The Year-Long Saga Of How It Is My Fault That Devin Strecker Was Forced By Kerry Morrison’s Scorched-Earth Anti-CPRA Policies To Tell Lisa Schechter That The Hollywood Property Owners Alliance Did Not Use Dropbox Even Though Everyone Else In The Entire Freaking Universe Uses It

It is all my fault that Devin Strecker is no longer allowed to use Dropbox at work!
Oh dear friends, what a long story I have to tell you this afternoon! And I hope it will repay (or more than) your attention.1 It’s all about how Kerry Morrison is willing to make her job and the jobs of her minions progressively more impossible for absolutely no better reason than to thwart my research. I’ve written about various stages in this process before, and here’s a brief timeline:

  • March 2016 — Kerry Morrison amends HPOA document retention policy to require destruction of emails after 90 days unless intentionally kept, unilaterally, retroactively, and illegally redefines emails as not subject to CPRA.
  • June 2016 — Kerry Morrison rewrites contract with Andrews International so that A/I work product is no longer the property of the HPOA and therefore, she wrongly thinks, is no longer subject to CPRA.

And I just recently acquired an October 2016 email from Devin Strecker to Lisa Schechter of the Media District BID2 which shows yet another dimension of this phenomenon: Devin Strecker has to tell Lisa Schechter that he is not allowed to click on a link because the HPOA does not use freaking Dropbox.

A demonstration of the HPOA’s forthcoming records retention policy: everything that can’t be stored in human memory will be recorded in the form of knotted strings, presently unreadable by anyone on earth. Take *that*, CPRA users!
Of course, he is not allowed to use Dropbox because of yet another policy instituted by Kerry Morrison to thwart my inquiries, although it’s really not clear what effect this is supposed to have.3 If this trend continues, she will eventually have all HPOA communication carried out by trained mnemonists who will memorize her messages and recite them in person to the recipients to avoid creating disclosable records. If data must be recorded in tangible form she will only record it by quipu, using the original Inca encoding methods which, conveniently, no one alive today is able to understand. New Documents: StreetPlus Proposal And Contract With SLAIT BID For Security Services, 2016 Emails Between Lisa Schechter And Kerry Morrison/Devin Strecker

StreetPlus seems to be taking over the BID security business from Universal Protection Service at a fairly rapid rate, so it’s beginning to seem worthwhile to collect records about them.
Today I have two new sets of documents to announce. First, the South Los Angeles Industrial District BID recently dropped Universal Protection Service1 as its security provider and hired StreetPlus to replace them. This seems to be a trend amongst our LA BIDs, probably encouraged by the fact that unlike UPS and Andrews International, StreetPlus specializes in BID security rather than security in general.

Other recent switchovers are the Downtown Center BID, the Historic Core BID, and both South Park I and II. Also the HPOA switched its cleaning contract to StreetPlus last year. This company is turning out to be a crucial player in the LA BID game, so I’ll be focusing some attention on them from now on. The first fruits of this are the 2016 proposal and resulting contract between StreetPlus and the SLAIT BID. There are some ancillary materials included there as well. This material is not only intrinsically interesting, but it has a lot to tell us about security in other BIDs. There’s some discussion and some more links after the break.

Also, I have 29 emails between Lisa Schechter of the Hollywood Media District BID and Kerry Morrison/Devin Strecker of the HPOA. These are mostly negatively interesting for their extreme lack of content. I’m guessing this is due to them switching as much of their communication as possible to phone calls and other off-the-record media. This, in turn, demonstrates, I’m still guessing, the feeling that my constant CPRA requests have engendered amongst local BIDs that they are operating in a minefield.

Well, good. They are. And the fact that they laid these mines themselves with their arrogance, disrespect for the law, and generalized idiocy, but still for some reason manage to act surprised at the negative consequences of stepping on the mines speaks volumes of their assumptions of privilege and delusions of immunity. The Hitherto Unrevealed Origin Story of the Illegal Selma Park “Kids-Only” Restrictions: How Kerry Morrison’s Irrational Hatred Of Homeless Feeding Programs Led Her To Lie About Everything And Then Lock The Public Out Of Selma Park

Kerry Morrison freaking hates well-fed homeless people, which is why she orders her BID Patrol bullies to spy on feeding programs like this one and why she will use lies and subterfuge to destroy public access to a park for everyone just so homeless people can’t eat there.
My colleagues and I have spilled a great deal of metaphorical ink explaining exactly how Kerry Morrison hung up fake kids-only signs in Selma Park in 2007, thereby stealing 8 years of access from the people of Los Angeles, and the issue has taken on some renewed currency by virtue of her newly revealed conspiracy with Mitch O’Farrell regarding restrictions on playground use in City parks. But until fairly recently we didn’t really know why she’d done it.1 Well, it turns out that the explanation was lurking in her BID’s 2006 First Quarter report to the Clerk’s office, wherein we read:

HED staff and the security team continue to monitor the situation in Selma Park, where a Saturday feeding program for homeless individuals has overtaken a park intended for neighborhood children. Attempts will be made to organize the families to prevail upon the council office to declare the entire park a “children’s only” playground.

