Excelencia Charter Academy is yet another creepy little charter school run by yet another shockingly unqualified creepy little galaxy-brained grifter, this one known as Ruben Alonzo, going about the place making creepy little announcements of delusionally impending disruptive excellence while lining his creepy little pockets with public money1 at the expense of the actual human children that the state legislature, for reasons they’re going to have to answer for eventually, has seen fit to place into his care.

In this regard Alonzo is much like Sakshi Jain, shockingly unqualified founder of the ill-fated GANAS Academy, whose plan to co-locate on the campus of Catskill Elementary School conjured up such a monumental hurricane of activist opposition and scorn that, it appears, she has had to put her school’s opening on hold while she slinks back to her lair to soothe her metaphorical wounds with a salve made of equal parts boorish self-pity and Walton family megabucks.

Unlike Jain, though, Alonzo did actually manage to open his school. In the Fall of 2018 as it happens and, like Jain’s fiasco, co-located, in this case on the campus of Sunrise Elementary School in Boyle Heights. And like Jain’s folly Alonzo’s weirdo little project conjured up some opposition, most publicly from Sunrise Elementary teacher Mimi Guzman-Duncanson.

Duncanson famously parked her SUV out in front of the school covered in flyers advertising the appalling lack of qualifications of Excelencia’s teachers, let alone Ruben Alonzo, the self-proclaimed founder. Duncanson’s protest was covered in the Los Angeles Times and by Jason McGahan, writing in The Baffler.

You can see a picture of Maestra Duncanson2 with her minivan somewhere near this sentence.That picture and another like it came from a huge set of emails released to me recently by Alonzo pursuant to the California Public Records Act.3 And if it looks like hostile photography, like surveillance, well, that’s because that’s precisely what it is. It turns out that aggressively callow hellbaby Ruben Alonzo just could not deal with the fact that anyone at all dared to question his galaxy-brained 29 year old self.

These emails reveal that Alonzo hated and feared the truth to such an extent that not only did he stalk and surveill her, take hostile photographs of her, not only did he whine about her to every reporter who’d sit still long enough, but he tried to convince police to tow Duncanson’s protest van, although they refused.

He also arranged for police presence at his school for the first few days of operation because of his hatred and fear of protesters. He almost certainly also violated the Brown Act by emailing information about firing two teachers to his board of directors in advance of the meeting, explicitly stating that he was doing so in order to keep Duncanson from learning it. Oh for goodness sake, friends! Day before yesterday I took an astonishingly complex combination of public transit routes out to the the wild and untamed-by-rule-of-law hinterlands of Studio City to attend my very first meeting of the board of directors of the Studio City BID. And Lord, what a scene! What a raving conglomeration of angry white men! I have a serious topic to write about with respect to this meeting, but there are some things I have to take care of first, so it’ll have to wait. Thus, tonight, you get a lighthearted highlights slash bloopers reel of some of the oh so crazy antics of these oh so crazy folks.

When I first arrived in the meeting room4 there were board packets at every seat at the table. Board packets everywhere! Additionally, incompetently pedantic flunky Damien Gatto was shuffling self-importantly about the place so I asked him to see a copy of the packet. Now, I don’t tend to ask BIDdies for any favors, because what’s the point? And this request for a board packet to look at was not asking for a favor. The Brown Act at §54957.5 requires any materials distributed to the board for a meeting to be made available to the audience immediately.5

Evidently pedantically incompetent flunky Damian Gatto never heard about this, though, because, says he, he’s only going to give me the minutes and the agenda, and not the financials cause, says he, they’re secret. So I said “why” and he said, in a performative demonstration of his pedantry, his incompetence, “because we don’t have to, that’s why.” Hmmm. Gotta love the intense commitment to public service evinced by this pocky little sucker on the public tit, eh?

Anyway, he then stumbled off to his lair where, I am guessing, he was set straight by Emmy-award-winning zeck dreck John Walker,6 because when he came back with the goodies they did, lo and behold and so on, include the top secret financials. Now, that’s all interesting, I’m sure, but by now it’s not news that these rampaging BIDdies don’t have the first clue how the Brown Act works.7 This little incident, though, was far, far from being the weirdest, lunatic-est, most-signifying-of-a-delusional-level-of-cluelessness-est, incident at this meeting. Those honoraria go to the bizarre little hissy pitched by board member Matthew Dunn who, it seems, doesn’t like to have his picture taken8 even though the right to record meetings is explicitly guaranteed by the Brown Act.9 Turn the page for details, links, and, of course, a transcription!

