Save Valley Village Files Suit In Superior Court Against City of Los Angeles Alleging Corruption Via Vote Trading At City Council

Last Thursday, September 8, a group called Save Valley Village filed a petition with the LA County Superior Court (hat tip to Scott Zwartz at Zwartz Talk for breaking the story) alleging that the members of the Los Angeles City Council are violating not only their oaths of office, but a State law, when they pay one another “deference” by never voting against anything that any of them propose within their districts.

The whole thing is worth reading and will be totally convincing to anyone who has ever watched our Council in action. The fact that there is some covert agreement among the Councilmembers is transparently clear. Here’s how SVV’s complaint describes it:

The Councilmembers of the Los Angeles City Council operate according to an agreement, i.e. The Vote Trading Pact, not to Vote No on any Council Project in another council district and said agreement by its very terms requires reciprocality, also called mutuality, whereby the agreement not to Vote No by one Councilmember is given in exchange for the other Councilmember’s not to vote No on a Council Project in his/her council district. Some have described the Vote Trading Pact as an agreement to Vote Yes for all Council Projects, and it has been described as taking the format of, “If you scratch my back on my Council Projects, I will scratch your back on your Council Projects.” Others refer to the agreement as one of deferring or respecting the decision of the Councilmember in whose district the Council Project is located. All the phrases describe the same Vote Trading Pact.

Councilmember David Ryu has described the Vote Trading Pact as one of “respect” for other Councilmember’s Council Projects and in return he expects the same “respect” for his Council Projects.

“For someone to come in at the tail end and to disagree with my recommendation after meetings with the community on dozens of occasions and with other city departments and after I have involved stakeholders,” doesn’t make sense, he said. “I might make a decision…and my colleagues respect it. Even if they might disagree with my decision, they abide by it because they were not there during those community meetings.” Los Feliz Ledger September 1, 2016

First Amendment Coalition Sues City of Los Angeles Over Tom LaBonge’s Illegal Records Destruction, Alleges Possible Felony Records Destruction, Eric Garcetti Still Not Held To Account For Similar Crimes

In January 2016 the Los Feliz Ledger broke the story that termed-out CD4 Councilmember Tom LaBonge had ordered the destruction of public records prior to his leaving office on June 30, 2015. Emily Alpert Reyes, writing in the Los Angeles Times reported on Thursday that the First Amendment Coalition had filed suit against the City of Los Angeles, claiming, among other things, that the destruction of this material either violated the California Public Records Act or else the fairly draconian Government Code section 6200. Last Wednesday our faithful correspondent and a small contingent of other MK.org staffers hit the 704 Eastbound on SMB to the Echo Park Office of Hollywood’s own Mitch O’Farrell, where he had an appointment with Hollywood Field Deputy Daniel Halden to look at both oodles and scads of very highly miscellaneous emails and other goodies.

It was our intention to follow our traditional course of conduct after such missions and hit up the loveliest Brite Spot at the corner of Sunset and Park, but ’twas not to be. For some reason known only to them and their accountant they’re closing at 4 pm throughout the Summer. One can only hope and pray that they’ll get back to normal hours later. But we digress.

Here is a link to the raw scans, which we’ve barely had time to sift through. Some are renamed, but most are not. Extraneous blank pages have mostly not yet been stripped. If you’re interested in reading hundreds of pages of emails from her highness, Queen Laurie Goldman about random multi-use monstrosities in Hollywood and why Robert Silverstein is pretty much Satan incarnate we’ll hook you up! There’s even a letter from Silverstein to someone about something in there somewhere. We got a few emails about recent anti-nightclub conspiracies between Mitch O’Farrell and the cops (recall that we reported on this a lot last year). But the real gems (that’s sarcasm, of a sort) we’ll reveal below the fold!

Many, Many New Emails from CD13 About Homeless Encampments, From CD4 About the Food Coalition, and From South Park BID About Street Vending

Today I’m just announcing three new collections of emails, all of which can be found (for now) exclusively in our Archive.org collections. First we have emails to and from CD13 about homeless encampments on Vermont Avenue, Melrose, Beverly, Alvarado, and some adjacent streets. The Council District was involved with breaking up these encampments in March 2016 and these emails document the process. They also contain a lot of fodder for future requests, since some of them list specific document numbers for Bureau of Street Services and also Sanitation Department orders and reports. It’s almost as if no one at CD13 was aware that breaking up homeless encampments puts federal money in jeopardy.

Last week I reported that the Bureau of Street Services’s response to O’Farrell and Ryu’s motion on tree-trimming was set to face some opposition from business improvement districts. Well, tonight, Jessica Lall of the Southpark BID, who seems generally sane, but evidently is not, has fired the first shot across the bow of the proposal in the form of a letter to the Committee. You can read it. It’s the usual bogus anti-government whining about layers of bureacracy and don’t impede the private sector and blah-de-blah-blah-blah. Anyway, I fired off my own letter to the committee, which you can read after the break, but, more importantly, which you can download here in Microsoft Word format so you can send a copy of your own. I know it seems bogus to sane people that a bunch of cookie-cutter letters would have an effect on our Councilmembers, but it seems that, in fact, they do. The necessary email addresses are:

Maybe you remember in January when Outfront Media illegally, immorally, and with reckless disregard, vandalized a bunch of trees in Silver Lake. Well, that’s smack in the heartland of Mitch O’Farrell world, so the CM and his compatriot David Ryu introduced a motion directing the Bureau of Street Services to figure out how to prevent this kind of horror in the future (the full council file CF 15-0467-S4 is here). It’s a little off-topic, but nevertheless interesting, to note that Outfront is a client of megalobbyist Veronica Perez, at whom Silver Lake residents directed a lot of justified rage on Facebook and elsewhere about this issue in March.

Well, in April, BSS came back with a list of proposed amendments to the City tree-trimming ordinance, and they mean to put some teeth into it, and as we know, our old friends the Hollywood Property Owners Alliance just hate to have to follow any laws at all since, they think, laws are what criminals break and we’re not criminals.

HPOA staffies Kerry Morrison and Matthew Severson, who propound the views of their masters with a level of passion that only the paid flunkies of zillionaires seem to be able to muster, frame it as a matter of more misdirected and incompetent government regulation. Real-estate zillionaire, BFF of Kerry Morrison, and revealed plagiarist John Tronson is gonna talk to Mitch about it at the fundraiser next week. Mark Echevarria, boss of Los Angeles spiritual/cultural nexus Musso & Frank, proves that you don’t have to be a genius to run a holy site by chuckling over the fact that he’s never heard of tree surgeons. It’s just yet another display of ignorance, privilege, and conspiracy to bribe public officials; business as usual at the HPOA. Documents: 2015 HPOA/AI Emails, Carol Schatz Emails from CD4, LAPD

  • Emails between HPOA and Andrews International from 2015. This is supposed to be all of them. It may be all that the HPOA has on hand, but it’s certainly not all that were sent. I’ll be writing on this soon, I hope. I had to redact these lightly because they included a number of social security numbers, driver’s license numbers, and a home address. Not cool!
  • Emails between CD4 and the Central City Association. This is part of a project to document the Downtown Center BID’s shameless disregard of CPRA and, ultimately, to hold them to account for same. These are from July 1, 2015, when David Ryu took office, to roughly a few weeks ago.
  • Emails between Carol Schatz and Mike Oreb of the LAPD. Part of the same project. This is supposedly everything from January 1, 2013 through December 31, 2015. I don’t see how that could be right, but I also don’t see how to prove it. There’s some moderately interesting stuff in here, but nothing momentous.

Greater West Hollywood Food Coalition Planning Move to Hollywood and Gower; HPOA Security on Alert

Yesterday, while perusing the agenda of the January HPOA meeting, which I wasn’t able to attend, I noticed the interesting statement that the “Greater West Hollywood Food Coalition [is] seeking new location within Hollywood Entertainment District BID.” This was in the Security Subcommittee report, because the GWHFC in the eyes of the HPOA comprises (to paraphrase Ted Landreth) “enemies of the people.” Well, I hadn’t heard about this, and made a note to look into it. And, as it happens, I was over at the CD4 Hollywood Field Office this morning scanning some emails for a whole different project1 when I came across this email chain between Ted Landreth of the GWHFC, Sarah Dusseault (CM Ryu’s Chief of Staff), Nikki Ezhari (CD4 Hollywood Field Deputy), and others, announcing the Food Coalition’s planned move to a location near Hollywood and Gower! They’re raising funds to buy property (give generously here) and are more than 25% of the way to their goal. Details on their plans for the property and some other comments after the break.
