Bob Blumenfield, Councilmember from CD3, providing yet another example of how hard it is to find good staff.Earlier this year LAHSA announced with much fanfare and gnashing of the old dental protrusions that the homeless population of the City of Los Angeles had increased by 11% year over year. Well, in May Eric Garcetti pointed out that math is hard and after a bunch of frantic recalculations as reported in the Times here everyone, Garcetti’s office and LAHSA in the person of E.D. Peter Lynn, settled on a revised figure of about a 5% increase in the City.
Jessica Levinson, president of the City Ethics Commission, star Lawprof at Loyola, and righteous local media darling.If you’ve read the Municipal Lobbying Ordinance of the City of Los Angeles, you will have noted that it’s a bitch to enforce. It defines a lobbyist to be someone who is compensated to influence City action on behalf of a third party for 30 or more hours in any consecutive three months, and then requires lobbyists so-defined to register with the City. Imagine trying to use CPRA and other methods available to the public to pin that beef on some BID employee… I can tell you it’s not an easy task.
You may recall that between 2008 and 2010 the CEC tried to get this unwieldy definition changed to one whose details I won’t go into here, but which would have been far easier to enforce. For whatever reason, Carol Schatz, Kerry Morrison, and a few less luminous lights of the BID world including the perennially mockable Downtown Russell Brown decided for reasons known only to them and their therapists that this was going to destroy the very foundations of Los Angeles. As is their wont, they proceeded to get really fussy and scratch at their own faces till mom made them put their mittens on soon Eric Garcetti, at that time chair of the Rules and Elections Committee, smothered the whole baby in its bed for no discernible reason other than to please his darling BID-babes Kerry and Carol. Eric Garcetti to Kerry Morrison in 2010: “You don’t want to have to register as a lobbyist? Whatever baby wants, baby gets.” Except, of course, baby still has to register, it’s just next to impossible to prove it.
So now the staff of the CEC, whose Executive Director is the same Heather Holt who got tarred, feathered, and mocked by Garcetti over this very same issue in 2010, has prepared a new proposed revision of the definition of lobbyist. The Commissioners will be discussing it at their upcoming meeting on August 9, 2016. The new proposal owes some debts to the last proposal, but its central point is quite different. It’s a change to a compensation-based rather than a time-based definition, which is fairly standard around the rest of the country:
We recommend returning to a compensation-based definition and that “lobbyist” be defined as an individual who is entitled to receive $2,000 or more in a calendar year for attempting to influence a City matter on behalf of another person. The attempt to influence would include a direct communication with a City official or employee, and compensation could be either monetary or non-monetary.

Peter Lynn, ED of LAHSA: “Math is hard!!”We have written before about LAHSA Commissioner and BID boss lady Kerry Morrison’s difficulties with statistical analysis, at least when it comes to counting the homeless population of the two BIDs she bosses. There was this little gem, where depending on how one looked at her chart the figure under discussion varied from about 25% to about 145%. And then just the other day she was seen waving about bar graphs and making wild claims about how many new homeless people would be attracted to her BID if Ted Landreth had his way with the Salvation Army. What these two incidents had in common was that they overcounted the homeless population of the BIDs. And this is not unexpected, since Kerry Morrison uses statistics for propaganda purposes only, and it is in her interest, the interest of her zillionaire masters, to overcount whenever possible, as it amplifies the hysterical atmosphere in which these BIDdies thrive. Although she was much maligned for saying so, Barbie was right! Math class is, in fact, tough.
But we had hitherto assumed that in her role as public servant she’d bring her best game to bear. If not out of a sense of service and public obligation, then at least out of caution given the level of scrutiny that attaches to LAHSA Commissioners over and above that to which BID bosses are subjected. But, according to a report in this morning’s LA Times, this is evidently not the case. It turns out that the Times and Eric Garcetti found some basic errors in LAHSA’s analysis of its 2016 homeless count. These led LAHSA to greatly overestimate the increase in the County’s homeless population. Of course, overestimates are good for LAHSA, just as they are for the BID. Alisa Orduna in November 2015, just about a month before the Mayor’s BID Round Table on homelessness.Yesterday we obtained some emails exchanged between Garcetti homelessness czarina Alisa Orduna and Central City Association flacks and criminals, Marie Rumsey and her boss, Carol Schatz, the zillion dollar woman, whose creepazoid views on homelessness already have a disproportionate influence on city policy. The main thing is an invite from Alisa Orduna to Carol Schatz to attend
…an Intimate Round Table [sic] discussion… This meeting is invite-only and intentionally small to learn and discuss strategies for BIDS [sic] that are addressing homelessness in way one [sic] or another so that we can include the City’s plan is [sic] inclusive of this perspective.
This is bad enough, that Garcetti solicits the intimate opinions of these delusional BIDdies, who not only just make stuff up about the homeless but whose ultimate homeless policy is terrorism. It’s bad enough, as we said, but the reasons are even worse:
Mayor Garcetti is very committed to working with CCA and the other BIDS to develop homelessness policies and practices that address homelessness without unintentional harm to our business community. In the long run, we need businesses to provide pathways out of poverty through self-sustaining wages and pride in individual ability and skills.
BID Patrol officer Charles Mooney (Badge #124) pictured in a file originally named “mr. gooding ( actor ) and bid officer c. mooney.jpg”.If you’re familiar with the BID Patrol situation in Hollywood you’ll have noticed that not only do BID Patrol officers dress like cops, but they do not wear name tags of any kind. No one seems to be willing to say why this is. Well, long-time readers of this blog will recall that in September 2015 I announced that I was taking on the task of identifying BID Patrol officers. BID Patrol Officer Robert E. Reyes (badge #117) is on the left, according to Kerry Morrison.
In October 2015 I made an exploratory request, asking Kerry Morrison for:
…sufficiently many photographs of Robert E. Reyes to allow me to identify him. If you have a picture of him alone that will do. If you have only pictures of him with other people, please send enough so that he’s the only one in the intersection of the sets of people pictured. If there is no set of photographs such that he’s the only one in the intersection of the sets of people pictured, please send enough so that he’s the only man in the intersection of the sets of men pictured.
I phrased it in this awkward manner because it’s a quirk of CPRA that agencies have to hand over records but they don’t have to answer questions about them. On November 10, 2015, Kerry Morrison responded with the photo shown here. She told me that Robert E. Reyes, badge #117, was the man on the left. So far, so good. I mean, sure, we’re being overdramatic, but what is anyone to think when a long-forgotten council file comes roaring back to life after six years of inactivity. We didn’t even know that was legal!
Terrorism according to Kerry Morrison: This is acceptable (and very, very good for business).We have written many a post about Kerry Morrison’s weirdly obsessive hatred of the street characters at Hollywood Boulevard and Highland Avenue and how she uses the power of her BID to attack them at every turn. Her surreality-based antipathy has at various times inspired her co-conspirators at the LAPD to crack down heavily on these performers, even to the point where Carol Sobel had to sue the cops in Federal Court to stop the neurotic vendetta.
She’s spent at least a decade railing against these characters and working with the City Attorney, the City Council, private attorneys, everyone in sight, without notable success, to ban their activities, to stop them wearing masks, to require them to wear identity badges, to conflate them with terrorists, and so on. Well, we’ve been looking into the matter a little more deeply, and today we’re here to tell you a story about street characters, the KKK, domestic terrorism, anti-mask laws, and property values in Hancock Park.1 First let’s take a little trip through 7 years worth of the minutes of the Board of Directors of the Hollywood Property Owners Alliance, concentrating on the street characters of Hollywood and Kerry Morrison’s efforts to thwart them by any means necessary: Terrorism according to Kerry Morrison: This is unacceptable.
June 2006—Morrison and Deputy City Attorney Bill Kysella have drafted a resolution for consideration by Council President Eric Garcetti that the City Attorney’s office work with the Hollywood Entertainment District and the Hollywood Division of the LAPD to evaluate potential solutions to document the identity of the street characters and performers, regulate their activities, and ban the use of masks in the interests of protecting public safety on the public right-of-way within the Hollywood Enterainment District.
Yesterday the City of LA filed a bunch of material in support of their opposition to the restraining order requested by the plaintiffs in this case about the illegal seizure of the property of homeless people on Skid Row. The City’s filings included a Declaration of Lt. Andy Mathes, which included a number of videos of the plaintiffs and Carol Sobel in support. These videos were not available through PACER, but presumably they’re part of the public record and can be obtained somehow.
