Of course, as we said, it almost surely came from the HPOA, seeing as they are not only exceedingly prone to racist anti-nightclub hysteria but additionally are in no way above complex multi-agent conspiracies with Leron Gubler of the Hollywood chamber and Peter Zarcone of the LAPD.
Well, today the Times ran yet another gap-filled, info-deficient story on the subject. At least this one said one relevant thing:
The new attention from O’Farrell is not the result of an increase in complaints. In fact, Zarcone said complaints against clubs remain flat.
So that’s what O’Farrell’s attention is NOT a result of. Could the Times be bothered to find out what it IS a result of? No, they could not. What does O’Farrell have to say about this? Something stupid:
“Hollywood must be a neighborhood that is safe, clean and hospitable to its residents,” O’Farrell said.
Peter Zarcone, the missing link between Mitch O’Farrell’s press conference and the BID meetings where the plot was hatchedWell, the Los Angeles Times reported yesterday that Mitch O’Farrell, accompanied by LAPD Hollywood Boss-o-Rootie Peter Zarcone, gave a press conference out on the Boulevard explaining that nightclubs are really bad and if they break the laws, they’re going to be treated like homeless people and subjected to laser-focused nit-picksy iron-fisted enforcement. And the Weekly reported the same story but with much saucier photographs. O’Farrell even used the motherfricking Q-word:
This culture is diminishing the quality of life for people who live here and we are determined to bring them into compliance or shut them down.
Pro-tip: Whenever anyone ever under any circumstances in any official capacity says the Q-word, not only are they lying, but they’re going to be aiming a gun at you quite soon. Mitch O’Farrell: The BIDs say “hit!” and he says “How hard?”
But none of these news stories reported on why Mitch is doing this and why he’s doing it now. Long-time readers of this blog will recall exactly where we have heard this nonsense before. That is, only at EVERY freaking BID meeting we’ve ever attended. There was the one where they hated on nightclubs cause their clientele is too dark-skinned and poor and the one where they conspired with Zarcone to institute hyper-enforcement in an effort to get liquor licenses pulled and so on. Mitch isn’t cracking down on nightclubs because anyone who lives in Hollywood cares. He didn’t even ask anyone who lives in Hollywood. This is nothing more than the latest delusional scene in the fevered psychodrama of Kerry Morrison’s and John Tronson’s and jittery little psychopath Carol Massie’s neurotic mental relationships with the wrong kind of people having the wrong kind of fun in public in Hollywood. What they’re saying when Mitch O’Farrell’s mouth is moving is that their ideal Hollywood denizens are white people who spend a lot of money quietly and go home in an orderly manner before midnight. Kerry Morrison at the July 9, 2015 meeting of the Joint Security Committee looking mighty fed up with something while at the same time, of course, being nondysfunctional, nondisrespectful, and in no way resembling a circus.We’ve written before about the HPOA’s crazed-and-at-the-mouth-foaming opposition to Councilmembers Huizar’s and Price’s proposed ordinance legalizing street vending in the city of Los Angeles. We’ve written about the HPOA’s scheme to send its agents to public meetings in the ill-concealed guise of concerned citizens opposing the ordinance. Today we report on Kerry Morrison’s recent discussion of her experience orchestrating that whole fiasco. We’ll analyze it line by line, and you can watch the whole thing here and/or read a transcription after the break.
there were a series of four hearings that the chief administrative office staff held on the… the sidewalk vending ordinance. … It’s just this kind of amorphous set of hearings, which were completely dysfunctional, disrespectful, and almost, um, resembled a circus. Kerry’s been on before about this issue, people not treating her agents provocateurs to what she delusorily imagines to be the duly appropriate level of forelock-tugging, although she hits a new high note1 here. We mean, we weren’t at the hearings, but it’s hard to imagine that they were dysfunctional. It’s easier to imagine that perhaps Kerry’s mistaken the purpose. It’s hard to see how a public hearing can be disrespectful without being told towards what or whom it’s disrespectful. Does she mean the hearing was disrespectful towards her minions? What is it that they’ve done to earn anyone’s respect? Perhaps she means something else. And as for the hearings “almost…resembl[ing] a circus,” well, we imagine that’s nothing more than the reaction of someone who has done her illegal best to make sure that the public doesn’t feel welcome at the meetings she’s the boss of to finding out that she’s not the boss of every meeting in Los Angeles and, just possibly, maybe not so welcome at all of them her own self. Joe Mariani, right up front, smilin’, man…ahh, beautiful! Well, here is a bunch of emails, which we obtained from the Los Angeles City Attorney using the California Public Records Act, between BID employees Smilin’ Joe Mariani and Kerry Morrison and various people that work for the City of Los Angeles. We join the story when Joe writes to Gary Benjamin, who is eyeglass-fashionista Councilguy Mitch O’Farrell’s something-or-another for what-passes-for-planning-at-200-Spring-Street. It seems the boys met up in early September 2014 at an HPOA “Streetscape2 Committee” meeting, giving Joe a pretext to renew the big ask: CD13 employee Gary Benjamin, who “enjoys…good urbanism.”
Great seeing you today at the Streetscape Committee meeting. As I mentioned, if you can please follow up with GSD3 and ask when our lease will be ready for the Cherokee space we would appreciate it [sic]. According to our vendor we are supposed to be off the Selma parking lot by the end of September, so the sooner we can move in the better.
So the BID needs some space and they’re going to lease it from the city. So far, so good. After all, they’re a public agency created by the city to do the city’s work. On September 9, 2014, Gary responds, saying he’ll check into it. On September 23, 2014, Gary announces that there’s a little problem. Says Gary:
Joe,
I have some bad news regarding the prospect of getting the lease in a timely manner. I checked in with the General Services Department (GSD) a couple weeks back and they said they were still not authorized to issue the lease, despite the approved Council motion.4 This seemed ridiculous to us, as the language of the motion came from Rene Sagles5 and he assured us the motion would be sufficient. GSD staffers were aware of the motion as it moved through the ITGS6 Committee, and yet they raised no red flags. In the last week, I’ve been in further communication with GSD, the City Attorney’s office and Rene Sagles. Apparently, DOT have not been following City standards regarding lease of space for some time now. Recently the City Attorney took note of this issue and has forced them to undergo a more rigorous public solicitation RFP process. Your lease process has dragged on for so long because of a lack of communication between DOT and GSD and a general uncertainty among the bureaus about how to proceed.
I now have Melody McCormick of GSD working with DOT and the City Attorney to draft a new “sole source” motion that will explain why the normal RFP process was not followed and why the HPOA should get this lease. They have told me they can have the motion ready by the end of the week. We will work to waive it from ITGS committee and get it approved at Council next week ideally. Then the City Attorney will need to draft the lease. It will still be another month, at the earliest, until the lease will be issued. I’m really sorry about all this confusion and for losing time pushing forward a motion that was insufficient.
Mitch O’Farrell giving a performative demonstration of the deep folkloric truth that when you have a hammer, every problem looks like a nail.As you may already know, in 2013, a baying, pitchfork-and-torch wielding, mob of Hollywood business owners and a few residents flipped the fuck out about the Greater West Hollywood Food Coalition and tried to get the city of Los Angeles to outlaw the free sharing of food in public. In order to better understand the mindset of these people you may read this set of 2013 emails to/from Council District 13 on the matter. O’Farrell, as willing a servant of the power elite as his predecessor Eric, not only opined that the GWHFC had to go, but instructed his staff to boast about his attacks on common decency “via press or social media.”
The main theme of these mobbies is their own fear but, as Robin DiAngelo has sagely noted, “whites often confuse comfort with safety.” For instance, read Alexander Polinsky, son of Paula Greenfield, prime mover of the George Harrison memorial tree in Griffith Park, as he trembles in fear of “scary psychotic homeless that terrorize us…the worst kind of people, people we worked hard to avoid by buying nice homes and paying taxes.” Polinsky is even terrified of GWHFC’s fairly saintly organizer, Ted Landreth, who, according to Polinsky, “…likes to tell people he was a marine, implying that he is able to kill and be tough instead of actually being compassionate…” Rick Howard, Chief Operating Officer of Occidental Entertainment Group, HMD BID Board member, and howling-mob leader. The bloody foam on his slavering maw has evidently been photoshopped away.
Or see how Rick Howard, COO and VP of Occidental Entertainment, member of the board of directors of the Hollywood Media District BID, and master of delusio-inflammatory rhetoric, blamed the Food Coalition for a 2013 stabbing murder on the Hollywood Walk of Fame. He warns all and sundry that obviously there will be many more murders if the feeding is allowed to continue:
Notably, not even the recent murder of a young woman on the Walk of Fame was sufficient to shake our local Council representatives into action, which is all the more disturbing since it is now known that the assailant formerly worked at the feeding program. … Was it not a matter of time before such a tragic event such as this took place? Must it happen again before someone acts?1
Not one for whom a rhetorical trope readily loses the freshness of its first bloom, Rick tells O’Farrell et al. in another email that
[the homeless] wander our streets and defecate, urinate, vomit, discard used hypodermic needles and condoms, set fire to trash bins, break into cars, harass and assault people—and now, as you know, one of the food line’s volunteers recently murdered a young woman over a dollar.

