New Documents: StreetPlus Proposal And Contract With SLAIT BID For Security Services, 2016 Emails Between Lisa Schechter And Kerry Morrison/Devin Strecker

StreetPlus seems to be taking over the BID security business from Universal Protection Service at a fairly rapid rate, so it’s beginning to seem worthwhile to collect records about them.
Today I have two new sets of documents to announce. First, the South Los Angeles Industrial District BID recently dropped Universal Protection Service1 as its security provider and hired StreetPlus to replace them. This seems to be a trend amongst our LA BIDs, probably encouraged by the fact that unlike UPS and Andrews International, StreetPlus specializes in BID security rather than security in general.

Other recent switchovers are the Downtown Center BID, the Historic Core BID, and both South Park I and II. Also the HPOA switched its cleaning contract to StreetPlus last year. This company is turning out to be a crucial player in the LA BID game, so I’ll be focusing some attention on them from now on. The first fruits of this are the 2016 proposal and resulting contract between StreetPlus and the SLAIT BID. There are some ancillary materials included there as well. This material is not only intrinsically interesting, but it has a lot to tell us about security in other BIDs. There’s some discussion and some more links after the break.

Also, I have 29 emails between Lisa Schechter of the Hollywood Media District BID and Kerry Morrison/Devin Strecker of the HPOA. These are mostly negatively interesting for their extreme lack of content. I’m guessing this is due to them switching as much of their communication as possible to phone calls and other off-the-record media. This, in turn, demonstrates, I’m still guessing, the feeling that my constant CPRA requests have engendered amongst local BIDs that they are operating in a minefield.

Well, good. They are. And the fact that they laid these mines themselves with their arrogance, disrespect for the law, and generalized idiocy, but still for some reason manage to act surprised at the negative consequences of stepping on the mines speaks volumes of their assumptions of privilege and delusions of immunity. There are, however, a few positively interesting items, and there are links and discussion after the break.

And now the city of Los Angeles intends to forcibly convert Hollywood into a cultural and economic wasteland like New York City by allowing such miscreants to operate with impunity on our streets. “Not on our watch,” say BIDs.
Street food is one of the signature pleasures of the great cosmopolitan cities of the world. Practically alone amongst its peers, though, Los Angeles forbids vending on its public rights of way. This is because there are really no bounds to the willingness of the economic elites of this city to prohibit anything that normal human beings enjoy if by doing so they can stick a dagger in the neck of the poor. They will certainly destroy the village in order to save it.

Case in point: the City Council recently began to discuss legalizing street vending in Los Angeles. Sane people everywhere rejoice at this attempt to allow civilization to flourish and also bring an estimated half-billion dollars worth of economic activity out of the shadows and onto the bottom line. There’s a hot dog in the public manger, though.

The BIDs and their minions have leapt into coordinated action! They are in a cyclonic tizzy, explaining fast and loud how the unintended consequences of the sane and harmless choice to legalize street vending will ruin everything. It will e.g. impoverish small businesses, encourage crime, cause the unauthorized commercial use of public trash cans, cause the unauthorized non-use of public trash cans, provide increased funding to criminal street gangs, encourage armed robbery, cause diseases, and even more stuff too weird to list here. On October 23, 2014, an Army veteran wrote to Devin Strecker of the Hollywood Property Owners Alliance, among others, the following words:

This morning on my way to work, I was standing waiting to cross the street when I look over and see the gentleman on the left in the picture attached, grasping his weapon as if to draw his fire arm all while chatting away with the gentleman on the right. As I continued to wait to cross the street, I noticed the gentleman on the left start to pull out actually draw his weapon about 4-5 inches out of his holster. All the while standing chatting with his partner. I am ex army infantry, when we even had our hand TOUCHING our holstered weapon, there better had been a life threatening reason to even touch our holstered weapon.

Hollywood Media District Goes Full CYA, Approves Falsified Minutes

Long-time readers of this blog will recall that on October 23, 2014, Sharyn Romano of the Hollywood Beautification Team essentially confessed on camera that she turns a blind eye to the criminal activities of her subordinates. We spent the last month feverishly anticipating the minutes of that meeting, wondering what fantastical description of this faux pas might be presented.

The safest thing, and what we were expecting, would have been to just not mention the hateful affair at all. Meeting minutes are a record of what was done in the meeting rather than a transcript of everything that was said. Since Sharyn’s report didn’t contain any action items it would have been totally reasonable to just note that she gave a report. But, for whatever reason, that’s not what happened.

The Trees and the Forest

See Sarah Besley, Carol Massie, and Kerry Morrison discuss the Vine Street tree vandal. Tree vandalism is antisocial and upsetting and the suspect should be arrested and tried, but why this zeal to charge it as a felony? The fact that the BID is talking to a prosecutor, who’s “willing to work with them,” about upping the charge even though the amount of damage hasn’t yet hit the required threshold evinces a lack of respect for the law and suggests that the BID has public officials willing to bend the law on their behalf. As far as we’re concerned, these BID folks are all serial misdemeanants for their Brown Act violations. Their victims don’t have prosecutors willing to even charge the BID people, let alone “work with them” to twist the law around to charge them as felons, even though their crimes affect quality of life in Hollywood far more than tree vandalism does. The vandalized trees might be beams in the eye of the vandal, but the BID has a forest in its own eye, which it evidently can’t see for the trees.

A tale of two cities

Here’s an interesting story. A world-famous city, rich in culture and in wealth, has nevertheless some neighborhoods with undesirable inhabitants. Addicted to drugs or alcohol, mentally ill, sexually deviant in public ways, just generally offensive to good taste. The government seems neither able nor willing to deal with the problem so private citizens form self-help groups and begin discouraging the undesirables by various means. They do a pretty efficient job and before you know it the government is forming public-private partnerships and subsidizing the work of these groups. They move from strength to strength. Property values go up, business is good, they even manage to host the Olympic Games so that all the people of the world can see their stunning success. And then…
