Hollywood BID Patrol Sought in 2013 to Hire Off-Duty LAPD Officers for Video Monitoring

Here are a couple of documents regarding the Hollywood Entertainment District BID Patrol’s request to be allowed to hire off-duty LAPD officers to monitor live video feeds. I’m seeking more information regarding this matter and will make it available as it comes in. There’s something interesting going on here in that the BID patrols already represent an effort to privatize policing in Los Angeles, thereby making it more opaque to public scrutiny. If they hire actual LAPD officers for privately assigned work this really exacerbates the problem, doesn’t it? The documents are embedded after the break and can be downloaded here and here.

Walking Around with Fante and Bukowski

walking.around.with.fante.and.bukowski.coverWalking Around with Fante and Bukowski is a new collection of essays by Patricio Maya, published by Grady Miller Books. If you’re interested in the literature and culture of Los Angeles you will certainly find something in here that will interest you. Although there’s not much in here that aligns explicitly with the subject matter of MK.org, there is plenty of relevant background material for the student of abusive political power in Los Angeles.

In the title essay, Maya recounts a journey he took following Arturo Bandini’s epic journey to Long Beach in search of Vera Rifkin. One of Maya’s themes here is what he calls “the tenuous dimension between books and reality”:

You walk downtown or on Wilshire, half stoned, asking yourself if here was where Nathanael West ate, if there was where William Saroyan brawled, if Bandini slept here, if Bukowski drank there. It is a kind of derangement. But there are worse ways to spend time when you are 19 years old.

Of course, if the BIDs had had their way it would have been where Nathanael West was arrested, where William Saroyan was arrested, and where Bandini was arrested. That’s the last I’ll say about that, read on.

First Batch of BID Patrol Videos Available

Today I uploaded 14 videos obtained from the HPOA under the California Public Records Act. You can see them here or via the drop-down menu structure or here. There are more videos to follow, although probably not immediately.

No one here has had time to watch these thoroughly yet. If you see something we should write about please drop a line. Meanwhile, in this video from December 2009, you can see an LAPD officer calmly and deliberately use his taser on a prone, unresisting man (at 6:40), contrary to both human decency and LAPD policy (see §573 Use of Non-Lethal Control Devices). The victim’s last words before he’s tased? “I ain’t doing nothing.” And he ain’t, either.

While my literarily profligate colleagues lounge around MK.org secret headquarters drinking cheap wine and writing reams of nonsense about the antic shenanigans of the HPOA I, at least, am working hard to provide actual documentary evidence to you, dear reader. I am pleased to announce the availability of the first fruits of a recent Public Records request to HPOA, faithfully fulfilled by the ever-helpful Kerry Morrison. This set of documents consists of all disclosable emails between HPOA and A/I for the dates October 1, 2014 through November 12, 2014.

They are available through the menu structure in the header, or here, or from our static file storage either as a 7.7 MB zip archive or as individual PDFs. There is more to come.

Anatomy of a Hustle

I would like to recommend the book Anatomy of a Hustle to anyone who’s interested in practical aspects of the governance of the city of Los Angeles. It’s a memoir by Clinton Galloway of his attempt, along with his brother Carl, to get a franchise to bring cable television to South Los Angeles in the 1970s and beyond. They were thwarted at every turn by an astonishingly corrupt city government and an astonishingly corrupt federal judge, spawned in the bowels of City Hall itself; Consuelo Marshall. Things haven’t changed much over there.

Marshall’s blatantly biased decision in favor of her cronies at City Hall was reversed unanimously by the 9th circuit and again unanimously by the U.S. Supreme Court, and yet she continued to violate their orders and judicial ethics at every possible point for almost a decade after the big courts remanded the case back to her with a note attached saying roughly: “Dear Consuelo and city of Los Angeles, are you fucking serious?!”

If you look here you will find correspondence between HPOA Executive Director Kerry Morrison and various people with the California State Judicial Council, which has not paid its assessments since 2009. It’s well worth a read if only to see Kerry’s hapless rhetorical sallies counterposed with the calm authority of the state’s lawyers.

A Shameful Thing

The second redacted report from Steve Seyler to the Joint Security Committee of the Hollywood Entertainment District BID and the Sunset-Vine BID is available here. I don’t actually feel equal to the task of describing in serious terms how upsetting this material is, but I’m going to try my best to match the gravity of the subject.

Steve’s narratives of the homeless people of Hollywood lack any consciousness of the fact that these are human beings with human lives that he’s dealing with. They have no power, no voice, no property, they have nothing. They are harried and tormented by Steve’s Andrews International Security guards. It’s not enough that Steve’s guards scream at and arrest the homeless for activities which are not only lawful but completely normal if done in a house: sleeping, sitting, urination, defecation, but he mocks them with epithets and has them photographed like trophy animals in the process.

His reports betray no evidence of compassion or even a basic understanding of the fact that these people are homeless as the result of social processes beyond anyone’s control. Instead he fills his reports with self-serving anecdotes about his horror-movie-boyscout guards helping blind men across the street and buying hungry people pizza interspersed with immature jokes about shit on the streets and illicit vodka. Is he unaware that his ordained purpose is not helping and saving but moving homeless people out of the steamroller path of businessmen and their plans for tourism and development? He can’t possibly be, which makes his pretense and his weird antics even more disturbing.

And the members of the Joint Security Committee, who have evidently received these reports for years without either seeing how disgusting they are or putting an end to them (if only for the sake of public image) are as guilty or more so. It’s plausible that Steve can’t help the fact that he’s a bully-boy who ended up with too much power for anyone’s good, but Kerry Morrison at least seems like a decent, kind person. I can’t believe she hasn’t seen how bad this is. Certainly the LAPD, LASD, and City Attorney’s Office liasons to the BID ought to know better; they’re professionals. Real police don’t act like this (at least not in public). It’s a shameful thing.

I’m pleased to announce the availability of the first of the reports of Sharyn Romano of the Hollywood Beautification Team to the Hollywood Media District BID. The page we’re keeping them on is here. Today’s item has pictures of at least some of the stuff, part of it obviously people’s possessions, that her “crew” either did or did not throw away.

I was rereading Great Expectations this morning and came across the following, which could as well be about Sharyn Romano as Mrs. Joe:
