In October 2015 I made an exploratory request, asking Kerry Morrison for:
…sufficiently many photographs of Robert E. Reyes to allow me to identify him. If you have a picture of him alone that will do. If you have only pictures of him with other people, please send enough so that he’s the only one in the intersection of the sets of people pictured. If there is no set of photographs such that he’s the only one in the intersection of the sets of people pictured, please send enough so that he’s the only man in the intersection of the sets of men pictured.
I phrased it in this awkward manner because it’s a quirk of CPRA that agencies have to hand over records but they don’t have to answer questions about them. On November 10, 2015, Kerry Morrison responded with the photo shown here. She told me that Robert E. Reyes, badge #117, was the man on the left. So far, so good. At this point I actually thought I would be able to identify BID Patrol officers via CPRA. But, as you’ll see after the break, ’twas not to be.

there were a series of four hearings that the chief administrative office staff held on the… the sidewalk vending ordinance. … It’s just this kind of amorphous set of hearings, which were completely dysfunctional, disrespectful, and almost, um, resembled a circus.
In the same meeting, Kerry explained that she wasn’t putting up with this, not for a second, and told everyone what she’d done about it:
So actually, Carol Schatz and I wrote a letter to Herb Wesson, the president of the city council after that meeting saying this is, this is really not being, you know, well-handled, there’s no security, it’s intimidating to people, there are people who did not want to testify. So the subsequent two hearings were, um, maybe a little bit more well-behaved.
The lyrics are cruder than Kerry Morrison’s, but the tune’s the same.2
Well, we put our fearless correspondent on the case and he went out and got us a copy of this letter. As is usual with Kerry when she’s writing in this genre, outraged-with-veneer-of-politesse-and-diplomacy white supremacism, the letter manages to combine utterly competent, even stylish, syntax with semantics that wouldn’t have been out of place in a 1970-era Ronald Reagan psychotic fever dream about students running wild in the streets of Berkeley. 2010 BID Patrol Images Now Available on Archive
I am pleased to announce the availability of about 1.3 GB of images, obtained from the HPOA under the California Public Records Act. The main archive page is here. You can see a listing of the files for individual download here. I rot13-ed the filenames to protect people’s privacy somewhat.1 You can get the whole batch via bittorrent which, as always, is most efficient if you want local copies of these pictures. I’ll be organizing these into thematic PDF flip-books and publishing them at the Archive and on Amazon over the next few weeks, but as it may be a while I thought I’d make the raw images available now.
