I recently obtained a small collection of emails between Venice beat cops Kristan Delatori, Peggy Thusing, and the recently self-destructed Nicole Alberca1 and those fan favorite BIDdies Mark Sokol and Carl Lambert. You can peruse the whole set here on Archive dot Org, and in today’s post I’ll discuss a few high/low-lights!

OK, remember the Venice Neighborhood Council election in 2016? The outcome was widely interpreted by sane people as being yet another death blow administered to the longtime rotting corpse of Venice. And now, thanks to this June 2016 day-after email from Carl Lambert to undisclosed recipients including Nicole Alberca we learn that Lambert divides the winners up into friendlies and not-friendlies.

And we learn who the friendlies are! And that there is a supermajority of them! And we also learn that Carl Lambert sends late-night texts to Nicole Alberca! And they make her smile! All these Venice zillionaires and their pet cops are really far too cozy for our safety and comfort, I think.

Oh yes, of course you want to know the names! Well, the friendlies are: George Francisco, Melissa Diner, Matt Kline, Evan White, Matt Royce, Matt Shaw, Robert Thibodeau, Will Hawkins, John Reed, Steve Livigni, Sunny Bak, Cayley Lambur, Jim Murez, Michelle Meepos, and Laurie Burns. There has been a wave of anti-homeless landscape architecture around Los Angeles, mostly involving planters. Some of these projects, like Miguel Nelson’s so-called North Sea thing in Skid Row, are done legally, meaning with permits obtained from the City. Others are completely illegal, like the livestock troughs full of dirt and cactus dumped all over the sidewalks of Palms Blvd. in Venice by despicable anti-homeless vigilante Mark Ryavec and his lynch-mob buddies at Lincoln Hardware.

And recently, a Venice resident, fed up with the attitudes of his or her neighbors, sent me a screenshot of a thread on Nextdoor.com, which seems to function more or less as the Radio Télévision Libre des Mille Collines of the Los Angeles anti-homeless brigades, wherein another such project is being planned.1 These property owners have raised more than $70,000 on their GoFundMe page to install cactus and sprinklers obstructing most of a block-long public pedestrian path along the west edge of the Penmar Golf Course in order to prevent homeless people from continuing to live there.2

And even though this unfiltered glimpse into the white-hot seething id of homeless-hating planter proponents is interesting enough, like a rampaging flock of crocodiles or something, it’s not the most important aspect of this revelation. The most important thing revealed here is the level of the City’s complicity with this project. According to the organizers, Mike Bonin’s staff helped them obtain permits and also attends their community meetings to help them raise money.

This is in stark contrast to the absolute indifference the City displays when citizens concerned with blatantly illegal antihomeless measures seek help navigating City bureaucracy. Where was Mike Bonin’s office when activists were trying to get the City to enforce its own laws against unpermitted sidewalk-blocking planters? Nowhere, actually. It’s not their problem, it seems. Not their job to enforce those particular laws against those particular perpetrators. After the break you’ll find some quotes about and details of Bonin’s complicity.

But before that, here’s an interesting little episode revealed in this discussion. On October 20, 2018, Mark Ryavec, the Adolf Eichmann of Venice, evidently whipped into some kind of visionary frenzy by all the talk of cactuses, asked one of the organizers: “…who might I contact to get the name and contact info for the landscape architect?” And they told him. And a little over a month later Ryavec and his minions, with the abject complicity of the City of Los Angeles, were replacing homeless human beings with illegal hostile planters at the corner of Palms and Lincoln.

How I Reported Fashion District BID Executive Director Rena Leddy To The Ethics Commission For (a) Failing To Register As A Lobbyist And (b) Failing To Recuse From A DLANC Vote For Conflict Of Interest

As you may already know quite well, in the City of Los Angeles, people are required by the Municipal Lobbying Ordinance to register with the Ethics Commission if they’re compensated for 30 hours of lobbying activity over three consecutive months.1 This year I’ve been working on reporting BID consultants to the Ethics Commission for failure to comply. So far I’ve filed two complaints, both against Tara Devine, one for her work on the Venice Beach BID and another for her work on the South Park BID.

But consultants aren’t the only BID people who spend their time trying to influence municipal legislation.2 BID staff actually spend a huge amount of time on this as well, and they never ever register as lobbyists. Also, they have never, in the entire history of Los Angeles, ever been called to account for failing to register. In fact, they’ve fought vigorously against the very idea that their work is even subject to the MLO.3

Consequently I’ve been working on expanding my unregistered lobbyist reporting project to BID staff as well. I kicked off the modern era of this project4 today by filing a complaint against Rena Leddy, executive directrix of the Fashion District BID, for failing to register and also for violating conflict of interest laws. There Is At Least One Substantial Way In Which Slavering Psychopath Mark Ryavec Is Not Like Donald Trump And That Is That We Have His Freaking Tax Returns

Something is happening and you don’t know what it is, do you, Mr. Jones?
This has nothing much at all to do with businesss improvement districts, but it’s Saturday night and I just felt like laying some Form 990s on you. These five beauties are from slavering psychopath Mark Ryavec’s agressively moronic Venice-based gang of subliterate meatheads, known to the mundane world as the Venice Stakeholders Association. They are available here on Archive.Org for your reading and researchical pleasure.

These items are interesting for any number of reasons. One is that they show that the VSA is not just a vision of sugar plums dancing ‘neath the fevered brow of Mark Ryavec, but that there are actual real-life other people involved:1 Michael King, Bonnie Felix, Anil Comelo, Robert Feist, Richard Myer(s).2 Had they appeared in another context I’d have been willing to bet that these names were merely selected from the myriad to be found in Ryavec’s floridly diverse collection of multiple personalities, but I don’t know many people, even the really, really, crazy ones, who have a lack of foresight sufficient to cause them to swear under penalty of perjury in a document submitted to the Federal government that the names of their imaginary friends represent real-life actual human beings.3

Another interesting thing is that the forms contain descriptions of accomplishments the VSA deems significant enough to brag about to the Federal government. These have the perhaps unintended effect of revealing both the breadth and the depth of the slavering psychopathy at work out there in the lorn, lost, lamented, former utopia west of Electric Avenue. I spent about three hours yesterday in City Hall and at the LAPD Discovery office scanning stuff. There are thousands of pages of stuff here, some of it quite important. It will take a long time to go through it and write about the highlights, so I thought I’d put it up on the Archive in (very, very) raw form immediately. Here’s what we have today:

A few weeks ago, Rory Carroll published an excellent article in The Guardian on how the City of Los Angeles has used gang injunctions as a tool of gentrification in Venice. Of course, this is not news to anyone who’s been paying attention since the injunction began in 2000. Even at the time it seemed clear that the injunction was a response to the wave of gentrification that began in Venice in the late 1980s and underwent unprecedented acceleration through the 1990s. Of course, everyone who’s smelting gold out of the housing stock of Oakwood in a blast furnace fueled by the burning bodies and lives of the poor people, the dark-skinned people, fed into the hopper by the LAPD, denies this every which way.

And these arguments have been repeated so often I have nightmares about them. “The cops would never ever do such a thing.” “There’s no conspiracy to chase out darkies.”1 And so on and on and on. But Venice’s own muse of slavering psychopathy, the very king of the gentrifiers, the universally acknowledged whitest man in Venice, Mark Ryavec himself, has distilled all of them, every last threadbare tin-foil-hat characterization, into one bitter pithy little ball. As Rory Carroll puts it:

For Mark Ryavec, head of the Venice Stakeholders Association, the notion that police act as gentrification agents is “a bunch of radical bullshit”.

Well, first of all, it’s not actually bullshit.2 The arguments against the idea that the City uses the LAPD to promote gentrification are mostly based on the (probably) factual assertion that (a) the City never mentions gentrification as a purpose for the gang injunctions and (b) that the assertions they make in support of the injunctions have to do with very real problems of violent crime (real at the time when the injunctions are being sought, anyway). There are a number of problems with this line of reasoning.

Street Vendors Reply To City of LA’s Motions To Strike And To Dismiss, Also Important Records From Department Of Sanitation, Including The City’s Standard Operating Procedure For Cleaning Up Homeless Encampments

Good evening, Friends! I haven’t had time to write much recently and I won’t have time for another day or two because the latest installment in the MK.Org LAMC 49.5.5 project is turning out to be more complex than I’d anticipated. I expect to have it done with by the end of this week. This is just a short interim post to announce some new records.

City of Los Angeles Sued Yesterday Over Mike Bonin’s Plan To Convert Westminster Park Senior Center To Homeless Property Storage

Yesterday, an organization called Venice Kids Count filed suit against the City of Los Angeles seeking to prevent Mike Bonin’s plan to use the former Senior Center at Westminster Park in Venice for a homeless property storage facility. Bonin’s motion is Council File 15-1138-S8 if you want to read the history. They are also seeking a temporary restraining order. Here is a copy of their verified petition, and here is a copy of the 1950 condemnation order dedicating the park for recreation use only. Homeless storage is absolutely essential, but following the law is more essential than anything, and Mike Bonin1 gives the impression that he doesn’t feel himself bound in the least by the law. So that’s the news; more editorializing after the break if you’re interested.

I didn’t mention it at the time, but in February of this year, the heroic Carol Sobel filed suit on behalf of American heroine Peggy Lee Kennedy and the Venice Justice Committee against the City of Los Angeles for yet another set of bullshit shenanigans at the beach, this time to do with the LAPD arresting people for handing out pamplets while seated at a table after sunset in a “Designated space.”1 At that time I started collecting the documents from PACER and putting them in a directory here but I didn’t write a post or even put a page in the menu structure for it (although I have done so now), because it’s a little off-topic. Anyway, today the City of Los Angeles filed a motion to dismiss and it made me so mad I thought I’d initiate some coverage here. I’m still too mad to explain why I’m mad, but at some point in the future I’ll actually discuss the substance of the case. No mainstream media seems to be covering this matter, and even the Beachhead doesn’t have much, so I guess it must be up to me. More reasons after the break.

This is a little off our beat, but we’ll tie it in before the end. As you may or may not be aware, Councilfolk Bonin and Harris-Dawson have been running amok-inna-good-way out west of here, just planning to build all manner of golden goodies for the homeless population of what, forty years ago, was the best part of Los Angeles, which is to say, Venice. There’s the affordable housing project in the City parking lot, there’s the storage facility in Westminster Park, and we don’t know what-all else. Well, just tonight, in the Council file of the latter item, this little slab of Ryaveckian lunacy just hit the internets. Read it and weep for civilization, fellow Angelenos. This Ryavec fellow would be a funny guy if he weren’t a slavering psychopath.1
