At least since 2015 a vast coalition of business improvement districts along with the Schatzian nightmare horror show known as the Central City Association have been fighting, clawing, hissing, and paying lots and lots and lots of money to counter any inclination our pusillanimous City Council might have towards creating even minimal legal space for street vendors to ply their life-affirming trade in the City of Los Angeles.

As part of this conspiracy, and even though the CCA essentially does nothing but lobby the City of Los Angeles, the BIDdies and their minions and allies hired a bunch of outside lobbyists to help fight their weirdo battle. One of these ringers was Laura Mecoy, who hooked them up with the LA Times editorial board and then had some trouble getting paid by the BIDdies for her work.

And all of a sudden, here’s Laura Mecoy again! Very recently I received a copy of this fascinating email chain, and here’s what it reveals!¹ It seems that on December 8, 2016, Rita Villa of the Studio City Neighborhood Council got in touch with Carol Schatz about an upcoming hearing of a Council committee at which street vending would be discussed.² They were evidently trying to coordinate on who was going to attend the meeting to make sure the fascist viewpoint was heard.

Villa mentioned that our old friend Mr. John Walker of the Studio City BID couldn’t make it, and some other names about were bandied. Eventually Rita Villa arranged for Barry Johnson to attend, and Carol Schatz asked lobbyists Laura Mecoy and Fred Muir to write some talking points for Barry Johnson, which Laura Mecoy cheerfully did!

And there’s nothing at all interesting in the talking points.³ It’s the same old “one-size-does-not-fit-all we-respectfully-request-opt-in-please” jive-ass crapola that we’re used to out of these people. The interest in this episode is entirely in the effort that Carol Schatz and her hired lobbyists are putting into shaping the narrative coming out of the mouth of someone who’s putatively speaking for a neighborhood council.

Sneaky Shit-Sneakers Sneakily Sneak Sneaky Shit Into Current Version Of Street Vending Legalization Process, Setting The Stage For Continued Persecution of Vendors in Business Improvement Districts

So today the City Council moved forward with CF 13-1493, which, of course, is the famed street vending thing. For a good, objective,¹ discussion of today’s developments, take a look at this article in today’s Times by the incomparable Emily Alpert Reyes.² This is just a brief post to note the fact that the various anti-human opponents of legalized street vending won a major, seemingly unnoticed by anyone but me, victory via amendment in the current version of the motion.

Today’s motion doesn’t actually legalize street vending. What it does is direct the City Attorney, the Chief Legislative Analyst, and the City Administrative Officer to put together a proposed ordinance. This was to be based on this detailed set of recommendations from the Public Works and Gang Reduction Committee report. This report was amended in Council today before being adopted, and at least two of the amended recommendations are quite sneaky, and, I predict, will undermine the future ordinance in quite underhanded ways that will please business improvement districts and other business interests who have been working tirelessly to keep street vending illegal for years now. Last week I reported that the Bureau of Street Services’s response to O’Farrell and Ryu’s motion on tree-trimming was set to face some opposition from business improvement districts. Well, tonight, Jessica Lall of the Southpark BID, who seems generally sane, but evidently is not, has fired the first shot across the bow of the proposal in the form of a letter to the Committee. You can read it. It’s the usual bogus anti-government whining about layers of bureacracy and don’t impede the private sector and blah-de-blah-blah-blah. Anyway, I fired off my own letter to the committee, which you can read after the break, but, more importantly, which you can download here in Microsoft Word format so you can send a copy of your own. I know it seems bogus to sane people that a bunch of cookie-cutter letters would have an effect on our Councilmembers, but it seems that, in fact, they do. The necessary email addresses are:

UPDATE (3/17 9:40 a.m.): Just now the City Clerk sent out the agenda for a special meeting of the City Council tomorrow morning, amended to include the very change described in this post, requested by Carol Schatz only yesterday. Now THAT is political juice. Disgusting.

Carol Schatz, she of the zillion dollars an hour paycheck, just this evening with respect to Council file 14-1656-S1, on homeless people’s property, had a letter to the Council appear, advocating a change in conjunction from “and” to “or” in the proposed statute. Here’s what Carol Schatz had to say about the current proposal:

The ordinance from the City Attorney transmitted to the PWGR committee¹ only leads to a violation if a person refuses to remove a tent and obstructs removal.

And why is this bad, Carol? Pray, do tell:

This is unreasonable in light of limited city resources. It would require the continued involvement of the LAPD to have tents deconstructed on a daily basis, which is not practical or the best use of resources. It also does not meet the City’s goal of decriminalizing homelessness.

And not only that, but look:

This is unfair to homeless individuals, business owners, residents and other community stakeholders.

You read it here second, friends! Carol Schatz is concerned that some City law is unfair to homeless people.² Carol Schatz, the homeless people’s friend! Well, anyway, that line about the proposed law not decriminalizing homelessness is true, at least. Arresting homeless people because they won’t remove their tent and obstruct its removal “…does not meet the City’s goal of decriminalizing homelessness.” After all, it provides a way to arrest people, and only homeless people are affected.
