And fairly recently I obtained some emails that proved that Mike Bonin’s staff, if not Bonin himself, have been very complicit indeed, which led me to file a complaint with the City Ethics Commission against one of them, Taylor Bazley.

And today I have some serious new information about the planters. First, some planters were recently installed near the Whole Foods at Lincoln and Rose. It turns out that two of these planters, as illegal as all the rest of them, were paid for by the Venice Neighborhood Council, which allocated $600 for two of them at its meeting on January 8, 2019. You can read all about it in the minutes and agendas.

The process was initiated by solipsistic Venice housedweller Tatiana Morrison, whose ridiculous Go Fund Me is still at less than forty percent of its goal, with this formal request to VNC for money. Like so many of the zillionaire classes, when her pathetic attempts at putative self-reliance failed miserably, she was perfectly happy to misappropriate public funds to accomplish her misbegotten goals.

So here we have the City of Los Angeles, through its department the Venice Neighborhood Council, spending public money on things that violate actual laws. If they had spent the $600 on, say, cocaine, it would have been legally, ethically, morally, the same thing although much, much less harmful to society. I’m not exactly sure if there’s any recourse for this kind of thing, or at least any affordable recourse, but I’m thinking about it and I will be sure to let you know if anything presents itself.

Now on to your friendly neighborhood psychopath, Mark Ryavec. Everyone knows he and his Klown Kar Krew of Venice housedwellers have been one of the major forces behind the deluge of illegal planter placings and that the LAPD has been helping him out big time, even though LAPD Chief Michel Moore has publicly denied that his folks are involved at all. But nevertheless, documentary evidence of these well-known facts has been fairly sparse. That’s why this email exchange from August 2018 between Ryavec and Taylor Bazley, Mike Bonin’s former field deputy for Venice1 is so important. Here Ryavec, trying to cajole some money out of Bazley, makes the following admission against interest:2
We – the residents – have done allthe heavy lifting with the beautification effort, with the only real assistance from the City coming from the LAPD. To date we have raised over $35,000 for this effort and provided countless hours of volunteer labor. Can the City of Los Angeles at least make an effort to provide trash bins and regularty empty them?

And finally, now, on to the main thing.3 It’s also well-known that Taylor Bazley has repeatedly denied his involvement with the planters. And yet, behold this email conversation from December 2017 between Bazley and former VNC member and all-round sociopathic housedweller Matt Shaw about placing some planters on Third Avenue in Venice.4 And despite all the denials, it’s Bazley who’s the instigator: “Can we push this ball over the hill? lf we wait until the problem is back and there is urgency it might be too late…” And despite all the talk about beautification, Bazley’s very explicit about the purpose being anti-homeless: “I think that will harden 3rd significantly from future encampments.”

City Of Los Angeles Sued To Enforce Compliance With The California Public Records Act — In Particular CD11 Has Ignored My Requests For Months On End — Has Blown Through Their Self-Imposed Deadlines — And Are Likely Doing So To Hide Their Complicity In Planter-Placing In Venice — I Am Seeking Emails Between CD11 Staff And Angry Housedwellers — Twitter Blocks And Mutes — And Constituent Communications Done Via The “Romulus” Platform — Read The Masterful Petition Here! — And Confusion To Our Enemies!

Everybody knows about those damn planters in Venice, but we’re just beginning to learn the depth of the City’s complicity with the angry housedwelling planter-placers. And fairly recently I obtained some emails that proved that Mike Bonin’s staff, if not Bonin himself, have been very complicit indeed, which led me to file a complaint with the City Ethics Commission against one of them, Taylor Bazley.1

I obtained those emails by accident, in response to a request to the LAPD that I made for a fairly different reason, but I have actually been trying to get planter-related stuff from CD11 at least since December 2018 and have been completely, utterly, thoroughly, and even literally ignored by Mike Bonin’s staff since then. They have not produced a single record in response to my requests.

And, as you surely know by now, the legislature has left the people of California only one remedy to enforce their rights under this law, and that is to file a petition asking a judge to order the neglectful ones to get it together and comply. So that, this very day, is what I did with our friends at CD11. You can get a copy here, powerfully written by the incomparable Anna von Herrman, and there’s a transcription below.

Basically there are three classes of requests. First I asked for emails between CD11 staff and various suspects in the planter-placing and other anti-homeless psychopathy with some names culled from especially angry NextDoor comments. These included both Mark Ryavec and George Francisco.

Next, as part of a series I was working on at the time, I asked for a list of all official CD11 Twitter accounts and also lists of users blocked or muted by those accounts. And finally, I asked for data from CD11’s use of the so-called Romulus Constituent Services software, which someone had told me Bonin used to talk to people outside of more predictable channels like email.

This last request Krista Kline, Mike Bonin’s deputy chief of staff in charge of something shady, refused to fulfill, claiming that it was “overly voluminous,” and the others she initially promised to produce records in response to but then did not.2 All of this material is of great, practically incalculable, public interest with respect to not only the planters but also for understanding how the City decides which encampments to sweep, and many other things besides. Quick update time! Psychopathic homeless-hating housedwellers in Venice have been illegally dropping anti-encampment planters all over the damn place. I obtained some emails via the California Public Records Act that proved that Mark Ryavec, Carlos Torres and assorted other members of their fashy little beerhall fight clubs, the Venice Stakeholders Association and Venice United, were behind the planters with the avid assistance of a bunch of LAPD cops and Taylor Bazley, who is Mike Bonin‘s field deputy for Venice.

Then I turned all the cops in to LAPD Internal Affairs since cops are supposed to enforce the law rather than help a bunch of zillionaires violate the law. But that move, as satisfying as it was, left smarmy little creepy little avid little licker of the dung-encrusted boots of zillionaires Taylor Bazley unreported anywhere for anything to do with his part in the ongoing civic tragedy that is the connivance of our City officials with these illegal planter-placers. Which is a gap in the cosmic order that could not allowed to remain!

And thus, this very morning, I filed a complaint against Bazley with the Los Angeles Ethics Commission. The facts are the same as in the above-mentioned complaint against the cops, but the violations alleged are different because Bazley, at least as far as we know, is not a cop, so he has fewer restrictions on his relations with lawbreaking.

Oh my goodness, well, of course you remember my recent discovery of the identities of a bunch of planter-placing homeless-hating Venice housedwellers and the criminal conspiracy they’re engaged in with the Los Angeles Police Department and Mike Bonin’s psychopathic staffie Taylor Bazley. And not only that but these sociopathic criminals, supergeniuses that they are, communicate their conspiratorial intentions amongst themselves by email. And those emails are public records.

But when I publish them on the internet they get really mad, it turns out. And they accuse me of all kinds of crazy stuff, like defaming them, or illegally publishing their email addresses, or being in league with drug dealers, or calling them names.1 And, because they haven’t learned any kind of lesson at all, it seems, they do all this via email, which obviously I’m going to publish because what the hell else would I do?

First take a look at this little slab of puckey from the marginally more sane than the other guy Andy Kleinman about my “post from a few weeks ago where you’re publicly attacking me and other people regarding the issue with the homeless encampments and planters in Venice.” What was wrong with it, Andy? Well, says Andy, “You put my email address, my name and my company, which from the get go is illegal because you’re doing it without my authorization and you’re defaming me without evidence. You also did the same with my neighbors.”

I mean, I don’t know about you, but if I don’t want something known to the world, like my email address (his is andyk@andyk.net if you’re interested) I don’t put it in a public record. But maybe that’s just me? And he blabs on for quite a while about how he’s really a good person and he really loves homeless people but these aren’t normal homeless people because they shit in his bushes and scare his wife. You can read the whole thing after the break. The worst thing they did? Their very existence prevented him from selling his house.

But then comes human hating housedweller Carlos Torres, president of the super-shady racketeer influenced and corrupt organization known as Venice Neighbors United. He’s so mad at me that he sent an email to my domain registrar demanding that they stop hosting my blog because I’m such a damn meanie.2 And, you know, I started writing this post with the best of intentions. I was going to address Carlos Torres’s points rationally, one by one, with all due civility.3 But it turns out not to be possible. Got to just quote the guy. Here’s a small teaser from his email. The anti-homeless planters placed all over Venice by hitherto unknown parties have received a great deal of media coverage in the last year, from the Hollywood Reporter to LA Magazine to Capital and Main to KFI radio to Venice Update. There’s no question that these planters are illegal. The Los Angeles Municipal Code at §62.118.2 requires revocable permits for any installations on public sidewalks. Los Angeles Magazine has reported that not only do these planters not have permits, but that the City’s Bureau of Engineering states that they would not issue permits for them.1

And although that Venice Update story names Venice Gauleiter Mark Ryavec as a funding source for the planters at Lincoln and Palms, the other stories are careful either to avoid saying who’s responsible for planter installation or else to state explicitly that no one knows who’s putting them in. It seems obvious that some factions in the City of Los Angeles have been involved in planter installation, though. LA Sanitation’s sweeps of encampments in places targeted for planters seem coordinated with installation, and the LAPD seems always to have representatives present when the sweeps are happening.

And if you’re familiar with the way the City of Los Angeles is run you know that it is actually not possible that projects like these can be implemented, that there could be any kind of coordination between departments, that illegal planters could persist, without at least the passive support of the local Councilmember. In the case of Venice, which is in CD11, that is Mike Bonin. And yet Bonin’s office has consistently denied that it is involved at all.

For instance, in November 2018, KFI reported that “A spokesman for Councilman Mike Bonin, who represents the area, said he was not aware of any city department’s involvement in the placing of the planter boxes.” In May 2018 Bonin staffie Taylor Bazley explicitly told a concerned resident, Adam Smith, that CD11 “certainly [is] not involved” in planter installation. Here you can watch Chief Michel Moore stating that the planters are not an area of LAPD responsibility.

However, an email conversation that I recently obtained from the City via the California Public Records Act shows conclusively that both Bonin’s unnamed spokesperson and his loyal staffie Taylor Bazley were lying when they said CD11 was not involved. Bazley was involved, Mark Ryavec was involved, and LAPD officers James Roberts, James Setzer, Javier Ramirez, and Kristan Delatori were involved.

Michel Moore may not have been lying when he said that LAPD wasn’t responsible for planters, but these emails show that he was at least misinformed or uninformed by his subordinates at Pacific Division. For instance, LAPD Captain James Roberts enlisted Mark Ryavec’s aid in asking Taylor Bazley to authorize LAPD to move homeless people away from an installation site.2 These emails are evidence, therefore, that multiple City offices are working together to violate the law in order to placate angry housedwellers and that at least Mike Bonin’s office is lying about it.

And there’s a lot of other important information here. For instance, the Los Angeles Homeless Services Authority is required by City protocol to participate in all encampment sweeps in the City. They’re widely touted as playing “a critical role in minimizing any negative health effects in our communities, while also offering our homeless neighbors access to a path out of homelessness.” Bazley, however, in an email to anti-homeless psychopath Mark Ryavec, describes their role quite differently: “LAHSA needs to attempt to demonstrate rendering of services by visiting the site 3 documented times”3 There’s a real contrast between “offering our homeless neighbors access to a path out of homelessness” and “attempt[ing] to demonstrate rendering of services.”

For about two months now I’ve been looking into the practice of Twitter users being blocked or muted by official City of Los Angeles accounts. I’m still gathering evidence, but yesterday it came out that Police Commission president Steve Soboroff blocks a bunch of users who’ve never even interacted with him, so I thought it’d be timely to write up the information I have so far. This issue is of special interest in these latter days given that in 2018 a federal judge ruled that it is unconstitutional for Donald Trump to block users on Twitter.

What I can offer you today, friends, is Twitter block/mute information for eleven of the fifteen council districts, the City Attorney, the Mayor, and a small selection of official LAPD accounts.1 There’s also an interesting line of hypothetical bullshit from deputy city attorney Strefan Fauble2 about some pretty technical claims about CPRA exemptionism,3 but that, being übernerdlich, is way at the end of the post.

Most of the accounts blocked are porn or spam, but Jose Huizar and David Ryu are notable exceptions. Both reps block accounts that are obviously controlled by actual individual people. Huizar’s list is by far the most extensive, and includes wildly inappropriate blocks like @oscartaracena and @BHJesse.

Ask the City’s powerful and you’ll hear a familiar story. That breaking up and cleaning out homeless encampments promotes health, promotes safety, is even good for the people whose homes are being destroyed. Just ask Estela Lopez, the executive director of the Downtown Industrial District BID, who will tell you that these cleanups are good for the very people who are getting cleaned up. Ask famous-on-Facebook homelessness hero Betsy Starman, who’ll tell you that even arresting homeless people is for their own damn good. Ask LAPD’s HOPE team, who will tell you the whole thing is for the benefit of the victims.

Heck, ask zillionaire property owner, serial plagiarist, and erstwhile president of the board of directors of the whole damn Hollywood Property Owners Alliance John Tronson, who will tell you that arresting the homeless isn’t just necessary to help them, but it’s actually good for them. Ask Tronson’s once-upon-a-time BID Patrol minion Mike Coogle, who at one point responded to a social worker’s worries about a man who wasn’t 5150-eligible but who she still wanted to lock up with an offer to arrest him as much as possible so that eventually warrants would issue and she would be able to help him whether he wanted it or not. How’s that for arrests being good for the homeless?!

And this is a good narrative, I guess, or at least a useful one. It lets people who just want the homeless moved out and away and don’t give a damn about the pain and destruction to feel like they’re helping people while helping themselves, to feel like they at least appear that they do give a damn about human suffering. It strains the credulity of the sane, though, to believe that arresting homeless people, that breaking up their camps and destroying their possessions, is actually good for anyone, let alone the people it’s happening to. Or even that anyone actually intends it to be good.

There are just too many episodes like the one about CD13’s scheduling a cleanup because some zillionaire landlord had a property inspection coming up or the one about CD14 arranging a cleanup in advance of a movie company’s planned filming. It sure seems like, no matter what the lies the powerful are telling themselves in the morning mirror, the motives for evicting the homeless are really not humane at all.1

And today I have another example, albeit with a twist this time, which is the involvement of Garcetti homelessness staffer Brian Buchner who, if not humane, at least understands how to manage appearances. The whole story is told in this email conversation between CD11 field deputy Taylor Bazley,2 Brian Buchner, Dominic Choi, Emada Tingirides, and Garcetti’s latest magic bullet, the Unified Homelessness Response Center. The subject is universally-reviled-by-sane-people Venice zillionaire George Francisco and his infernal Venice Sign comma lighting ceremony therefor, scheduled last year for Saturday, December 1, 2018. And the problem? Well, there was a human being living on the sidewalk where this very special event was to take place. And George Francisco wasn’t having it. So he had Taylor Bazley email a bunch of LAPDs and ask the eternal burning question, which is how can we get the homeless person out of the way of the zillionaire party? There has been a wave of anti-homeless landscape architecture around Los Angeles, mostly involving planters. Some of these projects, like Miguel Nelson’s so-called North Sea thing in Skid Row, are done legally, meaning with permits obtained from the City. Others are completely illegal, like the livestock troughs full of dirt and cactus dumped all over the sidewalks of Palms Blvd. in Venice by despicable anti-homeless vigilante Mark Ryavec and his lynch-mob buddies at Lincoln Hardware.

And recently, a Venice resident, fed up with the attitudes of his or her neighbors, sent me a screenshot of a thread on Nextdoor.com, which seems to function more or less as the Radio Télévision Libre des Mille Collines of the Los Angeles anti-homeless brigades, wherein another such project is being planned.1 These property owners have raised more than $70,000 on their GoFundMe page to install cactus and sprinklers obstructing most of a block-long public pedestrian path along the west edge of the Penmar Golf Course in order to prevent homeless people from continuing to live there.2

And even though this unfiltered glimpse into the white-hot seething id of homeless-hating planter proponents is interesting enough, like a rampaging flock of crocodiles or something, it’s not the most important aspect of this revelation. The most important thing revealed here is the level of the City’s complicity with this project. According to the organizers, Mike Bonin’s staff helped them obtain permits and also attends their community meetings to help them raise money.

This is in stark contrast to the absolute indifference the City displays when citizens concerned with blatantly illegal antihomeless measures seek help navigating City bureaucracy. Where was Mike Bonin’s office when activists were trying to get the City to enforce its own laws against unpermitted sidewalk-blocking planters? Nowhere, actually. It’s not their problem, it seems. Not their job to enforce those particular laws against those particular perpetrators. After the break you’ll find some quotes about and details of Bonin’s complicity.

But before that, here’s an interesting little episode revealed in this discussion. On October 20, 2018, Mark Ryavec, the Adolf Eichmann of Venice, evidently whipped into some kind of visionary frenzy by all the talk of cactuses, asked one of the organizers: “…who might I contact to get the name and contact info for the landscape architect?” And they told him. And a little over a month later Ryavec and his minions, with the abject complicity of the City of Los Angeles, were replacing homeless human beings with illegal hostile planters at the corner of Palms and Lincoln.

Mike Bonin Instructs City Planning And City Attorney To Study Possibility Of Using Zoning To Protect Local Independent Businesses In Venice With Goal Of Preserving Unique Neighborhood Character — Where Are Gil Cedillo With Highland Park And José Huizar With Boyle Heights In This Conversation? — There’s An Ungodly Amount Of Money At Stake In All Three Neighborhoods But Only In Venice Are Zillionaires Losing Their Community Character

Well, for God’s sake. Mike Bonin, councilcrumpet in charge of that formerly holiest of holy neighborhoods, the late lamented Venice, seems to have just noticed that independent businesses as opposed to chain stores can contribute a great deal to the character of the community. With that in mind he introduced this motion in Council this morning instructing the City Planning Department and the City Attorney to study the possibility of preventing chain stores from ruining everything even more than it’s already ruined by copying San Francisco’s anti-chain-store zoning laws.

And as much as I hate Mike Bonin, and as much as I don’t go to Venice any more because I’m not a freaking necrophiliac, I think these kind of laws are a good thing. The City of Los Angeles gives so much power to zillionaires and their BIDological sock puppets to shape the character of the neighborhoods they’ve colonized and almost no power at all to the residents. Super-restrictive zoning laws like the ones proposed here can take some of that power away from the property owners and shift it over to individual non-zillionaire residents who, after all, are the ones that made their neighborhoods desirable and so whose opinions really ought to be heeded.

So even though I’m sure that Mike Bonin’s motives are despicable, and even though I’m sure all his reasons are wrong, toxic, and repellent, nevertheless, even as a hundred monkeys with typewriters sometimes produce a coherent blog post,1 so it seems does Mike Bonin occasionally propose an at least superficially laudable motion. The big question though that this raises is where is Gil Cedillo? Where is José Huizar?2

Highland Park, mostly in CD1, and Boyle Heights in CD14, also two of the holiest holy neighborhoods of this grand and holy City, are being raped, killed, and eaten just as Venice was raped, killed, and eaten starting some thirty years ago. But it’s not too late to stop the damage there before it’s irreversible. Cedillo and Huizar have the opportunity to do what e.g. Ruth Galanter, on whose watch Venice started circling the drain down which it’s long since disappeared, was unwilling to do to save these irreplaceable neighborhoods with whose care they’ve been entrusted.

Why aren’t they right up there with Mike Bonin asking staff to study how to save Highland Park, how to save Boyle Heights? Why aren’t they seconding Bonin’s motion instead of Paul Freaking Krekorian? Rhetorical questions, of course. They’re not saving Highland Park or Boyle Heights because it’s worth too much money to destroy them. Because Bonin’s zillionaire Venice constituents will get what they want but the poor, the working class, residents of Highland Park and Boyle Heights have no money and therefore no leverage at all with their Councilmembers. In thirty years, no doubt, their successors will be proposing exactly this same kind of motion, too late to raise the reeking corpses. As usual there’s a transcription of the motion after the break.

Right now there is no BID more interesting to me in the entire City of Los Angeles than the Studio City BID. I mean, I dropped by one of their furtive little meetings last month and one of their directors, famously angry clown Matthew Dunn, was so rattled by my presence that he stormed out of his own meeting.1 And then they committed such an astonishing series of so very flagrant violations of the Brown Act that I was forced to send them a demand letter asking them to pinky swear that they’d never do it again.

And man, when it comes to his CPRAiatic duties, SCBID zeck dreck Dr. John Walker Ph.D.2 is a freaking pain in that thing that writers often resort to mentioning pains in for metaphorical purposes, but once in a while a few items trickle through the border wall as they did yesterday when he, or at least his pocky little minion Damian Gatto, sent over a few righteous goodies! And amongst these was this announcement from June 2018 in which the Studio City BID gave notice to the BID Consortium that it was hiring a replacement for Emmy-winning Zeck Dreck Dr. John Walker!! There is a transcription of this remarkable document after the break.

And then the applications started rolling in! The first applicant I have information about was evidently Ms. Vicki Nussbaum, who used to be the executive director of the Sherman Oaks BID and may still be for all I know, but is at least also the executive director of the Century City BID.3 You’ll hear more about this lady’s application quite soon, but not today.4

And the next applicant that I know anything about is our old friend Taylor Freaking Bazley! That’s right, Mike Bonin’s creepy little field deputy for Venice, deeply implicated in the horror show that is the Venice Beach BID, is out looking for another job! Do his friends at CD11 know about this?! Probably not, because he obviously isn’t using them as references! You can read everything I know in this September 12, 2018 email from SCBID Board member Ben Besley5 to John Walker, Board president Tony Richman, and fellow hiring committee members Barry Wise and Dean Cutler.

Here’s the story in brief, and you will find detailed discussion and transcriptions of all relevant emails after the break! About a month ago Taylor Bazley interviewed for the job. After his interview he sent a sycophantic thanks-friend! email to Board president Tony Richman about how the committee’s shit smelled like roses and so on.6 Also, he seems to have given shadowy BID president Tara Devine’s name as a reference. The hiring committee evidently found it difficult to get in touch with Tara Devine. Finally, Ben Besley got an email from admin@venicebeachbid.com, a well-known pseudonym of Ms. Tara Devine, splaining that Tara Devine was too busy to talk to him right now but maybe later!

Then John Walker weighed in with a story about how TD was being investigated for not spending BID money properly and also how the SCBID didn’t hire her to be their renewal consultant because she charged too damn much. He closed this defamational little missive with the defamer’s favorite excuse: “This is not meant to sway your investigation but I think you should be aware of some history.” So yeah, just another example of how the Los Angeles BID world is like one big seething daisy chain but without the sex.7 Turn the page for transcriptions of all relevant material!