José Huizar’s proposed ordinance would end this kind of sadism in Los Angeles, but the BIDs, with the connivance of CCA and Rodriguez Strategies won’t give up so easily. “It is our God-given right to handcuff the heladero!”Watch, listen, and learn1 as Marie Rumsey of the Central City Association and PR flackette Jessica Borek of thuggish PR RICO Rodriguez Strategies fill in the HPOA board on their strategic schemes to allow the BID Patrol to continue to arrest, shackle, and humiliate the ice-cream man. These people are so power-mad they want to ban bacon dogs, the national food of Los Angeles!(Transcription, as always, after the break).
Even after all this time, it’s hard to understand why these people are so dead-set against legalizing and regulating something that’s not only happening now, but is going to be happening in the future because it’s an integral part of the culture of Los Angeles. We have some ideas, but whatever their reasoning is, we don’t think it would be too much to ask that they tell the truth while they’re opposing it. Marie Rumsey of the Central City Association at the March 19, 2015 meeting of the HPOA Board, lying through her teeth about pretty much everything.
First of all, Marie Rumsey wants you to know that there are only nine health inspectors for all of LA county and there are 50,000 street vendors. The point is that it’s unlikely that food vendors would be inspected sufficiently. Let’s forget, just for a second, that currently none of the vendors are inspected, so inspecting ANY of them would improve public health. According to Bloomberg, there are 10,000 illegal food vendors in Los Angeles (granted, out of 50,000 vendors total, but health inspectors don’t worry about balloon-sellers, do they?) That’s lie number one, Marie. Next, we can’t find hard data for the number of health inspectors in LA County at the moment, but a moment’s googling told us that in 1989 there were 47 of them, and in 1997 there were 161. That the number has dropped to 9 in 2015 seems beyond implausible. That’s lie number two, Marie.

We are privileged today to present a series of emails between Hollywood Media District Bro-fessional Executroid Director Steven Whiddon and a typical gang of Los Angeles Power Elitrons, including LA City Council District 13 field deputy Dan Halden, in which they plot and plan to use weekly pressure cleaning of the sidewalks outside the Public Storage at 6202 Willoughby Avenue to force homeless people to move elsewhere. The dirty sidewalk starts at the property line of 6202 Willoughby Avenue, proving definitively that the BID’s purpose is not to clean the sidewalks, but to force the homeless to relocateRead and despair as Steven Whiddon states definitively that the purpose of the whole plot is “…to address the issues that are affecting the neighborhood.” That might not sound like a smoking gun, but it is. Steven Whiddon is famous for his euphemysterious locutional style. He’s been known to refer to homeless people as “activities,” and here he’s referring to them as “issues.” It’s nothing more than the incomparable Whiddonian style at work. But perhaps you require more proof that he doesn’t mean clean sidewalks when he says “issues?”
Gaze upon the photo above-left. The ficus grunge starts where Public Storage’s property line stops. No one brought those machines out there to clean the sidewalks just to get the sidewalks clean. Happy smiling white people at CIM Group plotting the destruction of Hollywood and raising the question of “how will taxes and permits be enforced, especially given that” CIM shenanigans are essentially “a symbol of the city’s failure to gain control over unpermitted outdoor signs”4? It’s almost certainly a coincidence that the woman on the left looks just like L. Ron Hubbard, right?As we’ve previously discussed at great length, the palefaced economic elites of Los Angeles are all abuzz at the possibility that the City Council might legalize street vending of various kinds, an activity whose practitioners are, for the most part, not that palefaced. As part of their abuzzitude, the palefaces have produced reams of frantic pearl-clutching hysteria regarding the threats posed to truth, justice, the American way, etc. that would, they say, certainly ensue as a result of such legalization.
These white-privilege rage-rants, while mostly grounded in delusion and mental illness, occasionally contain valid and useful arguments. It can sometimes happen, as Albert Einstein said, that “a blind pig has found an acorn.”1A letter by Kerry Morrison, Executive Directrix of the HPOA, to Councilmember Mitch O’Farrell, is an example of this. Kerry argues that, amongst other reasons, street vending should not be legalized, at least not in Hollywood, because it “raises numerous questions that must be taken into consideration. For example, how will taxes and permits be enforced, especially given that this is a cash-only business?“2 Typical cash-only business in Los Angeles, beloved of the human residents but hated by the HPOA because of the difficulty of enforcing “taxes and permits.” This one’s owned by an extraordinarily wealthy former mayor of Los Angeles, who evidently didn’t get the memo about how his business practices are RUINING EVERYTHING!!
As an aside, this argument can also be used against iconic Los Angeles restaurants The Pantry, Nick’s Cafe, and Philippe’s. Will the HPOA soon be asking the City Council to shut down these landmark establishments?
In any case, Kerry also lists a bunch of other undesirable consequences that, in her view, are likely to ensue from the legalization of street vending. These are not all illegal, e.g. the horrifying prospect of the potential placing of trash into appropriate public receptacles, but they’re all, says Kerry, “not something we are requesting in Hollywood.” We will refer to these en masse as “Kerry Morrison’s cogent argument.”
