According to an email chain recently obtained by our correspondent, on September 24, 2015, Assemblyman Richard Bloom toured the Hollywood Entertainment District BID, accompanied by Kerry Morrison, Carol Massie, some other businessfolks, and Councildude Mitch O’Farrell. The BID Patrol usually goes around the place waking up sidewalk sleepers at 6 a.m., which is the earliest it’s legal1 to do so under the settlement in Jones v. City of Los Angeles. However, on the day of Richard’s tour Kerry directed the BID Patrol to delay the wake-up call, seemingly so that Richard could see people sleeping on the sidewalk and thereby draw the conclusions that Kerry wanted drawn. Here’s how it unfolded in the emails. On September 17 at 4:30 pm, Bloom aide Tim Harter wrote to Kerry (CC to Dan Halden of CD13):

Kerry,

I wanted to chat with you about morning of Sept. 24th, I believe we will be getting a tour with Captain Zarcone and the Homelessness taskforce on Thursday morning from LAPD from 8am-9am you are welcome to join if you would like nothing has been confirmed, I have been playing phone tag with Captain Zarcone. We will be at the Hollywood BID at 9am, I wanted to see if you have an idea of who will be at the meeting with us?

Well, that didn’t mesh with Kerry’s plans at all. You see, she’d arranged things so that Richard would see what she wanted him to see, and the 9 a.m. time messed up her carefully arranged Potemkin encampments. She got a little pushy about it, too:

Senior Lead Hollywood Cop Julie Nony on the Psychology of Homelessness and its Discontents: “The homeless are a lot like kids in a way” and LAPD Interactions with them “might seem strange and ugly at first.”

Those are actual quotes in the headline. They come from this email chain between bunches of people in the Media District BID, LAPD Hollywood Division Senior Lead Officer Julie Nony, and Dan Halden of CD13. Here’s more of the context, but you’ll have to read the whole thing to believe it. Chie Kobayashi, of yet another incomprehensible new media post-production outfit on Lillian Way between Santa Monica Blvd. and Melrose, wrote to Julie to complain in detail about homeless people. Julie wrote back:

We really need to get every business on the same page so this doesn’t continue to happen. It might seem strange and ugly at first but if you are new to the area and don’t know how things operate, this can get really out of hand. I will be out for the rest of the week, so I can not personally be there. Please call our front desk number if you should need to have a police unit come out (213-972-2971/2972/2973).

And of course call the B.I.D. first to see if they can handle it. The homeless are a lot like kids in a way. If we warn them and there is no follow through (like we did with the encampment) then they will test us and do what they can get away with. I would like to have a meeting with you, Vince Clothing, Red Studios, Milk, School PD, B.I.D., Vine Street Elementary and your neighbors just north of you. And whoever else you can think of. Lets [sic] all get together and share in the responsibility of keeping this area clean. Thank you!

We’re not sure where to start with this. We might note that it’s probably true that if kids get warned and there’s no follow through then they’ll test limits. But it’s not true because they’re kids, it’s true because they’re human. The instinct for testing limits is responsible for all human progress and is necessary for human survival.1 We might note that if your methods seem “strange and ugly at first…if you are new to the area” then there’s a reasonable chance that they are in fact strange and ugly. And their methods are very strange and very ugly. We’re not even new to the area and we think they’re strange and ugly. Some of us have grandparents who moved to Hollywood in 1908. Some of us have spent more than half a century in and around Hollywood. And yet we think the methods Julie’s talking about are strange and ugly.

LA Times Reporting on Mitch O’Farrell’s All-by-his-Lonesome Pitchfork-and-Torch-Wielding Assault on Hollywood Nightlife Continues to Make No Goddamned Sense Whatsoever

We reported recently on media coverage of CD13 Councildude Mitch O’Farrell’s recently inaugurated hysterical campaign against nightclubs in Hollywood which, if you read the coverage prior to today, seemed to come out of nowhere. Of course, as we said, it almost surely came from the HPOA, seeing as they are not only exceedingly prone to racist anti-nightclub hysteria but additionally are in no way above complex multi-agent conspiracies with Leron Gubler of the Hollywood chamber and Peter Zarcone of the LAPD.

Well, today the Times ran yet another gap-filled, info-deficient story on the subject. At least this one said one relevant thing:

The new attention from O’Farrell is not the result of an increase in complaints. In fact, Zarcone said complaints against clubs remain flat.

So that’s what O’Farrell’s attention is NOT a result of. Could the Times be bothered to find out what it IS a result of? No, they could not. What does O’Farrell have to say about this? Something stupid:

“Hollywood must be a neighborhood that is safe, clean and hospitable to its residents,” O’Farrell said.

The residents aren’t complaining. Zarcone himself said so. So who is complaining? It’s the BIDs, ain’t it? And what does Leron Gubler have to say? Something else stupid:

Well, the Los Angeles Times reported yesterday that Mitch O’Farrell, accompanied by LAPD Hollywood Boss-o-Rootie Peter Zarcone, gave a press conference out on the Boulevard explaining that nightclubs are really bad and if they break the laws, they’re going to be treated like homeless people and subjected to laser-focused nit-picksy iron-fisted enforcement. And the Weekly reported the same story but with much saucier photographs. O’Farrell even used the motherfricking Q-word:

This culture is diminishing the quality of life for people who live here and we are determined to bring them into compliance or shut them down.

Pro-tip: Whenever anyone ever under any circumstances in any official capacity says the Q-word, not only are they lying, but they’re going to be aiming a gun at you quite soon.

But none of these news stories reported on why Mitch is doing this and why he’s doing it now. Long-time readers of this blog will recall exactly where we have heard this nonsense before. That is, only at EVERY freaking BID meeting we’ve ever attended. There was the one where they hated on nightclubs cause their clientele is too dark-skinned and poor and the one where they conspired with Zarcone to institute hyper-enforcement in an effort to get liquor licenses pulled and so on. Mitch isn’t cracking down on nightclubs because anyone who lives in Hollywood cares. He didn’t even ask anyone who lives in Hollywood. This is nothing more than the latest delusional scene in the fevered psychodrama of Kerry Morrison’s and John Tronson’s and jittery little psychopath Carol Massie’s neurotic mental relationships with the wrong kind of people having the wrong kind of fun in public in Hollywood. What they’re saying when Mitch O’Farrell’s mouth is moving is that their ideal Hollywood denizens are white people who spend a lot of money quietly and go home in an orderly manner before midnight. You know, like they have in Minneapolis or something.

Kerry Morrison Tries, Fails, to Serve Two Masters, Unfolding Events Yield Two Pressing Reasons for Her to Resign from LAHSA Immediately

In the last two weeks, two cataclysmic changes in the the Los Angeles Homeless Services Authority‘s mission have made it, in not just our opinion but in the opinion of any sane observer, impossible for Kerry Morrison to ethically continue to serve as both a LAHSA Commissioner and the executive directrix of the HPOA. Since as of a few years ago she was earning $192,794 per annum1 from the HPOA we’re guessing it’s not that job she’s gonna quit. What happened is this: both the Los Angeles City Council and the Department of Housing and Urban Development are poised to ask LAHSA to (a) decide where across the city to locate service centers for the homeless and (b) to stop breaking up homeless encampments.

Unfortunately, Kerry’s masters on the BID Boards expect her to target the homeless for hyperenforcement even as they scoff at the very idea that homeless human beings have rights and, accordingly, she’s directed her flunkies (we’re talking about you, Steve Seyler) to arrest homeless people in encampments and for any other random thing that pops into their heads. She can’t ethically do both, for, as a wise man once said:2

No one can serve two masters, for either he
will hate the one and love the other; or else
he will be devoted to one and despise the
other. You can’t serve both God and Mammon.

Well, we’re not cynics, not at all, so we’re not going to predict what she’s going to do. We are, however, going to write much more about the choices she’s facing right below the fold!

Kerry Morrison in Van Nuys: Where the home in the valley meets the damp dirty prison / Where the executioner’s face is always well hidden1

As you probably know, the city of Los Angeles has been holding public hearings to gather input on possible frameworks for legalizing street vending. We’ve written before about the May 28 meeting in Boyle heights: once, twice, and thrice. Now, at last, we take up the June 11 meeting in Van Nuys. We’re starting things off with our old friend, Ms. Kerry Morrison. You can listen to her statement here or read a transcription after the break. We’ve also written about Kerry’s description of the meetings at the Joint Security Committee in July:

there were a series of four hearings that the chief administrative office staff held on the… the sidewalk vending ordinance. … It’s just this kind of amorphous set of hearings, which were completely dysfunctional, disrespectful, and almost, um, resembled a circus.

In the same meeting, Kerry explained that she wasn’t putting up with this, not for a second, and told everyone what she’d done about it:

So actually, Carol Schatz and I wrote a letter to Herb Wesson, the president of the city council after that meeting saying this is, this is really not being, you know, well-handled, there’s no security, it’s intimidating to people, there are people who did not want to testify. So the subsequent two hearings were, um, maybe a little bit more well-behaved.

Well, we put our fearless correspondent on the case and he went out and got us a copy of this letter. As is usual with Kerry when she’s writing in this genre, outraged-with-veneer-of-politesse-and-diplomacy white supremacism, the letter manages to combine utterly competent, even stylish, syntax with semantics that wouldn’t have been out of place in a 1970-era Ronald Reagan psychotic fever dream about students running wild in the streets of Berkeley. Ever-Delusional BID’s Targeting of Homeless Alcohol Use, Impunitizing Scofflaw Liquor Dealers, Denial of Laws of Nature, Continues, with Complicity, Connivance of City Attorney’s Office, Apace

Today’s post concerns a series of emails between Kerry Morrison and two Hollywood Neighborhood Prosecutors in 2014. These are part of a larger set of emails which we published some time ago. The BID, of course, is paranoiacally hyperphobic about drinking in public by the homeless, even as they celebrate, revel in, and sing hosanna in the highest to the use, misuse, abuse, of alcohol, even in public, when done by the non-homeless population of Hollywood. That’s not news. What is news is the weirdly obsessive length that newly-appointed-in-2014 Hollywood Neighborhood Prosecutor Jackie Lawson turned out to be willing to go to to accomodate Kerry Morrison’s paranoid hyperphobias. There’s a lot of background here, so please bear with us.

The documented part of our story begins on January 28, 2014,1 with an email from Kerry Morrison to then-Hollywood-Neighborhood-Prosecutor Andre Quintero, inviting him to a BID-sponsored summit meeting the purported motive for which was “[t]o reduce the incidence of daytime public drunkenness in the Hollywood Entertainment Disctrict and Sunset & Vine BID.” In particular, Kerry calls Andre’s attention to item 4, asking that he “maybe … could be prepared to share some background on” “…laws governing alcohol sales and alcohol use.” Note well that there’s no word out of Andre regarding any of this. And the rest of the agenda is worth reading, but there’s nothing there, really, beyond the usual paranoid ravings about panhandlers and public inebriation with which we’re so familiar.

Things began to take an interesting turn in March, though. That’s when Kerry Morrison, unconstrained by any Institutional Review Board, by any ethical guidelines for the use of human subjects, by any standards, professional or amateur, by any method, scientific or humane, by any laws, human or divine, written or unwritten, criminal or civil, announced yet another experiment in the social-laboratory-for-the-criminalization-of-homelessness gestalt-slash-weltanschauung that the HPOA has overlain upon our beloved Hollywood in its 20 years of madcap malcriado misrule.2

Kerry Morrison Accuses Street Vending Proponents Collectively of “Almost Resembl[ing] a Circus,” Being “Completely Dysfunctional [and] Disrespectful,” and “Being Bused in,” Elides True Nature of Putative Coalition

We’ve written before about the HPOA’s crazed-and-at-the-mouth-foaming opposition to Councilmembers Huizar’s and Price’s proposed ordinance legalizing street vending in the city of Los Angeles. We’ve written about the HPOA’s scheme to send its agents to public meetings in the ill-concealed guise of concerned citizens opposing the ordinance. Today we report on Kerry Morrison’s recent discussion of her experience orchestrating that whole fiasco. We’ll analyze it line by line, and you can watch the whole thing here and/or read a transcription after the break.

Kerry’s been on before about this issue, people not treating her agents provocateurs to what she delusorily imagines to be the duly appropriate level of forelock-tugging, although she hits a new high note1 here. We mean, we weren’t at the hearings, but it’s hard to imagine that they were dysfunctional. It’s easier to imagine that perhaps Kerry’s mistaken the purpose. It’s hard to see how a public hearing can be disrespectful without being told towards what or whom it’s disrespectful. Does she mean the hearing was disrespectful towards her minions? What is it that they’ve done to earn anyone’s respect? Perhaps she means something else. And as for the hearings “almost…resembl[ing] a circus,” well, we imagine that’s nothing more than the reaction of someone who has done her illegal best to make sure that the public doesn’t feel welcome at the meetings she’s the boss of to finding out that she’s not the boss of every meeting in Los Angeles and, just possibly, maybe not so welcome at all of them her own self.

On the front page of the Summer 2015 issue of the HPOA newsletter, our heroine and perennial source of subject matter, Kerry Morrison, has an article cynically entitled Discouraging News About Homelessness Surprises No One. Her subject is the 2015 homeless count results, released last month and showing that homelessness in Los Angeles County has increased by 12% over 2013, the year of the last count. In her piece, Kerry gives a number of delusional speculations on why this might have happened: more crazy people, good weather in LA, Prop 47 (srsly), people who, following the example of Jesus Christ, give money to panhandlers, the FREAKING ACLU?!!3

You’d never guess though, from reading this little essay, that the County’s approach to the problem of homelessness consists of anything more than a bunch of random but self-styledly-good-natured business-people chilling in their offices speculating benignantly about how hobos gossiping amongst themselves about how the livin’ is easy down by the LA River3 might possibly have to our current homelessness armageddon. There are actually agencies in Los Angeles whose entire purpose is “to support, create and sustain solutions to homelessness in Los Angeles County…”
