Maybe you remember how in June and July 2019 the Los Angeles City Council was considering renewing the appalling LAMC 85.02, which makes vehicle dwelling illegal? And dozens of advocates for the rights of the unhoused took time to appear and give public comment urging the Council not to renew the law. They stayed away from work, from family, from the countless obligations and responsibilities that unpaid volunteers have to neglect in order to participate in civic life.

And the City Council ignored their wisdom, their experience, their sincere and deep understanding of the facts, they ignored the fact that not one single public commenter spoke in favor of their wicked ordinance, not one. They voted to renew their reprehensible legal ban on vehicle dwelling and then, when the chamber erupted in protest, the Councilmembers first had the police arrest one member of the public and clear the rest from the room. They then assuaged their own fully justified guilt and shame by telling one another the soothing lie that the protesters were paid for their advocacy? Well, anyway, that’s what happened.

And maybe you also remember that for the last eleventy seven years or so the local zillionaires have been fighting rabidly against street vending in Los Angeles, weaponizing the municipal power they pay so dearly to control through many violent conduits against these helpless workers. Their psychopathic campaign got so out of hand that last year the State Legislature had to step in and pass a law forbidding municipalities from outlawing vending.

But there are some loopholes, or at least some language that can be made by zillionaire lawyers to appear enough like a loophole to serve their purposes for now, and the zillies have been hard at work chipping away at the protections afforded by the law to the vendors, telling blatant lies when it serves their wicked purposes.. And it seems that one of the things away at which they’re determined to chip is food vendors who actually cook on stoves and stuff, and maybe have some chairs for their customers.

If you live in actual real live Los Angeles instead of some kind of collective zillionaire delusion like the Pacific Palisades, which almost certainly doesn’t actually exist in normal reality, this is the kind of thing you see every day, or at least every evening, when they really come out in numbers. Pupusas, tacos, pollo rostizado, churrascos, and so on. This is a ubiquitous style of street food vending. Street vending, even complex setups like these, are an essential part of the cultural fabric of Los Angeles, and are to be celebrated, not outlawed.

Of course everyone knows that NextDoor is 4Chan for housedwelling psychopaths. They get one another so damn revved up about how much their housedwelling selves are suffering because homeless human beings exist that they think it’s normal and OK to talk about firebombing them or shooting them with anti-tank weapons.

And these are seemingly normal people. They have jobs. They own businesses. They appear to be respectable. They must be exposed. And sometimes it’s useful to mock them as well as expose their violent ideas, maybe humiliate them, mess with their Google search results so their friends and co-workers can see how dangerous, how violent they are.

But sometimes their own words are so obviously insane, so completely outside the boundaries of civilized humanity, that it’s only necessary to quote. Behold a NextDoor thread started by a guy named Gabriel Aronson, who owns a Venice pet care business called The Tranquil Dog. He’s advocating on NextDoor for the use of military grade acoustic weapons against homeless human beings.

And these days this is not an anomaly. As Pete White of LA CAN has said: “The current wave of online rhetoric advocating violence and dehumanizing houseless people is much more than ‘good people online simply venting.’ This is a declaration of war.” And also see how not one person criticizes Aronson. Instead they worry about whether these acoustic weapons will also harm dogs or disturb their housedwelling neighbors.1 Here’s how Aronson kicked off the discussion:

Reverend Andy Bales, CEO of Skid Row’s Union Rescue Mission, has recently been dragged pretty thoroughly on social media for his unconscionable collaboration with hired killers sent by Donald Trump to implement what is sure to be an appalling and probably genocidal plan for some kind of final solution to this City’s inability to house its residents as well as his tone-deaf support of the very worst local psychopathic housedwelling politicians.

His responses as far as I have seen have been mostly of two types. First of all he denies that Trump wants to put homeless human residents of Los Angeles into concentration camps even though there actually aren’t that many people that Trump doesn’t want to put into concentration camps and the list, along with the capacity of the camps, grows larger each day. Second he accuses everyone who criticizes him of being gang-affiliated drug/sex traffickers who oppose the Trump/Bales plan because it’s likely to cut into their gangs’ drug/sex profits.

And I don’t have much to say about the second trope other than the really obvious “EEW GROSS pls shut up pls!” But it turns out that there is something important to say about the first. Yesterday, Friday, November 22, 2019, Bales appeared on KNX Radio and was interviewed by Charles Feldman and Mike Simpson about his collaboration with Trump. You can listen to the whole segment here, and there is a complete transcription below. But Feldman and Simpson asked him about the concentration camp thing.

Simpson asked in particular about concerns that “the police could be used, that there would be like a roundup. What do you say when you hear people say those things?” And Bales has a reason to doubt that Trump is going to round people up and put them in camps. It’s a stupid reason, but it is a reason. And it’s not at all reassuring. The reason, says Bales, that Trump is not going to round up homeless people and put them in camps is that there are no camps. That, he says, is our problem, that we don’t presently have camps:

… where would we take anybody? If there’s a sweep, where in the world would anybody be taken? We have to create places to take people and that’s the problem right now in Los Angeles. We do not have anywhere to take people who want to seek shelter. You have to create the shelter first and then you’ll have a place to take people.

Which of course speaks reassuringly to neither the abject depths of Trump’s evil nor the sanity of Bales himself. Possibly Bales is confusing concentration camps with houses, but we can be sure that Donald Trump and his minions aren’t. And obviously there actually are concentration camps. And even if there weren’t, building them isn’t ever the problem. They can be built fast.

Turning one part of the human race into raw material for jobs programs for another part is a core component of precisely the kind of populist fascism that Trump exemplifies. The best possible interpretation of Bales’s collaboration with Trump is that he’s blind to the fascism and the worst is that he’s complicit with it for his own purposes. Neither is good.

Emails Obtained From Creepy Zillionaire Haven Calabasas Show That They Appear To Have One Homeless Resident And The Entire City Government Follows Him Around And Calls The Cops On Him Daily — Because He Walked By The High School — Or He Walked By A Lemonade Stand — Or He Walked By Someone’s House

WARNING AND DISCLAIMER: I’m just going to tell you right up front that there is actually no point whatsoever to the post you’ve just started reading. It’s really nothing more than a heap of anecdotes strung together without so much as a smidge of narrative synthesis interspersed with pointless sarcasm, signifying nothing. But that’s the content you’re here for, innit?!

I recently got a bunch of emails from the formerly unincorporated white supremacist mountain stronghold known as the City of Calabasas as part of my ongoing investigation into those terroristic antihomeless West Valley vigilante Facebook groups you’ve been reading so much about, most recently in L.A. Taco, where just today the incomparable Lexis-Olivier Ray published another excellent piece on the subject. And specifically into rogue cop Sean Dinse, who has some kind of relationship with Calabasas Mayor Pro-Tem1 Alicia Weintraub.

Calabasas being the creepy little backwater bastion of white privilege that it is, I got the usual braindead pushback to my request at first with Alicia Weintraub claiming that she didn’t possess any emails between her and Dinse but, and this is essential advanced CPRAlogical praxis, of course I hadn’t asked without knowing from other sources that, in fact, there were such emails. So after a surprisingly minimal amount of argument the City admitted that they’d made an unintentional error, which is what public agencies call it when they lie and then get caught, and agreed to produce. And they did produce. And you can look at a selection of the produced material here on the Internet Archive.

And there’s no bloody shirt to wave here, none of the supervillain stylings so characteristic of the City government of Los Angeles. What we find instead is a bunch of small town politicians with too much time on their hands and too little of substance to occupy them. And, it appears, one single unhoused resident that they all follow around and discuss with one another.

Now he’s walking by a school! Now he’s carrying stuff! Now he walked past my Ring camera! Just look at the video! Now he walked down a street! And worst of all, now he walked by my kids’ lemonade stand! And they were terrified! THAT IS ABSOLUTELY FRIGHTENING!!! And, you know, it is absolutely frightening. Emails Between Keystone Towing General Manager Ed Arensdorf And CD12 Field Deputy Colin Crews — And LAPD Officer Benjamin Jones — And LADOT Staffer Brian Hartman — Provide A Rare Glimpse Into The Functioning Of The City’s RV Towing Machinery — And That Ultimately These Dwelling Places Are “Crushed” — No Conclusions Here But Some Illuminating Detail

I learned recently that the City of Los Angeles opposed a bill banning poverty tows in California for no better reason than that one single lobbyist asked on behalf of his clients, the Official Police Garage Association of Los Angeles, Herb-Wesson-appointed interim CD12 representative Greig Smith to oppose it, stating that his clients couldn’t do so publicly because to do so would expose them as the greedy bloodsuckers that, in fact, they actually are.

