One of the perennially interesting unsolved questions in the theory of Los Angeles1 is who gets to meet with City officials to express their concerns and how and why they do. Why is it that some people have to rant and wave puppets during open public comment while councilmembers ignore them as they fool with their phones playing candy crush or swiping right on their staffies while others get all the face time they ask for, monthly breakfasts with the field staff, meetings, coffee dates, and so on? As with many such questions I certainly have my suspicions about the answer, but evidence has been hard to come by.

Leaving aside the case of zillionaires, who obviously get to meet just because they’re zillionaires, there was this one interesting episode from 2016 where scumbag cat-kicking K-Town slumlord Bryan Kim offered to donate a lot of money to Mitch O’Farrell for having arranged an encampment sweep and then wanted to meet with El Mitch and El Mitch’s consigliere Marisol Rodriguez was all like is he respectful because if so maybe a meeting would be a good idea because it would create the impression that Mitch cares about his constituents.2

This gave me the feeling that in order to meet with these people, in order to have them take one’s concerns seriously, it was at least necessary to be willing to observe some social boundaries, willing to play along, to take a seat at the table, to have concerns the addressing of which would in some way create some direct or indirect political advantage for the council office. This would be disconcerting but, I guess, understandable given the incentives under which City electeds labor.

However, I just recently obtained a string of emails between O’Farrell flunky slash Hollywood button man Dan Halden and a couple of really angry, really unhinged housedwellers which pretty much shoots that theory all to hell. These housedwellers, who are, incidentally, famed Grammy-winning Kanye producer Anthony Kilhoffer and his wife Amy Taylor, want some homeless human beings scraped off the sidewalks on Cole Avenue between Lexington and Santa Monica Boulevard in order to increase the value of their rental property and to soothe their offended aesthetic sensibilities.

Interestingly, once Taylor hears that Dan Halden is going to deal with the matter, she’s very careful to reassure him that she’s a loving human being. This is a super-common trope in this genre. I love all mankind, but I’m scared, so morality no longer applies:

I want you to understand that I empathize with the issues regarding those who cannot afford homes/shelters in Los Angeles. We are not heartless nor.are we blind to the adversities facing low income individuals in these times. But when it becomes an issue of safety, our children’s play spaces, and sanitation -then we need to act quickly and aggressively.

Kilhoffer is not respectful, he’s not willing to play along, he’s not even freaking coherent. He rants about piss, shit, drugs, pimps, how the City encourages encampments in order to drive down property values so they can “redevelop” his property. He insults Mitch O’Farrell’s attention to eliminating Columbus Day in Los Angeles.3 He insists that the people who are upsetting him aren’t even “real” homeless people, whatever that means and they’re not “respectful” like homeless people used to be a few years ago.

But Halden doesn’t ignore Kilhoffer, he doesn’t make cracks about him to his colleagues,4 he doesn’t even tell the guy to calm down and stop making up stories about prostitution rings being run out of tents on the sidewalk. No, he doesn’t do any of that. Instead he talks to the guy on the phone, he introduces the guy to neighborhood prosecutor Steve Houchin and various luminaries from the local Neighborhood Council, he arranges phone calls between the guy and supreme Hollywood cop Commander Cory Palka, and so on.

Most upsetting of all, Halden treats Kilhoffer as if he’s sane. He validates his psychotic concerns as if his ranting makes any freaking sense whatsoever, has any connection, however remote, with actual objective reality. It does not. Kilhoffer’s unhinged anger has obviously driven him to a place almost beyond moral judgment. He’s not competent to stand trial.5 Shunning is almost the only adequate response.6 On the other hand, Halden’s behavior is despicable beyond words and most certainly not beyond moral judgment.

Halden is a professional, his job is ostensibly to serve the people of the City rather than to single out angry dangerous lunatics like Anthony Kilhoffer for special attention and care, to amplify their psychosis and use it to guide policy. We don’t entrust him and his boss and the rest of their damnable ilk with our vast municipal power so they can use it against helpless human beings at the direction of demented psychopaths like Anthony Kilhoffer. He ought to be ashamed of himself, although experience has shown that whether or not he is his behavior won’t be affected by it.

Finally, after six months of Kilhoffer’s abuse and lunatic ravings, Halden finally actually arranges for a sweep of the encampment. In case you were wondering, that’s how encampment sweeps get scheduled in Los Angeles. Oh, and two months later the encampment was back and, I guess, the whole cycle begins again. And what’s the point? I have no idea.7

And, as I said, this episode leaves me utterly without a theory as to who gets these people’s time, in whom they invest their resources, what constituent concerns catch their attention. Anyway, turn the page for a transcription of selections from this utterly off the chain email conversation.

They were respectful and did not pose a threat. I would often give one of them food and blankets. But now it is an entire community of people who have NO RESPECT for those living in the area. How is this situation legal? You can’t just camp in public places??? How can residents even bring their children to the park to enjoy the community center? We have not been able to find another tenant and it is causing a SEVERE financial hardship for our family.

Please advise. We need to do something to fix this awful, unsanitary and dangerous situation!!!!!! Thank you for your prompt attention to this situation.

My name is Anthony Kilhoffer.

I would like to have a meeting with Mitch O’ Farrell about passing a new municipal code that makes it against the law to sleep and camp with in 200 yards of a park or day care.

Why is Mitch allowing homeless people to camp that the Hollywood Rec. center.

The park smells like piss and there is open drug use, prostitution and profanity every day and night next to the kids playground.

If the city can pass LAMC 85.02 the city needs a new municipal code that makes it against the law to have a homeless encampment with in 200 yards of a park or daycare.

What can be done about the homeless encampment at the Hollywood Community Center?

As you all know its growing. There were shots fired there last month. Some homeless folks have threat and harassed my renter and now he is moving out.

He is my second tenant in 6 months that has moved out do to the homeless problem.

This is out of control, and unacceptable. What is being done about this encampment?

I contacted everyone on this email back in August and no action has been taken.

Are you just going to let them live there for ever?

Mitch O’farrell is completely failing with this problem. Dan what are you doing about this?

When is the next city council meeting.

It’s nice to see that our property are doing good things.

Maybe Mitch O’farrell could worry less about Columbus Day and worry more about keeping his district safe.

Thank you for your concerned response to my emails last week about the encampment of crack heads and drug addicts that piss and shit on the street in front of a park where children play.

I would like some response on how you plan to handle this?

The answer that nothing can be done is not acceptable.

I own the property at I lived there from 2007-2012. Raised my daughter there for 5 years played in the Hollywood community park.

How as the city allowed this to happen?

These are not out of work actors or editor down on there luck waiting to find the next gig. These are career drug dealer pimps and low lives. They harass the good tax paying citizens. Is this your plan? Have these “homeless” harass the property owners and there tenants to drive down the value or property before the city redevelops it?

I’ve seen them run prostitution rings out of there tents.

Is that what the ACLU and homeless advocate support? Prostitution & drug usage?

How do we clean this up?

Please advise what steppes are being taken to handle this.

Thanks for adding Captain Cory Palka I am familiar with his work I follow him and the Hollywood PD on twitter. I also reached out to Steve Houchin today also to try to sit down with him and discuss drafting potential legislation in LA to ban sleeping on the streets. I spoke to Steve in August and he had the most insight to this problem that I found out of anyone in the city.

I am adding 2 people to this thread. Ferris Wehbe and Susan Chivaratanond both are property owners and landlords that are being affected by this encampment.

I think the problem needs to be redefined. These people are not “homeless” out of worked actor or editor that can’t find a gig. These are drug addicts and pimps that bully and harass the community the word “homeless” needs to be removed from the equation. They are not homeless. They have fallen through the fabric of society and have become a parasite on the community.

This is a city legislative problem. Not one you can push of on the police that are doing all they can to protect there citizens. This falls on the desk of Mitch O’Fallen and our mayor Mr. Eric Garcetti.

Dan we spoke in August and sense then the encampment only has grown and became more violent.

Mich O’fallen [sic] and Mr. Garcetti are failing there constituents and action needs to be taking immediately.

I haven’t been home all day and have heard of the big cleanup today. Thank you for that tremendous effort.

May I also please ask for extra patrol of the area at least through tonight.

As I shared with many of you, last time there was a big cleanup it created a very angry and tense setting.

Some of the campers tried to set up their tents in front of our homes and got angry and started cussing us out and tearing up our front yards when asked to leave.

Some of these guys are violent and we would like to avoid any potential conflicts.

Not sure who to contact or what the protocol is to address the camp situation at the center these days so trying all of you. We’ve been calling the nonemergency LAPD number but not seeing anything.

There’s been a resurgence of campers at the park. Of course during the rains we tend to look the other way for a few here and there. But of course, within a few days a few infrequent instances turn into a daily growth of tents and activity at the park.

Also, there’s been a few guys that go into the park at night, store their belongings on the roof. A few that sleep in the children’s playground.

There’s also an increase in people living in their cars on the surrounding streets — more than just the regulars like mama carol in the minivan. One includes a mom and young daughter.

A few months back we were told CENTCOM was to address this and be set up at the Hollywood city hall but haven’t been able to locate them.

Please let us know who to contact and will be following up with us to address this resurgence.

Like all human languages, German has been used to say some really ugly things over the years, but I do like its unabashed fondness for agglutination and the way that it results in terms that are fairly dripping with connotations of know-it-all-obviously-more-correct-than-you-ism. I really want to write something like Losangeleswissenschaftentheorie but Google translate doesn’t seem to be able to figure out what I’m looking for.
  2. That sounds like a sarcastic and not entirely accurate summation, but it is actually quite accurate.
  3. This is quite literally the only official act of Mitch O’Farrell’s that I support in a full, unqualified, unsarcastic manner. The. Only. One.
  4. At least he doesn’t do this via email, or if he does he illegally withheld those emails from me, wouldn’t be the first time.
  5. In a formal sense. Obviously not in an informal sense or I wouldn’t have tried, convicted, and sentenced him to shame and mockery, and that all just this very morning!
  6. Well, that and mocking him, of course, which is why I’ve called you all here this morning.
