My new charter school project is starting to pay off to some extent. Just this morning, for instance, Ms. Dr. Pam Magee, well-esteemed and intensively bowed-down-before head honcho of that otherworldly bastion of zillionaire privilege known to the world as Palisades Charter High School sent me a big pile of emails between her profusely respected self and the Los Angeles Unified School District in some date range that’s presently escaping me. And for your viewing pleasure I popped the whole steaming pile up to Archive.Org and you can take a look at it right here.

And as expected, for such is the nature of CPRA-fueled public interest voyeurism, most of it is tedious chaff. But as is often the case there’s a little bit of gold to be found in there. And the text for today’s sermon is this anxious little exchange between Keith Dell’Aquila, who’s some kind of lobbyist with the California Charter Schools Association, and various “charter leaders” flipping out over a meme he found on the internet about how much charter bosses get paid. He sent the first email on January 18, 2019. Right in the middle of the strike.

And man! Keith Della’Aquila is not just upset by the meme. He’s getting ready for bread riots, for the last charter school director being strangled with the guts of the last zillionaire, and so on. These privatizers were really worried that the UTLA strike was the beginning of the freaking revolution. San Diego Assemblymember Todd Gloria’s Bill AB-1184 Would Require Public Agencies To Retain Email For No Less Than Two Years — Which Is Exceedingly Important — Many Of Them Use Absurdly Short Retention Periods Intentionally To Evade CPRA Obligations

The California Public Records Act explicitly includes emails in the class of records which are open to public inspection. For some reason, though, many agencies are resistant to this idea and think that somehow emails are less recordy than more old fashioned kinds of records. This weird theory, along with the fact that the CPRA doesn’t impose any kind of obligation to retain records on agencies, has inspired bunches of agencies to establish absurdly short retention schedules for emails.

There are plenty of BIDs in the City of Los Angeles, for instance, which claim that they delete emails after 30 days. They’re lying, of course, but the fact that they say this makes it harder to prove that they’re illegally withholding records. And they are consciously adopting these policies to avoid having to comply with the CPRA. For instance, at the famous BID anti-CPRA seminar held by Carol Humiston last summer, she told attendees that:

You do not need to save most emails. If you want to preserve important information that was sent by email, print it out, make a copy, and delete it from your computer.

And evidently this is a problem all over California, although I’m guessing that it doesn’t take such a consistently extreme form outside of Los Angeles. Which is I guess the inspiration for the timely and most excellent AB 1184. Written by San Diego Assemblymember Todd Gloria, this bill would require that agencies retain emails for a minimum of two years.

I don’t do much with County politics because the City is already more than I have time to deal with, but John Motter’s fabulous work on the cost of policing in LA County got me interested in the City of Bradbury, which I had actually never heard of before. I looked at their Wikipedia page, found out that they had a population of 1,048 people and about twice that many horses,2 that the City had three homeowners’ associations which were listed on the damn City website, and knew I had to find out what these people were up to out there. So I asked them for a bunch of records, and tonight I’m releasing the first installment!

It consists of 339 emails between Kevin Kearney, the City Manager, and people at the Los Angeles County Sheriff, with which Bradbury contracts for its local coppery. You can browse them here at Archive.Org as PDFs along with extracted attachments, and I also exported them as an MBOX for a more authentic email experience. There are a ton of stories in there, but here I’m only telling one in some detail. It seems, you see, that the LASD has this youth outreach program called the STAR Unit, which I guess is like the LAPD’s DARE thing, but stands for “Stop Tripping And Reform!” or some such nonsense.3 And they send deputies into schools to propagandize the youth about matters that seem important to them as cops, like e.g. hello fellow kids! Cops are your friends! And it turns out that the schools pay LASD for this service.

And we also have to talk about civil asset forfeiture. This is an evil process that cops all over the country use to steal people’s money and valuables and use it for their own cop purposes. It’s a huge source of money for law enforcers and pirates. California cops were as big on this as any cops anywhere until 2016, when Jerry Brown signed a bill requiring that someone actually be convicted of a crime before cops could confiscate all their worldly goods. It seems uncontroversial, and maybe it was, but cops all over the state soon began feeling the pinch!

