Newly Obtained Media District Security Logs Show Anti-Food-Coalition Hysteria To Be Even More Utterly Unfounded Than Previously Suspected

I recently obtained about 140 hand-written daily logs prepared by the Hollywood Media District BID’s security guards. These are also available via Archive.Org, which has the advantage that the whole set can be downloaded using BitTorrent. The set is not complete, and it mostly comprises swing shift logs, but I didn’t select these at all. I just scanned them in the order in which they were provided to me.

It’s been known for a while now that Universal Protection Service has carried out a years-long surveillance operation against the Media District’s perennial bête noire, the Greater West Hollywood Food Coalition, looking for any evidence whatsoever to use in the NIMBY neighbors, the City government, and the BID’s crazed campaign against them, their byzantine conspiracies with the LAPD and others in City Government, their allies’ unavailing 2011 lawsuit against the Food Coalition, and so on. These logs are interesting because they expose some contextually surprising results of this surveillance, namely that the intersection of Sycamore and Romaine seems to be the safest area in the entire Media District BID. Despite the intense, hours-long nightly surveillance, nothing illegal ever seems to happen there. Some samples follow. Note that these are also unselected. They comprise all swing shift logs from February 2016 that mention the Coalition’s food truck at all. They’re representative, too, in the sense that the pattern holds across all the logs I looked at:

BID Patrol Officers Dennis Watkins and Steven Sewell Forcibly Removed Law-Abiding Non-Threatening Citizen From Hollywood Main Streets in 2015 Because “He Will Use the Most Vulgar Language”

"He is slight of build and not a physical threat." Then why is the BID Patrol forcing him out of public view?
“He is slight of build and not a physical threat.” Then why is the BID Patrol forcing him out of public view?
I’m searching through the 2015 BID Patrol daily logs and also the 2015 arrest reports as part of a major project I’m working on,1 and I just keep coming across more surreal and upsetting (albeit tangential) episodes. For instance, on June 25, 2015 BID Patrol gunmen Dennis Watkins (badge #104) and Steven Sewell (badge #111), whose pictures Kerry Morrison is willing to lie and to break the law in order to keep secret,2 told the following story:3
RADIO CALL: 6923 HOLLYWOOD BLVD. 415 MAN IN FRONT OF THE “METRO”. UPON ARRIVAL NUMEROUS PEOPLE WERE POINTING TO THE SUBJECT. THE SUBJECT IS “C***** B****’ A M / W / 40-45 YRS. HE IS A TRANSIENT AND CAUSES PROBLEMS WERE EVER HE MAY BE. HE HAS PERIODS OF TIME WHERE HE WILL USE THE MOST VULGAR LANGUAGE TOWARD ANYONE IN EAR SHOT. HE PULLS A CHILD TYPE WAGON WITH ALL OF HIS POSSESSIONS. THERE IS NO REASONING OR CALMING THIS INDIVIDUAL DOWN. OFFICERS HAVE TO TAKE A FIRM POSTURE AND DIRECT HIM AWAY FROM PEOPLE. OFFICERS WILL ESCORT HIM TO A SIDE STREET OR OTHER LESS TRAVELED LOCATION. HE IS SWEARING AT THE OFFICERS DURING ALL OF THIS. IT IS UNKNOWN IF HE IS UNDER A DOCTORS CARE. IT IS AMAZING THAT HE HAS NOT BEEN ASSAULTED BY OTHER CITIZENS. HE IS SLIGHT OF BUILD AND NOT A PHYSICAL THREAT.

Kerry Morrison, Seagull Eugenicist to the Stars

An angry Hollywood seagull, condemned by Kerry Morrison to shoot blanks.
An angry Hollywood seagull, condemned by Kerry Morrison to shoot blanks.
Sometimes we just have to share the weirdness, even if we don’t have the first freaking clue what it means. And, as our faithful readers can attest, there seems to be no real limit to how weird the weirdness can get. Seagull eugenics right here in Hollywood, courtesy of Ms. Kerry Morrison? Why, yes! While grepping around in the Andrews International BID Patrol daily activity logs looking for evidence of another matter entirely,1 we were amazed to come across the following information from November 11, 2014:

IT IS OUR UNDERSTANDING THAT KERRY HAS TRIED TO ERADICATE THE SEAGULLS IN THE HOLLYWOOD AREA BY HIRING AN EXTERMINATOR THAT FED THE SEAGULLS A FORMULA THAT SUPPOSEDLY STERILIZED THE BIRDS.

(See the whole story after the break). There is more discussion of seagulls in a footbeat log from November 12, 2014, including a proposed attempt to fight seagull feeding in Hollywood via restraining orders. However, in the entire nine year span of A/I BID Patrol daily activity logs, these two items are the only mention of seagulls in any context whatsoever. What does it mean? We couldn’t begin to explain. But we will speculate that Kerry Morrison is highly but secretly disappointed that she can’t use the same kind of methods on the human objects of her disdain, such as the street characters at Hollywood and Highland.2 We will also note that forced sterilization of her avian targets is a laudably peaceable solution for the well-armed Ms. Morrison.

Kerry Morrison’s Homeless “Buddy” and Star of her Upcoming “Documentary” Apparently Received Special Treatment at Hands of BID Patrol in 2008

This man, who is not Kerry Morrison's buddy and who's not starring in her documentary and who never took luncheon with her, was arrested 10 times and warned twice by the BID Patrol in 2008.
This man, who is not Kerry Morrison’s buddy and who’s not starring in her documentary and who never took luncheon with her, was arrested 10 times and warned twice by the BID Patrol in 2008.
You may have seen the news elsewhere that Kerry Morrison was granted a Stanton Fellowship by the Los-Angeles-based Durfee Foundation. I’ve refrained from writing about it here because it struck me as more of a private matter. However, in February Kerry Morrison sent an email to Dan Halden of CD13 with her application attached. This put it on the public record and made comments on it of public interest, and it turns out to shed a great deal of light on otherwise mysterious goings-on at the BID Patrol.

So here is a copy of Kerry Morrison’s Stanton Fellowship application. This is an exceedingly rich document, and you’re reading the first of what I expect to be many, many posts about it. It’s well worth the time it’ll take you to read the whole thing, though, because it’s even weirder than you’re thinking it might be.

This man, who is Kerry Morrison’s buddy and who is starring in her documentary and who did take luncheon with her, was arrested 4 times and warned innumerable times by the BID Patrol in 2008.

Anyway, in her application, as part of her plan to fix what she sees as flaws in the mental health care system vis-a-vis homelessness, she plans to:

Tell the story. I have been collecting photos, videos, notes from interviews and observations now dating back to 2008. With the permission of my three friends, and possibly other
[sic], I see the potential to create a documentary that will weave the human story around the policy, systems and community cultural change necessary to embrace the needs of these individuals. Create a documentary to tell their story and show the before and after.

Her “three friends” are homeless men that she and her friends in business-oriented astroturf homeless services front group Hollywood 4WRD helped in various ways.1 A careful analysis of the Andrews International BID Patrol 2008 arrest reports and the 2008 daily activity logs that at least one of these three, whom Kerry Morrison calls “my buddy,” was accorded a free pass by the BID Patrol, being given innumerable warnings for violations for which his peers who weren’t the object of Kerry Morrison’s special interest were routinely arrested.

Many Years Worth of New Documents: Arrest Reports, Daily Logs, Photographs, Videos, Fashion District Emails

MINOLTA DIGITAL CAMERAI’m pleased to announce a huge amount of records, mostly from the Andrews International BID Patrol. These include arrest reports and daily logs, which bring our coverage up to the end of 2015. I put these on the Archive because the amount of material would overwhelm our hosting plan. There are individual links after the break and also here.

Note that there’s something fishy about the 2015 arrest reports. There are fewer than 350 of them, when the 2015 totals spreadsheet claims 606. This may have something to do with a new category for 2015 called “alcohol referral.” If these turn out to not be genuine custodial arrests we will have reduced the BID Patrol arrest rate by far, far more than I previously thought.

Also there are:

And some more emails from the Fashion District BID. These are prepared in the inimitably complete manner of Rena Leddy and cover the time from January 2015 through March 2016. They have to do with street vending and such topics:

Finally, there are over 6 GB of 2015 BID Patrol videos. I will be putting the videos on our YouTube channel soon, but that takes a lot of time, so I thought I’d make them available here first.

As I said, look after the break for individual links to our complete collection of A/I BID Patrol arrest reports and daily logs 2007-2015.

2008 Selma Park Arrest Reports (and more) Now Available

BID Patrol officer Robert E. Reyes (badge #117, on left) illegally arrested a man in Selma Park in 2008.
BID Patrol officer Robert E. Reyes (badge #117, on left) illegally arrested a man in Selma Park in 2008.
We’ve been writing for 6 months now about how the HPOA put up phony signs in Selma Park in Hollywood (illegally) declaring it off-limits to adults unaccompanied by children and how the BID Patrol spent the next eight years falsely arresting people and ejecting them from the park, until we got the signs taken down by the City in September 2015. Kerry Morrison told our faithful correspondent that “A/I says that after looking into this, it is unlikely that any arrests ever were made by A/I in Selma Park with specific regard to the signs and penal code section you recite (as opposed to public urination, drinking, and other reasons)…”
Man arrested in 2008 for being in Selma Park without a child.
Man arrested in 2008 for being in Selma Park without a child.
Well, we’ve been receiving the BID Patrol’s arrest reports and daily activity logs for a while now, and recently we obtained the complete 2008 set (arrests here and daily logs here). We’ve known that Kerry’s claim was wrong for a while now (e.g. see here) and the 2008 materials provide even more evidence that she was misled by Andrews International1regarding their course of conduct in illegally arresting multiple people in the park over the years.

Note that none, not one, of the following people appears on the list of cases originating at Selma Park that our correspondent obtained from the City Attorney’s office. Keep that in mind while you read the arrest reports. They didn’t even have enough of a case to be referred for prosecution. Read on for specifics.

In 2007 the BID Patrol Steered Homeless Sidewalk Sleepers to Selma Park to Avoid Arrest Until December 19 When the Signs Were Up

Selma Park from the side of freedom; the inside. Or, as Woody had it: As I went walking I saw a sign there And on the sign it said "No Trespassing." But on the other side it didn't say nothing, That side was made for you and me.
Selma Park from the side of freedom; the inside:

As I went walking I saw a sign there
And on the sign it said “No Trespassing.”
But on the other side it didn’t say nothing,
That side was made for you and me.

Late last week I obtained copies of the BID Patrol’s 2007 arrest reports and daily logs, and they shed some interesting light on the early days of the whole Selma Park fiasco. First of all, Footbeat 2’s log for December 19, 2007 reveals that the BID’s fake signs went up on or before that day:

1345/1355
EXTRA PATROL: 6765 SELMA AVE; SELMA PARK. CHECKED LOCATION FOR VIOLATORS OF NEW SIGNS POSTED PROHIBITING ADULTS WITHOUT CHILDREN AT PARK. NOTE 3 (H) MALES IN PARK IN VIOLATION AND ADVISED RE: NEW POSTED SIGNS. SUSPECTS DEPARTED WITHOUT INCIDENT.

Interestingly, this was foreshadowed as early as September, 2007. For instance, we find in the Footbeat 4 log for September 27, 2007 that OFFICERS CONTACTED SEVERAL HOMELESS RE: ISSUES IN THE PARK AND SURROUNDING AREA. WE ADVISED THE SUBJECTS RE: THE POSSIBILITY OF THE PARK BEING FOR CHILDREN ONLY. (END 1830 HOURS).

But the really unexpected fact I found in this material is that before the signs went up the BID Patrol actually encouraged homeless people to sleep in the park rather than on the sidewalk, where they were subject to arrest for violating LAMC 41.18(d). Now, this would certainly make sense in a sane world, since it was (and is) legal to sleep in the park, but not on the sidewalk. However, given the bitching and moaning that the BID put up about park-sleeping and the illegal lengths they went to to get the park declared off-limits to humans, I can’t help but suspect some kind of narrative-creating subterfuge here. It seems quite shady to intentionally fill the park up with homeless sleepers and then use the large numbers of homeless sleepers as a reason to get the park closed against them. It’s just another example of zillionaire ethics, I guess. See after the break for the evidence.