As pointed out by the incomparable folks at KTown For All this is an example of one single person determining official policy for a City of four million people for no better reason than to keep diverting zillions of dollars of public money into his clients’ coffers. And today I have a small related story, but an important one, showing not only an unexpectedly granular level of complicity between the tow companies and the City government with respect to RV towing, but some hints about the volume of RV tows and also the scale of the infrastructure required to tow and ultimately destroy motorhomes.

It begins with a May 23, 2019 email from Ed Arensdorf, general manager of OPG Keystone Towing, to Colin Crews of CD12, LAPD officer Benjamin Jones, and LADOT staffer Brian Hartman, in which he tells them that he is forced “to put motorhome towing on indefinite hold”. And in case you’re envisioning chaos, vehicular anarchy, Mad Max but with RVs, well, don’t worry, notes Arensdorf parenthetically, this is “(except evidence, stolens and blocking driveways/intersections).”

Which essentially means that they were going to have to stop towing away RVs that people live in but they will keep on towing RVs where there’s actually a defensible reason to tow, rather than displacement and profiteering. And in case it occurred to you, there were no moral considerations at all involved in the towing hiatus. The company that crushes RVs1 was having some regulatory problems with environmental agencies.

Remember When Assemblymember David Chiu Introduced A Bill To End Poverty Towing — And Fashy Interim City Councilmember Greig Smith Introduced A City Council Resolution To Oppose It — Basically Because — Said Smith — Without Police Power To Tow Cars Homeless Vehicle Dwellers Would Overrun The Whole City — But Newly Obtained Emails Show That Actually No One Even Cared About That — The Motion Was Written By Lobbyist Eric Rose — Working On Behalf Of The Official Police Garage Association Of Los Angeles — Whose Income Would Be Cut Drastically Without Poverty Tows — But Who Could Not Openly Oppose Chiu’s Bill Without Exposing Themselves As The Greedy Bloodsuckers They Are — So Rose Cooked Up The Homeless Connection — And Smith Pushed It — And They Passed Their Motion — And The Bill Died In Committee

On March 18, 2019 the Western Center on Law and Poverty released a monumental report on the effects of poverty towing in California. In conjunction with the report, WCLP issued a press release announcing that Assemblymember David Chiu had introduced a bill, AB-516, seeking to end the practice. Nine days later fash-adjacent hand-picked interim CD12 representative Greig Smith introduced a resolution in the Los Angeles City Council proposing to formally oppose AB-516.

The rhetoric in the motion, to be found in Council File 19-0002-S50, is uniformly anti-homeless, fueled by the axiomatic housedweller beliefs that without coercive means of removing vehicle dwellers they will somehow take over and destroy every last inch of the public realm. And this was a great story, and a completely plausible motive for ultra-fash Greig Smith, who stood out for his inhumanity towards people forced to live on the street even among his homeless-hating peers on the Council.

However, emails newly obtained from CD12 via the California Public Records Act prove that this was nothing but a cover story.1 No one involved cared at all about the relationship between poverty tows and vehicle dwellers. The anti-homeless rhetoric in this case was no more than smoke behind which was hiding the fact that the only reason that Smith moved to oppose Chiu’s bill is that Eric Rose, a lobbyist with thermonuclear Los Angeles lobbying firm Englander Knabe Allen, incestuously linked with CD12 in any number of ways, represents the Official Police Garages Association of Los Angeles, who would obviously lose a lot of money if the number of tows decreased for any reason whatsover.

On March 19, one day after WCLP’s press release announcing the report, Rose asked Smith2 to oppose Chiu’s bill and asked Smith’s permission to draft a motion to that effect. As Rose cynically explained, though, “The OPG’s can’t oppose this because it will be viewed as self-serving.” OPGs, of course, are the official police garages. Smith forwarded Rose’s email to his legislative deputy Erich King, and later that night Rose sent Smith a draft motion, also forwarded to King. And a few days later Smith’s actual motion was introduced. Written, no doubt, by King, heavily influenced by Rose.

In the text of the motion there’s nothing whatsoever about the Official Police Garages, Rose’s client, whose income the sole purpose of this opposition was to protect. Instead the text is all about enforcing the law and the subtext all about punishing people who live in vehicles. Don’t forget, never forget, that none of that’s the reason for any of this. It’s ironic, by the way, that Rose’s cover story relies so heavily on the need to enforce the law. Monday evening, September 9, 2019, the Los Angeles Police Department held a meeting at Topanga Station to discuss the controversial-once-exposed participation of a bunch of its putatively estimable senior lead officers, notably Sean Dinse and Duc Dao, in a couple of creepy private anti-homeless vigilante-loving rage-filled Facebook groups, recently written about extensively by what the founder of these hate sites, Fern Peskin-White, or at least her dishonest hack of a lawyer has called, in a letter that’s practically a self-contained model bar exam question on California’s anti-SLAPP statute, “radical left-wing activists.”1

These groups are filled with two not-necessarily distinct populations. There are angry Valley dwellers who think it’s salient or funny or just even acceptably normal to be kidding-not-kidding about poisoning homeless people or shooting them with bullets and so on, and then there are a bunch of LAPD officers. The point is ostensibly for the cops to share info with the Valley dwellers and respond quicker than 911 or whatever but in practice what it looks like to people free of participant bias is that the police are indifferent to if not supportive of the hate, the anger, and the threats of violence.

And that they facilitate vigilantism in theory or practice by supplying these Facebook warriors with very personal information about their targets, none of which is good PR for LAPD. In fact maybe it’s even conduct unbecoming an officer or something actionable, so Jorge Rodriguez, head supreme LAPD Valley chief boss, possibly at the direction of his boss Michel Moore, kicked all the cops off the page and fired Fern Peskin-White from her cushy job as unpaid cop volunteer.

This action even further enraged the already mouth-frothing Valley dwellers, and so this meeting was called. And I went to the meeting! And took video of the first two hours! City Of Los Angeles Sued Yet Again To Enforce Compliance With The Public Records Act — This Time It’s Over CD14’s Obstinate Refusal To Produce Emails Between Staffer Joella Hopkins And Various City Officials — Mostly Having To Do With Homeless Issues — CD14 Commo Deputy Isaiah Calvin Risibly Claimed That Dozens If Not Hundreds Of Emails Were Exempt As Attorney Client Privileged — But I Obtained Some Of These From Other Sources And — He’s Lying — Or Confused — Or Both — But That Doesn’t Matter Under The Law — Hence This Petition

This is just a very quick note to announce that due to CD14’s well-known and weirdly intransigent refusal to comply with even the most minimal mandates of the California Public Records Act I have been forced to file a writ petition against these outlaw City officials seeking to enforce my constitutional right to read their damn emails.

On December 30, 2018 I asked Paul Habib and some other Huizar staffies for “emails between joella.hopkins@lacity.org or ari.simon@lacity.org and at least one of 34490@lapd.online or 32511@lapd.online or gita.oneill@lacity.org or kurt.knecht@lacity.org.” Note that the two police there are Marc Reina and Deon Joseph respectively. They hummed, hemmed, hawed, and noped and eventually produced 62 pages of ludicrously incomplete emails. For instance, they produced the first page of a 14 page thread about Night on Broadway but not the other 13 pages. And crazy stuff like that.

And they claimed, possibly due to the inclusion of Deputy City Attorneys Gita O’Neill and Kurt Knecht in my request, that they had withheld some material under the attorney/client privilege. But you know, and this is good CPRA practice, when possible I like to hit up as many agencies as possible for the same or overlapping material. It’s the best way not only to get complete sets of stuff but also to check whether responses are honest. And, sadly, often they are not.

How I Finally — For Only The Second Freaking Time Ever — Got Advance Notice Of Some Homeless Encampment Sweeps From LA Sanitation Via The Public Records Act After Three Long Years Of Fighting With Them About It — And How They Told Me That I Couldn’t Look At The Next Day’s Schedule But Only Today’s — So I Showed Up At The Public Works Building This Morning At 7 AM And Eventually Did Get To See The Schedule — Which Is A Huge Breakthrough! — But It Also Became Clear That They Have Not Been Fully Honest In Their Claim That The Schedules Aren’t Produced In Advance — So The Next Phase Is To Get The Next Day’s Schedules Each Afternoon

I have been trying to use the California Public Records Act to get advance notice of homeless encampment sweeps for three years now. After a few months of arguing with LA Sanitation, in 2016 I actually managed to get a schedule one day in advance. I went out and filmed the whole thing, but then the City went back into full metal obstructionism and refused to hand over another advance schedule.

So I’ve been pushing them on it since then without making much progress. I did, however, get them to agree in principal that some of the records containing advance info about scheduled sweeps was not exempt from production. However, and frustratingly, this did not lead to my actually gaining access to schedules in advance. But in June of this year a lawyer, Michael Risher, agreed to help me out, and he evidently acted as a catalyst.

He wrote them a demand letter and they dragged their feet and dragged their feet but eventually did make various concessions, although still did not produce. One thing led to another, and we came to the conclusion that I would need to go to the Public Works Building in person and demand to see the schedule. I gave Sanitation notice that I would show up this morning at 7 am to look at today’s confirmation sheet.1 I showed up as promised, and after about 15 minutes of confusion with the guard, she let me go upstairs.

Emails From The Los Angeles City Attorney’s Office Reveal The Existence Of Pilot Programs To Handle Homeless Encampments — Known As Operation Please Follow The Rules — (Not Making That Up) — That Literally Condition Provision Of Social Services On Taking Tents Down During The Day — Featuring The Direct Participation And Complicity Of Private Social Service Providers — Cornerstone And The People Concern — In This Project — Actually Agreeing To Withhold Services From Noncompliant Homeless People — And To Tell LAPD Who’s Compliant And Who’s Not — So That LAPD Can Arrest Noncompliers — And These People Wonder Why Everyone Lies To Them — Why Nobody Trusts Them — It’s Pretty Obvious Why


Services Not Sweeps is a coalition of dozens of Los Angeles area community organizations who are working for, among other things, the removal of LAPD from all City street cleaning initiatives. There are many reasons for excluding law enforcement officers from encampment cleanups. Police arrest people or do worse to them. The threat they represent, the linking of that threat with the service providers present, cannot help but discourage homeless residents from cooperating in the cleaning process, from taking advantage of the offered services.

Arresting people who are already suffering by being forced to live on the streets destroys any trust the arrestees, their families, their neighbors, might have had in the good intentions of the system. It destroys what might be left of their dignity. It is a bad, bad thing. These encampment sweep teams include not only LAPD, but LA Sanitation workers and other City officials, and the Los Angeles Homeless Services Authority is tasked with pre-sweep outreach. Outreach, at least ideally, consists of offering various social services to the encampment residents and, in theory, helping them take advantage of whatever help is available to them.

And I wasn’t previously aware of this fact, but it turns out that at least sometimes the City invites private social services organizations to be part of the encampment sweep process. Two such groups are Cornerstone and The People Concern. These organizations’ websites, well, they hit all the right notes. E.g Cornerstone talks up “clients develop[ing] trusting relationships with counselors” and TPC is all about “build[ing] self-sufficiency, restor[ing] dignity and help[ing] our vulnerable neighbors become contributing members of the community”.

But these laudable ideals are belied by the fact that at least on some occasions both of these groups have been complicit in pilot programs, organized by the City Attorney’s office, that attempt to coerce people living in encampments into taking their tents down during the day by actually “making services dependent on following this rule” and, with the blessing of the LAPD, immunizing them from arrest if they complied by taking down tents when told to do so.

These programs were evidently started because, in the thoroughly idiotic and offensive words of Assistant City Attorney Tamar Galatzan, “everyone was getting frustrated that the homeless people were telling outreach one thing and LAPD another”. And in its inimitably totalitarian style the City Attorney seems to have called these programs “Operation Please Follow The Rules”.

It’s certainly difficult enough to gain the trust of people who, forced by circumstances beyond their control to live in encampments on public sidewalks, have seen their lives devalued by society, have been repeatedly abused and betrayed, criminalized and infantilized. And yet without gaining their trust it’s impossible to help anyone, no matter what their housing circumstance.

It’s easy to see what the City gets from the complicity of these private agencies, but it’s impossible for me to understand what the agencies get from it. Which is why I don’t explain these stories, I just tell them. And this one is told through a bunch of emails I got recently from the City Attorney’s office. Read on for details and transcriptions!
