Recall that yesterday I received a huge stack of records comprising emails and other materials from various LAPD officers, other City officials, and some property owners having to do mostly with homeless issues on Skid Row. The whole set is available here on Archive.Org.

I wrote one long post about it yesterday and will write some others soon enough, but today I thought I would tell you about a few short episodes that probably can’t support a whole post but are really interesting nonetheless. There’s no theme, no subtext, no larger purpose, no moral. Nothing but gossip, really, but interesting!

Return of Safer Cities? Gita O’Neill calls Deon Joseph “Articulate”

As you may know, the LAPD under Bill Bratton introduced a local version of the reprehensible broken windows theory in the form of the quantum reprehensibility shift known as the Safer Cities Initiative. This seems to have faded away for reasons I can’t determine, but long-time Skid Row cop Deon Joseph has evidently been drooling copiously for years dreaming of bringing it back.

And evidently present Chief Michael Moore is in favor of reviving this zombie jive crapola as well. At least that’s the frightening message found in this June 2018 email conversation between Deputy City Attorney Gita O’Neill and high LAPD muckety Marc Reina. And it’s not the only frightening thing in there. Here’s how O’Neill describes to Reina the role of Joseph, who is African American: “deon asked the question [about Safer Cities] to the chief, deon was very articulate”

And “articulate” is a problematic word indeed. As the New York Times said in 2007 after Joe Biden caused a scandal by calling Barack Obama articulate, when the word is used “in reference to blacks, it often carries a subtext of amazement, even bewilderment. It is similar to praising a female executive or politician by calling her “tough” or “a rational decision-maker.” “When people say it, what they are really saying is that someone is articulate … for a black person,” Ms. Perez1 said. Such a subtext is inherently offensive because it suggests that the recipient of the “compliment” is notably different from other black people. So, you know, evidently that’s what Gita O’Neill thinks of Deon Joseph.

Mike Bonin Instructs City Planning And City Attorney To Study Possibility Of Using Zoning To Protect Local Independent Businesses In Venice With Goal Of Preserving Unique Neighborhood Character — Where Are Gil Cedillo With Highland Park And José Huizar With Boyle Heights In This Conversation? — There’s An Ungodly Amount Of Money At Stake In All Three Neighborhoods But Only In Venice Are Zillionaires Losing Their Community Character

Note that this is a supplemental file and the original motion was by Bill Rosendahl (!) in 2007 to accomplish the same thing, but it died on the vine. Well, for God’s sake. Mike Bonin, councilcrumpet in charge of that formerly holiest of holy neighborhoods, the late lamented Venice, seems to have just noticed that independent businesses as opposed to chain stores can contribute a great deal to the character of the community. With that in mind he introduced this motion in Council this morning instructing the City Planning Department and the City Attorney to study the possibility of preventing chain stores from ruining everything even more than it’s already ruined by copying San Francisco’s anti-chain-store zoning laws.

And as much as I hate Mike Bonin, and as much as I don’t go to Venice any more because I’m not a freaking necrophiliac, I think these kind of laws are a good thing. The City of Los Angeles gives so much power to zillionaires and their BIDological sock puppets to shape the character of the neighborhoods they’ve colonized and almost no power at all to the residents. Super-restrictive zoning laws like the ones proposed here can take some of that power away from the property owners and shift it over to individual non-zillionaire residents who, after all, are the ones that made their neighborhoods desirable and so whose opinions really ought to be heeded.

So even though I’m sure that Mike Bonin’s motives are despicable, and even though I’m sure all his reasons are wrong, toxic, and repellent, nevertheless, even as a hundred monkeys with typewriters sometimes produce a coherent blog post,1 so it seems does Mike Bonin occasionally propose an at least superficially laudable motion. The big question though that this raises is where is Gil Cedillo? Where is José Huizar?2

Highland Park, mostly in CD1, and Boyle Heights in CD14, also two of the holiest holy neighborhoods of this grand and holy City, are being raped, killed, and eaten just as Venice was raped, killed, and eaten starting some thirty years ago. But it’s not too late to stop the damage there before it’s irreversible. Cedillo and Huizar have the opportunity to do what e.g. Ruth Galanter, on whose watch Venice started circling the drain down which it’s long since disappeared, was unwilling to do to save these irreplaceable neighborhoods with whose care they’ve been entrusted.

Why aren’t they right up there with Mike Bonin asking staff to study how to save Highland Park, how to save Boyle Heights? Why aren’t they seconding Bonin’s motion instead of Paul Freaking Krekorian? Rhetorical questions, of course. They’re not saving Highland Park or Boyle Heights because it’s worth too much money to destroy them. Because Bonin’s zillionaire Venice constituents will get what they want but the poor, the working class, residents of Highland Park and Boyle Heights have no money and therefore no leverage at all with their Councilmembers. In thirty years, no doubt, their successors will be proposing exactly this same kind of motion, too late to raise the reeking corpses. As usual there’s a transcription of the motion after the break.

Everybody who’s reading this blog by now knows that Mayra Alvarez, who is José Huizar’s former scheduler, is suing him for harassment, retaliation, and various other important matters. David Zahniser had an excellent story about it in the Times a few weeks ago when the suit was filed. And David Zahniser covered some important allegations. For instance, Huizar ordered Alvarez to alter his calendars in front of public records act requests and when she objected he took away her responsible position as scheduler and made her into his receptionist. And to work on the 2020 election campaign of Mrs. José Huizar on City time. And so on.

But the Times, for whatever reason, journalistic integrity, admirable prudence, pure good sense, lack of space, an instinct for dignity, didn’t provide a copy of the complaint and also didn’t reveal many of the most lurid and yet entirely believable allegations against José Huizar who, it turns out, is even rapier than we thought, and that was already pretty damn rapey. Fortunately we here at MK.Org suffer from not one of those impediments! The purpose of tonight’s post is to fill both of the gaps left by David Zahniser’s reporting. The second comes first. Here’s the initial complaint filed by Mayra Alvarez in Los Angeles County Superior Court on October 22, 2018.

And what kind of creepy crapola did José Huizar get up to? All kinds of stuff, from repeatedly texting the word “tea” to her from his office in response to her putatively slow tea service to obsessively stalking her Facebook and her Instagram and emailing her with extra work every time she posted a picture of her with her husband.

Huizar’s extramarital affairs have been widely reported, but this is the first time we learn that he, evidently out of wildly hypocritical jealousy, forbade some of his own male staffers from working closely with his paramours. And his brother, it seems, is a butt-grabber, and José Huizar in response is an intimidator of women whose butts are grabbed, cause it’s going to make him look bad if they complain. And, because why not, he also evidently threw stuff at Mayra Alvarez during his tea tantrums. All in all he’s bad news indeed. Turn the page for transcribed selections from the complaint.

Last Thursday morning off I went to the concrete canyons of Downtown Los Angeles to sit through yet another interminable gathering of the Board of Directors of the South Park BID and, just for you, dear reader, I have posted video of the whole damn thing both here on YouTube and here on Archive.org. And it was mostly more of the same old bad BIDness, but without a quorum, so no action was taken.

There were a few interesting episodes though, and I’ll be writing about one or more of them soon enough, but the text for today’s sermon is this little hissy fit, pitched by none other than the finest legal mind of his generation, that is to say self-proclaimed schmuck Paul Keller, accompanied by the narcissistic back-up harmony vocal stylings of the BID’s own Uncle Fester,1 which is to say Bob Freaking Buente. There is, of course, a transcription of the whole damn thing after the break, and juicy quotes interspersed throughout the article here.

Paul Keller wants to talk about … underpasses. The ones he drives under when he gets off the freeway in the morning. They’re filled with homeless people. Paul Keller doesn’t like this. Bob Buente reminds him that in zillionairese underpasses are referred to as “Bombay” and/or “Calcutta.”2 What he really seems to hate about them is that (a) they are offensive to his finely honed zillionaire aesthetics and (b) he can’t ignore them because there’s a traffic signal there: “But unfortunately the light causes you to be in Bombay if it’s red.” The problem evidently is that CalTrans has jurisdiction over underpasses so the usual zillionaire methods of getting shit done, like e.g. giving José Huizar another 700 bucks, aren’t effective.

How Is South Park BIDdie And Famously Manic Minion Katie Kiefer Just Like Richard Nixon? This is just a short note to announce the availability of video of this morning’s meeting of the South Park BID‘s board of directors. There’s a lot going on here, and I have at least a few detailed posts to write about this material over the next few days, but I just wanted to provide links so you can see for yourself, and also to announce a stunning piece of news about the SPBID’s director of operations Katie Kiefer.

She is leaving the BID to go work for the prince of darkness himself, Mr. José Huizar, over at 200 N. Spring Street. This makes her the latest BIDdie to move over to Huizar’s office, the last known instance being Mr. Ari Simon, late of the Historic Core BID, batty little fusspot Blair Besten’s weirdo empire on Broadway.

It Seems That Piratical Swashbuckling Downtown Real Estate Vigilante Jacob Douglas Van Horn Supplied Anti-Skid-Row-Neighborhood-Council Conspirators With Patti Berman’s Copy Of A DLANC Voter Registration List In Advance Of The Subdivision Election For Purposes Of Electioneering, Thereby Potentially Misusing His Power As A Member Of DLANC’s Board

Background: You can read my previous stories on the Skid Row Neighborhood Council formation effort and also see Jason McGahan’s article in the Weekly and Gale Holland’s article in the Times for more mainstream perspectives.

You may recall that one of the major issues raised in the Skid Row Neighborhood Council Formation Committee’s appeal to the Board of Neighborhood Commissioners over probably illegal, certainly immoral, shenanigans in the horrifically shady campaign against the SRNC was the question of whether DLANC had illegally opposed formation by sending out emails via its Mailchimp account. The turning point, though, was when the opposition convinced CD14 repster José Huizar to allow online voting at the last minute and to automatically register all people who’d voted in the last DLANC election.

The fact that Huizar decided to allow online voting meant that contact information for all the automatically registered voters suddenly became very valuable. I haven’t uncovered any new information on the Mailchimp front, but one of the emails from yesterday’s release of records from the Downtown Center BID reveals that on April 3, just three days before the hotly contested election, then-DLANC-Board-member Jacob Douglas van Horn,1 sent DLANC’s copy of the registered voter list to a rogues’ gallery of anti-SRNC conspirators. Here is the email and here’s what it says:

Attached is a spreadsheet with the list of pre-registered voters from the last election. All of these people have already been sent a login and pin by DONE. For many it is ending up in their spam email box. Please every take a few minutes to look over this list. If you know anyone on the list please follow up with them and make sure they have voted.

More Than Ten Thousand Emails! Downtown Santa Monica BID And Downtown Center BID! Two Unbelievably Rich Sets Of Records!

This is just a short note to announce two massive sets of emails that I’ve obtained over the last couple weeks. There’s so much material here that it’s taken an unusual amount of time to get it processed and published. I will be writing about this material over the next few weeks. There’s so much, and it’s so rich, that it’s going to take me a while to get it all sorted out, so I thought it’d be best to make it available to you right away:

It Is Now Confirmed That The Subject Of Furtive Hereditary Imperialist Zillionaire Michael Delijani’s Meeting With José Huizar, Estela Lopez, and Batty Little Fusspot Queen of the Historic Core BID Blair Besten Was In Fact The Skid Row Neighborhood Council, And Although The Details Aren’t Yet Known, They Can’t Possibly Be Pretty, Can They?

It not only seems like just yesterday, but it was in fact just yesterday that I wrote about a meeting in January 2017 wherein Estela Lopez of the freaking Central City East Association, Blair Besten of the freaking Historic Core BID, and furtive hereditary imperialist zillionaire Michael Delijani all got together in a pile like puppies with ironically-styled-heartthrob Councilboy José Huizar of the good old 14th. At that time, I had no idea what the subject of the confabulation was, although I insinuated just a little teensy bit that it might have had something to do with the creepy-slash-shadowy-slash-illegal zillionaire total war against the formation of the Skid Row Neighborhood Council.

Well, this morning bright and early I hopped the good old 704 eastbound to the good old Red Line to good old Pershing Square Station and beat it on up to the HCBID where I was allowed, under the too-close-for-civility observation of a bunch of weirdo BIDdies and one DLANCkie old yank in his clanky old tank,1 to sit in the freaking dark on a freaking bench2 and look at a freaking bunch of emails. You’ll be hearing much, much more about this surreal episode in both the near and the distant futures,3 and the purpose of tonight’s episode is just to get before you one of the essential pieces of evidence that turned up in the partial yield.

It seems, in fact, as I thought yesterday but did not yet have the evidence to state explicitly, that the subject of the January 2017 meeting between Delijani, Besten, Lopez, and Huizar was in fact the formation of the Skid Row Neighborhood Council. And given the positions taken by all the principals over the course of the next few months leading up to April’s disastrous election, you know it wasn’t a conversation in which the interests of the actual residents of Skid Row were treated with any respect at all. CPRA Goes Meta: Holly Wolcott Refuses To Release Some Records But Ends Up Releasing Advice Email From Deputy City Attorney Mike Dundas Authorizing Her Refusal

Holly Wolcott reimagined as a child of the 60s, chanting the Nam Myoho Renge Kyo of her people, which goes like this: “CPRA does not obligate me to answer questions. Only to provide records. CPRA does not obligate me to answer questions. Only to provide records.” HEY HOLLY!! CPRA also does not obligate you to not answer questions…
Perhaps you remember the long and winding narrative of how I spent almost half of last year trying to get the City Clerk’s office to cough up mailing addresses for the property owners in the Venice Beach BID, which they finally did do. There is a reasonable summary with links right here. Today I can reveal a little behind-the-scenes episode in that story.

A few weeks ago, in the middle of about a thousand pages of emails that the City Clerk’s office finally handed over, only about six months after I asked for them, I found this little gem of an email chain. Most of it is me hassling various Clerk staffies for the list of addresses, but right in the middle of it all, there’s an interlude between Holly Wolcott and Deputy City Attorney Mike Dundas, who’s evidently some kind of CPRA specialist over there in City Hall East.1

The TL;DR is that she goes: “Mike, do I gotta give him the goods?” and Mike’s all: “Nah, Holly, you don’t gotta because reasons.” It’s also interesting that the reasons he gives her are specious, providing, among other things, yet another example of how the Property and Business Improvement District Law of 1994 (which makes BIDs subject to CPRA) seems not to be understood so well over at City Hall.
