Echo Park BID Formation Process Rolls On, With Economic Development Committee Just Yesterday, At Behest Of CD13 Rep Mitch O’Freaking Farrell, Recommending Allocation Of God Only Knows How Much Money To Civitas To Complete The Establishment Process

It’s been almost two years now since our esteemed City Council breathed new life into the inchoate Echo Park BID in May 2016 in response to a letter from the Echo Park Chamber of Commerce, who is apparently the BID proponent group for this mishegas. Well, that infusion of cash into its zombie veins apparently wasn’t enough to send it lurching off into what passes for the civic life of this fair but wounded City of ours.

Thus, evidently, CD13 rep Mitch O’Freaking Farrell found it necessary a few weeks ago to move in Council that the BID formation contract with Civitas Advisors, who’s acting as the BID consultant,1 be extended.2 Yesterday, the Economic Development Committee approved3 Mitchie’s motion and sent a report to the full Council for their sadly inevitable approval.

The original Echo Park BID formation materials are collected in CF 10-0154 and for all this contract extension voodoo they started a supplemental, which is at CF 10-0154-S1. Turn the page for a transcription of O’Farrell’s motion from February 27 as well as of an interesting selection from the Committee’s report which sheds some light on where things stand.

First Known Instance Of Los Angeles City Attorney’s Office Involvement In BID Formation Revealed By Emails Between Rampart Neighborhood Prosecutor Andrew Said And Wilshire Center Director Mike Russell About How To Get A BID In Westlake

It’s well known in the anti-BID community that the City of Los Angeles is fully committed to the completely false story that a BIDs is formed by a spontaneous upswelling of property owners, uninfluenced by the City and completely outside of the City’s power to direct. Of course, as I said, this is a lie, and there’s plenty of evidence that it is a lie. State law not only gives the City the absolute right to determine everything BIDs do with their money but the City is not shy about exercising this right when necessary.

And there are plenty of concrete proofs that it’s actually the City of Los Angeles that creates BIDs. From then-CD13-rep Jackie Goldberg’s tireless efforts to form a BID in Hollywood in the mid 1990s to Eric Garcetti’s and Mitch O’Farrell’s almost decade-long quest to put together a BID in Echo Park to CD9 repster Curren Price’s strongarmed extortion of a South LA car dealership to get seed money for a BID along MLK Blvd. to CD11 rep Mike Bonin’s mendacious little flunky Debbie Dyner Harris’s multi-year involvement with the Venice Beach BID formation effort, the City is the motivating force, I’d venture, for every damn BID we have now and are gonna have in the future.

But every case I know of has involved the local Council District. This isn’t just my imagination, either. It’s reflected in these BID formation guidelines, published by the Los Angeles City Clerk‘s BID office, which state unequivocally that the BID formation process begins when: An individual, or a group of individuals (“proponent group”), or a Councilmember, desires to investigate the possibility of establishing a BID in a given area.

Consequently, what a surprise it was to find a set of emails between Andrew Said, who is neighborhood prosecutor for the Rampart Division, and Mike Russell, director of the Wilshire Center BID, which feature Andrew Said asking for Mr. Mike’s advice on how to start a BID in Westlake. The emails, which are part of a larger set I received yesterday,1 are available here on Archive.Org. Turn the page for transcriptions and some more discussion of what this might mean.

O’Farrell Withdraws Support From Joe Bray-Ali Over Creepy Racist Internet Comments Just Like We Predicted Last Night That He Would!!

UPDATE: ON APRIL 27 AT 3:10 PM THE LOS ANGELES TIMES RESCINDED ITS ENDORSEMENT OF JOE BRAY-ALI.

Yesterday I reported on a story, broken by Laist.com, about CD1 candidate Joe Bray-Ali’s nasty comment history on racist Reddit clone Voat.Com. Of course, CD13 councilboy Mitch O’Farrell famously endorsed Joe Bray-Ali over O’Farrell’s incumbent Gil Cedillo. As of last night, according to the L.A. Times article on the matter, councilboy Mitch … well, let’s let the incomparable Dakota Smith tell it:

Councilman Mitch O’Farrell endorsed Bray-Ali earlier this month. A spokesman for O’Farrell said the councilman stands by his endorsement, noting that Bray-Ali has apologized for the online comments.

So, this morning at 10:47 a.m., just 22 minutes before I am writing these words, in another of the complete and utter about-faces for which he is known, Mitch O’Farrell sent out an email to his campaign mailing list withdrawing his support of Bray-Ali. This confirms a prediction the staff of this blog made yesterday.

And as much as it pains me to say so, this is the right thing for Mitch O’Farrell to have done. Furthermore, it sure is nice to see Mr. Mitch dancing to the tune we’re calling. And we didn’t even have to pay the damned piper….yet!

Turn the page for a complete transcription of Mitch’s dear Joe letter.

How Surreal Can LA Politics Get?! Joe Bray-Ali, Favored Candidate Of Councilboy Mitch O’Farrell, Himself Working Feverishly To Outlaw Racism And Stuff In Los Angeles, Is Exposed As A Crypto-Racist Fat-Shaming Homo-Transo-Phobo-Creep On The Internet!

NOTE: YOU READ IT HERE FIRST — I PREDICT THAT EITHER BRAY-ALI WILL WITHDRAW FROM THE RACE OR ELSE MITCH AND THE LA TIMES WILL WITHDRAW THEIR ENDORSEMENTS OF JOE BRAY-ALI OVER THIS ISSUE.

UPDATE: AT 10:47 A.M. ON APRIL 27, MITCH O’FARRELL WITHDREW HIS ENDORSEMENT!
UPDATE 2: ON APRIL 27 AT 3:10 PM THE LOS ANGELES TIMES RESCINDED ITS ENDORSEMENT OF JOE BRAY-ALI.

Today Laist.com revealed that Council District 1 candidate Joe Bray-Ali has a history of posting weirdly offensive pernicious nonsense on exceedingly disgusting alt-right website Voat.Com, which seems to be some kind of refuge for people who manage to pull off the unexpectedly possible trick of getting kicked off Reddit for being too despicable.1 You should read the article for the details, and I’ve summarized them in the picture that appears somewhere near this sentence. The guy says nasty racist, fat-shaming, transphobic, sexist, stuff, although the bare fact that he’s participating in forums called things like /v/Niggers as if they were somehow normal, somehow mainstream, is in many ways worse than anything he says there. I I speculated last month that this campaign was only going to get weirder, but I had no idea how right I would turn out to be.

This is a really bad turn of events for fecklessly idiotic Councilboy Mitch O’Farrell who famously endorsed Bray-Ali over his colleague Gil Cedillo. He also, for whatever reason, has allowed his staff to give money to Bray-Ali. O’Farrell, of course, is famous for having introduced a Council motion seeking essentially to outlaw racism, homophobia, transphobia, and so on in Los Angeles. His motion states, in pertinent part, that:

Councilboy Mitch Doubles Down On Endorsement Of Joe Bray-Ali, Uses His Own 2017 Campaign Email Account To Send Out Email Blast To His Campaign List, Thereby Violating Spirit Of Muncipal Ethics Laws Rather Than Letter

This is just a super-quick note to provide you with a copy of an email that Mitch O’Farrell sent out this morning from his mitch@mitchofarrell2017.com email account doubling down on his recent endorsement of upstart hippy bike-rider CD1 candidate Joe Bray-Ali, who is benefitting mightily, it seems, from the under-the-bus-throwing behavior to which his opponent, incumbent Gil Cedillo, has been subjected by the zillionaire elite of Los Angeles.

It’s a rather remarkable document, and I suspect that many if not all of the readers of this blog have neglected to subscribe to Mitch’s campaign email list, so I thought I’d better make it available. If you don’t like PDFs, there’s a transcription, as always, after the break.

