NOTE: The records discussed in this post tell an interesting story. But the story of how I got my hands on these records is also interesting, and you can read it here.

If you’ve spent much time in Hollywood you’ve noticed the wildly popular movie screenings at Hollywood Forever Cemetery. They’re sponsored by Cinespia and have been going on since 2002. These events have been the subject of sycophantic only-in-Los-Angeles style coverage in local news outlets since forever. E.g. in 2015 the L.A. Times explained:

As the smell of popcorn and weed wafted through the air, DJ Ana Calderon spun “Sweet Caroline” and smiling hipsters lined up to snap shots in a candy-festooned photo booth that had been designed by pop artist Alia Penner…

Or the L.A. Weekly:

There’s even a cute deejay girl spinning a pitch-perfect assortment of swinging 1960s classics while 4,000 moviegoers trickle their way into the “theater,” picnic baskets, blankets and beach chairs in tow.

“Want some, Dani?” asks the cool mom to my left, extending a plastic cup filled with red wine my way.

Bring your own weed! Bring your own wine! Cute deejay girl! Cool mom! Famous dead people! You can even buy drinks from the bar! What could be more pleasant on a beautiful summer’s night in Los Angeles?! Who could ask for anything more??!

Well, evidently the Department of Alcoholic Beverage Control could ask for anything more. Remember Will Salao? Ultracorrupt former ABC district manager, indicted by the feds for bribery and abuse of authority and probably a federal snitch? It seems that for years Will Salao pointedly did not worry about any problems with the drunk movies at the cemetery.

But his 2017 replacement, putatively new broom and special agent in charge Gerry Sanchez, immediately noticed something funny about these events at the Cemetery that evidently had been just fine with bribe-accepting Will Salao. They were breaking the damn law by letting people bring booze in, or at least Gerry Sanchez thought they were breaking the law, or maybe it was a regulation. No one ever seems to have identified the specific law they were breaking. And he did what seems to be his job and told them that it was against the law for people to bring their own alcohol in to the movie screenings and they would have to stop.

And you can guess what happened next, right? The cemetery bitched and moaned and complained to their elected representatives and so forth but then the LAPD and the City government stepped up in favor of everyone following the damn law! We’ve seen how diligent they were in conspiring against nightclubs on Hollywood Blvd, for instance, with LAPD, CD13, and City Planning teaming up to get them all shut down on the basis of obsessively compiled lists of violations. So why wouldn’t they defend the law in this instance as well? You remember the law, don’t you? It’s that thing we’re all equal under.

Actually, nope. It seems that when you’ve got 4,000 palefaced happy hipsters swilling wine and smoking weed on the lawn things work very, very differently from situations with a different color scheme. In this case, rather than spending years trying to shut down the putative violators with every creepy cop trick known to the power elite, CD13’s Marisol Rodriguez, the LAPD’s Julie Nony, and Baydsar Thomasian of Kevin DeLeon’s office basically swarmed special agent in charge Gerry Sanchez and yelled at him until he gave up and decided to let the cemetery continue breaking the law. That is, if there even was a law broken.

And then, because the guy’s no hero, he spent the next few days whining about it to his superiors instead of honoring the oath he took to defend the law. Or instead of realizing that no law had been broken and owning up to that. Either way, the guy’s a loser, but then we already knew that. The Hollywood Property Owners’ Alliance In Cahoots With CD13 Is Removing Ficus Trees From Hollywood — Why Has The City Of Los Angeles Ceded Its Duty To Care For Our Trees To A Bunch Of Nihilistic Zillionaires Who Don’t Even Live In Hollywood?

The Hollywood Property Owners’ Alliance, which runs the major Hollywood BID, has a long and troubled relationship with the City of Los Angeles and tree regulations. For instance, remember when that billboard company illegally cut down all those trees in Silver Lake in 2016 and the whole City flipped out even to the extent of revenge vandalism? This crisis somehow catapulted Mitch O’Farrell and David Ryu into a rare moment of sanity and they initiated CF 15-0467-S4, in which they asked for report-backs from the City Attorney and the Bureau of Street Services on how to prevent future rogue tree removals.

And the Bureau of Street Services came in with a pretty strong set of recommendations, which included requiring before-and-after photos of tree maintenance done by private parties as well as requiring the presence of City tree surgeons. Well, as you may recall, the BID absolutely flipped out over this in their characteristically privileged manner, which included typically unsubstantiated claims of their unparalleled arboreal competence and even featured archetypal BID genius Mark Echevarria of Musso & Frank giggling like a six-fingered chucklehead cause he never heard of tree surgeons.1

And over the last two years the issue of the wanton destruction of our City’s trees has not died down. In fact it’s getting worse and worse. For a good overview see this fine article by Alissa Walker in Curbed LA. The unwarranted removal of trees has emerged as a significant social justice issue with serious ecological ramifications. And political action can save trees. But political action is impossible if the City sneaks around and removes trees covertly.

And of course, the City’s favorite way to sneak around and do anything covertly is to palm it off onto the damn BIDs.2 Thus it was no surprise to discover a newly released email conversation between Marisol Rodriguez and Dan Halden of Mitch O’Farrell’s staff and Kerry Morrison and Rich Sarian of the HPOA which shows that the BID is in fact involved in secret tree destruction in Hollywood with the advice and consent of CD13.

It’s pretty clear that these actions are shady. It’s plausible that they’re illegal. Turn the page for transcriptions of as much of the record as we have available.

Further Proof That The Political Elite Of Los Angeles Have Thrown Gil Cedillo Under The Bus: Mitch O’Farrell’s Scheduler, David Cano, Contributed $125 to Joe Bray-Ali’s Campaign, Which Is Effectively An Endorsement Of The Damn Hippy Bike Rider By Mr. CD13 Himself!

Of course, from that minute at 5:00 a.m. on February 6, 2017, that the Los Angeles Times, house organ of this city’s zillionaire political elite, endorsed his opponent, damn hippy upstart bike rider Joe Bray-Ali, Council District 1 incumbent Gil Cedillo was effectively thrown under the bus. But just like in every western movie ever made, it’s not the shot that knocks the hero off his horse that hurts,1 but rather the subsequent nibblings of a thousand attack-ducks that really ends the guy’s career.2

Which is why it’s so interesting to note that on the very same day that the Times announced that incumbent Cedillo no longer enjoyed the support of L.A.’s zillionaires and was thus fair game for the death by a thousand nibbles, Mr. Attack Duck himself, CD13 scheduler Dave Cano, smelt the way the wind blew, jumped on the anti-Gil train and donated $125 to Joe Bray-Ali. And does any one at all think that council staff donate money to non-incumbents without the permission of their bosses? It’s never going to happen in a zillion years.

The incumbent is almost always reelected, and the Councilmembers all badly need one another’s good will in order to maintain their patronage system. Thus Dave Cano’s donation was effectively an endorsement of Joe Bray-Ali by Mr. Mitch himself. If you don’t believe me that this is an incredibly rare event, turn the page for some half-assed perfunctory comparative analysis which, as half-assed as it might be, as perfunctory as it certainly is, is nevertheless pretty darn illuminating.

CD13 Staffers Marisol Rodriguez and Juan Fregoso Conspire With Bureau of Sanitation Employees Jose Garcia and Renee Shackleford to Subvert City Homeless Encampment Cleanup Policies and Procedures Just So Mitch O’Farrell, Other “VIPs,” Don’t Have To Walk By Homeless People On Their Way To Give A Speech

Well, it turns out there’s this company called AMCAL Housing, and according to their about-us page they build affordable housing in exchange for tax breaks, or some such thing. They’re building a big project at Vermont and Beverly1 called the Meridian Apartments, and they broke ground officially on February 11, 2016, with Mitch O’Farrell scheduled to speak at the ceremony.

Thus, on February 1, 2016, Paige Horn of AMCAL Housing emailed Marisol Rodriguez, Dave Cano, Juan Fregoso, all of CD13, and some people from Korean Churches for Community Development, which is working with AMCAL on this project, telling them:

Thank you all for your participation in the Meridian Groundbreaking Event on Thursday, February 11th at 11am! … There should be ample street parking, however, I have reserved VIP Parking for all speakers at the lower parking lot of Hubbard College of Administration that can be accessed from Juanita Avenue.

But local knowledge counts for a lot. The very next day, our very own Juan Fregoso emailed Victor Gutierrez (#26802) with a cc to Matthew Ziegler (#34208)2 to report:

Hi Vic,
Here is the info for the event on the 11th.

We have CSI3 scheduled for February 9th.

As you can see, VIPs will park on Juanita and will have to walk through the encampment.

Me and Marisol are working to see how to address this but wanted to flag the event.

And amazingly enough, I have a copy of the lengthy email chain between Juan Fregoso, Marisol Rodriguez, and a bunch of people from the L.A. Sanitation department showing exactly what those two CD13 stalwarts were doing “to see how to address this.” You can probably guess what’s coming, because if VIPs (?!) have to walk near homeless people, something’s gotta give, and it ain’t gonna be the VIPs,4 You’d be right, and you can read the sordid details after the break!

This is just a brief episode from the saga of the cat-kicking K-Town slumlord Bryan Kim and his unholy compact with Mitch O’Farrell’s office to trade lunch money for homeless encampment clean-ups. It seems that on March 11, 2016, while Bryan Kim was still negotiating the terms of his on-demand encampment clean-up with CD13 staff, he asked CD13 scheduler David Cano for a meet with the CM himself, Mitch O’Farrell, in the first of this series of emails:

As discussed, I’d would
[sic] like to request to meet with Councilmember O’Farrell re:The Homeless Encampment issue near LA City College to see how we can collectively work together on short term and sustainable permanent solution.

Well, if there’s one thing I’ve learned about these City Government types, it’s that they never do anything on their own. Always, it’s consultations, consultations, consultations.1 So eight minutes later David Cano wrote to Aram Taslagyan and strongarm O’Farrell consigliere Marisol Rodriguez:

I wrote some time ago about how CD13 staffer Aram Taslagyan organized an on-demand homeless encampment clean-up at the behest of scumbag cat-kicking Koreatown slumlord Bryan Kim, who needed it done really really fast because he had some kind of inspection forthcoming. Well, yesterday,1 I managed to get copies of some new emails between Bryan Kim and various CD13 staffies on the subject.2 In particular, on March 27, 2016, Bryan Kim wrote to CD13 District Director Marisol Rodriguez3 under the subject Recognizing Aram Taslagyan, stating e.g. that4
Aram did a great job demonstrating professional excellence and swiftly took comprehensive action to utilize his alliance with other groups such as LAPD, Sherrif, groups among others. I applaud his great effort for taking care (completely clearing all homeless encampment issues.

And what are Bryan Kim’s hopes for the future?

As of 4 days later there has still been no recurrence of them revisiting on Vermont and Marathon.

We hope to continue vigilant and collective efforts as I am in contact with Braille, LACC, local and community patrons to closely monitor any future outbreak, for which I will let Aram and lapd know.

Because as everyone who’s involved with “quality of life” knows, both homeless people and zombies arrive in “outbreaks.” Let’s hope we don’t have any more! And what is he asking Marisol Rodriguez to do?

Evidently No One Told John Tronson that the Late-Night BID Patrol is “Not Happening”; At Yesterday’s HPOA Meeting He Fantasized About Funding Levels While Kerry Morrison Kept Schtum

Recall that last month the Hollywood Property Owners Alliance spent a good 40 minutes yammering on about a misbegotten plan of Peter Zarcone’s and Bill Farrar’s to have their armed minions, the BID Patrol, stay out way past everyone’s bed-time in order to put the old kibosh on the herds of outta-control dark-skinned people who, at least in the BIDsies’ fantastically fretful obsessive delusional view of things, occupy the Boulevard on weekend nights. Well, Zarcone got transferred, Steve Seyler backed off the plan, and Kerry Morrison told the Central Hollywood Coalition on March 8: “Yeah…it’s not happening.” A good friend of this blog wrote to Mitch O’Farrell asking him not to pay for this nonsense, and we found out just a couple days ago that as early as February 22, O’Farrell staffers Rodriguez and Halden had concerns about the plan that they took to their boss. We can’t say for sure (yet) what drove the dispositive stake through the heart of Bill Farrar’s vampire baby, but whatever it was, evidently no one explained the full extent of the deadness to John Tronson.