Now, where in the world, I wonder, did Kerry Morrison get the idea that Selma Park was “intended for neighborhood children”?

Email From Police Commission Definitively Confirms Ongoing Registration of BID Security, Procedure Includes Individual Background Checks of BID Patrol Officers!

BID Security has been flipping off the Los Angeles Police Commission for the last 16 years, but that is most definitely over now!
I reported a couple months ago that as a direct result of my June 2016 petition to the Police Commission, BID Security would be required to abide by LAMC 52.34 and register with the City like all other private security patrol operators must do. At that time I had only the oral assurance1 of Police Commission enforcement officer Ernesto Vicencio that this was the case.

However, just this evening, as part of ongoing production of responsive materials to my recent CPRA request to the good old Hollywood Media District BID, I received a copy of this December 1, 2016 email from Eugene Shin of the Police Commission to every freaking BID in the City telling them that yes, as a matter of fact, they do have to obey the law. He mentions that he has “received numerous emails and voicemails and I feel this is the most efficient way to answer your questions.” And I just bet the tone was not joyous and grateful!2 Anyway, it’s important to have independent written confirmation that this registration is actually going to happen. Shin also makes it clear that the registration process involves individual background checks of every BID security officer, which is absolutely fabulous news. Mitch O’Farrell’s Misbegotten Playground Motion Was About Selma Park After All, Making It Even More Likely That He Was Trying To Please Kerry Morrison, Perhaps Because of the $2,600 In Campaign Contributions Given To Him By Her And Mr. Kerry Morrison

When I reported a few days ago on the tsunami of bad press surrounding Mitch O’Farrell’s recent Council motion seeking a municipal law to ban adults from children’s playgrounds in parks it was not yet provable, no matter how probable it seemed, that the proposal was related to the ongoing battle for Selma Park. Well, yesterday the Times published an excellent if somewhat shallow article by reporter Dakota Smith which settled the matter once and for all: “[O’Farrell spokesman Tony] Arranaga said O’Farrell proposed the law after locals complained about drug dealing at Selma Park playground in Hollywood.”

It’s still not proven that Kerry Morrison had a hand in O’Farrell’s proposal, but at this point it’s clear that she must have done. First of all, as anyone who actually lives in the area knows, there are no drug dealers in the playground at Selma Park. There may be drug dealers in the adult part, I don’t know, although I haven’t seen any actual drug dealing in there. Thus when Tony Arranaga speaks of putative locals putatively complaining about putative drug dealing in Selma Park, Occam’s Razor leads me to assume he’s talking about Kerry Morrison, who is still fuming more than 15 months after my colleagues and I undid her illegal off-limitsing of the Park for adults unaccompanied by children.

And such a move would be more than consistent with what we know about Kerry Morrison’s history. My colleagues recently reported that she and her husband, Mr. Kerry Morrison, had intentionally moved to Los Angeles in order to impose their puritanical visions on our City. Further research has revealed from whence these Morrisons came to our fair City:

Kerry Morrison, executive director of Hollywood’s business improvement district … moved from the more elegant confines of Rancho Palos Verdes. She now lives with her husband and children in Hancock Park, a neighborhood that was chosen precisely because it sits in the middle of old Los Angeles.

Mitch O’Farrell Deserves Any Amount Of Bad Press For Sucking Up To Kerry Morrison About Kids And Adults In Playgrounds But The Recent L.A. Times Editorial And Subsequent Internet Freakout Criticizing Him Are Kind Of Off Base

Our work on Selma Park has been getting a lot of action over the last couple days since the L.A. Times published this editorial criticizing a recent motion of O’Farrell’s. The Times puts it thus:

City Councilman Mitch O’Farrell has proposed barring adults unaccompanied by children from entering playgrounds. It’s an effort, he said, to keep city parks “free of creepy activity.” Who wouldn’t want to ban creepy activity or creepy people from playgrounds?

