Two Very Interesting Records For Release — The Contract Between The City Of Los Angeles And Civitas Advisors For Establishment Of The Hollywood Route 66 BID — Shedding Light On Intersection Between BID Consulting And Lobbying — Also On Exactly What Role The Engineer Plays In Establishment Process — And February 2018 Feasibility Report Produced By Civitas

There seem to be two distinct ways that BIDs get started in Los Angeles. One is that a bunch of property owners want to start one, they talk to their council rep or the City Clerk, hire a consultant, and go through the process we’ve all come to know and love. But it seems that sometimes the City takes the initiative, they hire their own consultant, and as part of their duties, the consultant puts together a proponent group.

That seems to be what’s going on with the infamous Echo Park BID, and it’s also the way that the Hollywood Route 66 BID is being formed.1 Both of these establishments are being handled by OG2 BID consultancy Civitas Advisors. And as you may recall, a good citizen of Los Angeles recently supplied me with a massive set of emails between Civitas and the City Clerk‘s office.3

And buried amongst the interminable babbling about God-knows-what-all4 I uncovered a couple of really interesting gems. First, there is the contract between the City and Civitas for establishing the Hollywood Route 66 BID, and second there is a feasibility study for the BID prepared by Civitas in February 2018.5 Both of them have a lot to tell us about how BIDs get started and function in Los Angeles! Turn the page for excerpts and discussion.

New Documents! East Hollywood BID Quarterly Reports, Media District BID Emails, Media District BID Materials About Andrews International Security Switcheroo Including Emails, Draft Contracts, Price Matrices, And So On!

Yesterday I received a bunch of new records from Hollywood BIDboy attorney Jeffrey Charles Briggs, acting on behalf of the East Hollywood BID and also the Media District BID. Some of the stuff had to do with the Media District’s early renewal, which I wrote about yesterday, and today I’m mostly just announcing the balance of the material, which is available from our Archive.Org collections. In particular, we have:

  • East Hollywood BID quarterly reports 2012-2016 — BIDs are required by their contracts with the City to submit quarterly reports with updates on how they’ve been spending their money.1 These are useful to have on hand for reference. There’s nothing in these that stands out right now, but I haven’t read them carefully yet nor even looked at all of them.
  • Media District emails with the City of LA — And also a few from the Hollywood Property Owners Alliance folks, although nothing substantial. Again, it’s essential to have this material on hand for reference. There doesn’t seem to be much of special interest here, although there’s a lot more evidence of Rita Moreno’s uncharacteristically activist style as a BID analyst with the Clerk’s office, which is abstractly a good thing, although certainly she’s not going to be an activist if it upsets the BIDs too much.
  • Media District emails about Andrews International Security contract — The Media District BID is in the process of hiring infamous private security monolith Andrews International as its security provider, to begin July 1. These are some emails about the process. The most interesting things here are the attachments, which include A/I’s standard contract as well as proposed pricing matrices and so on. Andrews International famously runs the infernal Hollywood BID Patrol for the even-more-infernal Hollwood Property Owners Alliance just North of the Media District, so everything about them is interesting. There is much more material to come regarding this matter, and I will write about it in detail as it comes in, but it’s essential enough that I thought I’d better publish what I had immediately.

So that’s the new stuff, all except for one little email which didn’t exactly fit into any of those categories. It appears to constitute attorney/client communications, and perhaps it was handed over in error. But legally handed over it was, so I’m publishing it, and you can see a copy and read all about it after the break!

How to Call Someone an Asshole in Kerrymorrisonese

Kerry Morrison on Vine Street.
Ms. Kerry Morrison on Vine Street.
One of the pleasures, one of the pains, of intensively researching the Hollywood Property Owners Alliance is that I have to read hundreds upon hundreds of pages of HPOA Exec. Direc. Ms. Kerry Morrison’s smug, privileged prose. It’s painful not just due to her smugness, but to her tacit insistence that she’s an expert on homelessness and everything else, her hypocritical alternation between whining about government and soliciting special favors from the government, her advocacy of arresting homeless people over and over and over again for breaking even the most inconsequential of laws while she herself masterminds ongoing criminal conspiracies, and so on.

The pleasure comes from the same source that mastery of any complex esoteric field of knowledge brings pleasure. From intense close reading and rereading of the complete works of Ms. Kerry Morrison, I’ve not only realized that she speaks a separate, unique language (which we affectionately refer to as Kerrymorrisonese),1 in which the syntax and the vocabulary are identical to Standard American English, but the semantics is wildly divergent, but I’ve begun to master this idiolect and I’m here to share my knowledge with you. Tonight’s post is meant to be the first installment of a translation rubric. A phrasebook, if you will. I hope it will be useful to you, intrepid student of the fascinating subject that is Ms. Kerry Morrison!

TL;DR BID Quarterly Report: Bitch, moan, self-aggrandize, bitch, moan, self-aggrandize, whine, repeat if necessary.
TL;DR BID Quarterly Report: Bitch, moan, self-aggrandize, bitch, moan, self-aggrandize, whine, repeat if necessary.
As a follow-up to Tuesday’s release of all Hollywood Entertainment District and all Sunset & Vine BID Quarterly Reports I’m pleased to announce today that I have bunches of these reports from other BIDS. Although these collections aren’t (yet) complete, they’re nevertheless essential. You can access them through the menu structure above, and here are links:

These are also available on the Internet Archive, which is useful because you can download them via torrent, they have OCR versions, and so on. Links are after the break.
