New Emails from CCEA: Raquel K. Beard, Ed Camarillo, Estela Lopez (!), Etc.

Yesterday I got about a hundred pages of emails from CCEA Executive Director Raquel K. Beard. These are from September 1, 2015 through September 8, 2015 and supposedly comprise all nonexempt emails sent or received by anyone at the CCEA during that period. I haven’t read them carefully yet, so there may be undiscovered gems. One interesting thing is that there are a number of emails between Raquel and Estela Lopez. Estela was formerly Executive Director of the CCEA and Raquel was the Managing Director. Raquel left in 2012 to run Downtown Long Beach Associates, which, among other things, seems to manage a BID there.

Long-time readers of this blog will recall that, in March 2015, we broke the story that outlaw downtown ringleader Carol Schatz’s ongoing criminal conspiracy, popularly known as the Central City Association, had hired shadowy PR flacks Rodriguez Strategies to shill for this city’s white-power-elite-zillionaire-industrial complex in order to defeat Councilmen José Huizar’s and Curren Price’s surprisingly-for-LA-politicos sane proposals regarding street vending. Rodriguez Strategies deputed its minion, evil PR-thuggette Jessica Borek, to set up a bullshit astroturf group known as “The Coalition to Save Small Business,” and off they went to lie about everything at every public hearing possible on the subject.

Well, evidently Rodriguez Strategies wasn’t doing enough damage for the CCA’s taste, because at some point the opponents of legalized street vending in Los Angeles hired yet another PR firm, Mecoy Communications, run by former reporter Laura Mecoy, pictured above. Yesterday, we obtained a bunch of emails from Laura Mecoy to Kerry Morrison, Carol Schatz, and two business owners who oppose legalized street vending about a meeting Laura’s arranged with the LA Times editorial board. And Laura is worth whatever they’re paying her. Although the Times showed some independent thought in the resulting editorial, Laura got them to take Kerry Morrison’s and Carol Schatz’s delusory and insincere arguments as if they were something more than self-interested expediencies. They’re not. This is a fascinating but all-too-rare glimpse into the interplay between money, power, and media in Los Angeles.

I’m pleased to announce the arrival of the first batch of documents from the Fashion District BID. Mostly I decided to start collecting documents from them because of the recent lawsuit against them. I’m not collecting documents specifically about the lawsuit, but rather records which will allow researchers and interested parties to form an accurate understanding of the BID itself. There’s not much that’s super-interesting here yet, but links to what I have may be found after the break.

Sixty percent of comatose Californians and virtually one hundred percent of the non-comatose are aware that last year’s Proposition 47 is causing massive freakouts amongst California’s cops, the zillionaire elite who rely on those cops to stave off the slavering locustoid hordes of marauding homeless people who inhabit their fevered imaginations, and the zillionaire elite’s hired flunkies, among whom are to be found the staffs of the Business Improvement Districts of Los Angeles. If you haven’t heard about this kerfluffle, the Los Angeles Times has helpfully run about nine zillion op-eds covering every sane point of view on the issue and most of the more popular less-than-sane ones. The gist of it is that in November 2014, about 20 minutes after the election results were in, the cops of California pitched a toys-out-of-pram tantrum and essentially stopped arresting anyone for anything and everyone, including all BID-associated people everywhere, started blaming the proposition for every crime committed anywhere in the state along with petty thefts and suspicious fires, broken windows, pissed-in gutters, aggressive panhandling, open bottles of cheap vodka, and probably the disappearance of freaking Amelia Earhart.

We haven’t gone out of our way to report to any great extent on this BIDiabolical whining because there’s just so much of it, it’s so freaking repetitive, and, anyway, who has the time? However, our faithful correspondent assures us that nary an HPOA Joint Security Committee meeting he’s attended in 2015 has gone by without someone mentioning it, and the same goes for other HPOA/CHC meetings. Kerry Morrison even once admitted on camera that she’d voted for it but now she regretted it. In any case, Carol Schatz has unexpectedly provided us with such a distilled, such a quintessential, such a blatantly, screechingly, cynical example of the genre that we finally felt moved to address the subject. Everything we’re quoting here comes from this email chain, which is one of the many recently obtained for us via the California Public Records Act. This evening I have the pleasure of announcing a big bunch of new documents, mostly from the DCBID, but a couple of choice bits from the CCEA as well.

• Over 500 shift summaries prepared by Universal Protection Service between January 1, 2015 and early October, 2015. You can browse them directly from here where you’ll also find a zip archive of the whole batch, or look for that same directory in the menu structure above at Documents/DCBID/Universal Protection Service/UPS Shift Summaries. No one here has had the time to look through these in detail yet.

• Fifty-three emails from/to Carol Schatz of the DCBID. These are available directly from here, and there’s also a zip archive of all of them. You can also get to them from the menu structure above if necessary. These are redacted mercilessly and almost certainly illegally (I’m working on that), but there’s a lot of interesting stuff here. These are purportedly all of Carol Schatz’s DCBID emails for the third quarter of 2015, but, you know, I don’t think everything’s here. I’m working on that too. You’ll be hearing much more about this material in the near future.

Downtown Industrial District BID / Central City East Association Documents Now Available

I recently started requesting documents from the Central City East Association (CCEA), which runs the Downtown Industrial District BID. I’m not sure why, it was just a whim, but the executive directrix, a lady named Raquel Beard (who long-time readers may remember for her stunningly weird remarks about sidewalk vending), turned out to be so delightfully trollable that I’m just going to keep it up for a while. I can already see a couple of ways it might develop into a long game, but I’m keeping schtum about that for now. Meanwhile, take a look at what I got today. New Documents About Selma Park From the HPOA, New Document Storage System

First of all, I reorganized our documents. I think the new system will make it easier for you to find things. I know it’ll make it easier for me to add new material, and I have a lot of stuff coming in soon. The “Document” menu in the header now leads to a link and an iframe pointing at this page, which is just a raw files and directory set-up. For now I’m only allowing http access, but I might set up ftp access in the future. In any case, have at it! The only problem left unsolved is how to host the 15+ gigs of photos I have on hand. I’m working on a solution involving dropbox, since archive.org has turned out to be pretty slow for that many images and Flickr seems complicated for bulk uploads and metadata editing. I could be wrong about this, though. More news soon. Second, there’s a bunch of new stuff about Selma Park. Read on for details.

I’m pleased, I mean, as pleased as one can be in context, to announce a bunch of new documents from the DCBID, courtesy of the ever-so-very-helpful Suzanne Holley. As my colleagues once mentioned, I’m requesting documents from the DCBID in honor of Fabio Conti’s stunning assertion that the “purple guys” are way-a-lot meaner than the A/I BID Patrol.

Well, I still don’t know if that’s true or not, but you can start to make up your own mind. We recently had occasion to write about the HPOA’s continent-spanning conspiracy with a bunch of their creepy counterparts in Manhattan to abuse intellectual property law, to violate California Penal Code §158, to constructively violate the first amendment, and both stridently and characteristically to act the fool with respect to the burning issue of street characters.

It just hasn't been rigorously tested here....yet!

Since last we examined this issue, the NYPD has gone nuclear by asking Disney and Marvel to sue the street characters, something which those companies seem to have proved unwilling to do. Of course, what the city and the local BIDs really don’t like is the naked ladies. Some of the information we were missing then we’ve obtained now. First, you will recall that in a finger-down-throat-fawning set of emails Kerry Morrison advised Tom Cusick, the dude who’s her counterpart at the Fifth Avenue BID, that they hadn’t had much luck with their criminal attempts to incite litigation against street characters. She mentioned to Tom, though, that the HPOA had managed to get Sesame Street to send cease and desist letters to Big Bird and Elmo one time under special circumstances. Ever-Delusional BID’s Targeting of Homeless Alcohol Use, Impunitizing Scofflaw Liquor Dealers, Denial of Laws of Nature, Continues, with Complicity, Connivance of City Attorney’s Office, Apace

Today’s post concerns a series of emails between Kerry Morrison and two Hollywood Neighborhood Prosecutors in 2014. These are part of a larger set of emails which we published some time ago. The BID, of course, is paranoiacally hyperphobic about drinking in public by the homeless, even as they celebrate, revel in, and sing hosanna in the highest to the use, misuse, abuse, of alcohol, even in public, when done by the non-homeless population of Hollywood. That’s not news. What is news is the weirdly obsessive length that newly-appointed-in-2014 Hollywood Neighborhood Prosecutor Jackie Lawson turned out to be willing to go to to accomodate Kerry Morrison’s paranoid hyperphobias. There’s a lot of background here, so please bear with us.

He’s that’s-for-damn-sure not popular with his city council out there in the Far East, though.
The documented part of our story begins on January 28, 2014,1 with an email from Kerry Morrison to then-Hollywood-Neighborhood-Prosecutor Andre Quintero, inviting him to a BID-sponsored summit meeting the purported motive for which was “[t]o reduce the incidence of daytime public drunkenness in the Hollywood Entertainment Disctrict and Sunset & Vine BID.” In particular, Kerry calls Andre’s attention to item 4, asking that he “maybe … could be prepared to share some background on” “…laws governing alcohol sales and alcohol use.” Note well that there’s no word out of Andre regarding any of this. And the rest of the agenda is worth reading, but there’s nothing there, really, beyond the usual paranoid ravings about panhandlers and public inebriation with which we’re so familiar.

Things began to take an interesting turn in March, though. That’s when Kerry Morrison, unconstrained by any Institutional Review Board, by any ethical guidelines for the use of human subjects, by any standards, professional or amateur, by any method, scientific or humane, by any laws, human or divine, written or unwritten, criminal or civil, announced yet another experiment in the social-laboratory-for-the-criminalization-of-homelessness gestalt-slash-weltanschauung that the HPOA has overlain upon our beloved Hollywood in its 20 years of madcap malcriado misrule.2
