You might want to meet with Eric Garcetti but Eric Garcetti doesn’t want to meet with you. John Motter told that story recently in the essential Knock LA. And it’s not Garcetti’s problem, honestly. It’s all you. There are plenty of folks he will very gladly meet with, like e.g. members of the Central City Association. And in secret no less, as he did on November 16, 2020. Mike Feuer did the same thing on October 8, 2020.

And what were these luminaries talking to CCALA about in these top secret meetings? I’m glad you asked! I recently obtained copies of CCALA supreme commander Jessica Lall’s confidential members-only briefing notes for these two meetings that reveal quite a bit about what went on.1 Here are links to the original Microsoft Word files and PDF versions2. How I Reported Fashion District BID Executive Director Rena Leddy To The Ethics Commission For (a) Failing To Register As A Lobbyist And (b) Failing To Recuse From A DLANC Vote For Conflict Of Interest

As you may already know quite well, in the City of Los Angeles, people are required by the Municipal Lobbying Ordinance to register with the Ethics Commission if they’re compensated for 30 hours of lobbying activity over three consecutive months.1 This year I’ve been working on reporting BID consultants to the Ethics Commission for failure to comply. So far I’ve filed two complaints, both against Tara Devine, one for her work on the Venice Beach BID and another for her work on the South Park BID.

But consultants aren’t the only BID people who spend their time trying to influence municipal legislation.2 BID staff actually spend a huge amount of time on this as well, and they never ever register as lobbyists. Also, they have never, in the entire history of Los Angeles, ever been called to account for failing to register. In fact, they’ve fought vigorously against the very idea that their work is even subject to the MLO.3

Consequently I’ve been working on expanding my unregistered lobbyist reporting project to BID staff as well. I kicked off the modern era of this project4 today by filing a complaint against Rena Leddy, executive directrix of the Fashion District BID, for failing to register and also for violating conflict of interest laws. On November 21, 2016 Blair Besten Told The City Of Los Angeles That Her Zillionaire Developer Bosses Were Ready To Gentrify And Build Out Skid Row And Listed The Kinds Of Zillion Dollar Handouts, Tax Breaks, And Zoning Giveaways They Wanted. Seven Weeks Later She Was Lobbying José Huizar In Opposition To Skid Row Neighborhood Council Formation. This Is Not A Coincidence

Scott Gray of major Skid Row property owner Capital Foresight, likely behind-the-curtain string-puller for the covert anti-SRNC lobbying campaign, was famously quoted in the Downtown News in March 2017 with respect to the Skid Row Neighborhood Council formation effort to the effect that:

…the pending proposal to divide Downtown Los Angeles into separate geographic districts will have significant fiscal and far-reaching economic impact on the entire city

Anyone who attends to the shady world of Los Angeles real estate development can easily imagine in the abstract the kinds of things Scott Gray means, but there has hitherto been very little specific information about what he was talking about.

It turns out that in November 2016 Blair Besten’s megadeveloper bosses at the Historic Core BID had their heavy artillery aimed at Skid Row and had begun soliciting the usual array of sleazy under-table giveaways, such as tax abatements, relaxed zoning, and so on. It’s no surprise at all, then, that when the Skid Row Neighborhood Council Formation Committee’s proposal was approved by the Department of Neighborhood Empowerment in January 2017 they flipped out to the astonishing degree that they did.
