Kerry Morrison’s Ruinously Expensive Obsessions With Homeless Outreach And Guns Cause Severe Cutbacks In BID Patrol Service Even As Expenditures Go Up, Up, Up — HPOA/CHC Books Cooked In 2015 To Obscure This Trend — Time For An Intervention!

Watch and listen here1 to an interminable discussion at last Tuesday’s meeting of the Board of Directors of the Central Hollywood Coalition2 about how to pay the increasing cost of the armed BID Patrol while, at the same time, maintaining or expanding dedicated “homeless outreach” services, also provided by Andrews International. In particular, staff is asking the board to approve a 5% increase in the A/I budget for next year to cover salary increases and so on.

Here are some numbers. A/I pays its BID Patrol officers $31.50 an hour.3 Almost certainly the BID is paying A/I significantly more than that. Also note that base pay for A/I unarmed officers is $13 per hour. In other words, armed officers cost about 2.5 times as much as unarmed officers. If A/I’s markup to the BID is a percentage of its HR costs then this ratio will hold constant regardless of what the BID is actually paying.4 Now, most BIDs in the City of Los Angeles do not have armed security. In fact, as far as I can tell, the two HPOA BIDs run by Kerry Morrison are the only BIDs that do.5 We have written before about Kerry Morrison’s disturbing and utterly disproportionate love of guns, and that’s probably enough to explain her insistence on armed security despite the high cost.6 And the cost is very high. According to the Sunset & Vine BID’s 2015 independent audit, the BID paid $805,608 for security out of total annual expenditures of $1,542,735.7

And what do they get for that? It’s explained in this exchange from last week‘s meeting.8 It’s essentially four dedicated officers per fourteen hour day, backed up by officers from the Hollywood Entertainment District, with slightly less on Sundays. Assuming 8 hour days, and not adjusting for Sundays, this is 11,648 hours per year.9 Dividing this into the 2015 security expenditure yields a rate of $69.16. The 2013 contract between A/I and the HPOA gives the markup rate as 82% for BID patrol officers and 55% for supervisors, so this is roughly consistent with a base hourly rate of $31.50.10

Yet Another Reason Kerry Morrison’s So Ooshly-Gooshly about the Commish, Bill Bratton

If only we were as clever as Randall Munroe we'd-a put something funny here...
Bill Bratton, AKA “the Commish,” seated with unindicted and evidently unhappy co-conspirator and co-author Zach Tumin in 2012, about 8 months before the world didn’t end that December
Long-time readers of this blog will be familiar with the HPOA’s crazed vendetta against street characters and, by extension, the very foundations of American government. If they could destroy the former by destroying the latter we have no doubt that they’d not only do it, they’d also destroy the latter just on the off chance it’d give the former a bad day. We’ve published evidence for this, but anyone who listens to any of their blather for any amount of time will hear their rage expressed in quite certain terms.
Imagine what would happen if lady street characters on Hollywood Boulevard started walking around naked like they do in Manhattan. Heads wouldn't just roll, they'd explode. What we need is a little free-the-nipple in Hollywood like they got at Venice Beach
Imagine what would happen if lady street characters on Hollywood Boulevard started walking around naked like they do in Manhattan. Heads wouldn’t just roll, they’d explode. What we need is a little free-the-nipple in Hollywood like they got at Venice Beach

And they don’t just conspire with LA locals like the city attorney, their conspiracies reach across the very continent to Manhattan, because that’s how bad street characters are, friends, they’re a transcontinental destructive force. Anyway, BID buddy Bill Bratton, affectionately known to Kerry Morrison and zillions of other fans as “the Commish,” is all in a lather over the desnudas of Times Square, who are evidently topless women in body paint (NSFW) who pose for tips with tourists. He’s frothing at the mouth. He was actually quoted in the frickin’ New York Times begging, nay, pleading for a chance to violate his oath of office:

So-Called “Donation Stations” in Hollywood and Aktion Arbeitsscheu Reich: A Curious Instance of Convergent Evolution

