Rena Masten Leddy!)

Here’s a brief summary of the background: Late last year, on the basis of my complaint to the Police Commission, the City of LA resumed enforcement of LAMC 52.34 against BID security forces.1 Since then I’ve been tracking the progress of this massive project via various CPRA requests. In November 2016 the Police Commission informed all BIDs of the registration requirement. In December 2017 the Police Commission told the BIDs to quit whining and comply with the law.

Meanwhile, the latest piece of evidence in the ongoing saga of the registration of BID Patrols with the Police Commission comes from a huge release of emails by the Fashion District BID2 These span the time from July 1, 2016 through January 31, 2017 and are mostly between BID staff and the City of Los Angeles.3

There is an awful lot to write about here, but today I just want to highlight this interesting December 2016 email from FDBID operations director Randall Tampa to Eugene Shin, who’s the Police Commission investigator who’s handling the registration project. Randall Tampa sees the bigger picture here. It’s not a loss for BIDs who want to be free of any kind of oversight by the City, but a win for higher quality governance for everyone in Los Angeles:

I totally agree and support the police commission (and you) in your efforts to assure that only qualified personnel are patrolling the streets of Los Angeles.

In his email, Randall Tampa explicitly relates this opinion to his own experience as a police officer, proving yet again that people with experience in matters usually are much saner and have much more robust insights into how to regulate them. Most of the BIDs in our fair City are run by a bunch of cop-loving wannabes4 who are essentially see City governance as some kind of bizarre role-playing game, like Zillionaires versus Homeless, or whatever, rather than as an arena where wisdom and experience are far more essential than zillionaire-itude.

True, the Fashion District BID is presently having the stuffing sued out of it in federal court for its malfeasance and illegal conspiracies with the LAPD, and rightly so. They will lose this suit if there’s justice in the world, and be forced to pay endless amounts of money, but while they’re losing that suit, while they’re criminally conspiring with the cops, at least they’re putting up a professional front. At least they’re not a fricking embarrassment to themselves and others. (Turn the page for a complete transcription of Randall Tampa’s email and some musings on the nature of evil and frontery.)

Kerry Morrison’s Fallibility Exposed Publicly By Park La Brea News As Greater West Hollywood Food Coalition Move To Hollywood Salvation Army Is Finalized But She (Almost) Keeps Stiff Upper Lip. Mitch O’Farrell, On The Other Hand, Still Doesn’t Get This Whole “Free Country” Thing…

444px-salvation_army_world_war_i_posterAt least since February 2016, the Greater West Hollywood Food Coalition has been publicly discussing a move away from its long-time ground zero at Sycamore and Romaine. Of course, Ms. Kerry Morrison does not like this one bit and, in her rage,1 in May, went off in a tizzy crying to Salvation Army Board member Hank Hilty, whose family owns the Northeast corner of Third and Fairfax,2 and to the Salvation Army Southern California chief-directorate-for-something-or-another in Long Beach, saying something like “Hey fellow zillionaires! We don’t like this so can you please put a stop to it?”

And just watch her little speech on the matter from May. See how her affect just screams competence, omnipotence, every-kind-of-cence-but-common-sense? Well, according to the Park La Brea News, the Food Coalition’s move is a done deal and they will start serving meals there on January 1st. So much for Kerry Morrison’s back-channel-zillionaire-solidarity methodology. But does she just admit that she’s been trying to stop this development for almost a year now and has failed utterly? Nope! She’s quoted right in the article, speaking as if from her metaphorical dais, that imaginary place of calm, controlled, power. Also sprach die Königin von Hollywood:

“[The GWHFC and Salvation Army] don’t perceive it will be much of a net increase of people coming to Hollywood, but we will have to see. I don’t necessarily buy that,” Morrison said. “The concern is not about the meal program, it’s what happens before and afterwards. When you are embarking on a project like this that is not self-contained, it is going to have implications for the surrounding neighborhood. We definitely will be watching. We will be tracking to see if there is any increase [in homeless people coming to Hollywood]. If we are 60 days into it and there is no impact, then we are golden.”

The tacit assumption here is that anyone cares whether or not she is “golden.” In fact, if anyone at all cared, she would have been able to stop the whole thing in January, when she first started tracking it, or in May, when she first started whining about it in public. But she couldn’t, so why would she be able to now? She’s putting up a good front, but she’s putting up a front.

And that’s not all! Note how she says that ” We definitely will be watching. We will be tracking to see if there is any increase [in homeless people coming to Hollywood].” Well, she’s talking about the BID Patrol watching, obviously, and that presents an interesting legal problem for her. Also, recall that CD13 Councildude and Darth Four-Eyes Mitch O’Farrell has been trying to get the Food Coalition shut down since about 20 minutes after he took office in 2013. He has something silly to say about the whole thing too. Read on, friends, for details!

Kerry Morrison’s Ruinously Expensive Obsessions With Homeless Outreach And Guns Cause Severe Cutbacks In BID Patrol Service Even As Expenditures Go Up, Up, Up — HPOA/CHC Books Cooked In 2015 To Obscure This Trend — Time For An Intervention!

Kerry Morrison at the Central Hollywood Coalition board meeting on November 8, 2016.
Kerry Morrison at the Central Hollywood Coalition board meeting on November 8, 2016.
Watch and listen here1 to an interminable discussion at last Tuesday’s meeting of the Board of Directors of the Central Hollywood Coalition2 about how to pay the increasing cost of the armed BID Patrol while, at the same time, maintaining or expanding dedicated “homeless outreach” services, also provided by Andrews International. In particular, staff is asking the board to approve a 5% increase in the A/I budget for next year to cover salary increases and so on.