Downtown Center BID PR Materials from Macy + Associates, Hollywood BID Patrol 2007 Arrest Reports and Daily Logs

Screenshot from 2016-03-04 19:25:18Well, getting records out of the Downtown Center BID is like pulling teeth from a fricking hippopotamus,1 but after almost four months and one exceedingly detailed complaint to the Los Angeles City Clerk about their general bloody-minded uncooperative stonewalling, they have released a bunch of records relating to their public relations firm, Macy + Associates.2 You can find this material here on the Archive. Note that they’re, as usual, mercilessly and certainly illegally redacted. I’m working on this, but I don’t expect any results quickly.

Also, the big prize, obtained yesterday, is 2007 arrest reports and daily activity logs from the Andrews International BID Patrol. These are also on the Archive:

There are almost certainly significantly many arrest reports missing, and some details on this may be found after the break if you’re interested.

I have a number of interesting documents to announce this morning. There are emails to and from Eric Garcetti’s office in 2015:

Finally, there are the 2015 daily activity logs for the Fashion District Safe Team. These are interesting for a number of reasons, not least of which is that they barely seem to arrest anyone, in stark contrast to the outrageously high number of custodial arrests made by the Andrews International BID Patrol in Hollywood.

Daily Logs Show BID Patrol Groundlessly Forced More than 150 People, Including Actual Children, to Leave Selma Park on Threat of Arrest During 2013

BID Patrol surveillance photo of Selma Park from 2007.
BID Patrol surveillance photo of Selma Park from 2007.
In September 2015 I discovered that in late 2007, the HPOA posted signs at Selma Park prohibiting adults unaccompanied by a child from being on the property but that they did so without any legal authorization from L.A. Rec and Parks. They proceeded to use arrests and threats of arrest to enforce the restrictions stated on these bogus signs. Furthermore, they weren’t even properly interpreting the statute under which they made these threats. In any case, with the recent release of all BID Patrol daily activity logs from 2013, I have been able to begin the process of quantifying the BID Patrol’s operations in Selma Park.

There are at least 137 mentions of Selma Park in the daily activity logs.1 Reading through these by hand and tallying the people kicked out of the park I count 159 of them. I skipped as many duplicates as I noticed (due to backup reporting and so on). We noted recently that a 2013 arrest almost certainly constitutes a violation of California Civil Code §52.1(a), which states:

If a person or persons, whether or not acting under color of law, interferes by threats, intimidation, or coercion, or attempts to interfere by threats, intimidation, or coercion, with the exercise or enjoyment by any individual or individuals of rights secured by the Constitution or laws of the United States, or of the rights secured by the Constitution or laws of this state, the Attorney General, or any district attorney or city attorney may bring a civil action for injunctive and other appropriate equitable relief in the name of the people of the State of California, in order to protect the peaceable exercise or enjoyment of the right or rights secured.

Here are 159 more color of law abuses by the BID Patrol, which also violations of that law, and this is 2013 alone.

Note also that the BID Patrol officers don’t even seem to know what law they’re enforcing. Sometimes it’s trespassing, sometimes it’s loitering, sometimes it’s who knows what. Also, they even kick kids out of the park under the law which they mistakenly claim disallows adults. Just look here:

10-21-2013_FB2_LOG_10262013_HAGOPIAN.doc
6500 SELMA: SELMA PARK. MADE CONTACT WITH SEVERAL JUVENILES AND ADVISED THEM THAT THEY WOULD HAVE TO LEAVE THE AREA. ALL SUBJECTS COMPLIED AND LEFT THE LOC.

I really have to wonder who actually is allowed in this park according to the BID Patrol? Only non-juvenile children? It’s not reasonable. Look below the break for a list of all 137 items with links to source and some information on my search methodology.