It's hard to tell the cactus from the euphorbia, isn't it? Just like it's hard to tell the BID patrol from the gestapo. Hint: one is an armed gang of thugs, brutally enforcing the racist policies of their masters against the most helpless members of society and the other is a bunch of Nazis.
Convergent evolution: It’s hard to tell the cactus from the euphorbia, isn’t it?8 Just like it’s hard to tell the BID patrol from the Gestapo. Hint: one is an armed gang of thugs, brutally enforcing the racist policies of their masters against the most helpless members of society. The other is a Nazi organization.
Convergent evolution occurs in biological species when two types of organism occupy similar niches, are subject to similar selection pressures, have to solve the same sorts of problems in order to succeed in the tasks that their environments set for them,1 and so on. Thus when two organisms have evolved similar survival tactics, it’s reasonable to draw the conclusion that they’re trying to solve similar problems in the world, that they play a similar role in the grand scheme of being.2
It's also hard to tell the HPOA device from the Nazi one. Read on for details!
More convergent evolution: It’s also hard to tell the HPOA device from the Nazi one, for about the same reason. Hint: One is a vicious tool of oppression used by quasi-privatized gangs of thugs as an essential tool in their politico-corporate masters’ program of social cleansing. The other is a milk-can with a swastika painted on it. Read on for details!

And it’s an undeniable fact that Kerry Morrison and the Hollywood Property Owners Alliance are, against the express will of Jesus Christ, obsessed with discouraging people from giving money to panhandlers directly. Just the briefest glance at any of their newsletters will convince you of this. In particular, see page 7 of the Summer 2014 issue, in which Kerry Morrison asks herself and, by extension, you, the reader, if she should give money to panhandlers (SPOILER: no!). Kerry gives no real reasons at all here or anywhere, so far as we can see.

Admittedly she gives what seem like reasons at first glance, e.g. she asserts that the homeless will spend the money on alcohol and then get arrested by the BID patrol for drinking it in public, but there’s no explanatory force here. Kerry’s the Executive Directrix of the HPOA and thus the big boss of the BID patrol. She is a woman under authority, with soldiers under her; and she says to this one, ‘Go!’ and he goes, and to another, ‘Come!’ and he comes.3 If she doesn’t want people getting arrested for drinking in public, all she’s gotta do is tell her gunmen to stop arresting them. There’s no need to propagandize against giving money to the poor if the goal is merely to arrest fewer people.

And it doesn’t stop with propaganda, either. There are actual machines involved. See, e.g., page 5 of the Summer 2014 HPOA Newsletter, in which Kerry promotes machines that people can put money into instead of handing it personally to panhandlers. This, says she, is “a positive option for passersby to contribute change to help people.” These machines cost $2500 a pop and they’re looking at getting 12 of them. That comes to $30,000 altogether, which is actually about 2% of the HPOA’s annual security budget. There’s some serious purpose at work or the HPOA wouldn’t be willing to spend such an outrageous amount of money,7 but we’ll be damned if we can see what it is. Fortunately, we have an analytic tool that will let us understand everything and then explain it to you!

Positions on Cheap/Affordable Alcohol Reveal Hollywood Property Owners Alliance to be Hypocritical, Insane, or (Most LIkely) Both

The Hollywood Property Owners Alliance arguing with itself about alcohol. The moral? The rich are connoisseurs of fine spirits who appreciate a bargain. The poor are going to jail.

Look! The Hollywood Property Owners Alliance loves “affordable” “booze”!! For instance, there’s a new bar in Hollywood:

Whiskey Blu, located at 1714 N. Las Palmas, advertises $2 beer, including Pabst, Budweiser, and Coors as well as $5 shots of Makers Mark, Bullit, Crown, Jim Beam and more. … Whiskey Blu has stepped up to serve those who enjoy a nice, affordable drink.

And look again! Another bar closed down but now it’s back:

For several years, Dillon’s Irish Pub & Grill was a hub for sports fans, tourists and nightlife at the famed intersection of Hollywood and Vine. Known for its $3 beers…

And look again again!

For those who love a little booze and music, Hollywood & Highland’s summer series, Wine & Jazz, does not disappoint!

Ah, but Kerry Morrison doesn’t love it so much.
