Annual Planning Report
Property-based business improvement districts in California are required by the Property and Business Improvement District Law of 1994 at Section 36650 to submit an Annual Planning Report for each year beyond the first that they're in operation. The APR describes all planned activities and expenditures for the upcoming year. It is also possible to change assessment methodology and BID boundaries via the APR.
As with the Management District Plan, the City Council is granted the absolute right to revise the APR prior to approving it.
