According to pleadings filed on November 30, 2015, settlement talks in the lawsuit filed by Los Angeles Catholic Worker and the Los Angeles Community Action Network against the City of Los Angeles and the Central City East Association, which runs the Downtown Industrial District BID, are proceeding well. The parties filed a joint stipulation stating that they

…continue to engage in settlement negotiations and are actively exchanging proposals. The parties believe future talks will continue to be productive and are amenable to participating in further sessions with Judge Woehrle
[the magistrate judge in the case]. Because these early settlement conferences indicated a potential for resolution of this case, and because all parties are non-profits and government entities, the parties have attempted to delay incurring significant litigation expenses from discovery and motion practice while the parties have been actively engaged in settlement negotiations.

And there’s more of that kind of thing in the stipulation. Well, as the man said, “if two of you on earth agree about anything they ask for, it will be done for them.” On December 2, 2015, Judge Gutierrez filed an order pushing the trial date back three months to July 2016 to give the parties time to work everything out.

Amongst the vast array of documents sent over yesterday by our faithful correspondent, we found a few revealing, upsetting, disgusting little servings of reprehensibility in the Board of Directors Minutes.

We’ll write about most of them later, but for today, consider the minutes of March 4, 2015. In fact, look on page 3, where we find some jive-ass nonsense labeled “President’s Report.” The President is DCBID and Central City Association Führerin Carol Schatz. The first section of her report is labeled “On the CCA Side.” CCA, of course, is the Central City Association, a private group which claims explicitly that the “work we do lobbying government and advancing policy is shaping the future of Los Angeles business.” That’s not something BIDs are allowed to be involved with, and yet, here they are, being involved with it. Fascism, as we’ve stated repeatedly, thrives on this kind of blurring-of-the-lines between private groups like the CCA and public city agencies1 like the BIDs. BIDs aren’t allowed to lobby on matters that don’t affect stuff within their boundaries. But that’s an argument for another day. Let’s look at what Carol had to say:

Carol had a meeting with Chief Charlie Beck and other BIDS regarding street vending and increase in crime Downtown. The biggest concern is that legalizing street vending will result in streets becoming uncontrollable. The fashion district is a prime example of the effects of street vending. These street vendors are being referred to as micro-entrepreneurs.Chief Beck advised that he would speak to Councilmember Price and Wesson to make it clear that he does not have the resources to manage street vending and it will be very damaging to what has been accomplished in Downtown.

Lots of Documents, and Not of the Usual Sort!

Today I’m pleased to announce the availability of a bunch more documents, some of them really interesting, and none of them of the sort we’ve usually featured here. First of all we are adding the Los Angeles Homeless Services Authority to our list of scrutinizees, albeit in a fairly desultory manner. Documents we obtain will be available from the usual menus above, and here is a link to that page. We kick things off with a couple years worth of form 700s from the Commissioners and the Executive Director. For almost certainly nefarious reasons, the city of Los Angeles, unlike other more enlightened cities in California, does not require BID board members or high-level employees to file financial disclosures (although this may be changing soon, fingers crossed!), so obtaining these forms was the only way to get any insight into Kerry Morrison’s finances insofar as they relate to her work for the HPOA. And now, like Jesus Christ hisself, we have saved the best for last, so the good stuff is after the break!

Charlie Beck Explains the Real Purpose of LAHSA’s Homeless Count: It Will Allow LAPD to Resume Mass Incarceration of Homeless

The Los Angeles Homeless Services Authority (LAHSA), whose chair is none other than HPOA Executive Directrix Kerry Morrison, sponsors a biennial count of the homeless population of Los Angeles. And what is the purpose of this massive volunteer effort? Well, according to LAHSA, it’s to “[m]ake a difference in the lives of homeless men, women, and children throughout Los Angeles County.” That turns out to be quite accurate. The homeless count will eventually make a huge difference in the lives of the homeless of Los Angeles.

According to LAHSA executive director Peter Lynn, quoted in a January 2015 press release:

The 2015 Greater Los Angeles Homeless Count is a critical opportunity to gain information about the size and scope of the challenge we face to house community residents experiencing homelessness. We use this information to better target our homeless service resources. Volunteers will make a difference in their community, and the lives of their homeless neighbors, by committing four hours of their time.

Now, doesn’t that just sound warm and fuzzy, but what the heck does it really mean? Well, thanks to an unexpected visit to the March 19, 2015, HPOA Board meeting by Charlie Beck, LAPD capo di tutti capi, we have an explanation for you (hint: when Peter says “better target our homeless” that’s exactly what he means).

Hollywood Media District BID’s Shocking Conspiracy to Violate Lavan Injunction on Willoughby Avenue Abetted by Highest Levels of LA City Government

We have written before about the January 2015 conspiracy comprising indefatigably feckless dudebro Steven Whiddon and various city officials, including LA City Council District 13 field deputy Dan Halden, to (probably illegally, certainly immorally) use the threat of powerwashing sidewalks outside of the Public Storage building at the corner of Willoughby and Cole as a means of removing homeless people and their possessions, in violation of both human decency and the Lavan injunction. Today we have an email chain from November 2014 which illuminates the origins of the conspiracy and also demonstrates that LA City Council District 4 operatives as well were involved in the furtherance of these misdeeds.

We join the sordid story on November 6, 2014, when someone named Marvin Cruz emailed Universal Protective Services security wallah John Irigoyen, CC-ing hmd.acevedo@yahoo.com, sgt.m4te@yahoo.com, and someone named Damien Reed, stating somewhat obscurely that:

There is alot [sic] of trash dumping here accross [sic] from 832 cole( public storage side). Also multiple 647I’s that block the aide [sic] walk. Can u [sic] contact HBT for the trash and maybe also lapd to come andtake [sic] contact with the idas.

Subseqently Captain John forwarded this report at 1:05 p.m. on November 7th to Steven Whiddon with the message “here is what you requested” prepended. A little over an hour later the conspiracy began to take shape.

And we cleaned up a homeless encampment, a small one, and then…I’m a little hesitant to talk about the homeless encampments and the…five issues where we found homeless belongings in parks that were left there because legally we’re not allowed to touch them and we’re supposed to be walking away from them. My crew didn’t tell me if they did that or not so I assume they walked away. (laughter from audience)

We believe that this constitutes a confession to a crime and urge that Sharyn and her “crew” should be prosecuted post-haste.
