BID proponents

The BID proponents are a group of private citizens who, usually in concert with the city, take the initiative to establish a business improvement district. They ordinarily hire a BID consultant to assist them in the technically complex process. If the BID is successfully established the BID proponents usually end up forming the core of the property owners' association, which will contract with the City to administer the BID.

One of the main responsibilities of the BID proponents is the collection of petitions in favor of BID formation signed by property owners representing more than 50% of the value of the property that's proposed to be assessed in the new BID.