Here are some numbers. A/I pays its BID Patrol officers $31.50 an hour.3 Almost certainly the BID is paying A/I significantly more than that. Also note that base pay for A/I unarmed officers is $13 per hour. In other words, armed officers cost about 2.5 times as much as unarmed officers. If A/I’s markup to the BID is a percentage of its HR costs then this ratio will hold constant regardless of what the BID is actually paying.4 Now, most BIDs in the City of Los Angeles do not have armed security. In fact, as far as I can tell, the two HPOA BIDs run by Kerry Morrison are the only BIDs that do.5 We have written before about Kerry Morrison’s disturbing and utterly disproportionate love of guns, and that’s probably enough to explain her insistence on armed security despite the high cost.6 And the cost is very high. According to the Sunset & Vine BID’s 2015 independent audit, the BID paid $805,608 for security out of total annual expenditures of $1,542,735.7

And what do they get for that? It’s explained in this exchange from last week‘s meeting.8 It’s essentially four dedicated officers per fourteen hour day, backed up by officers from the Hollywood Entertainment District, with slightly less on Sundays. Assuming 8 hour days, and not adjusting for Sundays, this is 11,648 hours per year.9 Dividing this into the 2015 security expenditure yields a rate of $69.16. The 2013 contract between A/I and the HPOA gives the markup rate as 82% for BID patrol officers and 55% for supervisors, so this is roughly consistent with a base hourly rate of $31.50.10 Continue reading Kerry Morrison’s Ruinously Expensive Obsessions With Homeless Outreach And Guns Cause Severe Cutbacks In BID Patrol Service Even As Expenditures Go Up, Up, Up — HPOA/CHC Books Cooked In 2015 To Obscure This Trend — Time For An Intervention!

The Homeless Industrial Complex: How CIM Group, Monica Yamada, Kerry Morrison, Steve Seyler, And Their Assorted Minions And Cronies Eat What They Kill In Hollywood And Beyond

Monica Yamada, president of the HPOA and principal of the organized criminal conspiracy known as the CIM Group, plotting with unindicted co-conspirators late last week.
Monica Yamada, president of the HPOA and principal of the organized criminal conspiracy known as the CIM Group, plotting with unindicted co-conspirators late last week.
This morning’s L.A. Times features an excellent story about how CIM Group defrauds its tenants in poverty-stricken but gentrifying areas of the City, telling them that they’re about to be evicted and offering them small amounts of money to sign releases. Of course, in Los Angeles, most low-cost rental units are covered by rent control laws which give these tenants significant protections which they don’t know about. CIM Group takes significant and soon-to-be-illegal advantage of this ignorance.

CIM Group is famous for its criminal behavior, which has shown no sign of slowing down.1 This latest revelation won’t surprise anyone who’s paying attention. And remember that gentrification creates homelessness, and evictions create homelessness. In short, CIM Group creates homelessness. Monica Yamada creates homelessness. And they make a lot of money by making people homeless.

But these homeless people don’t go to waste, no. Some of them end up in Hollywood, where they generate a great deal of economic activity. They don’t share in the wealth they create, but that’s no surprise. First, they end up as the the subject of arrests and other interventions by Steve Seyler and his cheerful gang of good-will ambassadors. Those boys2 earn $1.5 million per year dealing with these homeless people. No homeless people, no $1.5 million.

BID Patrol Allegedly Uses the Word “Wetback,” Offending Everybody Except Possibly Anti-Peruvian Director Carol Massie and Graffiti-Art-Haters on Staff and Board

This is not exactly like the BID Patrol. They don't carry rifles, for one thing.
This is not exactly like the BID Patrol. They don’t carry rifles, for one thing.
We’ve been writing a lot recently on what strongly appears to be an anti-Latino attitude on the part of the two business improvement districts controlled by Kerry Morrison. The first indication of this was their freakout over the too-dark skin color of local nightclub patrons. After that it turned out that they think that official acknowledgement of Peruvian culture in Hollywood would be “amazingly inappropriate.” Also, both BIDs design their public art contests in such a way that the chance of a Latino artist being selected is significantly lowered, with both the Hollywood Property Owners Alliance and the Central Hollywood Coalition being guilty of this.

So against that background it wasn’t all too surprising to read this 2015 complaint to Kerry Morrison from an anonymous person:

Ham-Fistedly Delusional LA County Sheriff’s Deputy on how MacArthur Park Vendors are Responsible for ALL Crime: “It’s the equivalent of putting too many animals in one cage.”

Lee Baca, Paul Tanaka, and this freaking genius…nothing but the best and the brightest for the LA County Sheriff…
Our correspondent hasn’t been to the Joint Security Committee of the HPOA and the CHC in a long time, but we do miss his reports; that’s where the real crazy happens. You can watch last Thursday’s meeting in its entirety and we’ll be presenting a few different selections from it over the next few days. Tonight’s little jewel has to do with the unknown LA County Sheriff’s Deputy whose picture is presently gracing your screen somewhere near this sentence. No one could understand his name when he announced it during the introductions, which is unfortunate because blasting the personal identity of ham-fisted babbling Sarah-Palin-wannabe cheese eaters like this genius all over the internet in close Google-cinity of their carefully transcribed moronic pronouncements is kind of this blog’s whole raison d’être and stuff. But ’twas not to be.

Anyway, listen and learn as he moves from one nonsensical bit of jibber-jabber to the next, playing into the delusional terrors of his zillionaire audience like a master baiter plays into the appetites of a trout in a stream. As always a full transcription appears at the end of the post.