And one of the victims of the pinch was evidently the STAR Unit, which according to one of these emails, had been heavily subsidized by forfeiture money. To this email was attached a new STAR rate schedule, showing increases of more than 35% over the already shockingly high hourly costs. That’s how much money the LASD was diverting from civil asset forfeitures to STAR Unit propagandizing, it seems! It’s bad enough that cops steal huge amounts of money from innocent people, but then to learn that they’re using it to indoctrinate a bunch of children into thinking that cops have their best interests at heart and therefore probably making them less likely as adults to oppose civil asset forfeiture. Morrie Goldman is a former Council staffer who now runs a lobbying firm called Urban Solutions. Of course lately he’s much-discussed because of his person-of-interest flavored links to José Huizar. And it turns out that Goldman hasn’t just been spending quality time with Huizar, but that he’s a regular dining companion of Gil Cedillo as well.

I recently obtained a whole slew of calendars from some of Cedillo’s staffies and, importantly, Cedillo himself. Take a look at what I have so far and especially see Cedillo’s appointment calendar from 2013 through 2018. The PDF is searchable, and just for kicks, search it for “Morrie.” You’ll see 25 hits, all for meetings with Morrie Goldman, at the finest restaurants, with clients, for drinks, and so on. This, of course, is evidence. It’ s just not yet clear what it’s evidence of.

Some of the clients are listed, e.g. Clear Channel is in there a lot, probably because everyone who’s not a politician hates them. United American Properties, which was, maybe still is, developing property in Westlake, also makes an appearance. But many of the listings don’t identify the issues to be discussed, some don’t even identify the clients whose issues Goldman is to lobby Cedillo on. Which is why calendars are always just a starting point. Emails are what’s needed!4

And not only did I manage to obtain these calendars, but I also got this fabulous spool of emails, mostly between Debbie Kim and Morrie Goldman, with special guest appearances by Goldman’s fellow Huizar-scandal-person-of-interest Art Gastelum!5 And there’s all kind of action in those emails, believe me! And some of the action involves an old friend of this blog, everybody’s favorite psychopathic rageball, Mr. George Yu of the Chinatown BID! Apparently the BID, or to be precise the property owners association, is Goldman’s client.6

And Goldman goes with Yu to meet Cedillo and eat lunch and talk about things like street vending, which all BIDdies hate, but which Yu hates more than the average BIDdie, cause, in addition to rage, Yu is just that much more than average filled with hate. From the evidence I have Goldman and Yu met with Cedillo three times since 2015 over street vending (one, two, and three). And what did Cedillo have to say about it to the BIDdies, especially given that he’s on the record as supporting legal street vending in Los Angeles? Well, I don’t know.7

And the emails also show that on January 29, 2016 Goldman sought a meeting for representatives from Lightstone with Cedillo. Lightstone is, of course, famous for its Fig + Pico project, right smack in the middle of Huizar’s CD14. This is the project for which the City agreed to more than $100 million in tax rebates. And why was Goldman so eager to introduce his clients to Cedillo when they were building in CD14?

Well, Goldman says in the emails that it’s because “they are actively looking at other sites” but I’m willing to bet some money that it had more to do with the fact that at that time Cedillo was on the Economic Development Committee, which voted to move the project forward on February 9, 2016, less than two weeks after Goldman started arranging the meeting.8

And finally there’s this snazzy little number from 2017, wherein Morrie Goldman invites Gil Cedillo to take part in a press conference that his client Clear Channel, the most criminally inclined billboard company in the history of billboard companies, is putting together to celebrate National Missing Children’s Day.9 But Cedillo staffers Fredy Ceja and Arturo Chavez, even though they agree that missing children are a good cause and so on, don’t think “the perception” is good for their boss. Newly Obtained 2016 Emails Show That Senior Assistant City Attorney Valerie Flores And Chief Assistant City Attorney David Michaelson Agreed With This Blog That Banning Adults Without Children From Selma Park Was Illegal — Even As Flores Caustically Blamed Rec And Parks For Removing Signs She Had Tacitly Admitted Should Have Been Removed — No Matter What Kerry Morrison, Eric Garcetti, And Mitch O’Farrell Said About It — Further Evidence Linking O’Farrell’s Universally Mocked 2016 Proposal To Ban Adults From City Parks With Reopening Of Selma Park — Also New Info On The Content Of Mitch O’Farrell’s Feverish Delusions About Drug Dealers Overrunning The Largely Vacant Real Estate In His Head

OK, brief recap10 on the situation with Selma Park in Hollywood! In September 2015 I discovered that the Hollywood Entertainment District BID had illegally placed signs on the outer fence of the Park stating that adults without children were banned and in October 2015 Rec and Parks removed the illegal signs. Morrison engineered this years-long illegal exclusion of the people of Los Angeles from their public park because, despite her stridently self-proclaimed Christianity, she was angry that people were using the park to share food with one another.

Subsequent investigations showed that dozens of people had been arrested in the park for violating these illegal restrictions, although none were prosecuted and that current school board candidate and former Public Works Commissioner Heather Repenning, at that time a staffer for Eric Garcetti back when he was repping CD13, was deeply involved with Kerry Morrison, the BID’s very own Ilse Koch, in the illegal park closure process.

Documents proved that Morrison’s gestapo wannabes, the Andrews International BID Patrol, had been deeply involved in the ongoing series of civil rights violations engendered by the illegal park closure, not only by chasing people out of the park who had every right to be there, but by making actual custodial arrests as well, contrary to Morrison’s vehement but mendacious denial that this had ever occurred.

Subsequently, in December 2016, Mitch O’Farrell introduced a motion in Council seeking to amend the Los Angeles Municipal Code to allow the City to ban adults without children from playgrounds in LA Parks. He linked this explicitly to the reopening of Selma Park. This crapola motion was supported by Kerry Morrison, whose idea it must have been, but universally mocked and opposed by all sane people in Los Angeles and some not so sane ones as well. Even people who live east of San Bernardino took some notice of O’Farrell’s incipient crackpot fascism. And thus did the proposal die in committee in December 2018.

And just recently I received a massive set of emails between people at RAP and Mitch O’Farrell’s Hollywood field deputy Daniel Halden.11 And buried amonst them was this lengthy email conversation from November 2016 between various folks at RAP, Daniel Halden of CD13, and Valerie Flores and David Michaelson of the City Attorney’s office discussing Selma Park, those illegal signs, this blog, and, interestingly enough, me, who, like the bloody-handed henchman she is, Flores calls “a serial CPRA abuser.”12

And interestingly enough, more than a year after the signs came down, Valerie Flores tells RAP to put the signs back up, but only on the playground, not on the park itself. Which is pretty ridiculous, since they never took the signs down from the playground and no one, to my knowledge, ever complained about the signs on the playground. The discussion even escalated to Chief Assistant City Attorney David Michaelson, who also stated definitively that the City could not ban adults from the entire park, but only the playground.

Given that they’re falling over themselves here to admit that I was right all along about the damn signs, you’d think that instead of calling me names these people might have been grateful to me for merely calling attention, rather than leaving them to get sued, to the fact that in the City’s nauseating eagerness to do whatever random crapola Kerry Morrison demanded of them, they’d been violating people’s civil rights for a freaking decade13 by arresting them for being in a park they had every right to be in.

Also interesting is the fact that Flores quoted Mitch O’Farrell on the reason for the signs going back up:14 “According to the Council Member, after the sign was removed, the Selma Park became overrun with drug dealers and other criminal elements.” If you know the area, you’ll know this is a lie. You’ll also suspect that Mitch O’Farrell has never been near that park in his life and that the lie was almost certainly put into his mouth by Kerry Morrison.

And, shedding some light on the genesis of the universally mocked CF 16-1456, Flores announces that “Next week we will work with RAP to discuss options for the area of Selma Park that does not include the children’s play area.” Of course, by now it’s clear that there are no such options or they would have banned everyone but the damn cops from that poor beleaguered little park by now. Ingrid Lee Was Fined $16,455 In December 2017 By The Ethics Commission For Making Excess Campaign Contributions Through Front Corporations — Including Injae LLC And Coastland Project LLC — $1,700 Of That Money Went To Gil Cedillo — So Why Was Dean Matsubayashi Of The Little Tokyo Service Center Carrying Messages Between Injae And Gerald Gubatan — Cedillo’s Senior Planning Director — In 2016? — And Why Were They So Vague In Their Emails — Repeatedly Insisting On Talking Via Phone?

You’ll recall that this incredibly useful trove of emails between Cedillo staffer Gerald Gubatan and various Little Tokyo folks has contributed significantly to the story of José Huizar’s famously cooked-up community buy-in Parker Center demolition thing, not just in the main story but also, e.g., in this little tidbit about op-ed placement. And, it turns out, there is one more story to be squeezed out of this seething mass of information.

Take a look at this email conversation from 2016 between our friend, Gerald Gubatan, and his behind-scenes buddy Dean Matsubayashi of the Little Tokyo Service Center. And I mean, you can read it, and of course there is a transcription after the break, but the apparent content is a rounding error away from nothing. Gubatan and Matsubayashi go on and on about some entity called Injae LLC and how they need to discuss something on the phone.

That, of course, is a veritable without-which-not15 for political shadiness. There’s nothing in the genre of political communications which portends corruption and impending exposure, contempt, mockery, and disgrace quite like a series of emails each of which says essentially nothing more than “call me.” And we’re never gonna know what they talked about on the phone, but let’s take a look at this Injae LLC thing, yes?

This California LLC, which is still active, is a front for real estate developer In Soo Lee, aka Ingrid Lee through which she funneled contributations over the legally allowed amount to Gil Cedillo and Monica Rodriguez. This was reported in the L.A. Times in December 2017 when the Ethics Commission fined Lee $16,455 for her willful evasion of municipal election laws. The article also reveals the fact that Coastland Project LLC was another of Lee’s contribution fronts.

And Cedillo accepted contributions from both Injae and Coastland. Take a look at the Ethics Commission’s reports on Injae and on Coastland Project to see that Injae gave him $500 in 2014 and $700 in 2015 and that Coastland gave him $500 in 2014. And after taking all this money, evidently Gerald Gubatan had some top secret business with Injae and Dean Matsubayashi, so sensitive that neither of them would commit details to writing.

After all, shady criminal developers like Ingrid Lee ultimately want something from their vendidos in exchange for their illegal money, don’t they? Too bad we’re really unlikely ever to learn what it was. Turn the page to read the emails!

To get some context for the events discussed herein, take a look at this excellent preservation-minded timeline.

In late 2016 the erstwhile LAPD headquarters known as Parker Center was yet again threatened with demolition.16 CD14 repster José Huizar made some pretty noises about preserving it, but really, there’s no money in that for anyone, and by January of 2017, when a crucial series of hearings began, he had thrown the full weight of his councilmanic power behind the wrecking ball.

And even though the decision on Parker Center was strictly up to the City Council, which can unilaterally override every City commission or board, and that means that the decision was strictly up to Huizar alone,17 for whatever reason Huizar apparently was reluctant to tear the building down based on nothing more than his raw desire and power to do so.

It’s hard to say why this was the case. Possibly because the Cultural Heritage Commission had taken the fairly unprecedented step of recommending Historic-Cultural Monument status on their own motion, or maybe because the mostly reliably subservient Los Angeles Times had editorialized against demolition, or possibly because phone calls to his office were disproportionately in favor of not tearing the damn building down.

In fact, according to Kristin Fukushima of the Little Tokyo Community Council quoting an unnamed Huizar staffer, CD14 had “gotten like 20 calls this am telling us to preserve it and none to demo it. Also extremely expecting like 40 ppl tomorrow to show up supporting preservation.” In a city with a functioning representative democracy we might at this point expect Huizar to change his position given that no one seemed to support him.18 But this is Los Angeles, friends, which is why instead of changing his position he did what Councilmembers always do when faced with this dilemma.

That is, he ordered his staff to go out and gin up some supporters to come give favorable comment at some meetings in favor of his already-determined position. Comments from the public in favor of whatever a given CM has already decided to do are pearls of great price at 200 N. Spring Street, the preferred medium of exchange, the Fort Knox gold that backs the currency in which political capital is measured.19 Such comments, along with letters to council files, and similar things, are collectively known as community buy-in. A Los Angeles City Councilmember can generally do whatever they want to do, but with community buy-in they can do it with impunity.20

So Huizar’s aides set out to buy some buy-in. They hit up people from business improvement districts and like-minded nonprofits, e.g. the Little Tokyo BID, the Downtown Center BID, the Little Tokyo Service Center, and the Little Tokyo Community Council. And these paid commenters21 showed up in force and did what they were expected to do. And I’ve obtained dozens of emails showing the coordination,22 the use of Gmail addresses by at least one Huizar staffer, the unexplained participation of Gil Cedillo’s planning deputy Gerald Gubatan, and the expected quid pro quo in the form of Huizar’s anticipated support for various Little-Tokyo-centric pet projects. In the Fall of 2016 LAPD officer Eddie Guerra asked the Hollywood Media District BID to give him $400 ostensibly for some charity. He asked by return email right after they thanked him for getting rid of some homeless people at their express request. Context matters, and this struck me as particularly shady, so I did three things. First, I turned Officer Guerra into the Ethics Commission for violating LAMC 49.5.5(a), which forbids misusing public power for private gain. Second, I wrote a blog post about the incident. And third, I made a request to the LAPD for more records.

And because the LAPD is slow as paint when it comes to filling CPRA requests they didn’t get back to me until two years later on December 31, 2018,23 when they sent me this little spool of puckey in response. And, as is often the case with released records, most of them are completely worthless or else I already had them. But, as is also often the case with released records, some of this material was really essential!

Just, for instance, take a look at this series of emails between Hollywood mega-muckety Cory Palka, friend of white supremacists and of scientologists, and his superior officers, including now-chief Michel Moore, wherein Palka sends links and gives credit to this very blog (!) for breaking the story of Guerra’s misfeasance and they end up recommending a 1.28, which is evidently some kind of LAPD complaint form. Michel Moore, the current chief of police, agreed and then said that “corrective action/training/counseling is warranted.”

Oh, snap, amirite?! Now that I know he reads this blog and sends links to future chiefs of police, well, next goal, get @CoryPalka to follow me on Twitter! And amazingly enough, Cowboy Cory Palka is revealed by these emails to use the private email address cpalka@me.com to conduct City business, which puts him in the august company of Mitch O’Farrell, David Ryu, Gil Cedillo, and (spoiler alert) Paul Koretz!24 You will definitely be hearing more about this, but not necessarily soon.

David Ryu Is The Third City Councilmember Revealed To Be Using A Private Email Address To Conduct City Business — In Fact He’s Sending Emails To Mitch O’Farrell’s Private Email Account — Cause Of Course He Is

Within the last few weeks we have learned that Mitch O’Farrell conducts City business through a Gmail account and so does Gil Cedillo. Now for the first time it is revealed that David Ryu also has a secret private email account that he uses to conduct City business. The email address is david@davidryu.com. Drop him a line, I’m sure he’ll appreciate it, especially if you can Paypal him $800 for the old officeholder account.

In an interesting twist, I learned of the existence of David Ryu’s private email account because he used it to email Mitch O’Farrell in April and the email, which you can read here (and there’s a transcription after the break), was produced by CD13 in response to the Hollywood Sunshine Coalition’s CPRA request. And as for what the email is about, well, it’s hard to tell.

It’s about a $200 million building project at Hollywood Presbyterian Hospital and who’s invited to the groundbreaking ceremony and did they go and pay court to Mitch O’Farrell like David Ryu told them they had to? I’m sure it all makes sense to people who know exactly whose hand is down whose pants at 200 N. Spring Street. To the rest of us, although the connotations of corruption are clear, the actual meaning is obscure.

The real value in this revelation, at least the real immediate value, is twofold. First it exposed David Ryu’s secret email address, which is of intrinsic public interest. Second, it shows that not only are our councilmembers hiding their nefarious work from us by communicating with their special friends and lobbyists via private unscrutinized channels, but they’re also doing the same thing with one another. Did you ever wonder how those extraordinary unanimous outcomes are created in Council meetings over and over and over again? I believe I’m on the verge of really understanding it, and this is an essential piece of the puzzle.

Oh, did I mention that our friends at the Hollywood Sunshine Coalition have asked David Ryu’s office for the goodies? Well they have, and just as Mitch O’Farrell’s sinister gatekeeper Jeanne Min tried to claim that CD13 didn’t have to hand over anything cause it would be too darn much work, David Ryu’s sad-sack minion Andrew Suh is taking the same tack. First Look At Emails From Mitch O’Farrell’s Secret Gmail Account! — Fascinating Material! — For Instance Registered Lobbyist James Litz Emailed Him There In April 2018 Attempting To Influence Today’s AirBnB Vote! — While Losers Like You And Me And The Rest Of Us Had To Email Him At His Probably Unattended City Email Address — And A Bunch More Stuff Besides! — Oh, Did I Mention That O’Farrell Chief Of Staff Jeanne Min Is A Big Whiny-Baby?

OK, remember that our friends over at the Hollywood Sunshine Coalition discovered recently that CD13 repster Mitch O’Freaking Farrell has a top secret Gmail account that he uses to conduct City business? And remember how they sent CD13 a CPRA request asking for all public records in this account? And remember how Mitch O’Farrell’s fairly sinister chief of staff, Jeanne Min, was all like no way, friend, go pound sand? And then the brave and untrammeled souls over at the Coalition were all like, way, friend, if sand is to be pounded, you pound it!

Well, apparently some part of that message got through to Ms. Jeanne Min, cause evidently yesterday CD13 supplied HSC with a bunch of emails! And they passed them to us!25 And in the typically passive aggressive attitude that the City of LA adopts when complying with CPRA requests the PDFs had pages randomly rotated, interspersed with random blank pages, and so on, making them fairly unreadable. But I’m a whiz with PDFs and I cleaned them all up and published them on Archive.Org right here so you can read all 101 pages of them. Here’s a link straight through to the clean PDF and the original files are also available so you can compare if you’re interested.

And there is a ton of good stuff even just in this small selection. I aim to write at least three more posts highlighting various aspects of it, and I’m sure if you read through it you’ll find gems that completely escaped my notice. The episode you’re reading now is particularly timely, given that it has to do with today’s contentious vote on AirBnB regulation. Did you have an opinion on that? Did you communicate your opinion to your Council rep? Well, you didn’t get to communicate it as well as some people did!

It seems that on April 27, 2018 James W. Litz, then working for the sinister-sounding Beverly Hills/Greater Los Angeles Association of Realtors, and himself a lobbyist registered with the City Ethics Commission, sent an email to the usual list of public-facing Councilfolk email addresses ending with lacity.org telling all of them that his employer, the BHGLAAR, supported the AirBnB regulations proposed in CF 14-1635-S2 as long as they didn’t let people living in rent stabilized units rent out their homes and let building owners forbid their tenants from participating if they wanted to. This email is transcribed after the break.

And then, certainly because as you yourself have no doubt suspected, nobody actually reads a damn thing that comes in to those “councilmember.wtf@lacity.org” addresses, less than two minutes later James W. Litz turned around and forwarded the email to Mitch O’Farrell at the secret Gmail address, which is to say mitchof13@gmail.com, with a personal note:
