Worst-Of-The-Bunch Ethics Commission Veep Serena Oberstein, Who’s Paid $87,500 Annually By Her 501(c)(3) Employer Vision To Learn, Both Of Whom Were Poised To Reap Benefit From Version Of Municipal Lobbying Ordinance Revision Pushed Hard By Serena Oberstein, Suspiciously Neglected To Mention This Fact In Any Of The Literally Zillions Of Public Forums Held On The Matter

It hasn’t even been two weeks since the Los Angeles Ethics Commission put our City’s Municipal Lobbying Ordinance in danger of being made meaningless, primarily at the instigation of worst-of-the-bunch Commission Veep Serena Oberstein, with respect to 501(c)(3) nonprofits, so it’s not surprising that all the ramifications of their misfeasance have not yet been completely understood. Along those lines, therefore, here’s another episode from the ethical Twilight Zone in which at least some members of the Commission seem to dwell in these latter days.

You see, Serena Oberstein is not just the City’s most corrupt Ethics Commissioner, what with her sub rosa agenda-pushing for her nonprofit buddies Shyaam Subramanian1 and Nancy Berlin, amongst others, not to mention her refusal to agendize a perfectly reasonable request that her Commission disclose their ex parte communications,2 she’s also the Chief Operating Officer of some Westside do-gooder outfit called Vision to Learn.

And while I had some inchoate notion that her involvement with 501(c)(3) nonprofits might explain at least some of her motivations in the recent fiasco, whereby mostly at Serena Oberstein’s instigation, the Commission ended up recommending to the Council that all 501(c)(3)s with gross annual revenues under $2 million be exempt from registration as lobbyists, I hadn’t taken the time to investigate. But recently it occurred to me to look at Vision to Learn’s3 Form 990s to see how the modifications pushed by Serena Oberstein would affect her employer.4 I published the last few years here on Archive.Org, or you can go directly to the PDFs here:

Saturday Morning Document Dump! Skid Row Neighborhood Council Conspiracy, Beaucoup De Bylaws, Form 990s Galore, Emails, Emails, Emails, And More, More, More! Larchmont Village, Fashion District, Figueroa Corridor, North Hollywood!

So much new material to announce!

  • Emails from Fashion District BID about Skid Row Neighborhood Council — This is clearly the most important item I have to announce today so I’m putting it first. If you’re interested at all in how the Downtown zillionaire elite crushed the SRNC formation effort you’ll want to read this stuff. There is what appears to be new evidence about the identities of the people behind the infamous United Downtown LA front group that hired Rocky Delgadillo to write a demand letter to City Council over the SRNC, although there’s still no smoking gun. I will be writing more about this material, but it may take a few days, and I wanted to get it before you as quickly as possible.
  • Figueroa Corridor BID emails — Between the BID and the City of LA, also USC, also Securitas. Various time ranges.
  • North Hollywood BID emails — City of LA and their security provider. Various date ranges.
  • Figueroa Corridor BID tax forms — From 2013 through 2015. It’s interesting to learn here that the Figueroa Corridor BID has been “IN THE PROCESS OF DEVELOPING A CONFLICT OF INTEREST POLICY, WHISTLEBLOWER POLICY, AND DOCUMENT RETENTION AND DESTRUCTION POLICY.” at least since 2013, with no sign of actually producing anything. Ah, sigh.
  • North Hollywood BID tax forms — From 2013 through 2015. It’s interesting to learn here that this BID and the Figueroa Corridor BID, both of which are administered by our old friends at Urban Place Consulting, turns in copypasta from the FCBID on their tax forms. Just for instance, they too have been “IN THE PROCESS OF DEVELOPING A CONFLICT OF INTEREST POLICY, WHISTLEBLOWER POLICY, AND DOCUMENT RETENTION AND DESTRUCTION POLICY.” at least since 2013, with no sign of actually producing anything.

And turn the page for beaucoup de bylaws and some interesting preliminary material on the privatization of public space in the San Fernando Valley. Most interestingly, there is a very rare appearance of some new material from the outlaw stronghold known to the world as the Larchmont Village BID!

There Is At Least One Substantial Way In Which Slavering Psychopath Mark Ryavec Is Not Like Donald Trump And That Is That We Have His Freaking Tax Returns

Something is happening and you don’t know what it is, do you, Mr. Jones?
This has nothing much at all to do with businesss improvement districts, but it’s Saturday night and I just felt like laying some Form 990s on you. These five beauties are from slavering psychopath Mark Ryavec’s agressively moronic Venice-based gang of subliterate meatheads, known to the mundane world as the Venice Stakeholders Association. They are available here on Archive.Org for your reading and researchical pleasure.

These items are interesting for any number of reasons. One is that they show that the VSA is not just a vision of sugar plums dancing ‘neath the fevered brow of Mark Ryavec, but that there are actual real-life other people involved:1 Michael King, Bonnie Felix, Anil Comelo, Robert Feist, Richard Myer(s).2 Had they appeared in another context I’d have been willing to bet that these names were merely selected from the myriad to be found in Ryavec’s floridly diverse collection of multiple personalities, but I don’t know many people, even the really, really, crazy ones, who have a lack of foresight sufficient to cause them to swear under penalty of perjury in a document submitted to the Federal government that the names of their imaginary friends represent real-life actual human beings.3

Another interesting thing is that the forms contain descriptions of accomplishments the VSA deems significant enough to brag about to the Federal government. These have the perhaps unintended effect of revealing both the breadth and the depth of the slavering psychopathy at work out there in the lorn, lost, lamented, former utopia west of Electric Avenue. Media District BID Tax Returns for 2011 Through 2013 Now Available

This is just a brief announcement that I have the Media District BID’s tax returns for tax years 2011 and 2012 and 2013. Nonprofits have to put quite a bit more information down than do private parties, so these are not only intrinsically interesting, but they are a little bit like menus for public-records-act-requesting banquets.