Mitch O’Farrell Endorses Upstart Hipster Bike Rider Joe Bray-Ali In Stunning Vindication Of MK.Org Prediction! Our Editorial Policy Is That Mitch O’Farrell Is Always Wrong!! Therefore We Endorse Gil Cedillo!!!

A few weeks ago we predicted that Mitch O’Farrell was endorsing Joe Bray-Ali for City Council in CD1 based on the fact that O’Farrell’s cowering toady scheduler Dave Cano had donated $125 to Bray-Ali in February.1 Well, today our prediction was vindicated beyond our wildest dreams by the fact that Mitch O’Farrell himself actually made his endorsement explicitly in the LA Times. 2 Our next prediction is that O’Farrell’s toadying staff, who’ve been taught by the charismatic but fecklessly idiotic leader of their cult that money equals love, will all start donating money to Joe Bray-Ali. Stay tuned here for details!

Further Proof That The Political Elite Of Los Angeles Have Thrown Gil Cedillo Under The Bus: Mitch O’Farrell’s Scheduler, David Cano, Contributed $125 to Joe Bray-Ali’s Campaign, Which Is Effectively An Endorsement Of The Damn Hippy Bike Rider By Mr. CD13 Himself!

Of course, from that minute at 5:00 a.m. on February 6, 2017, that the Los Angeles Times, house organ of this city’s zillionaire political elite, endorsed his opponent, damn hippy upstart bike rider Joe Bray-Ali, Council District 1 incumbent Gil Cedillo was effectively thrown under the bus. But just like in every western movie ever made, it’s not the shot that knocks the hero off his horse that hurts,1 but rather the subsequent nibblings of a thousand attack-ducks that really ends the guy’s career.2

Which is why it’s so interesting to note that on the very same day that the Times announced that incumbent Cedillo no longer enjoyed the support of L.A.’s zillionaires and was thus fair game for the death by a thousand nibbles, Mr. Attack Duck himself, CD13 scheduler Dave Cano, smelt the way the wind blew, jumped on the anti-Gil train and donated $125 to Joe Bray-Ali. And does any one at all think that council staff donate money to non-incumbents without the permission of their bosses? It’s never going to happen in a zillion years.

The incumbent is almost always reelected, and the Councilmembers all badly need one another’s good will in order to maintain their patronage system. Thus Dave Cano’s donation was effectively an endorsement of Joe Bray-Ali by Mr. Mitch himself. If you don’t believe me that this is an incredibly rare event, turn the page for some half-assed perfunctory comparative analysis which, as half-assed as it might be, as perfunctory as it certainly is, is nevertheless pretty darn illuminating.

So Many New Documents! CD13 and HPOA Emails, Arts District BID Shenanigans, Miranda Paster In The Ivory Tower, Carol Schatz’s Pet Baby BID Gets Audited, Venice Beach BID And The State Of California!!

Deputy Dan Halden thinking about breakfast with Kerry and the boys at the Brite Spot. If you don’t want to be depicted as a cartoon, stop acting like a cartoon. It’s that simple.
Good Lord, there’s too much to describe, but this is a rich, rich set of documents. I spent more than two hours at City Hall this morning scanning this nonsense, and here it is, in the rawest possible form. There are gems in that mine, friends, but until I have time, you’ll have to scratch them out your own self. For now they’re all up on our Archive.Org account. There’s stuff about the Venice Beach BID, and Carol Schatz‘s lil baby, the Downtown Center BID got audited in 2013, Daniel Halden and Kerry H. Morrison are up to their usual dimwitted antics, Miranda Paster collaborated on a grant with a bunch of longhair sociologists at TAMU, and the freaking Arts District freaking redux!! Here’s a list with links and brief descriptions:

CPRA Goes Meta: Holly Wolcott Refuses To Release Some Records But Ends Up Releasing Advice Email From Deputy City Attorney Mike Dundas Authorizing Her Refusal

Holly Wolcott reimagined as a child of the 60s, chanting the Nam Myoho Renge Kyo of her people, which goes like this: “CPRA does not obligate me to answer questions. Only to provide records. CPRA does not obligate me to answer questions. Only to provide records.” HEY HOLLY!! CPRA also does not obligate you to not answer questions…
Perhaps you remember the long and winding narrative of how I spent almost half of last year trying to get the City Clerk’s office to cough up mailing addresses for the property owners in the Venice Beach BID, which they finally did do. There is a reasonable summary with links right here. Today I can reveal a little behind-the-scenes episode in that story.

A few weeks ago, in the middle of about a thousand pages of emails that the City Clerk’s office finally handed over, only about six months after I asked for them, I found this little gem of an email chain. Most of it is me hassling various Clerk staffies for the list of addresses, but right in the middle of it all, there’s an interlude between Holly Wolcott and Deputy City Attorney Mike Dundas, who’s evidently some kind of CPRA specialist over there in City Hall East.1

The TL;DR is that she goes: “Mike, do I gotta give him the goods?” and Mike’s all: “Nah, Holly, you don’t gotta because reasons.” It’s also interesting that the reasons he gives her are specious, providing, among other things, yet another example of how the Property and Business Improvement District Law of 1994 (which makes BIDs subject to CPRA) seems not to be understood so well over at City Hall. You will find some discussion after the break, along with quotes if you’re PDF-averse.

Kerry Morrison/Mitch O’Farrell Vampirical Folie À Deux Begins To Shrivel And Die On Exposure To Light As First Item In The Impending Flood Of Anti-Mitch’s-Playground-Initiative Sentiment Hits Council File In The Form Of Eagle Rock NC’s Unanimous Opposition

If the Eagle Rock Neighborhood Council has its way, this park and its playgrounds will remain free and open to adults with or without children in tow.
If you’re following the story you will recall that this L.A. Times editorial kicked off a somewhat misguided firestorm of opposition to Mitch O’Farrell’s recent Council motion 16-1456 seeking to develop a legal tool for banning adults without children from playgrounds in parks in the City of Los Angeles. Of course, this motion turned out to be yet another salvo in the ongoing struggle between Kerry Morrison and all sane Angelenos for access to Selma Park, which she convinced her close personal friend and neighbor Eric Garcetti to illegally curtail because of her irrational fear that people might pass out sandwiches to homeless people in the Park once a week.

This is an old story, and a sad one. Here’s how it goes: Kerry Morrison whispers sweet nothings in the receptive ear of CD13 field deputy Dan Halden at one of their monthly breakfast meetings. Dan, who for some reason thinks Kerry and her minions are Mitch’s constituents, passes the whisper on to “his boss.”1 Mitch O’Farrell, no doubt contemplating the oodles and scads of money trickling down to him from the heavy-laden coffers of Ms. and Mr. Kerry Morrison, mutters to himself something like “That sounds good! No need to run that by anyone sane! Kerry Morrison and her money would never lead me astray!!”

But once in a while sane people are paying attention, and then all those reasons that seemed so compelling in the back room suddenly start to look a little — and then a whole freaking lot — crazy. This happens all the time.2 And it’s beginning to happen again with this whole playground thing. If you subscribe to the Council file , you will have been notified last night that the Eagle Rock Neighborhood Council voted unanimously to oppose Mitch and Kerry’s motion (full text after the break if you’re PDF-averse).

This is doubtless the first droplet in what we here at MK.Org predict will be a flood of opposition. Sadly, but also hilariously, the opposers don’t actually seem to understand the letter of the proposed law, although they clearly understand the spirit all too well indeed. So let’s settle back and watch the already-at-a-fever-pitch frustration of Mitch and his spokesdude Tony Arranaga grow and grow and grow, as they issue ever-more-tightly-wound explanations until they finally and quietly decide to cut their losses and let the motion die in committee. Stay tuned!