The Education Of Ms. Ellen Salome Riotto, Episode 837 — Another Brown Act Violation At South Park — Not To Mention A Copy Of A Presentation By Sonder™ — The World’s Creepiest Hotel Company — Well Beloved, Of Course, Of South Park, The World’s Fourth Creepiest BID

It’s beginning to feel like all I do around here is educate the freaking South Park BIDdies about their legal obligations under the Brown Act. These are people who are so lawyered up in their daily lives that they don’t even tell their kids they love them except on advice of counsel but for whatever reason they cannot or will not get reliable guidance on how to follow a single one of California’s government transparency laws.10

There was this episode in February, this episode in April, this other episode in April, and now here we are in July with yet another hilarious tale of egregious flouting of statutory obligations on the part of the South Parkers.11 You may well recall that the South Parkies had a board meeting last Thursday, June 28, and that I attended and recorded it. And Ms. Joella Hopkins was a highlight, but not the only highlight.

There were also two presentations, one from AEG and another from yet another creepy-as-fuck hotel industry disrupter, known as Sonder, whose main advantage over Motel 6 seems to be that they have listening devices in their hotel rooms so that if guests play music too loud the company can turn it down remotely. What could possibly go wrong with that? You can watch Sonder’s spiel starting here, and AEG’s starting here.

Both of these presentations had associated slide shows, which the presenters seemed to think were somehow confidential. Sonder’s had some statement on it about how it was tip-top-secret, and the AEG presenters actually asked if there were any media representatives in the room. Watch and listen here as the AEG lady asks directly albeit fairly incoherently: “Can I just ask for process oriented are there any media in the room today?”

But as far as I’m concerned, and the law tends to agree with me, once people show a slideshow in a meeting covered by the Brown Act, that slideshow is public property. So naturally I sent Ellen S. an email asking for copies of the goods, and turn the page for transcriptions, commentary, and to learn what ensued!

A couple days ago I published a collection of Rena Leddy’s reports to the Board of Directors of the Fashion District BID. This is turning out to be an incredibly rich source of information, revealing, e.g., that a marketing consultant hired by the BID thinks, among other deeply stupid thoughts, that lobster rolls confuse Latinos. And today I have another gem, but, for good or for ill, this one’s more technical although no less interesting.

Perhaps you recall that Urban Place Consulting is working for the Fashion District coordinating the BID’s pending renewal with the City. I obtained UPC’s contract with the BID from Rena Leddy via the California Public Records Act, but she claimed that the chart showing the actual hourly rates of UPC bossboy Steve Gibson and his assorted flunkies was exempt from release because it was a trade secret. Then we spent three months arguing about it and everybody got lawyered up and eventually she gave in and sent me an unredacted copy of the contract showing how much money all the UPC folks were getting paid.

Well, it turns out it was all for nothing. You see, in October 2016, UPC submitted a proposal to the BID for the consulting job. Here is a copy (transcription after the break, as always). And Rena Leddy included this proposal in the November 2016 Board Packet. And the proposal contained an unredacted copy of the cost matrix. The Temptations Of The Gangsta Life Were Too Strong: Blair Besten’s Brief Attempt To Live As A Productive, Law-Abiding Citizen Lasts Less Than 24 Hours Before She Embarked On Another Crime Spree

Just yesterday we asked you, our loyal audience, to join with us in a sympathetic moment of silence for Blair Besten, executive directrix of the Historic Core BID, who was forced by circumstances to quit her outlaw ways and follow the law for just once in her professional life.

Well, I’m sorry to have to report that she’s back to living la vida loca on the mean streets of DTLA, unsurprisingly I suppose, as white collar crimes have such a very high recidivism rate. Blair Besten’s attempt at walking the strait and narrow path lasted about 6 minutes short of 24 hours, at which point she busted out in yet another crime spree. Here’s the background: This afternoon, a few of your loyal staff members rode the good old Red Line to Pershing Square to attend the June meeting of the Historic Core BID’s Board of Directors. We filmed the whole thing, if you’re interested.

When we arrived, we were greeted by the BID’s marketing specialist, Paola Flores, who invited us to sign in on the sign-in sheet. We declined, as we always do, and noted that the sheet was in violation of the Brown Act. This was the first (and least important) of three violations, the technical details of which along with the usual slew of goodies you shall find after the break.