This editorial prompted a massive ongoing freakout on Reddit, followed by O’Farrell’s feckless denial on Twitter and moving from there to a blog post by the incomparable Lenore Skenazy, then on to Slate, and then everywhere. And the way the Times describes the issue is certainly frightening:

But what O’Farrell is proposing goes far beyond targeting worrisome activities that, in most cases, are already outlawed. It would bar any adult from sitting on a bench, exercising or otherwise enjoying public space near
[a] playground unless he or she brought a child along. Is this really necessary?

One of the legitimate, Recreation and Parks Commission approved, signs at Selma Park stating that use of the playground is restricted to children and caregivers. The sign cites LAMC 83.44 and Penal Code section 653g, neither of which actually exists.
According to the Times, Mitch O’Farrell proposed this motion because Hollywood residents complained about drug dealers in some park. But Mitch O’Farrell is famous for confusing Kerry Morrison and her dimwit BID buddies with residents of Hollywood. He thinks they’re his constituents even though none of them live in Hollywood. He’s made this error with respect to tour bus regulation, and also street characters, and also Hollywood nightclubs. In each of these cases, “Hollywood residents” has turned out to be code for “Kerry Morrison.”

So even though I don’t yet have documentary evidence to back it up, my best guess is that this story about Hollywood residents complaining about a park is O’Farrell-speak for something like the following chain of events: Kerry Morrison and her armed flunky Steve Seyler bitched and moaned about the HPOA’s illegal signs being removed from Selma Park.1 O’Farrell then probably asked the City Attorney how to ban grownups from the park again. Probably the City Attorney told him at that point that it wasn’t possible, because it’s not, and probably it also came up at this point that the City’s official signs banning adults without kids from actual demarcated playgrounds were really outdated, given that neither LAMC 83.44 nor Penal Code section 653g actually exist.

Of course, not only is it certainly illegal to cite people for violating repealed laws, but it’s almost certainly illegal for the City to post signs threatening to cite people for violating them in order to keep them out of places that they legally have the right to be. So Kerry Morrison and Mitch O’Farrell, faced with the possibility of the removal of even the official signs,2 settled, I’m thinking, on the very motion that is currently undergoing two minutes hate from the Internet.

And the motion the Internet is hating on is a scary thing indeed. But it’s not the motion O’Farrell actually made. Morrison Family Missionary Position Revealed! Mr. Kerry Morrison Admits Morrison Family Moved To South Central Hollywood To “support … the [Morrison] family’s mission to contribute and to participate in LA’s urban renewal,” To Which Ivan Illich Says “Yanqui Go Home!”

We have written before about about how Ms. Kerry Morrison presents herself as a missionary bringing the blessings of zillionaire-table-crumbs to the homeless population of Hollywood. And, given the proper understanding of Mother Teresa, it’s true that she is an awful lot like the Caudilla of Calcutta.1

And none of this is really a secret. For instance, here are more than 30 pages of emails from Kerry Morrison to various coreligionists extolling the virtues of Christian love for one’s City, praying for one’s City, serving one’s City as a “Christ Follower,” and whatnot. And there’s a long and vital tradition of this kind of thing in Christianity, to be sure. E.g. compare Paul’s letter to the Hebrews 11:9-10 on how Abraham’s faith led him to leave his home and live like a stranger for the sake of finding the City of God:

By faith he made his home in the promised land like a stranger in a foreign country; he lived in tents, as did Isaac and Jacob, who were heirs with him of the same promise. For he was looking forward to the city with foundations, whose architect and builder is God.

And of course it’s well known to students of Hurricane Kerry that she lives in zillionaire enclave Windsor Square, where she brushes shoulders or whatever with zillionaire lackey and fellow resident Eric Garcetti.2 And living in Windsor Square no doubt means many things to many people, but never ever ever would we ever have thought that it could be construed as an Abrahamic sojourn “like a stranger in a foreign country” for the sake of “looking forward to the city with foundations, whose architect and builder is God.” Newly discovered information reveals, however, that that’s precisely how Ms. Kerry Morrison sees it.

Police Commission Investigation Into Excessive Force Allegation Against BID Patrol Concludes That “No Violations Of Law Occurred Or Other Improper Behavior” But Crucial Precedent Is Set Nevertheless

Here’s the story so far: In November 2015 the BID Patrol attacked a homeless man while in the process of arresting him. It really looks like excessive force, so, at the direction of Richard Tefank, Executive Director of the Police Commission, in September I submitted a complaint to him and also to Kerry Morrison.1 As I reported two months ago, the Police Commission agreed to investigate my complaint, and assigned it to Officer Ernesto Vicencio.

Well, just yesterday I received a letter from Richard Tefank informing me that the investigation was complete and that they had found no wrongdoing on anyone’s part.2 This is disappointing, to be sure, because, as would all sane, right-thinking individuals, I would like to see the BID Patrol jailed, fined, and shut down, and it seems really, really, really clear that those BID Patrollies are breaking the law. However, it’s not that disappointing, because a clear and transcendently important precedent has been set, which will have lasting consequences for the future of BIDs in our City.

City of Los Angeles Sued Over 8150 Sunset Blvd, Also Vast Collection Of Stay-Away Orders For Hollywood Entertainment District Arranged By Neighborhood Prosecutor Jackie Lawson And Others

Although I don’t really have time to cover land use issues here, sometimes they have an intersection, however tenuous, with public records activity. Also, since BIDs are universally in favor of all development, no matter how illegal or stupid it might be, and they talk about it incessantly at their meetings in between planning to deport homeless people to Manzanar or whatever, it seems useful to collect some material on these issues here. One such instance is the stupidly huge development at 8150 Sunset Blvd.,1 recently approved by the LA City Council over the objections of freaking everybody.

So an organization called Fix the City2 sued the City on Thursday3 over various aspects of the 8150 Sunset project.4 I’m going to collect the filings on this case, starting with the verified petition filed Thursday, and you can get them via the menu structure or also:

Also, you may recall that in February 2015 I asked the LAPD for material on stay-away orders for the Hollywood Entertainment District. By October of this year they had not yet even responded to my request, leading to my filing a complaint with LAPD internal affairs over this dereliction of duty. There’s no news on the complaint yet,5 but they did finally send me a bunch of the actual orders. There’s a lot of material here, so for now they’re only available via our Archive.Org collection. Kerry Morrison’s Fallibility Exposed Publicly By Park La Brea News As Greater West Hollywood Food Coalition Move To Hollywood Salvation Army Is Finalized But She (Almost) Keeps Stiff Upper Lip. Mitch O’Farrell, On The Other Hand, Still Doesn’t Get This Whole “Free Country” Thing…

444px-salvation_army_world_war_i_posterAt least since February 2016, the Greater West Hollywood Food Coalition has been publicly discussing a move away from its long-time ground zero at Sycamore and Romaine. Of course, Ms. Kerry Morrison does not like this one bit and, in her rage,1 in May, went off in a tizzy crying to Salvation Army Board member Hank Hilty, whose family owns the Northeast corner of Third and Fairfax,2 and to the Salvation Army Southern California chief-directorate-for-something-or-another in Long Beach, saying something like “Hey fellow zillionaires! We don’t like this so can you please put a stop to it?”

And just watch her little speech on the matter from May. See how her affect just screams competence, omnipotence, every-kind-of-cence-but-common-sense? Well, according to the Park La Brea News, the Food Coalition’s move is a done deal and they will start serving meals there on January 1st. So much for Kerry Morrison’s back-channel-zillionaire-solidarity methodology. But does she just admit that she’s been trying to stop this development for almost a year now and has failed utterly? Nope! She’s quoted right in the article, speaking as if from her metaphorical dais, that imaginary place of calm, controlled, power. Also sprach die Königin von Hollywood:

“[The GWHFC and Salvation Army] don’t perceive it will be much of a net increase of people coming to Hollywood, but we will have to see. I don’t necessarily buy that,” Morrison said. “The concern is not about the meal program, it’s what happens before and afterwards. When you are embarking on a project like this that is not self-contained, it is going to have implications for the surrounding neighborhood. We definitely will be watching. We will be tracking to see if there is any increase [in homeless people coming to Hollywood]. If we are 60 days into it and there is no impact, then we are golden.”

The tacit assumption here is that anyone cares whether or not she is “golden.” In fact, if anyone at all cared, she would have been able to stop the whole thing in January, when she first started tracking it, or in May, when she first started whining about it in public. But she couldn’t, so why would she be able to now? She’s putting up a good front, but she’s putting up a front.

And that’s not all! Note how she says that ” We definitely will be watching. We will be tracking to see if there is any increase [in homeless people coming to Hollywood].” Well, she’s talking about the BID Patrol watching, obviously, and that presents an interesting legal problem for her. Also, recall that CD13 Councildude and Darth Four-Eyes Mitch O’Farrell has been trying to get the Food Coalition shut down since about 20 minutes after he took office in 2013.
