I’m sure you read about my big adventure yesterday when I went up north to film the Chinatown BID’s meeting and criminal ringleader George Yu got so salty that I wouldn’t tell him who I was that he flipped out to an extraordinary degree, screamed at me and then banned me for life from his weirdo fiefdom, the Far East Plaza.

But that’s not all that happened at the meeting. It turns out that George Yu is not merely a psychopathic rageball but he also runs his meetings like some kind of free association fest, like he’s on the couch and the audience is his analyst. And the most revealing, peculiar, unbelievable stuff came pouring forth from George Yu, self-betrayal oozing from his every pore, as they say.

So for instance, he admitted that he sent his BID crew to clean up something to do with homeless people at Sunset and Beaudry which, it seems, is not in his BID. Watch and listen here: You’ll see background photos on the screen. We worked with [unintelligible]. Yes, it’s at Sunset and Beaudry. No, it’s technically not Chinatown. But if those… If the [unintelligible] people there are staying at Sunset and Beaudry and then venture into Chinatown it’s a whole nother story. Our residents walk past this site daily. We couldn’t stand it. We cleaned it up.

Of course, it’s explicitly against state law for BIDs to spend money, which includes expending labor, on anything outside their boundaries. How I Got Advance Notice Of This Morning’s Clean-Up Of A Homeless Encampment At 4490 DeLongpre And What Happened There, Along With A Bunch Of Information About Encampment Clean-Ups In July, August, and September

This summer, thinking about the important role that LACAN’s pictures and video of LA Sanitation’s aggressive clean-ups of homeless encampments downtown have played in e.g. Mitchell v. Los Angeles, it occurred to me that it ought to be possible to get advance notice of encampment cleaning actions from the City via the California Public Records Act. Well, like everything involving CPRA, it turned out to be far more complicated than one might expect in advance.

Amazingly, Sanitation did supply me with materials. It was just the part about getting them in advance of the clean ups that was difficult. On August 5 I asked for the first time. On August 17 they asked for an extension. On September 13, after a certain amount of wheedling on my part, they sent me material for July and August, and a few days later, partial material for September. Still nothing in advance, though:

The most important ones are the “HE Conf”1 documents. Those represent confirmed locations of clean-ups by Council District for the given month. They also reveal the suspected but, to my knowledge, unproven fact that locations where clean-up is requested by the Council District are given priority over other locations.2 I will be requesting these for the past as well as for the future. I think that mapping this data and otherwise analyzing it will provide important insights into the City’s mostly unarticulated-in-public policies towards the homeless, as well as deeper understanding. And understanding this world is fine. But the point3 is to change it.

Not Only Does the Central Hollywood Coalition Hate Latino Art Genres, They Also Don’t Want Peruvians Getting Too Comfy in Hollywood. Jittery Little Psychopath Carol Massie: “Seems Amazingly Inappropriate.”

The Hollywood heroes at Peru Village L.A. held a marvy little festival yesterday across the street from MK.org secret headquarters, which prompted us to break out this story, which we’ve been sitting on for years. Well, not just the festival, but the recent revelations that not only does the HPOA hate mainstream Mexican-American artistic styles, but our councilman, Mitch O’Farrell, who by his own account has “a solid reputation of improving the quality of life for constituents in the 13th Council District,” approves of the anti-Latino-art dog whistlings of the Central Hollywood Coalition. So tonight get ready to hear about how they all have it in for our local Peruvian community as well.

Here’s the back-story. In 2012, a bunch of local Peruvian-Americans in CD13 got a council file started in an attempt to get Vine Street between Melrose and Sunset designated “Peru Village.” This makes some sense because, e.g., there are about five Peruvian restaurants along there, including Mario’s Seafood, which has some of the most astonishing fried chicken in the United States, and Los Balcones, both of which are numbered among the finest restaurants of any variety in our City. So they sent a bunch of really cute kids around to knock on doors and they ended up collecting over 500 signatures from people in the neighborhood.1 If you’re not familiar with Los Angeles politics, it’s worth noting that actual city council elections can easily be decided by 500 votes. For mere neighborhood renaming this is a landslide.

But then in February 2013, jittery little psychopath and Hollywood McDonald’s Queen Carol Massie got wind of the plan and popped off this little slab of characteristically jittery psychopathy, in which she swizzlingly pours forth the toxic product of her unchecked anorectic id thusly, proving that she not only hates America and also hates dark-skinned Hollywood club patrons, but that she also has something against Peruvians:

I am a founding member of the Sunset/Vine Business Improvement District which includes this “Peru Village” area. Not only have I never heard of this petition but we, as business owners, work very hard to make Sunset Boulevard and the famous Sunset & Vine corner a place that people from all over the world2 view as an integral part of Hollywood. Peru Village would include the Cinerama Dome,3 a Hollywood icon, among others, which seems amazingly inappropriate.

Note that she never says WHY it seems amazingly inappropriate. Perhaps her laser-like zillionaire mental powers tell her that the Cinerama Dome is completely disjoint from all things Peruvian. Or maybe she just made it up, which would be completely in character for Carol Massie.

Last Year Fabio Conti, Carol Massie, and Marty Shelton Accused the Rusty Mullet of Having Too Many Dark-Skinned Patrons, This Year Peter Zarcone Accuses Them of Murder, Kidnapping, Burglary, Grand Theft Auto, as Part of BID-Backed Conspiracy to Pull Their C.U.P.

Listen, this isn’t a joke. First get a copy of the hearing notice in the matter of the Rusty Mullet, being held at the Zoning Commission tomorrow morning. Then read the LAPD summary:

You read that right. The LAPD is trying to get the Rusty Mullet shut down because they allow dancing and they cause murders, kidnappings, and burglaries. Of course, you want to know what’s really going on here, don’t you?

Due to some kind-hearted click bait1 bestowed by loyal FOMs Esotouric, my colleagues’ recent post on the resurgence of the long-dormant proposed Echo Park Business Improvement District has turned out to be one of our most popular posts of 2016. The colleagues left out some absolutely essential information and so I’m following up on their behalves. Also I used the whole situation as an excuse to ride the 704 Eastbound to Echo Park Avenue and Sunset Blvd. to check out the situation on the ground.

First the essential info: This thing is on the agenda for the Economic Development Committee meeting on Tuesday, May 10, in room 1010 in City Hall. You can go tell them what you think about it. Unfortunately I have other commitments, and I’m sure approval is a foregone conclusion, but there’s the info if you want it.

Second, as you can see from the images accompanying this post, if the BID’s approved a lot of stuff is going to change out there. They’re going to chase off taco trucks. BIDs hate taco trucks with a passion that’s hard to understand. They even, believe it or not, hate taco trucks parked on private property. Showing an astonishing ignorance of the rights of property owners in a free society, they’ve been known to express amazement that they’re not against the law.

If the BID is approved, sidewalk signs have got to go. BIDs freaking hate sidewalk signs. In fact, one of the very first things Kerry Morrison did in the 1990s after the Hollywood Entertainment District BID was established was to go after businesses with signs on the sidewalk. Why? Who the hell knows? It offended her sense of order or something. Why should Echo Park expect anything different.

BID Patrol Wakeup Call at Sunset and Vine Captured on Video this Morning

This morning at about 8:00 a.m. BID Patrol officer Mike Ayala (badge #107) and his partner, whose name we don’t yet know, told a woman camped out at the Southeast corner of Sunset and Vine that she’d have to move on because the management of the Starbucks there had complained. Our correspondent happened to be walking by and caught the last nine minutes of the incident on video. Naturally, not much happened. Even the BID Patrol is going to think twice about arresting someone on a nonsense LAMC 41.18(d) charge while on camera. There were two interesting things about the episode, though.

Kerry Morrison Confessed to a Crime in the Pages of the LA Weekly in 2011 but Remained Unarrested by the BID Patrol

In 2011 the Andrews International BID Patrol arrested 103 people in Hollywood for violating the despicable LAMC 41.18(d), which, truly truly, outlaws sitting on the sidewalk in the absence of a parade. We have written oh so many times about how the BID Patrol does not arrest non-homeless violators of this law, and how this selective enforcement is particularly egregious in the case of the Hollywood Farmers’ Market. Well, imagine then, our surprise to read in an L.A. Weekly article from January 2011, our own Kerry Morrison, discussing how, even though she does not live in Hollywood at all and is probably far more at home at the Larchmont Market, held for some reason only zillionaires can grok at the same time as the Hollywood one, she thinks people who do live in Hollywood are a bunch of zombie NIMBYs from Hell cause they didn’t want to move the iconic Hollywood Farmers’ Market to some random parking lot due to the toys-from-pram whinging of the Film School at Sunset and Ivar. The point she seems to be making is that if the Market was moved, there would be more room for everyone and it would be a win-win situation all round, especially if you only ask the zillionaires, which seems to be Kerry’s modus operandi in such matters. Says Kerry, vis-a-vis crowded conditions:

Sometimes I actually have to sit on the curb to eat my pupusa. It seems like there’s so much opportunity for some expansion and breathing room — i don’t personally see how that would affect the urban charm.”

If you’re keeping score at home, you’ll recall that earlier we wrote on the May 28, 2015, meeting at Boyle Heights City Hall about street vending, focusing on Hollywood Entertainment District BID board member Alyssa Van Breene’s comments. You will also recall HPOA Executive Directrix Kerry Morrison’s description of the proceedings:

there were a series of four hearings that the chief administrative office staff held on the… the sidewalk vending ordinance. … It’s just this kind of amorphous set of hearings, which were completely dysfunctional, disrespectful, and almost, um, resembled a circus.

Long-time readers of this blog will recall that, last month, we broke the story of Hollywood Chamber of Commerce biggity-wig Marty Shelton’s bizarre distaste for black, brown, and poor people visiting Hollywood. Inspired by that, we recently wrote on the white supremacist roots of our beloved Hollywood sign and the inwrought caucasians-only policies of the real-estate development it once promoted. This line of inquiry got us interested in the jim crow history of Hollywood, which turns out to be quite rich.

For instance, a brief discussion in Scott Kurashige’s interesting book The Shifting Grounds of Race: Black and Japanese Americans in the Making of Multiethnic Los Angeles1 led us to read up in old LA Times articles on anti-Japanese hysteria in Hollywood in the early 1920s. It seems that in April 1923, the Hollywood Chamber of Commerce gave some advice to a bunch of angry white people. The article is here, but the short version is that some Japanese people bought eight lots in Hollywood, four near Bronson and Sunset and four on Tamarind and Gordon, and had the nerve to wish to build some apartment buildings and a church.

The white people got all in a tizzy, you can see one in the image above, and went to the Hollywood Chamber of Commerce screaming for help. The Chamber, as opposed to the presence of non-white people in Hollywood as they are today, directed the howling mob to the City Attorney to seek a restraining order and they also started circulating petitions “urging the residents to agree to restrict the use of land to those of the Caucasian race.”2 They were even inspired to poetry! By May of that year things had really gotten out of hand!

Outlaw tagger Thierry Noir, who the Sunset-Vine BID claims is known for his illegal graffiti1 but is no longer a criminal as far as we know, recently tagged a building in the Sunset-Vine BID. The BID is generally opposed to outlaw taggers, but manages to work up an awful lot of enthusiasm for this guy tagging this building. And his work is lovely, there’s no doubt.
