It Seems That Piratical Swashbuckling Downtown Real Estate Vigilante Jacob Douglas Van Horn Supplied Anti-Skid-Row-Neighborhood-Council Conspirators With Patti Berman’s Copy Of A DLANC Voter Registration List In Advance Of The Subdivision Election For Purposes Of Electioneering, Thereby Potentially Misusing His Power As A Member Of DLANC’s Board

Background: You can read my previous stories on the Skid Row Neighborhood Council formation effort and also see Jason McGahan’s article in the Weekly and Gale Holland’s article in the Times for more mainstream perspectives.

You may recall that one of the major issues raised in the Skid Row Neighborhood Council Formation Committee’s appeal to the Board of Neighborhood Commissioners over probably illegal, certainly immoral, shenanigans in the horrifically shady campaign against the SRNC was the question of whether DLANC had illegally opposed formation by sending out emails via its Mailchimp account. The turning point, though, was when the opposition convinced CD14 repster José Huizar to allow online voting at the last minute and to automatically register all people who’d voted in the last DLANC election.

The fact that Huizar decided to allow online voting meant that contact information for all the automatically registered voters suddenly became very valuable. I haven’t uncovered any new information on the Mailchimp front, but one of the emails from yesterday’s release of records from the Downtown Center BID reveals that on April 3, just three days before the hotly contested election, then-DLANC-Board-member Jacob Douglas van Horn,1 sent DLANC’s copy of the registered voter list to a rogues’ gallery of anti-SRNC conspirators. Here is the email and here’s what it says:

Attached is a spreadsheet with the list of pre-registered voters from the last election. All of these people have already been sent a login and pin by DONE. For many it is ending up in their spam email box. Please every take a few minutes to look over this list. If you know anyone on the list please follow up with them and make sure they have voted.

And turn the page for a discussion of what may be wrong with Jacob Douglas van Horn sending this to his co-conspirators, who those co-conspirators were, and how I know that this is DLANC’s copy of the spreadsheet.

Venice Beach BID Still Not Operational Despite The Fact That Their Contract Was Attested More Than Two Months Ago — Mark Sokol Sent Out A Letter, Likely Ghosted By Tara Devine, Two Weeks Ago Begging For Patience And Donations And Offering A Freaking Unmonitored Email Account For Consolation!

It’s been a long, long year for the Venice Beach BID, friends. Last August they had their first hearing but due to generalized arrogance they messed up the process and so the City Attorney called a do-over, which happened last November. For undisclosed reasons it took until June of this year for their administration contract to get signed and as of today they still have not commenced operations.

And evidently the property owners are getting restless out there on the very West side, because on July 31, Mr. Venice Beach himself, Mark Sokol, sent out a letter to the property owners (transcription after the break) begging their forbearance, asking them if they had any office space to donate, and telling them they weren’t going to get any money back even if the BID didn’t start working until freaking December cause that’s the way they roll.

And if you have questions you’re welcome, according to this letter, to send them to admin@venicebeachbid.com even though, and I am not making this up, no one checks that account. Just as an aside, not in the letter, but you may have more luck with tara@venicebeachbid.com or marksokol@hotmail.com or mark@mphotel.com or carl@lambertinc.com or sheumann@sidewalkent.com. Property owners were also offered a chance to sign up for a mailing list, although signups seem to be closed now. Anyway, there’s a transcription after the break, and I’m not sure what it all means, but it seemed important to publish it.

News Flash: General Jeff And Katherine McNenny Blow The Lid Off Of DLANC’s Shameful Covert Campaign Against Skid Row Neighborhood Council!

Recall that just last week the proposed Skid Row Neighborhood Council was narrowly defeated in a hotly contested, deeply controversial election. I reported at the time that CCEA voodoo queen Estela Lopez seemed to be deeply involved in some as-yet-unclear way in the anti-SRNC campaign. This is bad and creepy, but probably not illegal, as lobbying the City seems to be in the job description of business improvement districts.

Well, just tonight it’s come to my attention that General Jeff and Katherine McNenny have discovered that Patti Berman, chief boss-lady of the Downtown Los Angeles Neighborhood Council, or anyway someone with access to DLANC computer accounts, evidently used City resources to campaign against the SRNC. You can watch them here explaining the proof. It boils down to the fact that DLANC used their Mailchimp account to send out email blasts, which incorporated the City logo, urging people to vote against SRNC. This is bad and creepy and probably illegal. General Jeff promises in the video to use it to challenge the outcome of the election.

Not only that, but an anonymous group calling itself “United Downtown LA” hired former City attorney Rocky Delgadillo to write to the City Council urging them to adopt online voting for the SRNC election even though it has not been used in most other NC certification elections. Online voting, of course, is what did in the SRNC, as the paper ballots were overwhelmingly in favor of formation. You can read the whole Council file here and Delgadillo’s letter in particular here. Well, you can also see in the video that General Jeff and Katherine McNenny have made that DLANC was using the name “Unite DTLA” to carry on their covert campaign. Whether these are the same shadowy anonymous entity remains to be seen, of course.
