After tonight’s Sunset Vine BID Board Meeting Steve Seyler, Joe Salazar, and the angry guy pictured in this video, who is obviously a close personal friend if not a relative of Seyler’s, blocked the front door of HPOA headquarters so that our correspondent would have had to walk through them to leave. It wasn’t completely obvious that they were waiting there to hassle him, but pacifism über alles is everyone’s motto around here, so he asked Devin Strecker if he could go out the back door and the ever-courtly Strecker walked back there with him and let him out.

More or less proving that he, Seyler, and Salazar had in fact been laying in wait for our correspondent, the guy pictured here ran out after him and accosted him in the parking lot. Our correspondent asked him “do I know you?” Mr. 5150 said “no.” He proceeded to accuse our correspondent of being possessed of an evil spirit (this is literally what he said). It took too long to turn on the camera, so all we captured was this clip of him following way too closely, asking “how did you let it in?” and then repeating “it’s true” over and over again. When our correspondent turned away the angry guy yelled “I’ll be praying for you!” So that happened.

Huge Document Dump: HPOA Quarterly Reports, DCBID Emails, Central Crime Control Documents

It’s been a while since I’ve announced a pure, old-fashioned document dump, but the records just keep pouring in, and I have loads of them to lay on you this evening. First, from our friends at the Hollywood Property Owners Alliance, we have pretty much all their Quarterly Reports, even going back to the 1990s. I also put these on the Archive:

BIDs are required to send these reports to the City Clerk, who keeps them on file. They contain detailed narratives of the BIDs’ activities and are invaluable for understanding what’s going on. I have a ton of these from other BIDs as well, but they’re not quite ready for prime time. If there’s something you need urgently, though, drop me a line and I will try to fix you up.

Also, courtesy of the much-more-helpful-lately-than-she-has-been-in-the-past Suzanne Holley of the Downtown Center BID we have a massive pile of Central Area Crime Control stuff from the LAPD. This is valuable because getting it out of the LAPD would be practically impossible, and yet here it is. See what Compstat output looks like and much else of interest.

Central Hollywood Coalition Cleared by Franchise Tax Board of All Fiscal Wrongdoing, Tax Exempt Status Reinstated After Months of Struggle, and it Wasn’t an Audit After All!!

Yesterday the gracious-seemingly-in-spite-of-herself Kerry Morrison sent me a bunch of documents pertaining to the months-long struggle between the HPOA and the Franchise Tax Board over the tax-exempt status of the Central Hollywood Coalition, the shell corporation which exists, seemingly, mostly to hire the HPOA to manage the Sunset & Vine BID. And there are two salient points. First, everything is finally all settled and the CHC is good to go on wreaking havoc in its little corner of Hollywood without having to pay any of those pesky taxes. Second, as Kerry informed me in the email missive that accompanied the documents, “Please also note this that was not an audit – even though I mistakenly used this label at the board meeting where you were present.”

Recall that, at its Board meeting on February 18, 2016, the Hollywood Property Owners Alliance spent over 40 minutes discussing LAPD’s request to have the BID Patrol work until 4 a.m. on weekends. Andrews International VP Bill Farrar recounted a meeting with CD13 representative Mitch O’Farrell, claiming that the CM was eager to cover the costs. This led me to write to O’Farrell opposing this plan. Now, at the Central Hollywood Coalition Board meeting that took place on Tuesday, March 8, Steve Seyler and Kerry Morrison announced that, not only are the plans to extend the BID Patrol’s hours cancelled, but Peter Zarcone, formerly CO of LAPD’s Hollywood Division, has been transferred to 77th Street.

Lots of New Unsorted Emails Between HPOA, LAPD, the Media District BID, the Hollywood Chamber of Commerce, and CD13

I uploaded tons of emails today, some between the LAPD and the three Hollywood BIDs, some between CD13 and the Hollywood BIDs and/or the Hollywood Chamber of Commerce. The LAPD emails are notable because I made the request that they were provided in response to on January 9, 2015. I have had to hassle them, complain to OIG about them, hassle them some more, bargain with them, plead with them, and finally, after more than 11 months, they actually handed over some emails. There seem to be about 16,000 pages to go, so at this rate I should have them all slightly less than 30 years from now.

At this point, by way of contrast, let me just mention that the staff at CD13, Dan Halden especially, and also Marisol Rodriguez, are helpful, honest, reliable, patient with my endless requests, and just all-round wonderful. Yesterday we presented part 1 of our coverage of Garcetti aide Alisa Orduna’s visit to the Sunset-Vine BID meeting on Tuesday, November 10, 2015, in which, among other nonsense, she announced that part of what the state of emergency means to the BIDs is that Garcetti is going to spend a million bucks on iPads for the BID Patrol. Today we bring you part two, in which she proposes to empower the BID Patrol (as well as the currently-being-sued-in-freaking-federal-court-for-how-they-deal-with-the-homeless Central City East no less) to deal with homelessness since they’re front-line responders, according to her. As if, with their guns, their shackles, their COINTELPRO-style surveillance of their critics, their freaking blessing by the LAPD, their locking up of every harmless heladero that falls into their clutches, their arrests of over 1000 homeless people per year, they weren’t freaking empowered enough. but what’s the role for BIDs? I mean, so many of our BID officers are front line on the street. I met with Central City East BID, this BID, there was another BID, um, I forgot, but, you know, there was another BID that we’ve just been talking to, and the spike in violence, spike in substance abuse, the spike in, um, families, so it’s people with children that are out on the street in these encampments and often are abandoned, sometimes if their parents are active substance abusers, just the spike in the number of people, the spike in, the sense of permanency, I would say, with encampments, when before they’ve been, you know, none of this is [unintelligible], but someone may have been in a sleeping bag at the bus stop, but now, those coming in [unintelligible], they’re out in San Pedro, there was like a block-long encampment, that was pretty sturdy, you wouldn’t just be able to go in and take it down, you know, at some point, there was carpentry skills keeping it up, so it’s, it’s, how do we, how do we, adjust this, and what are, what do you guys see, and what’s, how can we empower BIDs so that, that information that they’re seeing and that experience that they’re having is fed back into us as policy-makers and we can together come [unintelligible] a solution.

Garcetti Aide Alisa Orduna at the SVBID Part 1, in which she Admits that Announced $100,000,000 for Homelessness Isn’t Real Money, State of Emergency Declaration will Ease Real-Estate Development for Zillionaires, Fund iPads for the BID Patrol

Well, our faithful correspondent hasn’t had time to attend a BID meeting in a while, but he made it to the SVBID Board Meeting on Tuesday, November 10, over at the Hollywood YMCA (right across the street from the famed Selma Park). And what a witches brew of craziness he witnessed over there! They had brand-new Eric Garcetti aide Alisa Orduna there to talk to them about the mayor’s declaration of a state of emergency about homelessness. And can she ever talk. Does she make sense? Some of the time.1 But, as Sigmund Freud taught the world, even in incomprehensible free-associationalism, truth can be found by those who take the time to look. And it does take time. We were planning to cover Alisa’s entire 40-ish minute thing in one post, but after spending two days transcribing just the first 12 minutes, we found that our sanity requires us to lay it on you in increments. Thus spake Alisa Orduna: So with all of that said, on September 22nd, Mayor Garcetti along with City Council made an announcement declaring an emergency. And there was a commitment of a hundred million dollars in resources to finally address homelessness. And, looking at it since that time, what does that really mean?

And later she said: So the hundred million was an announcement, and that was just a commitment, so that was just kinda throwing a benchmark out there and saying how are we gonna rise to the occasion?

And then Fabio Conti proclaimed: Did anybody think, oh a hundred million! That’s [unintelligible]. There’s no hundred million.

