So yesterday I went all over the damn City fetching public records from various agencies and told the story in this Twitter thread. And one of my stops was at the City Attorney’s office in City Hall East where I was menaced by a cop and subjected to extensive elevator therapy and then no one knew where the records were so I had to leave and then come back and finally I got them! And now you can get them too, right here on Archive.Org!
What I asked for here were emails to and from Tia Strozier, who is a newly appointed neighborhood prosecutor in Downtown Los Angeles. In that role, despite the mendacious utopian rhetoric of her lying boss Mike Feuer, she mostly works as an abject minion to business improvement districts and other zillionaire-facing organizations, her main job being to direct the full majesty of the law against whoever the zillionares desire, mostly homeless human beings who happen to live within the effective range of the considerable legal weaponry at her disposal.
One such person is Theo Henderson, a resident of Chinatown who, for reasons best known to the imaginary psychiatrist of unhinged racist1 psychopathic rageball and Chinatown BID kingpin George Yu, found himself squarely in the crosshairs of Yu’s rage. So much so, in fact, that activist residents of Chinatown rallied around Henderson, among other things, starting a Facebook group to discuss his plight.
And the story that these newly-obtained emails tell about George Yu, Tia Strozier, and the toxic misuse of municipal power, is not a pretty story. It shows Strozier marshalling her resources, convening meetings with Yu, other BIDdies, LAPD officer Elizabeth Ortega and other cops, City officials from Recreation and Parks, Ricardo Flores from CD1 representative Gil Cedillo‘s office, and so on, to discuss how to persecute Henderson.
And perhaps the most offensive part of this offensive, possibly unlawful, series of events is Strozier’s weaponization of the language of compassion, so common and yet still so appalling, among anti-homeless forces in Los Angeles, evinced here in her repeated insistence that she’s arranging for “outreach” for Henderson when it’s clear from the context that what she means by “outreach” is ultimately forcible removal from Chinatown, his neighborhood, where he lives. The story as we know it begins on December 18, 2018, when Tia Strozier, newly transferred or soon to be so out of the Van Nuys office of the City Attorney to the bright lights big city position of Downtown Neighborhood prosecutor, fired off this little slab of bootliquorice to George Yu, reassuring him that she was, in fact, his willing minion:

Tia Strozier, it is clear, knows and knows well that her job is essentially to serve zillionaires, to ingratiate herself with them, to protect their interests, and so on. Thus on March 7, 2019 Strozier sent Yu another minionesque floofball of an email asking when his BID’s meetings were so she could show up and perform her willingness to submit. And he sent her a list! And she was all gushingly like “THANKS GEORGE!!!!!”2
Now, in between that little submission display and May 23, 2019, it’s clear that George Yu and Tia Strozier had done some talking about Theo Henderson. I don’t know what they talked about yet.3 But, like I said, they were plotting something, because on May 23, 2019 Tia Strozier sent out this email to a bunch of cops and City staffers, the members of the anti-Theo-Henderson conspiracy, trying to set up a meeting to talk about how to stick it to him. Of course, Tia Strozier doesn’t call it sticking it to him, she calls it “outreach,” but her meaning is clear. The participants in all or some of the conversation were:4

For some reason George Yu isn’t involved at this level, probably because his minions already knew what was expected of them so he didn’t need to soil his hands with the details. There is plenty of evidence, as you will see below, of Yu’s unhealthy obsession with Henderson. Anyway, read on to see what stupid and evil plans this conspiracy of dunces had for Henderson’s demise.5
Be sure to note, by the way, Strozier’s damning admission that she has a top-secret “outreach” plan for Theo Henderson. Also Ricardo Flores stating that he wants to build a record to justify whatever atrocious things they end up doing to him by training park staff to report Theo Henderson to the authorities as much as possible.
And even worse, Tia Strozier’s wider, more sinister plan to pass out pamphlets to housedwellers in and around the park to help with “the reporting initiative.” This kind of thing, friends, is not why we entrust the coercive power of the state to any officials. This kind of thing is obscene, and probably illegal.
Note that it’s not always explicit that they’re talking about him. Like all baby-killing Satan worshipping housedwellers they like to hide their meaning behind code words like “quality of life” and “outreach” and “humane kill homeless shelters”.6 Their meaning, however, is clear. Get Theo Henderson locked up or forcibly relocated.

And let’s close with an appalling little number showing the sick depths of George Yu’s weirdo obsession with Theo Henderson. His deep understanding of municipal power in Los Angeles and the extent to which he has the ability to twist it to feed his sickness. to the extent, for instance, that he will report Theo Henderson’s Facebook posts about him to LAPD officer Elizabeth Ortega and to Neighborhood Prosecutor Tia Strozier as he does in this email from May 30, 2019.
Note that he doesn’t say anything, just sends it. It’s reproduced below. What, we are left to wonder, does he think they’re going to do? What, sane people everywhere are crying out to understand, does he think is going to happen? What is it evidence of in his warped mind? Why don’t they tell him to stop it? What has this City come to?

Inhumane kill homeless shelters are more what they’re creaming their sheets over, preferably out in the damn desert so the screams and smoke residue don’t lower their property values.
Tia strozier not a great trial lawyer and poor courtroom acumen in general. Saw her get chewed out badly by a pro prosecution judge. Deputy lacpd/ apds should be set everything for trial against her quality of life cases.

This is truly sickening. My children have attended Castelar collectively for the last 8 years. During this time I have interacted with Theo on many many occasions and have personally witnessed the harassment he constantly receives. It was so bad at one point that I confronted one of the public safety officers that literally parked his bike 3 feet away from theo and just stood there like some military personnel assigned to a very important post. I was furious that the people that we entrust to protect and observe true crimes was inflicting such blatant harrassment on a law abiding citizen who has done nothing more then be a friend, tutor, martial arts instructor, guardian of children that are at the park otherwise unsupervised. I could go on forever about what Theo has had to endure at the hands of these high end criminals, but it all comes down to “enough is enough!” Justice will be served.
