Here are eleven pages of emails from 2014 released to me yesterday by Miranda Paster of the Los Angeles City Clerk’s office.¹ These provide a unique² window into the process by which BIDs are created in the City of Los Angeles. It’s clear from these emails that, despite the fact that everyone in the City government denies it, the BID formation process is encouraged, facilitated, and inextricably interwoven with City action at every stage. Of course, this confirms precisely what the California Court of Appeal found in its landmark decision in Epstein v. HPOA: that “by giving the BID the legal breath of life, the City breathe[s] life into the POA as well.”³

Shadowy BID Consultant Tara Devine seeping toxic waste from every pore at the August 23, 2016 meeting of the Los Angeles City Council.

Shadowy BID consultant Tara Devine, of shadowy BID consultantcy Devine Associates, slithered up out of the depths in which she habitually dwells to make a rare public appearance before the Los Angeles City Council on August 23, 2016, pleading for the Councilmembers to give life to the stitched-up-out-of-corpse-parts monster known as the Venice Beach BID which she’s been nurturing in her subterranean lair for many months now.

Even though the victory of her cause was a foregone conclusion, the dramaturgical conventions of the ritual ceremony that’s habitually performed in the John Ferraro Council Chambers in place of genuine democratic debate require that she pretend to be making reasoned arguments. She could as easily have recited the alphabet, assuming she is able to recite the alphabet, without affecting the success of her cause, but instead she chose to make checkable statements, all of which, as it happens, were lies. How BIDs and Eric Garcetti Torpedoed A Major Revision of the Los Angeles Municipal Lobbying Ordinance Proposed by the Ethics Commission in 2010 and Didn’t Even Help Themselves That Much

In 2008, the Los Angeles City Ethics Commission began discussing proposed changes to the Municipal Lobbying Ordinance (MLO).⁴ In July of that year the Commission began hearing public comments on what should be included in this proposal⁵ and in September 2009 they sent a 162 page report to the Rules and Elections committee of the Los Angeles City Council, thus initiating Council file 07-3005-S2. This committee was chaired by then Councilmember Eric Garcetti, who essentially killed the whole thing after less than an hour of discussion, perhaps influenced by the trumped-up and only marginally relevant concerns of his personal friend (and, since 2013, Windsor Square neighbor) Hollywood Property Owners Alliance Executive Director Kerry Morrison.

New Emails from CCEA: Raquel K. Beard, Ed Camarillo, Estela Lopez (!), Etc.

Yesterday I got about a hundred pages of emails from CCEA Executive Director Raquel K. Beard. These are from September 1, 2015 through September 8, 2015 and supposedly comprise all nonexempt emails sent or received by anyone at the CCEA during that period. I haven’t read them carefully yet, so there may be undiscovered gems. One interesting thing is that there are a number of emails between Raquel and Estela Lopez. Estela was formerly Executive Director of the CCEA and Raquel was the Managing Director. Raquel left in 2012 to run Downtown Long Beach Associates, which, among other things, seems to manage a BID there.