Emails sent to me this evening by CD13 staffer Dan Halden show that as early as February 22, 2016, he and fellow staffer Marisol Rodriguez “had concerns” about the now-defunct plan to have Mitch O’Farrell fund an expansion of BID Patrol hours in Hollywood at the request of the LAPD. A/I vice president Bill Farrar led a lengthy discussion on February 18 at the Hollywood Property Owners Alliance Board of Directors meeting in which everyone showed an astonishing amount of enthusiasm for this questionable plan. The emails also show that on or before February 22, Farrar met with LAPD Deputy Chief Bea Girmala, evidently trying to gin up support from her for the plan. It also seems to be implicit in the emails, although not definitively established, that Peter Zarcone’s transfer from Hollywood to 77th Street was not a factor in the decision to kill the plan. Lots of New Unsorted Emails Between HPOA, LAPD, the Media District BID, the Hollywood Chamber of Commerce, and CD13

I uploaded tons of emails today, some between the LAPD and the three Hollywood BIDs, some between CD13 and the Hollywood BIDs and/or the Hollywood Chamber of Commerce. The LAPD emails are notable because I made the request that they were provided in response to on January 9, 2015. I have had to hassle them, complain to OIG about them, hassle them some more, bargain with them, plead with them, and finally, after more than 11 months, they actually handed over some emails. There seem to be about 16,000 pages to go, so at this rate I should have them all slightly less than 30 years from now.

Mitch O’Farrell’s Abortive 2013 Conspiracy to Destroy the GWHFC: “The food line really has to go.” Rick Howard: How Many More Will the GWHFC Murder?!?

As you may already know, in 2013, a baying, pitchfork-and-torch wielding, mob of Hollywood business owners and a few residents flipped the fuck out about the Greater West Hollywood Food Coalition and tried to get the city of Los Angeles to outlaw the free sharing of food in public. In order to better understand the mindset of these people you may read this set of 2013 emails to/from Council District 13 on the matter. O’Farrell, as willing a servant of the power elite as his predecessor Eric, not only opined that the GWHFC had to go, but instructed his staff to boast about his attacks on common decency “via press or social media.”

The main theme of these mobbies is their own fear but, as Robin DiAngelo has sagely noted, “whites often confuse comfort with safety.” For instance, read Alexander Polinsky, son of Paula Greenfield, prime mover of the George Harrison memorial tree in Griffith Park, as he trembles in fear of “scary psychotic homeless that terrorize us…the worst kind of people, people we worked hard to avoid by buying nice homes and paying taxes.” Polinsky is even terrified of GWHFC’s fairly saintly organizer, Ted Landreth, who, according to Polinsky, “…likes to tell people he was a marine, implying that he is able to kill and be tough instead of actually being compassionate…”

Rick Howard, Chief Operating Officer of Occidental Entertainment Group, HMD BID Board member, and howling-mob leader. The bloody foam on his slavering maw has evidently been photoshopped away.
Or see how Rick Howard, COO and VP of Occidental Entertainment, member of the board of directors of the Hollywood Media District BID, and master of delusio-inflammatory rhetoric, blamed the Food Coalition for a 2013 stabbing murder on the Hollywood Walk of Fame. He warns all and sundry that obviously there will be many more murders if the feeding is allowed to continue:

Notably, not even the recent murder of a young woman on the Walk of Fame was sufficient to shake our local Council representatives into action, which is all the more disturbing since it is now known that the assailant formerly worked at the feeding program. … Was it not a matter of time before such a tragic event such as this took place? Must it happen again before someone acts?1

Not one for whom a rhetorical trope readily loses the freshness of its first bloom, Rick tells O’Farrell et al. in another email that

[the homeless] wander our streets and defecate, urinate, vomit, discard used hypodermic needles and condoms, set fire to trash bins, break into cars, harass and assault people—and now, as you know, one of the food line’s volunteers recently murdered a young woman over a dollar.

These guys are quite voluble, and there’s bunches more of this blethering in the emails. You can read it yourself if you care to. Sane people delete emails like this without reading, let alone acting on, their demands. But not Mitch O’Farrell!