And she replied: It’s kind of [unintelligible] is standing by that commitment, so everyone is looking for it.

No one had the hundred million, but don’t worry, it shows we take it seriously and also don’t worry, we’re all out looking for the money! So we guess this was known, kind of. We guess there’s not really a revelation here. The New York Times quoted Herb Wesson at the time of the declaration as saying “The $100 million figure was chosen in part for its symbolism, said Herb J. Wesson Jr., the City Council president, to show county, state and federal officials that the city was willing to make a significant contribution to an urgent problem.” Now we find out from Alisa that actually it was chosen not just in part for its symbolism, but it was entirely symbolic. We wondering if she’s talking out of school, being new and maybe not entirely broken to the plow. Time will tell, we suppose. Read on for the rest of the news. And iPads! When will the city learn that iPads are not only going to solve problems, they’re likely to lead to FBI raids on public buildings and speculation about indictments?

Remember back in March 2015 when we reported on the weirdly racist meanderings of Hollywood Chamber of Commerce flunky Marty Shelton as filtered through the unrepressed id of jittery little psychopath and Hollywood McDonald’s queen Carol Massie, who, in a surprising-even-for-her outburst at a meeting of the Sunset-Vine BID Board blamed Hollywood nightclub owners for ruining everything because they run “…these businesses who don’t really care about anything except that they make a profit.”??

At that time, we responded, quite reasonably even if we do say so ourselves, to the effect that:

Carol, here’s a newsflash: your company destroys rainforests, destroys the health of the world’s people, exploits its employees, destroys everything, because it doesn’t “really care about anything except that [it] make[s] a profit.” That’s what McDonald’s does.

Well, now it’s time for us to confess. We didn’t really know that for sure. We were just guessing. For all we knew at that time the corporate overlords of the mighty McDonald’s machine were all sitting around back in good old Oak Brook, Illinois, where they have pitched their mansion, just not caring at all about money cause money can’t buy them love or whatever. We just made a claim that sounded plausible and kept our fingers crossed that we wouldn’t end up in trouble. Well, we were right!

Kerry Morrison in Van Nuys: Where the home in the valley meets the damp dirty prison / Where the executioner’s face is always well hidden1

As you probably know, the city of Los Angeles has been holding public hearings to gather input on possible frameworks for legalizing street vending. We’ve written before about the May 28 meeting in Boyle heights: once, twice, and thrice. Now, at last, we take up the June 11 meeting in Van Nuys. We’re starting things off with our old friend, Ms. Kerry Morrison. You can listen to her statement here or read a transcription after the break. We’ve also written about Kerry’s description of the meetings at the Joint Security Committee in July:

there were a series of four hearings that the chief administrative office staff held on the… the sidewalk vending ordinance. … It’s just this kind of amorphous set of hearings, which were completely dysfunctional, disrespectful, and almost, um, resembled a circus.

In the same meeting, Kerry explained that she wasn’t putting up with this, not for a second, and told everyone what she’d done about it:

So actually, Carol Schatz and I wrote a letter to Herb Wesson, the president of the city council after that meeting saying this is, this is really not being, you know, well-handled, there’s no security, it’s intimidating to people, there are people who did not want to testify. So the subsequent two hearings were, um, maybe a little bit more well-behaved.

Well, we put our fearless correspondent on the case and he went out and got us a copy of this letter. As is usual with Kerry when she’s writing in this genre, outraged-with-veneer-of-politesse-and-diplomacy white supremacism, the letter manages to combine utterly competent, even stylish, syntax with semantics that wouldn’t have been out of place in a 1970-era Ronald Reagan psychotic fever dream about students running wild in the streets of Berkeley. If you’re keeping score at home, you’ll recall that earlier we wrote on the May 28, 2015, meeting at Boyle Heights City Hall about street vending, focusing on Hollywood Entertainment District BID board member Alyssa Van Breene’s comments. You will also recall HPOA Executive Directrix Kerry Morrison’s description of the proceedings:
