Perhaps you remember last year’s Assembly Bill AB1184, introduced by government transparency hero Representative Todd Gloria, dishonestly opposed by a bunch of mendacious business improvement districts and other shills with a lot to hide, and ignominiously vetoed by California Governor Gavin Newsom at the behest of lobbyists hired by the bad BIDdies and their enablers? Well, Gloria reintroduced it this year, and here we go again!

The new number is AB2093, and perhaps this time the forces of good and right will be able to overcome the nonsensical objections and get this baby passed. The Los Angeles Sunshine Coalition submitted a letter in support today, and you and/or your organizations can submit one as well! Send to Raquel Mason via email at raquel.mason@asm.ca.gov.

It’s expected to go to committee in March so it’s not urgent, but it’s also not not urgent, so don’t dilly-dally! And read on for a transcription of the letter sent by the LASC. Oh, and also! The dishonest opposition has already begun. Behold an idiotic form letter of opposition sent by some random special district somewhere north of Pacoima. Too dumb to analyze, but maybe worth a glance?

A Secret Powerpoint From The California Charter Schools Association Reveals 2019 Lobbying Priorities And Strategies — In Particular They Consider Positioning Themselves As Champions Of Equity And Equality But Worry That Their Supporters Might See That As “Mission Creep” — They Consider Supporting Equal Access To High Quality Schools But Worry That Such A Position Might Alienate The “Choice Wing” Of Their Base — They List Among The Greatest Threats The Bare Possibility That Charter Schools Might Be Required To Earthquake Proof Their Buildings To The Same Standard As Public Schools — In Short This Is A Seething Stew Of Privilege — And Arrogance — And Clueless Self-Exposure — In Other Words More Of The Damn Same Stuff!

As you must know by now the California Charter School Association is the premiere wingnut loony tunes mouth-frothing privatization advocacy organization in the state. And we’ve been learning an unprecedentedly awful1 lot about them since June due to a huge set of records2 released by Green Dot Charter Schools in response to a request I made of them under the California Public Records Act.

These records are so rich, so complex, so voluminous, that it’s taking me freaking forever to go through them, sort them, write about them, and I’m therefore laying them on you in increments. And the increment at hand is this powerpoint presentation, created by the CCSA in August 2018 to explain the next year’s goals and fears to their members. I have also exported this as a PDF for ease of use.3 There are also JPEGs of the slides at the end of the post if that’s better.

And my goodness, what a revealing heap of steaming and pernicious arrogance we have here. Under recent wins, for instance, we learn that the CCSA “Conditioned Legislature to defeat a half dozen harmful policy and budget proposals in preparation for less reliable Executive branch.” That’s the California Charter School Association right there telling how they “conditioned” the Legislature in preparation for Gavin “Less Reliable than Jerry Brown” Newsom’s ascension to the throne.

And further down the line we learn the assumptions behind CCSA’s policymaking agenda for 2019, probably actually for always, but I don’t (yet) have the evidence. And again, what’s revealed is appalling but not surprising. For instance they pledge that “CCSA will seek compromise on legislation that minimally constrains flexibility but only in exchange for new entitlements.” This item casts the CCSA’s support of SB126, which makes it exceedingly clear that charters are subject to both the CPRA and the Brown Act, in an interesting light.

Perhaps in 2018 they thought that this new law only “minimally constrain[ed] flexibility” and that they were going to get a bunch of goodies in return. But I’m willing to bet they’re rethinking that concession now given that the fruits of a single CPRA request have subjected them to months of pain-writhing exposure, some scathing articles in the Los Angeles Times, and may ultimately end the career of their manchild knight in shining hair product, Nick Melvoin.

And their listing of what they see as the greatest threats against them for 2019 is very instructive as well. I’m not up on the details enough to comment on all of these but the ones I do understand are as appalling as the rest of it:

Green Dot Charter Schools CEO Cristina De Jesus Served On Gavin Newsom’s State Charter School Task Force Earlier This Year — According To Tony Thurmond The Point Was To Identify “what is truly best for kids” — But De Jesus Told Her Colleagues That Her “Representation On The Task Force” Gave Green Dot “The Ultimate Voice” — And She Used Her Knowledge Of Task Force Meetings To Shape Green Dot PR Messaging On Charter School Controversies — None Of Which Sounds Like Thinking About What’s Best For Anyone Other Than Green Dot — Oh And Also It Seems That In Early 2018 De Jesus And The California Charter School Association Were Just Sitting Around Waiting For Michelle King To Die — So They Could Start Manipulating The Choice Of Her Replacement — Which As We Now Know They Ultimately Managed Really Well — At Least From Their Infernal Point Of View — And Making Insensitive Remarks While They Waited — Which Is Not A Good Look For A Bunch Of Privatizing Vultures — Especially Given How Their Hand-Picked Dude Is Working Out

Earlier this year Governor Gavin Newsom asked State Superintendent of Public Instruction Tony Thurmond to convene an expert task force to study some aspects of charter schools in California and to issue a report by July 1, which task they duly completed. Here’s what Tony Thurmond had to say about what all these experts were going to get up to:

I am excited that we have this incredible assembly of experts from all sectors to help lead this charge, to take a deeper look at the impact of charter schools. We plan to research data and facts, and will review the fiscal impact and authorization process of charter schools. But more importantly, we are going to do this with thoughtful intention and through the lens of identifying what is truly best for kids.

And one of the putative experts appointed thereto was Cristina De Jesus, mostly famous for being the supreme commander of behemothic privatizing charter school organization Green Dot California. And even though Tony Thurmond thought the task forceers were going to think about the kids, well, as might be expected by the cynical,1 it turns out that, as shown in some emails I recently obtained via the California Public Records Act, De Jesus had very, very different ideas about her role on this expert body.2

The story begins on March 27, 2019, when Anna Phillips published a story in the Los Angeles Times, privatizers-into-a-tizzy-throwingly entitled How a couple worked charter school regulations to make millions. And into a tizzy indeed were thrown the privatizers, especially their ministers of truth.3 Thus did Green Dot commo-king Sean Thibault write an email to his Supreme Commander CDJ,4 proposing a response, perhaps to be submitted as a letter to the editor, which Thibault refers to as an LTE because of course he does.

This proposed LTE is incredibly worth reading for its crackpot accusation that “ideological charter critics” essentially caused Clark and Jeanette Parker to steal all that money from Today’s Fresh Start Charter School because they “have focused their legislative proposals on areas that already have healthy public scrutiny” rather than what, according to Sean Thibault, they ought to have been doing, which is “partnering to update charter laws and regulations to help catch bad apples.” But what we’re really interested in here is Thibault’s summing-uppery, directed at his boss CDJ:
