I know some of you out there have been remembering such classics as the story of the angry scary fat black homeless male man or the story of the gang members escaping the seething urban hellscape of Santa Freaking Monica and thereby wondering just why it is that it’s been since March freaking 2017 since I last posted any full frontal mockery of the halfwits-by-the-sea out in Northwest Zillionaireville. I’m speaking of course of the Pacific Palisades Business Improvement District, Mike Freaking Bonin’s platonic ideal of a good BID.

And it’s certainly no coincidence that my last few posts about these coastal dimwits had to do with Laurie Freaking Sale’s weirdo Humistonian CPRA aggression. For instance there was the incident of Ms. Laurie Sale’s being too busy to follow the law, a theory which doesn’t work so well for non-zillionaires.1 Then there was the case of board member Rick Freaking Lemmo explaining how they were going to spend 3% of their annual assessments on lawyers to keep records out of my hands.

Well, it turns out that that’s not working out so well,2 because earlier this week I took a trek all the way out to the damn Palisades on public transit3 to finally inspect some records after fifteen tooth-pullingly painful months trying to talk some sense into Ms. Laurie Sale and then a few more months of my lawyer trying to talk some sense into the world’s angriest CPRA attorney, Ms. Carol F. Humiston.4

And good lord, friends! The craziness in these records is beyond fever pitch! It’s beyond Ebola pitch! Can’t easily be measured by disease slash pitch comparisons is how crazy it is! For various technical reasons it’s going to take a long time to prep this steaming pile o’ puckey for publication, so I’ll be dribbling it out a bit at a time. Today’s installment consists of 44 pages of emails amongst the BID Board, which can be found here on Archive.Org.

And amongst the millionish sharp little shards of crazy to be found here is the single most egregious violation of the Brown Act that I’ve ever known to be committed by a BID.5 In January 2016 BID zeck dreck Laurie Sale6 emailed her board with a motion to approve a contract and one by one they all voted yes by reply-all. Newly Published Emails From Westwood Village BID Reveal Lobbyists’ Interest In Westwood Neighborhood Council Subdivision Process — BID Zeck Dreck Andrew Thomas’s Clueless Ideas About Role Of BIDs In Civic Life — Michael Skiles Gets Cast As The Savior Of His People And Finds That, In His Opinion Anyway, The Role Really Suits Him! — Oh, P.S.! In His Crack-Headed Zealous Attempt To Obstruct My Free Inspection Of Records Andrew Thomas Ends Up Costing The BID $4.50 Per Page For Me To Obtain Copies For Free

I published a first batch of emails from the Westwood Village BID last month, and they’re available here on Archive.Org. As you’ll recall, Andrew Thomas, duly following the nonsensical instructions of the BID’s lawyer, the ballistical barrister of Burbank and anger-management poster child, that is to say Ms. Carol F. Humiston,1 insisted on printing out 90% of these emails, crossing out about one email address per page to justify his unsupportable foolishness, and then proposing to charge me $0.10 per page for copies of the paper.

Of course, they can’t prevent one from inspecting for free,2 and thus, because I now understand the issues involved in the whole Westwood Forward debacle far better as a result of reading the records I already obtained,3 and could therefore benefit greatly from additional review of this material, I zipped out to the Village yesterday morning to look through the goodies yet again!

And although in June, when we first began this quiet slow motion struggle, Andrew Thomas, in clear violation of the law, forbade me from photographing records, evidently Ms. Carol Humiston has cleared that up in his minionesque little mind, and so now, while he and his security guard are sitting there burning $125 per hour watching me inspect, I am able to copy the records for free.4

And that’s exactly what I did yesterday morning, and I came away with 44 pages of exceedingly interesting material, which you can peruse here on Archive.Org. It’s all good stuff, and I’ll be writing about all of it eventually, but today there are three especially interesting subjects to cover. As you’re probably aware I have been trying to understand the situation with the Westwood Village BID and the Westwood Neighborhood Council and all them uppity UCLA students who want more bars open more hours.1 But, as you’re probably also aware, Westwood Village BID Boss BIDdie Andrew Lloyd Thomas, probably under the reeking influence of his lawyer, the ballistic barrister of Burbank, which is to say Carol Freaking Humiston, is really, really less than forthcoming with public records.2

One useful strategy for combating the kind of rabid knee-jerk obstructionism practiced by Carol Humiston’s zombie clients is to request records involving them from every possible agency that might have any. This may give access to the records more quickly.3 It’s also possible that this strategy will reveal interesting but hitherto unsuspected issues.

And that’s exactly what happened when I hit up UCLA for emails between their campus coppers and the WVBID. I threw in LAPD for good measure because LAPD is always interesting, and I got a small pile of emails, which you can find here on Archive.Org. Surprisingly, there were a bunch of emails between an old frenemy of this blog, Senior Lead Officer Julie Nony, a UCPD cop name of Kevin Kilgore, and a bunch of random undergraduate student government types.4

The short version is that Julie Nony was trying to get the students to host some blabbermouth jive known as Days of Dialogue and she was surprised that students were dragging their feet about it because everyone knows they’re a bunch of damn bomb throwing radical firebrands who would totally be interested in sitting down with some cops and having a conversation like this:

  1. Non-cops: Hey, we’re scared you’re going to kill us when we’re just walking to the corner to buy milk.
  2. Cops: I hear what you’re saying which is that you’re scared we’re going to kill you when you’re just walking to the corner to buy some milk.
  3. ????
  4. World Peace!!

How Andrew Thomas And Carol Humiston Conspired To Spend At Least A Thousand Dollars Of Other People’s Money All To Teach Me A Lesson About The Costs Of Exercising My Rights Under The Public Records Act — How’s It Working Out For Them? — Probably Not So Well In The Long Run

NOTE: This post is turning out to be way longer than I thought, so I figured I’d better link to the actual public records it’s based on up here at the top. New for your perusal and edification are three contracts between the Westwood Village BID and various persons, including Exec Direc Andrew Lloyd Thomas and the BID security provider. Read ’em and weep, friends.

While you all have been enjoying my recent reporting on the Westwood Village BIDdies and their conspiracy with a bunch of UCLA students who feel like the boring homeowners on the Westwood Neighborhood Council don’t approve of enough liquor licenses and happy hours in the Village and whatnot, there has actually been a whole other story seething below the surface, some aspects of which I am writing today to tell you about!

One Outcome Of The Unholy Alliance Between North Westwood Neighborhood Council Subdivision Advocate Michael Skiles And Icky-Skicky Biddy-Boy Andrew Thomas Was That Skiles Changed The Bylaws To Give Zillionaires Even More Representation Just Cause Thomas Asked Him To — Which Might Be The Kind Of Thing That Andrew Thomas Wants To Cover Up Via His Myriad Surreal CPRA Violations — Although That Relies On Dubious Assumption That The Guy Feels Shame

Maybe you heard about the movement to subdivide the Westwood Neighborhood Council and form the North Westwood Neighborhood Council. This subdivision was led by UCLA students calling themselves Westwood Forward, with incipient philosopher Michael Skiles, whose academic specialty is, of all things, action theory, at the helm. The City held an election in May and the subdivision was approved.

However, unlike the heartrending pain created by the sinister schemings of zillionaires in Skid Row and environs last year, the local Westwood zillionaires were all eleventy jillion percent in favor of this particular subdivision. The reason seems to be a widely shared perception that students will be much more in favor of building more residential megaplexes and handing out more liquor licenses than the mostly über-füddy-düddy single family house dwellers on the regular Westwood NC have proved to be over the last few decades.1

Knowing all this, it occurred to me in March 2018 that the Westwood Village BID might be involved in this whole subdivision thing and, with that in mind, I fired off a CPRA request to them asking for the goodies. After many painful months of lawyers, recriminations, stupidity, frustration, and whatever,2 Andrew Thomas, the BID’s ickety-skickety executive director finally coughed up some small percentage of the records to which I’m entitled.

In particular, though, for tonight’s sermon, take a look at this little gem (of which there is a transcription after the break), which reveals Andrew Thomas as the puppet master pulling the strings that make Michael Skiles dance. And the tune he’s dancing to is, you’ll not be surprised to learn, all about more seats for zillionaires on the new neighborhood council’s board of directors. And Michael Skiles not only dances to the tune, but he dances like he likes dancing! He’ll go far in academia, friends.

Ahahahaha And LOL!!! Ellen Riotto Of The South Park BID Is Now Taking Sensitive Legal Advice From Internet Randoms At This Blog!!!

The Brown Act contains many wonderful treasures, but one of the wonderfullest is to be found at §54954.1, which states unambiguously that:

Any person may request that a copy of the agenda, or a copy of all the documents constituting the agenda packet, of any meeting of a legislative body be mailed to that person. … Upon receipt of the written request, the legislative body or its designee shall cause the requested materials to be mailed at the time the agenda is posted pursuant to Section 54954.2 and 54956 or upon distribution to all, or a majority of all, of the members of a legislative body, whichever occurs first.

I ask many of my BID friends to send me these notifications and their agenda packets. It really seems to piss most of them off.1 I don’t feel bad for asking BIDs to comply with the law, though. After all, it’s voluntary on their part and they’re making an awful damn lot of money out of it.

So anyway, our friends at the South Park BID are reasonably cooperative about complying with the law. They invited me to sign up for their public mailing list, which I did. It’s an open question as to whether this is compliance, since the law requires notifications to be sent at the time that the board receives them, but this presently seems too minor to quibble over. On the other hand they spout an awful lot of spam through that account, and clearly I shouldn’t be required to sort through the junk just to be able to receive notifications that they’re legally mandated to send. Again, though, this is an argument for another day.

However, it turns out that the South Park BID does distribute packets to its board of directors in advance of the meetings and also that those are not available via the public mailing list. I only found out about this recently, so I wrote to the BID boss ladies and asked them to send them goodies my way!

After some nonsense with them interrogating me mercilessly about which email address I wanted the board packets sent to,2 we got all the details ironed out. And after that, my friends, it must follow, as the night the day, that I ended up sending Ellen Riotto some of my sage legal advice and, amazingly, she ended up taking it!3 Read on for the details and a bunch of emails!

Massive Document Dump Concerning Shadowy BID Consultant Tara Devine — What Has She Been Up To Since Destroying Venice Beach And How She Is Probably In Way More Trouble Than Anyone Thought With Respect To Not Having Registered As A Lobbyist

Yesterday I took a little trip South on Flower Street to the dark horse Death Star of downtown, the South Park BID, to look over some public records that they’ve been holding out on since January 2017 and only coughed up because my lawyer can beat up their lawyer.1 I found a hot mess of, among many, many problems, bizarrely damaged emails printed to PDF in random order with unintelligible OCR, missing attachments, purposely scrambled pages, and misnamed and poorly divided files. It’s going to take quite a while to put this nonsense into any kind of useful state,2 but I know a lot of my readers are wondering what’s up with shadowy BID consultant Tara Devine,3 so I thought I’d get the information concerning her up as fast as possible, even though it’s not yet in an ideal format.
