A few weeks ago we predicted that Mitch O’Farrell was endorsing Joe Bray-Ali for City Council in CD1 based on the fact that O’Farrell’s cowering toady scheduler Dave Cano had donated $125 to Bray-Ali in February.1 Well, today our prediction was vindicated beyond our wildest dreams by the fact that Mitch O’Farrell himself actually made his endorsement explicitly in the LA Times. 2 Our next prediction is that O’Farrell’s toadying staff, who’ve been taught by the charismatic but fecklessly idiotic leader of their cult that money equals love, will all start donating money to Joe Bray-Ali. Further Proof That The Political Elite Of Los Angeles Have Thrown Gil Cedillo Under The Bus: Mitch O’Farrell’s Scheduler, David Cano, Contributed $125 to Joe Bray-Ali’s Campaign, Which Is Effectively An Endorsement Of The Damn Hippy Bike Rider By Mr. CD13 Himself!

Of course, from that minute at 5:00 a.m. on February 6, 2017, that the Los Angeles Times, house organ of this city’s zillionaire political elite, endorsed his opponent, damn hippy upstart bike rider Joe Bray-Ali, Council District 1 incumbent Gil Cedillo was effectively thrown under the bus. But just like in every western movie ever made, it’s not the shot that knocks the hero off his horse that hurts,1 but rather the subsequent nibblings of a thousand attack-ducks that really ends the guy’s career.2

Which is why it’s so interesting to note that on the very same day that the Times announced that incumbent Cedillo no longer enjoyed the support of L.A.’s zillionaires and was thus fair game for the death by a thousand nibbles, Mr. Attack Duck himself, CD13 scheduler Dave Cano, smelt the way the wind blew, jumped on the anti-Gil train and donated $125 to Joe Bray-Ali. And does any one at all think that council staff donate money to non-incumbents without the permission of their bosses? It’s never going to happen in a zillion years.

The incumbent is almost always reelected, and the Councilmembers all badly need one another’s good will in order to maintain their patronage system. Thus Dave Cano’s donation was effectively an endorsement of Joe Bray-Ali by Mr. Mitch himself. If you don’t believe me that this is an incredibly rare event, turn the page for some half-assed perfunctory comparative analysis which, as half-assed as it might be, as perfunctory as it certainly is, is nevertheless pretty darn illuminating.

This is just a brief episode from the saga of the cat-kicking K-Town slumlord Bryan Kim and his unholy compact with Mitch O’Farrell’s office to trade lunch money for homeless encampment clean-ups. It seems that on March 11, 2016, while Bryan Kim was still negotiating the terms of his on-demand encampment clean-up with CD13 staff, he asked CD13 scheduler David Cano for a meet with the CM himself, Mitch O’Farrell, in the first of this series of emails:

As discussed, I’d would
[sic] like to request to meet with Councilmember O’Farrell re:The Homeless Encampment issue near LA City College to see how we can collectively work together on short term and sustainable permanent solution.

Well, if there’s one thing I’ve learned about these City Government types, it’s that they never do anything on their own. Always, it’s consultations, consultations, consultations.1 So eight minutes later David Cano wrote to Aram Taslagyan and strongarm O’Farrell consigliere Marisol Rodriguez:

CD13 Staff Organizes On-Demand Homeless Encampment Cleanup for Benefit of Bryan Kim of “Scumbag” Cat-Kicking Koreatown Slumlords Kim and Casey, Subsequently Personally Invite Him to Support LAMC 56.11 in Council

How does the City of Los Angeles decide which homeless encampments to target for cleanup? How do they decide when to target them? Well, if these two email chains from City Council District 13 about encampment-breaking on Vermont Avenue and Marathon Street in Koreatown are any indication (one and two) they target them when non-homeless people call CD13 and tell them to clean out the homeless people.1 And what do they get out of targeting them? Well, they’re politically savvy enough to turn down free lunches offered in exchange for their dirty work, but they will accept an offer of bused-in political supporters to astroturf the public comments section of a Council meeting. First let’s look at the players involved.

Bryan Kim is a partner in Koreatown based property management company Kim and Casey, which doesn’t seem to have a website.2 They do, however, have a Yelp page. This is notable for having uniformly one star reviews, which include comments like:3
They would tell me I was picky about the filth they’d promised to clean up before I moved in but never took care of it. They wouldn’t accept responsibility and blamed everyone and everything else until they were legally forced to take control of the growing sludge and cesspool that had been forming for I don’t know how many weeks .

I had my sink drain burst and when I asked them to fix it they said “NO”. The reason they gave me was that I had a bathroom sink to use and I dint really need the one in my kitchen. … What kind of management company is this? Also, one day as I was looking out my window, I saw one of the three guys who were walking the property from Kim and Casey Kick my neighbors cat at he was walking down the path way. It was the middle aged guy of the three that were walking the property. I don’t know his name and don’t care to know such a scumbag.

So that’s Bryan Kim according to Yelp; K-Town slumlord and associate of cat-kickers if not a cat-kicker himself. The other correspondent is CD13 field deputy Aram Taslagyan, whose bio you can read for yourself. The whole thing evidently began with a disconnected phone call from Kim to CD13 intern Sean Starkey, which resulted in this email:
