In December 2016 Carol Schatz Arranged For Lobbyist Laura Mecoy To Ghostwrite Anti Street Vending Talking Points For Studio City Neighborhood Council Representative Barry Johnson, Who Was Appearing Before The Public Works Committee To Give A CIS — Although Potentially Illegally — Demonstrating Infiltration Of Neighborhood Councils By The Zillionaire Power Elite And Their Lobbyists And Minions To A Hitherto Unsuspected Degree

At least since 2015 a vast coalition of business improvement districts along with the Schatzian nightmare horror show known as the Central City Association have been fighting, clawing, hissing, and paying lots and lots and lots of money to counter any inclination our pusillanimous City Council might have towards creating even minimal legal space for street vendors to ply their life-affirming trade in the City of Los Angeles.

As part of this conspiracy, and even though the CCA essentially does nothing but lobby the City of Los Angeles, the BIDdies and their minions and allies hired a bunch of outside lobbyists to help fight their weirdo battle. One of these ringers was Laura Mecoy, who hooked them up with the LA Times editorial board and then had some trouble getting paid by the BIDdies for her work.

And all of a sudden, here’s Laura Mecoy again! Very recently I received a copy of this fascinating email chain, and here’s what it reveals!1 It seems that on December 8, 2016, Rita Villa of the Studio City Neighborhood Council got in touch with Carol Schatz about an upcoming hearing of a Council committee at which street vending would be discussed.2 They were evidently trying to coordinate on who was going to attend the meeting to make sure the fascist viewpoint was heard.

Villa mentioned that our old friend Mr. John Walker of the Studio City BID couldn’t make it, and some other names about were bandied. Eventually Rita Villa arranged for Barry Johnson to attend, and Carol Schatz asked lobbyists Laura Mecoy and Fred Muir to write some talking points for Barry Johnson, which Laura Mecoy cheerfully did!

And there’s nothing at all interesting in the talking points.3 It’s the same old “one-size-does-not-fit-all we-respectfully-request-opt-in-please” jive-ass crapola that we’re used to out of these people. The interest in this episode is entirely in the effort that Carol Schatz and her hired lobbyists are putting into shaping the narrative coming out of the mouth of someone who’s putatively speaking for a neighborhood council.

Of Course Carol Schatz Is The Queen Of Downtown But She Might Also Be The King Solomon Of Downtown Cause She Sure Knows How To Split A Damn Baby! Or — Assistant Queen Of Downtown Suzanne Holley Wants To Know Who’s Gonna Pay The Damn Lobbyists!

Just what you have all been waiting for, friends! More tales from the massive DCBID document dump of a couple weeks ago. It truly is the gift that keeps on giving!1 And yeah, from one point of view this is yet another inconsequential bit of floof like our recent story about Lena Mulhall, CCALA office manager, using the office UPS account to ship various personal cosplay-linked merchandise hither and yon. But from another, it’s more than consequential, it’s essential evidence of … but of course, you have no idea what I’m talking about cause you haven’t seen the damn email.

You can read the whole chain here or, as usual, turn the page for a transcription. Anyway, remember Laura Mecoy? She’s the hotcha lobbyist who runs a shady little op out of the South Bay known as Mecoy Communications2 who got Kerry Morrison and Carol Schatz a sitdown with the L.A. Times Editorial Board over the street vending issue, giving them an opportunity to spew their poisonous puke all over the table at First and Main.3

And of course, she don’t do that kinda jive for free. After all, she’s a storyteller! A professional storyteller!! And the workman is worthy of her hire, ain’t she? So who’s going to pay her damn bills!? Well, of course, turn the page to find out!

“We Save Lives Out Here, We Don’t Harass Lives!” The Heavily Armed Self-Proclaimed Mother Teresa of Hollywood, Ms. Kerry Morrison, Flips Out About “Concerning” LA Times Editorial, Proposes to Head Over To First And Spring And Teach That Editorial Board A Lesson!

Remember this editorial in the L.A. Times about the Venice Beach BID? I posted on it a couple weeks ago because whoever wrote it1 took City Attorney spokesman Rob Wilcox at his unsupported and unsupportable word that BID security somehow wasn’t allowed to arrest people for sitting on the sidewalk in violation of the despicable LAMC 41.18(d). Well, anyway, evidently “Two-gun” Kerry Morrison of the Hollywood Property Owners Alliance read an editorial with the same title but, perhaps because her copy of the paper comes from Bizarro World, radically different content. The one I read said, quite sensibly:

We’re glad that property owners around Venice Beach care about their community and that they’re willing to pay extra to improve the neighborhood. But when it comes to the homeless, they must decide whether they want to be part of the solution or part of the problem. If the ambassadors are going to constitute a de facto private security force, their job should not be to hassle the homeless in an effort to move them pointlessly from corner to corner or to push them out of the neighborhood so that they become another jurisdiction’s problem.

So watch and listen here to HPOA Executive Director Ms. Kerry Morrison’s cri de coeur about how UNFAIR this is to her and her heavily armed BID Patrol buddies!! Or if you prefer, as always, there’s a transcription after the break. And she said:

There was a very concerning editorial in the L.A. Times two weeks ago. … And what’s concerning about it is that it kind of suggests that when BIDs get involved in addressing homeless issues that it’s basically a harassment mindset.

New Documents, Mostly Routine, although Assistant LAPD Chief Jorge Villegas Explicitly Acknowledges Limitations of Arrests as a Tool for Addressing Homelessness

Assistant Chief Jorge Villegas, LAPD: "As you know [homelessness] is an extremely complex issue to address. It is not as simple as simply making an arrest. As you know, we cannot arrest [our] way out of this complex social issue."

Today I uploaded documents from the DCBID, the Fashion District, and some emails from Raquel Beard to the Mayor’s office. The DCBID’s Operations Committee agendas are here, and according to Suzanne Holley this is all of them for which there are electronic copies. They don’t meet very often, it seems. Next up we have 2015 minutes and agendas for the Fashion District BID Board of Directors. There’s some interesting stuff here, although I haven’t had time to read them carefully. For instance, on February 26, 2015, the Board heard about the Central City Association’s plot to hire Rodriguez Strategies to fight the legalization of street vending in LA. The new information here is that Carol Schatz evidently pegged the cost at $60,000 and Kent Smith of the FDBID asked and received from the Board approval to donate $10,000. I think that, given how the original initiative expanded, including the hiring of subordinate publicists, that original estimate must have ended up to be quite low. In March Kent asked for and received from the board $5,000 to oppose Carol Liu’s Right to Rest Act. I really do wonder if this kind of political activism is a legal use of BID money, since it’s supposed to be used to provide services in the district above and beyond what the City provides. How, I wonder, is taking positions on state laws consistent with this charge? A question for another day, I guess. And finally, after the break, we have some emails from Raquel Beard of the CCEA to Eric Garcetti’s office.

Inside the Anti-Street-Vending Campaign: Newly Revealed Emails Between Kerry Morrison, Carol Schatz, and PR Flack Laura Mecoy Shine Unwonted Light Into Power-Elite Media Manipulation Process

Laura Mecoy
PR flack Laura Mecoy of Manhattan Beach, who is currently earning her living telling tales about street vendors in the corridors of power.
Long-time readers of this blog will recall that, in March 2015, we broke the story that outlaw downtown ringleader Carol Schatz’s ongoing criminal conspiracy, popularly known as the Central City Association, had hired shadowy PR flacks Rodriguez Strategies to shill for this city’s white-power-elite-zillionaire-industrial complex in order to defeat Councilmen José Huizar’s and Curren Price’s surprisingly-for-LA-politicos sane proposals regarding street vending. Rodriguez Strategies deputed its minion, evil PR-thuggette Jessica Borek, to set up a bullshit astroturf group known as “The Coalition to Save Small Business,” and off they went to lie about everything at every public hearing possible on the subject.

Well, evidently Rodriguez Strategies wasn’t doing enough damage for the CCA’s taste, because at some point the opponents of legalized street vending in Los Angeles hired yet another PR firm, Mecoy Communications, run by former reporter Laura Mecoy, pictured above. Yesterday, we obtained a bunch of emails from Laura Mecoy to Kerry Morrison, Carol Schatz, and two business owners who oppose legalized street vending about a meeting Laura’s arranged with the LA Times editorial board. And Laura is worth whatever they’re paying her. Although the Times showed some independent thought in the resulting editorial, Laura got them to take Kerry Morrison’s and Carol Schatz’s delusory and insincere arguments as if they were something more than self-interested expediencies. They’re not. This is a fascinating but all-too-rare glimpse into the interplay between money, power, and media in Los Angeles.
