The BID Patrol orders a woman on Hollywood Blvd to perform for the camera as a condition of not being arrested.“Hold your beer up. HOLD YOUR BEER UP. And smile, if you want to.” These are the words of an anonymous2 BID Patrol officer caught on video confronting a homeless woman on Hollywood Boulevard about the fact that she’s drinking in public. However, this is more than a particularly lurid demonstration of the BID Patrol’s almost ludicrously unprofessional reign of misrule in Hollywood. It also helps shed some light on a long-standing mystery about just how many people the BID Patrol arrested in 2015.
The phrase “Al Ref” almost certainly refers to “alcohol referrals.” These were discussed by Steve Seyler at the March 2015 Joint Security Committee meeting, where he stated:
We are starting to see some early trends. Arrests are down by 56 compared to this time last year. This is largely due to a strategy change in our enforcement of drinking in public. These arrests have accounted for about 60% of our arrest year after year. That number is holding true for this year as well. We still believe that it is important to curtail public drinking as this has a direct effect on assaults and other crimes.
Our new approach involves more warnings and more importantly referrals. We have
made 56 such referrals so far. If the person is agreeable, we give them a warning and
information about local Alcoholic Anonymous meetings and other resources. We will
attempt to gather data to see if this will bring positive results.

Pay it? Complain about it to your friends? Yell at the parking enforcement person? Not if you’re Evan Kaizer, President and CEO of the Sieroty Company! In that case you get your personal lobbyist and shill, Kerry Morrison, to email the freaking chief executive of LADOT, Seleta Reynolds, to complain on your behalf,4 hinting in her most inimitable manner that NO FAIR!!!!
Hi Seleta — it’s been awhile, [sic] but I thought I’d go straight to the top to find out who I can talk to for some information I can share with our community.
We recently moved into the middle of Hollywood Blvd — into a retail storefront. I hope you can stop by and see us sometime! We call this the “mid-BID”5 — and it’s the section of the Boulevard that still suffers from the doldrums.6
That said, we have a lot of meetings in our office, and in the past several of weeks, [sic] we’ve had a couple of people get tickets for parking at a meter beyond the two hour timeframe. In these two cases, the person ran out to put a few more quarters in the meter to buy some time, and when they went out, there was a ticket for violating the two hour time. (So, it was not an expired meter.)7
Well, the big news here is not that zillionaires don’t know that meter feeding is illegal. Even a lot of non-zillionaires don’t know.8 The big news is not even that zillionaires are too cheap to park around back on Schrader or Cherokee for $10 like everyone else who’s going to hang around the Boulevard for more than two hours or that they’re too cheap to get their zillionaires’ club, the HPOA, to freaking validate parking for them. The big news is not even that Kerry Morrison somehow thinks it’s OK to involve the freaking General Manager of the freaking Los Angeles Freaking Department of Transportation in a freaking PARKING TICKET problem; zillionaires naturally think their problems are so sensitive and important that they can only be handled by the boss.
The big news, friends, is that Seleta Reynolds actually did handle the complaint. She instructed her subordinate, Bruce Gillman, to write to Kerry and smooth the ruffled feathers and so on. The tickets didn’t get fixed, and we suppose that marks some progress for this formerly corrupt city of ours, but emails were exchanged for over a month on the subject. How many parking ticket complaints made by non-zillionaires get that kind of sustained attention, we wonder. From now on, we’re writing to Seleta with all our parking ticket woes, and we encourage you to do the same, fellow Angelenos. Here’s her contact information:
Terrorism according to Kerry Morrison: This is acceptable (and very, very good for business).We have written many a post about Kerry Morrison’s weirdly obsessive hatred of the street characters at Hollywood Boulevard and Highland Avenue and how she uses the power of her BID to attack them at every turn. Her surreality-based antipathy has at various times inspired her co-conspirators at the LAPD to crack down heavily on these performers, even to the point where Carol Sobel had to sue the cops in Federal Court to stop the neurotic vendetta.
She’s spent at least a decade railing against these characters and working with the City Attorney, the City Council, private attorneys, everyone in sight, without notable success, to ban their activities, to stop them wearing masks, to require them to wear identity badges, to conflate them with terrorists, and so on. Well, we’ve been looking into the matter a little more deeply, and today we’re here to tell you a story about street characters, the KKK, domestic terrorism, anti-mask laws, and property values in Hancock Park.9 First let’s take a little trip through 7 years worth of the minutes of the Board of Directors of the Hollywood Property Owners Alliance, concentrating on the street characters of Hollywood and Kerry Morrison’s efforts to thwart them by any means necessary: Terrorism according to Kerry Morrison: This is unacceptable.
June 2006—Morrison and Deputy City Attorney Bill Kysella have drafted a resolution for consideration by Council President Eric Garcetti that the City Attorney’s office work with the Hollywood Entertainment District and the Hollywood Division of the LAPD to evaluate potential solutions to document the identity of the street characters and performers, regulate their activities, and ban the use of masks in the interests of protecting public safety on the public right-of-way within the Hollywood Enterainment District.

She’s not bragging about it on the internet, though, possibly because, rather than being associated with glamor and glitz, it’s associated with poisons saturating the land and the groundwater.When first we met Ms. Alyssa Van Breene, round about the middle of 2015, she was out in Boyle Heights, shooting off her privileged mouth about street vending and how it must be forbidden because she and her strange BIDfellows “…work very hard to keep the sidewalks clean, safe, and hospitable for all pedestrians: tourists, workers, residents, and students.” Make a note of that “clean” bit. It’s going to come up again later.
When next we met Ms. Alyssa Van Breene she was boasting in her Board bio that her family had owned the northeast corner of Hollywood and Gower for four freaking generations, as if this were some kind of accomplishment to be proud of, predicated as it was and is on the white supremacist real estate policies that made Hollywood what it is today. The human face of white supremacy, hypocrisy, and wanton saturation of the earth and water of South Los Angeles with poisons.
And when last we met Ms. Alyssa Van Breene, she was sitting in a room watching, not protesting, a gang of her white supremacist BID buddies laughing it up with Cowboy Cory Palka of the LAPD’s Hollywood Division about how fucked up South Los Angeles is. And really, this is how we meet her every month, as the HPOA plots to turn its BID Patrol into a tool for the LAPD to avoid civilian oversight, as they arrange the destruction of their own records to avoid criticism, as the BID Patrol continues to arrest the homeless merely to harass them, as they plot and plan to keep arresting street vendors, not to mention illegally destroying their wares, and so on. Her silence, obviously, equals her consent. The famous four-generation Dulgarian/Van Breene strip mall at Hollywood and Gower is the non-toxic side of the holdings of Alyssa Van Breene’s people.
But we had assumed, without evidence or even much thought, that her destructive activities were confined to Hollywood, that yes, she was willing to oppress non-zillionaires by arresting them, mocking them, and chasing them out of Hollywood, but that that was the extent of the damage.
So what a surprise it was when the almighty Google turned us on to the fact that her mom, Dickie Van Breene (née Dulgarian) and her uncle Duke Dulgarian (and a bunch of other Dulgarians, but they don’t concern us here) were sued every which way but loose in 2013 in Federal Court by Kamala Harris and the California Department of Justice for illegally dumping a bunch of poisonous shit at a nickel-chrome plating factory in on East 62nd Street in South L.A. that they all inherited down the generations along with the Hollywood and Gower property, the economic benefits of which inure to Alyssa Van Breene just as surely as do those of the famous strip mall. The Greater West Hollywood Food Coalition Kitchen at 1106 N. Cahuenga Boulevard.Yesterday, while perusing the agenda of the January HPOA meeting, which I wasn’t able to attend, I noticed the interesting statement that the “Greater West Hollywood Food Coalition [is] seeking new location within Hollywood Entertainment District BID.” This was in the Security Subcommittee report, because the GWHFC in the eyes of the HPOA comprises (to paraphrase Ted Landreth) “enemies of the people.” Well, I hadn’t heard about this, and made a note to look into it. And, as it happens, I was over at the CD4 Hollywood Field Office this morning scanning some emails for a whole different project10 when I came across this email chain between Ted Landreth of the GWHFC, Sarah Dusseault (CM Ryu’s Chief of Staff), Nikki Ezhari (CD4 Hollywood Field Deputy), and others, announcing the Food Coalition’s planned move to a location near Hollywood and Gower! BID Patrol Officer Courtney Kanagi (badge #130) in 2011.A search of the newly released 2013 daily activity logs of the BID Patrol reveals 50 mentions of the Hollywood Farmers’ Market. You can read all of these with links to the logs at the bottom of this post. Now, we have written before about how the BID Patrol only arrests and warns homeless people for violating the abhorrent LAMC 41.18(d). Finally we have conclusive proof that this is true on a massive, previously unsuspected scale, and it comes from the BID Patrol’s own logs.
Here is just one example out of many, many, many. On March 11, 2013 at 11:50 AM, BID Patrol Officers Courtney Kanagi (badge #130) and G. Merkens (badge #112) recorded the following activity:
1150 BACK-UP FB3: FARMER’S MARKET (IVAR/SELMA); INFORMATION BOOTH CALLED RE: A MALE TRANSIENT AGGRESSIVELY PANHANDLING; OFFICERS MET UP WITH THE SECURITY AND FB3; OFFICERS ADVISED MALE OF HIS VIOLATION; COMPLIED BY LEAVING THE AREA WITH NO FURTHER INCIDENT. Mass violations by non-homeless people of LAMC 41.18(d) on Cosmo Street on October 12, 2014 (and every other Sunday) go unaddressed by the BID Patrol.In other words, Kanagi and Merkens were in the Farmers’ Market at 11:50 AM and did not arrest, warn, or even mention the gangs of people who appear every single Sunday and sit on the sidewalk on Cosmo Street north of Selma to eat. But during this same watch they warned 37 (thirty-fricking-seven!) “TRANSIENTS” (their word) outside of the Market for violating LAMC 41.18(d). Three of these warnings took place a mere 15 minutes after Kanagi and Merkens logged their presence in the Market:
1205 CONTACT (3): HOLLYWOOD/CAHUENGA; OFFICERS OBSERVED 3 TRANSIENTS SITTING; ADVISED OF THEIR LAMC VIOLATION; COMPLIED BY STANDING UP AND LEAVING THE AREA WITH NO FURTHER INCIDENT.
The Andrews International BID Patrol and the Hollywood Property Owners Alliance surveilled this guy for at least 33 months, in part because of his videotaping of BID Patrol operations. According to Kerry Morrison, BID Patrol boss Steve Seyler kept a “history” of him for years. The HPOA involved the LAPD in their surveillance program to some extent. What a mess.In October 2015 we wrote about a number of cases where the Andrews International Hollywood BID Patrol collected intelligence information on its perceived enemies, mostly residents of Hollywood who opposed them in some manner. Among these instances of BID Patrol spying there was a mysterious case involving a man named Eric, pictured to the right. Our faithful correspondent has recently obtained a number of emails from the LAPD, which he’s preparing for publication and plans to make available quite soon. We jumped the queue on this email,1 though, because it explains a number of lacunae in our previous post.
It’s from Kerry Morrison to LAPD officer Mark Dibell about Eric, written in September 2014, 33 months after the January 2012 surveillance photographs of the man were taken by the BID Patrol. The subject line is “A matter for Vice.” TL;DR is that Eric “…had a routine of harassing and filming the BID patrol…” and so Kerry Morrison and A/I tracked his movements, photographed him, and almost three years later, wrote to the LAPD on behalf of his new landlord, Kelly Vickers of Eastown Apartments, reporting past, evidently unsupported, allegations of “sexual misconduct…and drug use” among other things. The subject line suggests that Kerry is trying to get this guy in trouble with the Vice squad as a service to one of the property owners in the BID.
How does anyone think this is OK? How does the BID carry on a three year vendetta against this guy for filming their security guards? Sure, Kerry claims it’s because of “sexual misconduct…and drug use,” but really, if the guy was provably up to those things why all the emails and subterfuge? Why not just call the actual cops and make an actual police report like actual non-creepy-zillionaires have to do in such circumstances? It’s pretty unlikely anyway that one can move into a fancy douchebag-serving apartment paradise like Eastown without a criminal background check, so the “allegations” remain only allegations. And even if he was or is guilty of “sexual misconduct…and drug use,” how is investigating that the business of the BID Patrol? They’re freaking security guards, not spies, not detectives.

On 3-7-15, our bike officers were on patrol at 6801 Hollywood Blvd. A large group of self-proclaimed anarchists were screaming and drawing all over the sidewalks with chalk. The group approached our officers and did their best to provoke them. Our officers showed great restraint and even backed into the street in order to avoid a confrontation. We called the LAPD. One of the people shoved one of our officers and then fled the scene as the LAPD arrived. A young marine stepped forward and commended our officer’s [sic] for their restraint. He also offered to be a witness regarding the anarchist’s actions if that was needed.
